1 How to keep your signs in good condition and yourselves out of court Standard: Public agencies or officials having jurisdiction shall use an assessment or management method that is designed to maintain sign retroreflectivity at or above the minimum levels in Table 2A 3 Enacted Dec 2007; Compliance date for Plan is Jan 22, 2012 one or more of the following assessment or management methods should be used Visual Nighttime Inspection Calibration signs Comparison Panels Consistent parameters Measured Sign Retro Combination of Any Expected Sign Life Corridor Replacement Control Signs Future Method Based on Engineering Study Is the sign needed? Is the sign missing? Is the sign the correct one/ in compliance with MUTCD? Is the sign the correct size? Is the sign in the proper location Lateral clearance? Height above the edge of travel lane? Longitudinal placement along the road? Is the sign visible both day and night? If not, why Check the sign face Condition cracking, peeling Fading or discoloration Vandalism, graffiti, bullet holes Contrast Retroreflectivity Is the sign in the clear zone? If so, is the post yielding?

2 Municipality A maintains their signs by Nighttime Inspections and replacing any worn or damaged signs as they find them. Signs are replaced as needed and no schedule of replacements is needed. Municipality B maintains their signs by dividing their community into sections, and replacing all signs in a section each year. Every sign in the community is replaced within the expected life span of the sheeting used. When the first to be replaced are reaching the end of their life span, the cycle starts all over again. Municipality C maintains their signs by road or route, and has a schedule for which road has its signs replaced each year. Every sign in the community is replaced within the expected life span of the sheeting used, and then they start all over again. Municipality D replaces their signs by using the Expected Life of the type and color of sheeting used. They know when each sign was installed and what sheeting type it is, and when the sheeting manufacturer s guidelines say that the sheeting is about to fall below minimum retro levels, the sign is replaced. Parking/Standing/Stopping Walking/Hitchhiking Adopt A Highway Blue or Brown Backgrounds Exclusive Use of Bikes or Peds Support: Compliance with the Standard in par 02 is achieved by having a method to maintain the minimum levels established in Table 2A 3. Provided that a method is being used, an agency or official having jurisdiction would be in compliance even if there are some individual signs that do not meet the minimum levels at a particular point in time.

Engineering JUDGMENT the evaluation of available pertinent information, and the application of appropriate principles, provisions, and practices as contained in this Manual and other sources, for the purpose of deciding upon the applicability, design, operation, or installation of a traffic control device. Engineering judgment shall be exercised by an engineer, or by an individual working under the supervision of an engineer, through the application of procedures and criteria established by the engineer. Documentation of engineering judgment is not required. Engineering STUDY the comprehensive analysis and evaluation of available pertinent information, and the application of appropriate principles, provisions, and practices as contained in this Manual and other sources, for the purpose of deciding upon the applicability, design, operation, or installation of a traffic control device. An engineering study shall be performed by an engineer, or by an individual working under the supervision of an engineer, through the application of procedures and criteria established by the engineer.
