1 ADVERTISEMENT FOR BIDS (AFTER PREQUALIFICATION) Subject to conditions prescribed by the University of California, San Francisco (the University or UCSF ), bids for a Construction Manager at Risk Agreement (the Agreement ) are invited for the following work: CLINICAL SCIENCES BUILDING AND UC HALL SEISMIC RENOVATION PROGRAM Project Numbers M2615, M2615A, M2615B, M3605, M2615D, M2664, M3609, M3608, M3618/ Contract Number: CM0025 DESCRIPTION OF WORK: UCSF is a complex institutional community dedicated to the highest standards of health sciences research, education, and patient care. The Parnassus campus seismic program projects will provide much-needed seismically safe new instructional space, academic Work spaces, site and streetscape improvements, accommodations for medical students and trainees engaged in research, education, and clinical practice. The Program also includes a number of optional Projects such as the demolition of two small buildings, outdoor trail improvements, and UCH Seismic renovations and associated street improvements. The Projects in the Program should embody the highest possible architectural and environmental design, and functional excellence. The Projects in the Program should be convivial, beautiful, sustainable, humane and functional, and responsive to the identity of UCSF and the cultural and natural forces in the region. The Program will be delivered using the new UCSF CM at Risk Contract Documents that include Integrated Project Delivery (IPD) methods and principles that incorporate Lean Construction principles, tools and behaviors. The successful CM Contractor will actively participate and collaborate with other Program and Project Team members to achieve the best value for each Project for the holistic Program, optimal design, increased labor efficiency, and elimination of waste and re-work through utilization of Integrated Project Delivery and Lean construction tools, including, but not limited to, Target Value Design (TVD) and Building Information Modeling (BIM). The CM Contractor shall be responsible for coordinating the Work among the Architectural Team, the Design-Build CM Subcontractors, the non-design-build CM Subcontractors, and other University trade partners that provide goods and services to the Program and its individual Projects. The successful CM Contractor provides support services to the Design Professional Team during design and construction document preparation for the Program, including but not limited to, architectural, structural, civil, geotechnical, telecommunication, landscape, interdisciplinary construction coordination drawings, also defined as Shop Drawings, as well as engineering calculations, including site, utilities, structural, mechanical and electrical systems necessary to complete the individual Projects in the Program. Additionally, the successful CM Contractor shall be responsible to perform all Work required to construct the Projects as described and specified in the Contract Documents, including but not limited to, site preparation, site utilities, utility connections, buildings, hardscape and landscape, and surface improvements. For some components of the Program (e.g., elevators and furniture), the University will enter into a contract with the lowest responsible bidder using a standard University form contract. The University will then assign these contracts to the CM Contractor. The CM Contractor shall work with the University s selected elevator vendor to provide conveying systems that satisfy UCSF s Criteria for Conveying Systems, at the University s contracted price rates. The CM Contractor shall purchase and install furniture from the University s preferred vendor at an appropriate time so that furniture is designed, coordinated, placed and accepted by the University prior to completion of the individual Projects in the Program. The below listed Projects make up the current UCSF CLINICAL SCIENCES BUILDING AND UC HALL SEISMIC RENOVATION PROGRAM: CM/Contractor: AFBAP 1
2 1. CLINICAL SCIENCES BUILDING (CSB) SEISMIC RETROFIT AND RENOVATION / M SAUNDERS COURT IMPROVEMENTS / M2615A 3. CSB AV IMPROVEMENTS / M2615B 4. PARNASSUS STREETSCAPE PHASE 1.1 / M2615D 5. PARNASSUS UTILITY RELOCATIONS - PHASE 2 / M UC HALL SEISMIC PROGRAM / M2664 (Optional Project) 7. MT. SUTRO TRAIL IMPROVEMENTS / M3609 (Optional Project) 8. SURGE DEMOLITION & SITE RESTORATION / M3608 (Optional Project) 9. WOODS DEMOLITION AND SITE RESTORATION / M3618 (Optional Project) The general scope elements of the Projects include: abatement of asbestos and other identified hazardous materials; utilities relocations; demolition and partial demolition of existing buildings, spaces, and site improvements; exterior and interior historic rehabilitation, consistent with the Secretary of the Interior s Standards for the Treatment of Historic Properties (U.S. Dept. of the Interior, National Park Service, 1995); seismic improvement of existing buildings; build out of new instructional space, academic work space, and residential space; accompanying adjacent streetscape and site improvements. The work of the Program may also include some reorganization and/or minor modifications to the existing Big Room for the Program Team (reference Sections in Scope of Work - 2.3, 3.2, and 3.4). The University will provide the space for the Big Room on the Parnassus campus for the Program Team. The University is looking for CM Contractors with the ability to analyze, synthesize, and summarize the challenges and opportunities, and to guide a sound decision-making process on which the Program design will be based. Project Descriptions, including anticipated schedule and estimated construction costs, as follows: CLINICAL SCIENCES BUILDING (CSB) SEISMIC RETROFIT AND RENOVATION / M2615: Anticipated Construction Schedule: Start July Final Completion between Dec and March 2019 Summary: Seismic retrofit and renovation of historic 109,000 GSF Clinical Sciences Building for future classroom, meeting and academic work space uses. The scope includes demolition and abatement; seismic upgrade renovations; historic restoration; new construction for new entry way; interior construction including, MEP, data and telecommunications cabling; and building site landscape. The scope will also include assignment of FF&E (Furniture, Fixtures, and Equipment) and elevator contracts and associated scope management. SAUNDERS COURT IMPROVEMENTS / M2615A Summary: This project provides the finish work and stairs from CSB into Saunders Court; including repaving areas from site utility trenches. Anticipated Construction Schedule: Concurrent with CLINICAL SCIENCES BUILDING (CSB) SEISMIC RETROFIT AND RENOVATION / M2615 project above CM/Contractor: AFBAP 2
3 CSB AV IMPROVEMENTS / M2615B Anticipated Construction Schedule: Concurrent with CLINICAL SCIENCES BUILDING (CSB) SEISMIC RETROFIT AND RENOVATION / M2615 project above Summary: Provide improved functionality to meeting rooms on the main floor of CSB PARNASSUS STREETSCAPE PHASE 1.1 / M2615D Anticipated Construction Schedule: Concurrent with CLINICAL SCIENCES BUILDING (CSB) SEISMIC RETROFIT AND RENOVATION / M2615 project above CSB building-adjacent landscape site improvements and streetscape work. PARNASSUS UTILITY RELOCATIONS - PHASE 2 / M3605 Anticipated Construction Schedule: Start TBD, duration 4 to 6 months; Completion by March 2019 Summary: In preparation for the seismic renovation of UC Hall, the utilities serving the west side of campus must be relocated or stabilized. UC HALL SEISMIC PROGRAM / M2664 (Optional Project) Anticipated Construction Schedule: Anticipated start August 2019, Final Completion between Oct. and Dec. 2021; schedule is contingent upon completion of Mission Bay Block 33 schedule and relocation of Ophthalmology from 5 th level of UC Hall. Summary: Seismic retrofit and renovation of historic 147,000 GSF UC Hall for residential and office use. Scope includes seismic upgrade, hazardous materials abatement, exterior and interior historic rehabilitation, exterior and interior construction including design/build MEP, data/telecommunications cabling, and adjacent site development. The scope will also include assignment of FF&E and elevator contracts and associated scope management. MT. SUTRO TRAIL IMPROVEMENTS / M3609 (Optional Project) Anticipated Construction Schedule: TBD - anticipated duration 4 to 6 months Summary: Landscape construction of a trail and stair connecting Koret Way to Medical Center Way. SURGE DEMOLITION & SITE RESTORATION / M3608 (Optional Project) Anticipated Construction Schedule: TBD - anticipated duration 4 to 6 months Summary: Building abatement and demolition, and site restoration, including landscape. WOODS DEMOLITION & SITE RESTORATION / M3618 (Optional Project) Anticipated Construction Schedule: TBD - anticipated duration 2 to 4 months Summary: Building abatement and demolition, and site restoration, including landscape. The selected CM Contractor shall manage these Projects as separate and distinct Projects and will provide Preconstruction Services (Phase 1) and Construction Services (Phase 2) as follows: Preconstruction Services (Phase 1): The scope of Work for this contract will include all preconstruction services (Phase 1) including but not limited to validation of the Program and its individual Projects, validation of the performance specification and design criteria for all building systems, estimating, scheduling, Set Based Design and Target Value Design (TVD), logistics studies, constructability and drawing completeness and coordination reviews, prequalification of Design-Build CM Subcontractors and non-design-build CM Subcontractors, preparation of Instructions to Bidders, CM Subcontractors bid solicitations, by competitively bidding and recommending award on multiple trade packages to be issued at appropriate, multiple stages. The University s Architect of Record will take design responsibility for its design during the Construction Documents phase of design, and fulfill the CM/Contractor: AFBAP 3
4 responsibilities of Architect of Record for its systems under California law, except in the instances of the use of Design-Build CM Subcontractors, in which case the respective Engineer-of-Record for those packages will take on the design responsibility for its package(s). The Design-Build packages will be bid and selected using a Prequalification and Best Value selection. The planning and design of the Projects in the Program must meet each established budget as well as all applicable codes, regulations and laws. The CM Contractor shall be responsible for coordinating the Work among the Architectural Team, the Design-Build CM Subcontractors, the non-design-build CM Subcontractors, and other University trade partners that provide goods and services to the Projects in the Program. Phase 1 will be issued on a per Project basis, as appropriate, based on the overall Program schedule. The University s intent is to award Phase 1 for the following Projects M2615, M2615A, M2615B, M2615D, and M3605 concurrently. Construction Services (Phase 2): Construction services of the Program, including, but not limited to, General Conditions for the Project sites and construction delivery, scheduling, coordination of Work, CM Subcontractor management and coordination (subcontracts will be held by CM Contractor), quality control, submittals, RFI, cost control, code compliance, safety, testing and commissioning, change order management and closeout. Phase 2 will be issued on a per Project basis and premised on the overall Program schedule. Applicable projects will be required to achieve minimum LEED Gold as the target and LEED Platinum as the stretch goal. NOTE: Bidders may only submit Bids for the entire Program. Bids for less than the entire Program (i.e. all 9 Projects) will not be considered. PROCEDURES: Bidding Documents will be issued through an electronic system called BuildingConnected. Prequalified Bidders will be sent an invite to view Bidding Documents on (April 21, 2017). 5 Hard copy of Best Value Evaluation Questionnaire submittals: Must be received on May 17, 2017, by 3:00 PM. Hard copies of the Best Value Evaluation Questionnaire submittals must be submitted in the required quantities. Interviews will be held at Minnesota St. Finance Service Center, University of California, San Francisco, 654 Minnesota Street, 2nd Floor, San Francisco, CA Phone: (415) Bid Form submittals will be reviewed on the date/time noted above for the sole purpose of determining the identity, number, and timeliness of bids. A non-scored interview for each of the Prequalified Bidders submitting a Bid will occur after Best Value Evaluation Questionnaire submission. The interview is intended for each Bidder to present the information submitted as part of the Best Value Evaluation Questionnaire. Interviews will be 1.5 hours per Prequalified Bidder and take place between 8:00 AM and 5:00 PM. Time slots for each team will be provided after submission. Bidders will be notified via at least 24 hours in advance, after the scoring of the Best Value Evaluation Questionnaire has been completed, of the date, time and location of the Bid opening. At that time the University will present the Best Value Evaluation Questionnaire score summary and conduct a Bid opening in order to determine the Best Value bid. Prior to the Bid Deadline and before bid opening, the University may establish a new Bid Deadline no earlier than 24 hours from the prior Bid Deadline, if no material changes are made to the Bidding Documents, and no earlier than 72 hours if material changes are made to the Bidding Documents. In such event, the University will, at a minimum, notify all persons or entities known by the University to have received a complete set of Bidding Documents and who have provided an electronic mail address for receipt of any written pre-bid communications. MANDATORY PRE-BID/CLARIFICATION MEETING: A mandatory pre-bid/clarification meeting will be conducted on, April 25, 2017, beginning promptly at 9:00 AM and ending at 12:00 PM (the Pre-Bid Conference ). Only those bidders who participate in the Pre-Bid Conference, in its entirety, will be allowed to bid on the Program. Participants must arrive at or before 9:00 AM. Persons arriving later than 9:15 AM will not be allowed to participate in the Pre-Bid Conference. Participants shall meet at UC Hall, 505 Parnassus Ave, Third Floor, Room 300, San Francisco, CA Bidders shall come prepared with questions concerning needed clarifications and shall only send their project manager, superintendent, or other construction professional intended to work on the project to attend this meeting. For further information, contact the Program Manager, Debra Roche Mathau, at (415) A Bid Bond in the amount of 10% of the Maximum Acceptance Cost of the Program shall accompany each Bid. The surety issuing the Bid Bond shall be, on the Bid Deadline, an admitted surety insurer (as defined in California Code of Civil Procedure Section ). Every effort will be made to ensure that all persons have equal access to contracts and other business opportunities with the University within the limits imposed by law or University policy. Each Bidder may be required to show evidence of its equal employment opportunity policy. The successful Bidder and its subcontractors will be required to follow the nondiscrimination requirements set forth in the Bidding Documents and to pay prevailing wage at the location of the work. The work described in the contract is a public work subject to section 1771 of the California Labor Code. No contractor or subcontractor, regardless of tier, may be listed on a Bid for, or engage in the performance of, any portion of this Project, unless registered with the Department of Industrial Relations pursuant to Labor Code section and CM/Contractor: AFBAP 5
6 This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. The lowest responsible bidder will be selected on the basis of the Best Value to the University. The objective criteria and methodology used to determine Best Value are described in the Bidding Documents. The Best Value to the University is the selection resulting in the best combination of price and qualifications.
