People credited with this unit standard are able to: initiate start up and shut down operations to turbine propulsion plant during abnormal operation; maintain and improve output of turbine propulsion plant during abnormal operations; and respond to changes in demand during abnormal operation of turbine propulsion. Open. Evaluation of documentation and visit by NZQA and industry. A centrally established and directed moderation system has been established by Maritime Qualifications New Zealand Inc. special notes: 1 Start up and shut down of plant include: - On request; - Necessary operation for malfunctioning plant; - Necessary operation for plant operating outside of normal parameters.
2 2 of 6 2 Safety rules, regulations, legislation, and their subsequent amendments include: - Safety of Life at Sea (SOLAS); - Marine Pollution (MARPOL); - Resource Management Act (RMA) 1994; - Maritime Transport Act 1994; - Company or Organisational rules, procedures and regulations; - Manufacturer s guidelines and recommendations. 3 Plant includes: - Turbine prime mover; - Associated steam plant; - Shafting, gearing and associated auxiliaries and systems necessary to move the vessel. 4 Parameters include: - Pressure; - Levels; - Flow; - Temperatures; - Speeds; - Expansion measurements; - Vibrations. 5 Alterations in output include: - On request for assistance; - Necessary for operation outside of normal parameters and methods.
3 3 of 6 6 Correct personnel may include: - Ship s Master; - Chief Engineer; - Officer of the Watch. 7 Operations include manual adjustment of controls to achieve new demand and the monitoring of remote operation. Elements and Performance Criteria element 1 Initiate start up and shut down operations to turbine propulsion plant during abnormal operation. performance criteria 1.1 The need for alterations to routine operations is identified, justifiable, and communicated to the correct personnel. 1.2 Operations are planned and carried out in accordance with established safety rules and regulations. 1.3 The timing and degree of preparation of plant meet the needs of the condition of plant and the nature of malfunction. 1.4 Planned alterations to parameters and methods are confirmed with the correct personnel.
4 4 of Revised parameters and methods mitigate the risk of plant damage and disruption to operations, are recorded, and communicated to the correct personnel. Range: records - engine room log book, equipment log. 1.6 The sequence and timings of start up or shut down of equipment and systems are those required by the actual condition of plant and the nature of any malfunction. 1.7 Abnormal operation of plant is minimised commensurate with overall ship safety. element 2 Maintain and improve output of turbine propulsion plant during abnormal operations. performance criteria 2.1 Operations are planned and carried out in accordance with established safety rules and regulations. 2.2 Output operating parameters and methods selected mitigate the risk of plant damage and disruption to operations. 2.3 Output demand is maintained at a level consistent with the nature of fault or condition. 2.4 Alterations to output are actioned within agreed time frames. Range: agreed between supervisor, trainee, and department demanding output. 2.5 Revised parameters and methods are communicated to the operational personnel impacted by the situation requiring abnormal system operation. 2.6 Abnormal operation of plant is undertaken to a level which maintains the safety of the ship, passengers, and crew.
5 5 of 6 element 3 Respond to changes in demand during abnormal operation of turbine propulsion. performance criteria 3.1 The need for alterations to routine operations is identified, justifiable, and communicated to the correct personnel. 3.2 Operations are planned and carried out in accordance with established safety rules and regulations. 3.3 New demand requirements are identified and responded to within a time frame which maintains the safe operation of the ship. 3.4 Preparations for alterations in output comply with company practices and manufacturer s guidelines. 3.5 The timing and sequence of adjustments during alteration of output meet the requirements of the ship s operation. 3.6 Revised output is consistent with requested demand and the nature of the fault or condition. 3.7 Abnormal operation of plant is maintained for the demand period commensurate with maintaining ship safety.
