1 IDENTIFICATION SHEET OF TRAINING FOR Scaffold inspector (AV-022) Version TC-K TARGET GROUP Employees who are able to inspect scaffolds (fixed scaffolds, rolling scaffolds, hanging scaffolds, ) in an efficient manner. The scaffold inspector is used by the scaffold user/employer at regular intervals to establish whether or not a scaffold is still safe to be climbed on and to be used. CONDITIONS OF ADMISSION Being 18 years old Being in possession of a certificate of medical fitness PURPOSE Teaching how to inspect scaffolds in an efficient manner, to establish shortcomings, draw up a correct report of the findings and declare the scaffold safe or not. The candidate must have the necessary knowledge to ensure: the application of measures to avoid persons or objects from falling; the application of safety measures to control risks in changing weather conditions; the application of the conditions as to the maximum allowable load. Training: 2 days Theory exam: 20 minutes Practical exam: 45 minutes ANTICIPATED DURATION Revision 0 Page: 1 of 7

2 CORE COMPETENCES INSTRUCTOR/EXAMINER Theoretical knowledge or diploma requirements:vca-vol Basic knowledge related to the content of the training (technical education such as electromechanical engineering or additional safety training or equivalent) Practical knowledge or experience: experience in the field to be instructed and/or having already acted as instructor/examiner VALIDITY DURATION OF DIPLOMA 10 years Every 5 years, the company will have an interim assessment performed either internally or externally by a qualified person to verify whether or not the employees concerned still meet the conditions. The company takes its own responsibility in this regard. In addition, this will also be screened by the VCA auditors during their audit. FINAL ATTAINMENT LEVELS AND POINTS OF INTEREST THEORY: General knowledge, legislation, technical knowledge, safety, observation and inspection 1. Knowing the hazards/risks of working at a height / on a scaffold (*1). falling, falling objects, collisions, subsidence, collapsing, weather conditions 2. Being able to name and describe the different types of scaffolds (*1). Trestles, mason s scaffold, wall-mounted scaffold, multidirectional scaffold, rolling scaffold, hanging scaffold, supporting scaffold, Revision 0 Page: 2 of 7

3 protective scaffold/protective canopy: edge protection, fall protection, flat and pitched roofs 3. Being able to name the different strength classes of scaffolds (*1). Strength classes 1 until and including 6, width of floor 4. Being able to name the principles of the relevant legislation and standards (*2). ARAB, Codex, Royal decree , European/Belgian standards, ladders, liabilities 5. Being able to describe the competences when using and mounting the scaffold (*2) Operational users of scaffold, person competent forits use (scaffold inspector), supervisors of operational users, mounting, dismounting and adjustments: scaffold builder, supervisors, competent person (scaffold inspector) 6. Being able to name the scaffold parts, features, requirements, dimensions and the criteria for rejection (*1). Base plate, spindle, anchoring, skirting boards, coupling pieces, railings, wind bracings, work floors. 7. Knowing the different types of anchoring (*1). In brickwork, in window opening, from a building, anchoring patterns. 8. Knowing the principles of the diagonal sections (*1). Junctions, diagonal patterns, according to the load, weather conditions, covering. 9. Knowing the different types of girders and their features (1). Tubular, reinforced, double. 10. Being able to assess the stability of work floors (*2). Different types of work floors, specifications, features and installation, steel, aluminium, combination of materials, width of work floors. 11. Being able to describe the loads on the work floor (*1). Evenly distributed, concentrated, point load. Revision 0 Page: 3 of 7

4 12. Knowing the requirements set to the scaffold access point (*1). Number, ladders, ladder and hatch, stair. 13. Knowing which requirements are set to passages and demarcations (*1). Persons, vehicles, signalling: public road, ribbons, passages. 14. Knowing when earthing is required and how to apply it (1). Types of scaffold, activities, work equipment. 15. Knowing the principles for observing and inspecting fixed scaffolds, see also practical assignments (*2). 16. Knowing the principles for observing and inspecting rolling scaffolds, see also practical assignments (*2). 17. Knowing the principles for observing and inspecting hanging scaffolds, see also practical assignments (*2). PRACTICAL ASSIGNMENTS Notes: The examinee must wear the necessary personal protective equipment: safety shoes, life harness and working clothes. He/she must be medically fit. 1. Observing the safe/unsafe situations on a fixed scaffold according to the circumstances and loads. The following final attainment levels and points of interest will be assessed. - Correct establishing of the stability: ground, supporting points, floor slabs, spindle, level - Establishing the protection against tilting and collapsing: anchoring, diagonal sections. - Establishing the good state of the scaffold parts. - Checking whether the required protective measures have been taken correctly and to an adequate Revision 0 Page: 4 of 7

5 extent. - Checking whether the scaffold floors are safe and applied to an adequate extent. - Checking whether the access points to scaffolds and the passages on and across scaffolds are safe: ladders, stairs, width and height of passages. - Checking whether earthing is required and applied correctly. - Checking whether the necessary safety measures as to the loads on the work floors and the scaffold have been taken: maximum load (type of scaffold), number of operational workers/persons using the scaffold, activities, material and transport. 2. Observing the safe/unsafe situations on a rolling scaffold according to the circumstances and loads. The following final attainment levels and points of interest will be assessed. - Checking whether there is sufficient information from the manufacturer/supplier: standard, user instructions: load, mounting and dismounting, indications affixed on rolling scaffold. - Correct establishing of the stability; stability according to the supporting floor and the working height to length and width of base ratio, stabilisers. - Checking whether the wheels can be blocked and whether this blocking mechanism functions properly. - Establishing the good state of the scaffold parts. - Checking whether the required protective measures have been taken correctly and to an adequate extent. - Checking whether the access to the rolling scaffold is safe: access point, stair, inclined ladder, floor, railings, skirting boards. - Checking whether earthing is required and applied correctly. - Checking whether the required safety measures as to the load on the work floor have been taken. 3. Observing the safe/unsafe situations on a hanging scaffold according to the circumstances and loads. The following final attainment levels and points of interest will be assessed. - Checking whether there is sufficient information from the manufacturer/supplier: standard, user instructions: load, mounting and dismounting, indications on rolling scaffold. - Checking whether the anchoring has been applied correctly; anchoring (with or without counterweight), Revision 0 Page: 5 of 7

6 taking into account the static, dynamic and wind load, safety rating. - Checking whether the cage is equipped with sufficient protective measures: floor, railings, skirting board, hitching of life harness, control (ergonomic and unequivocal). - Checking whether the hanging scaffold has been inspected and certified by an EDTC: annual and 3- monthly inspection - Checking whether sufficient measures have been taken for emergency situations: control interrupted, blocking. - Checking whether the required demarcations have been provided for and are being used correctly: traffic cones, ribbons. 4. Being able to use the checklists for pre-commissioning inspections and periodical inspections. The following final attainment levels and points of interest will be assessed: - Being able to use the checklists correctly: for fixed scaffold, rolling scaffold, hanging scaffold.
