2 SUMMARY In an effort to comply with the City wide ADA/Title 24 accessibility improvement program, as well as life/safety laws and regulations, staff has determined that the existing structures at New York Park (restrooms), Dunsmore Park (restrooms and Community Building), Glorietta Park (restrooms), Glenoaks Park (Community Building and restrooms), and Pelanconi Park (restrooms) require various degrees of upgrade and renovation due to severe disrepair at the structure and deferred maintenance of these parks (Photo Exhibit 1). The scope of work at all noted Park sites focuses mainly on ADNTitle 24 improvements such as replacement of existing non-compliant restroom fixtures, accessories and door hardware, resolving site related access compliance issues, as well as repair of various degrees of water damage/dry rot and termite damage at the existing structures. This includes the roof structures, roofing replacement, and general renovation of the restroom buildings and/or Community Buildings. Schematic Design (SD) level documents and outline technical specifications were prepared according to City standards by the Department and SD floor plans have been preliminarily reviewed by Public Works Building & Safety, Fire/Life Safety Section and the Environmental Safety Section. Subject to Council's approval, proposals will be advertised on April 23, 2007 and opened on May 30, A recommendation for a contract award will be submitted to Council mid June 2007 and, if successful, construction will begin July 2007 and finish in January of 2008 for grant funded projects and April of 2008 for non-grant funded projects. A project schedule is attached as Exhibit 2. A copy ofthe Plans and Specification will be available for review in the City Clerk's Office. FISCAL IMPACT The total estimated project cost for the proposed improvements at all Park sites is $1,925,00 inclusive of design, construction, soft cost and contingencies. Funding for all project sites is available in the following accounts: Dunsmore Park $780, New York Park (Prop. 12 grant funded) $194, Glorietta Park (Prop. 12 grant funded) $291, ADA Facility Modifications 06/07 & 07/08 - Glenoaks Pars $473, Pelanconi Park (Prop. 12 grant funded) $277,000 Total Available Funding ' $2,015,000 Total Estimated Project Cost. $1,925,000 The total project cost for all Park sites, which includes design services to complete construction documents and construction by the design/builder, as noted above, is $1,925,000 which includes $288,750 (15%) in soft costs and $192,500 (10%) construction contingencies. Funding for improvements at New York, Glorietta and Pelanconi Parks are estimated at $762,000 provided by State Proposition 12, Grant funds with construction completion deadlines of March Construction at these three sites will be priority work and are scheduled for completion in January of2008. Improvements at Dunsmore and Glenoaks Parks are funded by Parks CIF accounts (as noted above), and construction is estimated to complete by April as:ad\agenda ITEMS\2007\Park Improvements-Design Rev iew
3 BACKGROUND ADA/Title 24 Compliance Program: Parks, Recreation & Community Services has been surveying various park sites throughout the City and assessing improvement needs and feasibility of implementation of the ADA/Title 24 accessibility compliance work in the past few years. This effort was enhanced when the grant funding for the Proposition 12 was awarded to the Department by the State in 2002, for the New York Park, Glorietta Park and Pelanconi Park restroom upgrades. It is the intention of the Department to bring as many Park sites, including the existing noncompliant facilities located at those park sites, into compliance as soon as possible. Staff has also implemented this ADA/Title 24 Accessibility Compliance effort in all newly planned construction projects at various Park sites throughout the City. Additionally, due to the age and deferred maintenance of the existing facilities noted above, the existing building systems, such as galvanized plumbing, electrical and components such as roofing, windows and doors, are at the end of their life cycles, and in need of replacement. Dilapidated and aged roofing has exposed the underlying roof structures as well as other interior textures and finishes ofthese buildings to the elements, therebycontributingto the general deteriorationofthese structures. Project Description: All proposed improvements at noted Park sites include similar scopes of work: New York Park, Pelanconi Park and Glorietta Park restroom buildings: ADA/Title 24 compliance modifications including replacement of existing non compliant restroom fixtures and accessories, minor site accessibility work, replacement ofexisting plumbing, general repair ofwater damaged wood members, interior and exterior paint and lighting fixture replacement with high efficiency/vandal resistant fixtures. The scope of work at Dunsmore Park and Glenoaks Park Community Buildings includes ADA/Title 24 compliance modifications and minor interior space reconfiguration of tl1e existing Community Building in order to create compliant restrooms, installation ofa compliant ramp to resolve site accessibility issues at Dunsmore Park, repair ofheavy water damage/dry rot throughout the two buildings, installation ofnew roofing, new HVAC systems, replacement of existing plumbing, interior and exterior paint, replacement of existing lighting fixtures with high efficiency/vandal resistant fixtures, and general renovation ofthe buildings. Design-Build Approach: The design-build approach to accomplish these projects will not only expedite the colnpletion of these projects, but also deliver them for a low bid proposal (on best value basis), thereby resulting in project cost savings. The design-builder team, consisting of the contractor and the architect, will work together to further develop the Schematic Design do'cuments included in Specification No. 3215, and produce construction documents, such as: architectural plans, elevations and sections, structural, mechanical/electrical/plumbing plans, calculations and schedules, and other construction documents as necessary. Having the design-builder team is preferred due to the relatively simplistic and repetitive scope of work associated with the smaller size of the park structures. The ability for the contractor to move the work force between multiple sites, while work is progressing and waiting for inspection, will benefit the project. The familiarity of the contractor's work force with the City's quality control and quality assurance standards (QAQC) will help deliver consistent finished projects and expedite construction.
