1 -Terre Sainte Architectural Guidelines - Terre Sainte, Lake Charles Premier Family Neighborhood, is representative of the New Urbanism movement as well as the rich heritage and culture of Louisiana. We have placed greater emphasis on architectural integrity, rather than size. The diversity in the city of New Orleans is clearly reflected in the architectural styles that flourish throughout the neighborhood. Here, Creole cottages and Bungalows mix with Greek Revival, Colonial, and Victorian styles. Each style has its own distinct character and personality, yet all work together to provide variety and interest throughout the neighborhood. The three neighborhood types allow for village homes, park front houses with private backyards, and estate homes. Within walking distance you will find a neighborhood park, a bike/jogging path connecting to the lake front, and up and coming retail in neighboring Walnut Grove. Terre Sainte is a pedestrian friendly community and a return to the traditional concept of Main Street in America. Expansive front porches and broad sidewalks ensure you can get to know your neighbors and your kids will have a gathering place to play. The neighborhood park can be used by residents for individual and family recreation, and will be used by the Terre Sainte residents as a whole for formal events and gatherings.

For complete design code, refer to Terre Sainte Covenants, Conditions, and Restrictions, available upon request. The purpose of these restrictions is to protect homeowners and the neighborhood environment by: Encouraging harmonious architecture Guiding development to preserve property values while allowing change when appropriate. 13 Architectural Guidelines 13 The interpretation of these typical guidelines will be the responsibility of the Architectural Review Board (ARB) and may be redefined at any time by the Developer. The ARB will be composed of voting members appointed by the Developer. The ARB will have approval authority for all aspects of parcel planning and exterior architecture, including aesthetic implication and any other site- specific matters not delineated herein. The ARB will have authority to waive certain requirements of the Architectural Guidelines in specific instances where compliance with such requirements would create undue or unnecessary hardship. The ARB may also grant special exceptions to the standards provided herein on the basis of architectural merit. The ARB is scheduled to meet on a monthly basis. All submissions must be received at least ten (10) business days prior to the ARB meeting. Upon review, the ARB will respond back to the applicant within ten business days with approval or required modifications to plans. A penalty will be charged if more than three (3) reviews are required. Review Process: Conceptual Review- Digital Submission of all plans are highly encouraged. Optional (If conceptual review is requested please provide 2 copies and application) A concept sketch of the site, plan and elevation must be submitted to the ARB in order to determine suitability of a particular style or design. Photographs and other materials are also acceptable to help explain the concept. The ARB will render an opinion as to whether or not it would be acceptable. The ARB s opinion will be strictly non-binding and will be offered only in an effort to save an applicant s time and expense in pursuing a design that would ultimately be disapproved. Preliminary Review- - Digital Submission of all plans are highly encouraged (3 copies and application) Preliminary plans must include, but are not limited to: a. Site plan indicating all trees, property lines, streets, sidewalks, surrounding structures and proposed building footprint and roof line. b. Floor plans at a minimum scale of 1/8 = 1-0, showing room labels, overall dimensions, and square footages. c. Elevations of all sides at a minimum scale of 1/8 = 1-0, indicating proposed materials and heights. Note- The ARB reserves the right to request larger scale drawings if the level of detail required to be depicted is not adequately indicated within the submitted documents. Final Review- Digital Submission of all plans are highly encouraged (3 copies and application) Final plans must include the following: a. Final site plan at appropriate scale showing the same as preliminary submittal plus water, electric service, sewer location, limits of construction, and location of external equipment, dumpsters, etc. b. Landscape plan showing all hardscape, plant materials, plant beds, irrigation, drainage and lighting. All plants must be labeled by size and species. c. Floor plans at a minimum of 1/8 = 1-0 indicating all dimensions, labels, and square footages. d. Elevations, sections and details indicating proposed materials, heights, and floor elevations. e. Roof plan f. Foundation plan g. Structural, Mechanical, Electrical, and Plumbing plans h. All other drawings, details and specifications that are a part of the final construction documents. i. 14 14 Association Dues. Annual dues for the Association are $ Association dues cover the cost of maintaining parks and common areas within the development including landscaping, utilities, insurance and general maintenance. Summary of Design Code Requirements For your information, the following is a summary of some of the Design Code requirements. See the Terre Sainte Covenants, Conditions and Restrictions for complete requirements. Architectural Review Board. All construction or modifications (except interior alterations not affecting the external structure or appearance of any building) on any lot must be approved in advance by the Architectural Review Board. House on brick piers with decorative brick infill Contractors and Design Professionals. The contractor and design professional selected by an owner to design and/or construct improvements on a lot must be approved by the Architectural Review Board. Styles: Housing types or styles should not be repetitive in color or style from lot to lot along a neighborhood street. Rather, a variety of houses are encouraged. Identical or similar massing and architectural styles are not allowed adjacent to or across the street from one another. Houses situated on corner lots shall be styled and massed appropriately to each street view. All houses must have a front porch or covered entry stoop. Foundations. Slab-on-Grade, Deep Slab and Pier construction are all appropriate. All dwellings must appear raised 2 to 3 feet above street curb level. Any porch attached to a deep slab foundation must be on piers and must have an eighteen inch minimum crawl space. Exposed foundation walls and piers shall be finished with brick. Approved Foundation Screenings are lattice and louvered wood or fiber cement vent with a recessed appearance and size appropriate to frame between piers or pierced brick pattern with a recessed appearance and size appropriate to style and spacing. Piers and foundation walls shall be clad in masonry. Any exposed concrete (i.e. slabs) shall be hidden by native plantings. 15 15 Soffits Open rafter tails & exposed soffits are encouraged to work in conjunction with the Architectural style of Terre Sainte. No vinyl soffits are allowed. Wood or cement board are acceptable. Siding Allowable materials include Brick, Stucco, Fiber Cement, or Wood Lap Siding Siding must consist of 1 x 6 or 1 x 8 wood or James Hardy smooth face cement board Molded clay brick masonry units shall be chosen from the pre-approved palettes for all buildings. Stucco shall be smooth or troweled finish. Use of synthetic stucco is not allowed All exterior colors must be approved by HOA Architectural Review Board (ARB). Roofs Roofing material must be one of the following: Slate, synthetic slate, architectural grade gray asphalt shingle (min-330# per square), or painted gray galvanized metal standing seam of 5V or 8V crimp, 24 gauge or heavier all as approved by the Architectural Review Board. Roofs shall be proportional and appropriate to the architectural style of the house. Chimneys. Chimneys shall be finished with brick or stucco. Arches are discouraged, but if approved, they must be a minimum 12 in depth. Chimneys on exterior walls are to extend to the ground. Gutters Gutters and downspouts should only be used in problem areas. If it is absolutely necessary to install either or both, they shall be copper or painted galvanized steel. Gutters shall be half-round. Downspouts shall be round. Rain diverters over doorways should only be used in problem areas. If it is absolutely necessary to install either or both, they shall be copper or painted galvanized steel. Flashing and Sheet Metal Accessories. Metals suitable for use in roof drainage systems, exposed trim, copings and metal flashings include anodized aluminum, painted galvanized steels, copper and stainless steel. 16 16 Windows All windows facing any street, and all windows on dwellings in Terre Sainte Park shall be one of the following: painted wood, aluminum clad, vinyl clad, or solid vinyl and shall meet the aesthetics of a true double-hung wood window with 7/8 applied muntins and historic sloped sill. (Reference MGM Series 8017/8010.) Multiple windows in the same opening are to be separated by a 4 post (minimum). Windows with divided lights are to be true divided or simulated divide lite windows with 7/8 maximum muntins - creating panes of square or vertical orientation. Bay windows shall be made of trim lumber. All trim at windows and doors shall be a minimum 3 ½ wide. Storm windows shall be integral with the window. Screens are not allowed. Bay windows shall extend to the ground if located on the first floor or, if not, be structurally supported by brackets. Dormer windows sized to fill dormers. Generally, no siding will be allowed on the front face of the dormer. Doors Acceptable materials include painted or stained wood, fiberglass, or aluminum clad. Shutters Shutters are to be wood, fiberglass, or PVC and operable with all required hardware. Shutters are to be sized to match openings and should include the appropriate hardware (proper hinges and shutter dogs ). Columns Columns shall be made of wood, architectural styled concrete, or an approved synthetic material of the appropriate proportion for the style of the structure. Posts shall be of wood, or an approved synthetic material. Balusters, spindles, and rails shall be made of wood or an approved synthetic material. Porch and deck flooring shall be made of wood. Trex and other synthetic materials are allowed, but must be approved by the ARB. Porch ceilings shall be made of painted exposed wood framing or paneled wood of the appropriate style. Side-entry stoops shall be wood or concrete. Porch column bays to be of a vertical proportion unless approved by the ARB as appropriate for the Architectural style. Wood posts shall be 6x6 minimum. Decks & Porches Screened porches may not occur on the front of the major mass of the structure. Infilled porches are allowed. Wood elements must be painted or stained. Decks are not allowed to be elevated. Outdoor spaces (terraces/decks/patios/etc.) must be at grade. Screened porches shall be framed in wood installed behind framed railings. 17 17 Driveways Driveways shall be designed to reflect the overall quality of the architecture of the Dwelling. Only single entry drives shall be constructed to a depth terminating at the front facade of the Building nearest to the front property line, at which point it may be widened to allow for two car parking and entry into the Garage or Carport at the rear of the Dwelling. Circular drives with two (2) street entrances will not be permitted. Garages, Carports/Porte-cocheres All lots may construct either a Carport or a Garage, provided however, that such Carport or Garage shall preferably be located on the rear of the Lot, behind or even with the rear facade of the Dwelling (Village Lots) and not visible from the street (Estate Lots) unless otherwise allowed by the Architectural Review Board. Porte-cocheres are encouraged. If a porte-cochere is used in Estate Lots, there must be an enclosed garage on the rear of the property. Porte-cocheres must have standard gable or hip roofs (no lean-to roofs). All 2-car front entry garages shall have two garage doors. The design of these garage doors should be in keeping with architectural character of the house. Exterior Lighting Light fixtures should be correctly proportioned to the house façade. Gas light bracket fixtures are encouraged. Landscape lighting and path lighting shall be minimal and used primarily for safety reasons. Exterior hardware and lighting shall be of non-plated metal. Outbuildings. All lots may have Storage Buildings, Accessory Dwellings, or Bonus Rooms permitted that they are above garage or attached to rear of garage or carport. All outbuilding must match Dwelling exterior style and materials. Terre Sainte Architectural Guidelines

18 Fences and Garden Walls Walls and fences should be considered an extension of the architecture and a transition of the architectural mass to the natural forms of the site. All wall and fence designs should be compatible with the total surrounding environment. Except for connected garden walls, fences or walls facing the street along the front of the property must be no higher than 3 feet and spacing between boards is not to exceed 1 ½. Fences facing the street along the side of the property and at the rear of property must be wooden and design shall be approved by the Architectural Review Board. The fencing and shrubbery facing West Sallier Street will be maintained by the Terre Sainte HOA, and no other fencing is allowed along West Sallier Street. 18 Approved Materials include: Decorative metal, brick, decorative concrete block, smooth masonry materials, wood, PVC, and vine covered fences. Chain link, vinyl coated, and lattice fences are prohibited. Solid wood fences are prohibited along the front of properties. All fence materials must be approved by the Architectural Review Board. Garden walls and privacy fences are not allowed in the front 1/3 of the property. All Lots within Terre Sainte Park must have Fences or Garden Walls along side and rear lot lines. Fences facing the Park shall occur no closer to the Park than the front of the major mass of the house structure. Except along the lot lines between Dwellings, all other fences in Terre Sainte Park shall be no higher than fifty-four inches (54 ) and must be architectural and not privacy fences. Fences in The Waterfront at Terre Sainte must not impair the view from any other Lot within the Neighborhood. Fences may not be higher than forty-eight inches (48 ) and must not extend further than forty feet (40 ) from the rear façade of the Dwelling on such Lot Site Standards Ceiling fans and porch swings are encouraged on all porches. Each owner shall purchase and mount a House Number Plaque of a design and location to be approved by the ARB.. Decorative architectural concrete is encouraged in lieu of standard broom finished concrete. Use of pervious concrete, which allows water to flow through the pavement to minimize storm water runoff is encouraged for driveways, parking areas, sidewalks, and courtyards. Use of pre-cast porous concrete pavers, available in a wide range of colors and textures, is encouraged for driveways, parking areas, sidewalks, and courtyards. Precast concrete pavers, brick pavers, natural stone veneer, and cultured stone veneer are encouraged in lieu of concrete surfaces. Design the paver pattern to create voids between the pavers. Use coarse gravel grades for drainage areas and finer grades for pathways where people may walk. The finer grades are a more stable surface for foot traffic. Terre Sainte Architectural Guidelines

19 Landscape Suggested that owners provide landscape value of 1.5% of cost of house. Irrigation is preferred but not required. The use of sod to quickly establish a vigorous turf and help control erosion is encouraged. Turf establishment utilizing a Hydro mulch process is allowed. Refer to Terre Sainte Landscape Code for details. Front yard Landscaping shall be comparable in quality and materials to other front yards on that block. Landscaping is the responsibility of the builder/homeowner and planting shall be complete within 3 months of occupancy: 19 3 A variety of plants and textures should be utilized to create visual interest, yet simple, clean designs are preferred Minimum (4) foot wide front entry walk from street sidewalk or driveway to front door of residence required. After home construction, each Owner is responsible for installing and maintaining that portion of a 4 wide street sidewalk on his/her lot Screen all unsightly uses, bare walls, and private areas Apply 3 hardwood mulch or pine straw to planting beds. Synthetic and/or brightly colored top mulch is not allowed. It is strongly recommended, that beds be 4 ft. in width, including drip line, ten inches (10 ) to twelve inches (12 ) in height, need to have soil amendments of 50% topsoil and 50% humas. One Cathedral Live Oak a minimum of 5 in caliper to be planted along front property line prior to completion of landscaping. Palm trees are not allowed All non-paved areas are to be planted with grass, groundcover, or other plantings Side Yard The Side Yard landscape is the responsibility of the builder/homeowner and implementation shall be completed within 3 months of occupancy Screen utilities with appropriate plant material (AC Unit, pool pumps, electrical transformers, communication junction boxes, etc.): Screen for privacy from exterior views Provide for a yard work area (trash can/recycle bin storage) Provide pathways for circulation Provide access to utility meters and vents Use of low maintenance plants is recommended Palm trees are not allowed All non-paved areas are to be planted with grass, groundcover, or other plantings Rear Yard The Rear Yard landscaping is the responsibility of the builder/homeowner.
