1 Q1. LASCO Fittings, Inc. is a manufacturer of PVC fittings and specialized irrigation components such as Swing Joints. I noticed in the specifications shown below that Toro Company is listed as the lead product specified but that a City approved equal would be acceptable. We have several distributors that will probably be submitting bids for this project and I would like to assure them that LASCO Fittings, Inc. Swing Joints would be acceptable to bid. Will you advise me as to how I can submit LASCO Fittings Swing Joints for acceptance for this project as well as future projects? Response 1: Please forward cut sheets, product specifications and demonstrate that your proposed product meets or exceeds the basis of design immediately. An addendum will be issued to add your product as an approved equal. Please see Addendum 2, Item 5b, LASCO has been added as an approved manufacturer of swing joints. Q2. You mentioned putting some project related items on the City of St Petersburg FTP site at the meeting today, could you please forward me the link to the FTP site? Response 2: That information is available as part of Addendum 1 at Q3. Sheet A-2 - Are the greens to be USGA, if so the detail shows a total gravel blanket of 8", is this correct? Would the city accept push up greens? Response 3: Please see Golf Course Details, Sheet , Rev issued in Addendum 2 for gravel blanket/drainage revisions for USGA Modified greens. See Addendum 2, Item 3, Section 20 Pay Item Descriptions and Addendum 2, Item 6. Attachment 3 Cost / Price Page, Deduct Alternate No.1 - Alternative Greens Construction for incorporation of a push up green option. Q4. Sheet A-2 - Are all areas to be sodded in Celebration or should they be sprigged? Response 4: See Addendum 2, Item 4. c) and related text from below: ROUGHS AND NON-FEATURE AREAS CONSTRUCTION RESTORATION: All other non-feature out of play areas of roughs and other areas disturbed by construction shall be sodded or sprigged with certified Celebration Bermuda Grass. Submit areas to be sodded or sprigged for City approval. Q5. Sheet Specs call for electrical and plumbing permits. Are these required for the irrigation installation? Would a licensed irrigation contractor be accepted? Response 5: Work shall be performed by licensed contractors in compliance with Florida Department of Professional Regulation requirements. Please see Addendum 2, Item 1 for more information. Q6. Sheet Calls for C-900 pipe for 4" through 12" is CL 200 acceptable? Response 6: CL 200 is acceptable provided the pressure requirement is met. Q7. Sheet Are all disturbed areas to be sodded with the specified grass or is sprigging acceptable? Response 7: Please see Response 4. Q8. Sheet Are we required to do all maintenance on the golf course for 60 days? This is typically something that the owner does. Response 8: Please see Addendum 2, Item 2. Page 13-5, Item deleted. 1 of 7

2 Q9. Sheet Calls for a plastic interface on the greens, will this be required? Also calls for fertilizer application, will this be done by the contractor or the owner? Response 9: Please see Addendum 2 Items 4. b) and f). Plastic interface deleted. Fertilizer for construction shall be applied by the Contractor, see , 7. SEEDBED PREPARATION. Fertilizer shall be applied by the City during the Grow In period. Q10. Sheet Requires greens mix on the tees, will this be required or will existing material on site be acceptable? If mix is required what depth? Calls for all greens to be graded utilizing existing material. Is this correct or are we to use USGA's spec. Response 10: See Golf Course Details, Sheet , Rev issued in Addendum 2. Greens Mix on tees changed to Fine Graded Existing Soil. Existing material can be used for rough grading and shaping if clean of debris. Q11. Sheet Calls for the contractor to do the grow-in and the warranty. Typically the golf course is turned over to the owner after grassing and the owner does the grow in. Is this acceptable to the city. Also the certified grass suppliers do not warranty their grass for grow in. Will the contractor be required to warranty this? Response 11: Please see Addendum 2, Item 4. g). The City will maintain and water the planted areas after initial watering in by the Contractor. Q12. Sheet Where will the off site fill be available from? Will the seed bed mix be required to be USGA 85/15 mix? Plastic interface is specified to the outside of the greens collar. If this is required do we take the gravel and mix out to the outside of the collar and if so how wide is the collar to be? Soil amendments, will these be handled by the owner? Response 12: Off-site fill shall be provided at sites within City limits at a distance of 5 miles or less from the project site. Yes, 85/15 mix is correct. Plastic interface is not required. Soil amendments application during construction shall be by the Contractor, see , Item 7. SEEDBED PREPARATION. Soil amendments shall be applied by the City during the Grow-In period. Q13. Sheet Will the starter fertilizer for the golf course be provided by and spread by the owner? Grassing - Sod or sprig question Response 13: Fertilizer application during construction shall be by the Contractor, see , Item 7. SEEDBED PREPARATION. Fertilizer shall be applied by the City during the Grow - In period. Q14. Sheet Are the disturbed areas under post construction clean-up to be 419 sod or is celebration acceptable? Response 14: Please see Addendum 2 Item 4. d). Sod or sprigs shall be Celebration Bermuda Grass. Q15. Sheet Are the catch basin to have french drain spurs or can they be drilled and encased in gravel without the spurs? Response 15: Contractor to provide French drain spurs. Q16. Sheet Subgrade on greens is specified at 16", drawing on the plans shows it at 20", which is correct? Response 16: See Golf Course Details, Sheet , Rev issued in Addendum 2, 16 is correct for subgrade. 2 of 7

3 Q17. Sheet Tee surface is specified to be compacted to 95%, is the required or will standard tractor compaction be acceptable? Response 17: Compaction to 95% is required for tees. Q18. Sheet Will we be required to install drainage in the tee surfaces? Plastic interface at the outside of the collar? Spec calls for the trenches for the greens drainage to be 8" wide and 12" deep. Typically the depth of trench is determined by the fall required and the slope of the greens surface. The drawing requires the drainage pipe to be encased in the gravel blanket. Which method of drainage installation will be required. The subdrain pipe is called out to have the perforations turned down. This is typical of PVC drainage pipe. This type of pipe is not typically utilized for greens construction. Is ADS perforated pipe acceptable? If so will you require single wall or double wall pipe? Response 18: Please see Golf Course Details, Sheet , Rev issued in Addendum 2 for revised gravel and drainage. Plastic interface is not required. ADS pipe is acceptable, single wall. Q19. Sheet Will the soil amendments and fertilizers be supplied and applied by the contractor or the city? Please see Response 12 and Response 13. Will the surfaces be floated out before or after the fertilizer application? Response 19: See , Item 7. SEEDBED PREPARATION, APPLICATION OF SOIL AMENDMENTS AND FERTILIZERS, Item E. Surfaces shall be floated out after fertilizer application by the Contractor. Q20. Sheet How long are we required to water and maintain the new turf? Typically we turn over the grass after initial watering. The spec says we will be held responsible for satisfactory sprouting even under extreme conditions, is this correct? Response 20: Please see Response 11 and , Items 5 and 6. Correct, Contractor shall provide Builders Risk Insurance. Q21. Sheet Cart paths - The spec specifies that we are to cut in the path locations. As I understand this we are to cut out 10", and install and compact 4" of crushed concrete, 2" of shell, and leave 4" available for the city to pour 4" concrete paths. Is this correct? Response 21: The City shall perform all work to grade and install cart paths according to Contractor design and layout. The finished path will be the crushed concrete base with a shell surface, not concrete. Q22. Sheet Specs call for the contractor to provide 100% coverage. Is this to include part circle sprinklers along all perimeters? Response 22: Yes, perimeters are included. Q23. Sheet Specs call for pentite connectors, will DBY's be acceptable? Response 23: Provide Pentite connectors. Q24. Sheet Because of the size of the site and features will the city accept other irrigation equipment designs other that the large turf heads specified. Will they accept other types control systems? Response 24: The golf course irrigation system shall be designed using rotors and satellite controllers as specified. 3 of 7

4 Q25. Fumigate green seed beds only or all seedbeds? Response 25: Greens, Tees and Driving Range Tees shall be fumigated. Q26. Cross section of swale with a detail of how it is to be constructed, minimum width, slope, etc.? Response 26: Swale details shall be included in the storm water system design provided by the City. Q27. Golf Course detail, greens profile shows 8" of rock layer- this is contradicted in the green specs, should this read 4" gravel layer? Response 27: Please see Response 3. Q28. New irrigation on Driving Range? Response 28: Yes, Contractor to provide new irrigation for the existing driving range. Q29. How far does the sod (Celebration) go outside the Paspallum collar on the greens, and who will create this line? Response 29: Please see Golf Course Details, Sheet , Rev issued in Addendum 2. The Celebration sod shall extend 36 outside of the collar. Q30. Does the city have a design professional on board as specified in the General Conditions? Response 30: The City will provide in-house professional engineering design and construction administration services. Q31. In the irrigation specifications the requirement for one controller per hole is excessive. Will this be adhered to or can we design a system that will give single head control that can be seen from each controller location? Response 31: A single controller per hole is not mandatory. Contractor may propose an alternative design. Q32. How many GPM are provided at the point of connection and at what pressure? Can the pump that is there be used with new controls? Response 32: The POC is capable of providing 1200 GPM of flow at PSI. The Contractor shall provide a booster pump. Q33. What happens to the existing irrigation equipment? Response 33: All existing underground piping shall be abandoned in place. All above ground piping and equipment shall be removed and disposed of off-site. Q34. Existing bridges to be used- will city accept responsibility for making sure they are in good condition? Response 34: Existing bridges are deemed adequate. Q35. Are Rainbird, Toro and Hunter accepted for the turf irrigation system to be installed? Response 35: Please see Addendum 2, Item 5 a) thru c) for more information. Q36. Will a backflow preventer be required at the P.O.C.? Response 36: No. 4 of 7

5 Q37. How many spare wires for irrigation will be needed per hole? Response 37: Contractor shall provide one spare power wire and one spare common wire. Q38. Swing joints specified Toro; are Lasco or Rainbird acceptable? Response 38: Please see Response Q1. Toro and Lasco are listed as swing joint manufacturers. Q39. Is solvent weld pipe required or can gasket pipe be used? Section 3.03 B. Response 39: Gasket pipe may be used. Q40. Are we required to put in landscape irrigation around Maintenance and the Club House? Response 40: Landscape irrigation must include the Clubhouse. No irrigation around the maintenance facility. Q41. Fill will be provided by the City at a pre-determined site, what is the maximum distance from Golf Course? Response 41: 5 miles. Q42. Where the city is stockpiling the dirt; will we need to have a loader on the site? Response 42: Off-site fill shall be provided at sites within City limits at a distance of 5 miles or less from the project site. The City shall provide a loader at the fill site. Q43. FIS Outdoor and the Rain Bird Corporation are asking for consideration by the City of St. Petersburg for inclusion of Rain Bird as an approved equal for the sprinkler heads and controllers listed in Technical Specification Golf Course Irrigation System. The performance and quality of the Rain Bird products meet or exceed the listed specifications. I have attached the specifications for the proposed sprinkler heads and controllers and am available to discuss and/or present these products for your evaluation if needed. Response 43: Please see Addendum 2, Item 5 a) and c). Rain Bird has been added as a manufacturer of rotors and satellite controllers. Q44. Part 2 Products #4 and #5 list Restrained Joints and Thrust Blocks. Does the city have a preference? Response 44: Reference Contractor to determine highest and best use as appropriate for irrigation system design according to design criteria. Q45. Part 2 Products #17 Field Satellite Controller states, Provide one field satellite controller per hole unless otherwise approved by the CITY. Currently the golf course has four Rain Bird controllers operating nine holes. Can you provide direction so everyone is proposing the same quantity of controllers? Response 45: Please see Response 31. Q46. Part 2 Products #17 Field Satellite Controller. Instead of providing one controller per hole, would the city be interested in a controller in each sprinkler? This state of the art Smart Sprinkler technology is available today and does not require any field controllers. Response 46: Provide field satellite controllers. 5 of 7

6 Q47. Part 2 Products #17c last paragraph states, When operating in the central mode. Should a central computer be included in all proposals? Response 47: No, Central Control System is not used per Q48. Will a bid bond be required? Response 48: No, a bid bond is not required. See Response 58. Q49. Fumigation is mentioned on page but not on page under Seedbed Preparation. Our question is whether any fumigation is required and if so, on what portions of the golf course? Response 49: Please see Response 25. Q50: Tree protection is mentioned bu there is no specification or detail. May the contractor determine the type of tree protection to use? Response 50: Protect individual trees and groups of 3 trees or less with barriers per standard detail S10-11 Tree Protection Fence Barriers. Forested areas shall be protected with silt fence per standard detail S40-92 Staked Silt Barrier. Detail sheets are issued in Addendum 2. Contractor shall submit tree protection/erosion control plan and products for City approval prior to installation before the start of construction. Q51. Please clarify the language about using 25% subcontractors on this project. Response 51: See Part A, Design Criteria Package, page A-1. Q52. Page 20-5 under Pay Item No. 8- Golf Course Grassing mentions this line item is to include the price for "Grow-In" but page under 4. Maintenance of the Planted Areas & "Grow In" it mentions the Owner will be responsible for Grow In. Please clarify what the City is wanting the contractor to price and if Grow In is required then a description of the Grow In specifications will need to be made available. Response 52: Please see Response 11. Q53. Would it be acceptable to build the Greens to a USGA Specification, with a 4 gravel layer and 4 sub-drainage trenched in with laterals, instead of the method specified in the RFP (which includes an 8 gravel layer). Here is our potential method, if acceptable: Response 53: Please see Golf Course Details, Sheet , Rev issued in Addendum 2. 6 of 7

7 Q54. As part of the $80,000 Allowance for Storm Water System Construction, can we use some of the $80,000 for site drainage to excavate new ponds? This also aids in slowing runoff and buffering the adjacent waterways. Or, is the $80,000 allowance strictly for pipe and structures? Response 54: The Storm Water System allowance can be used for pipe, structures and conveyance including swales. Q55. Regarding the Irrigation Connection, do we connect after the existing 8 T or is there a new connection into the 30 main? Response 55: There is an 8 tap from the 30 RCW main reduced to 2-6 taps available at the POC location. Q56. Do subcontractors that are used to meet the 25% subcontractor requirement need to be registered with the City, or will any Subcontractor be acceptable? Response 56: Subcontractors shall be properly licensed to perform the work for the project but are not required to be registered with the City s procurement system. See Response 57 as well. Q57. In addition to the 25% subcontractor requirement, there is a 10% SBE requirement. Is that correct? Response 57: Yes. SBE subcontractors can be used to meet all or part of the 25% subcontractor requirement. Q58. Is a bid bond required with the proposal? If so, what is the percentage on that? Response 58: No, a bid bond is not required. The Contractor shall demonstrate bonding capability according to Page C-4, Item 5. Bonding and Insurance. The Contractor shall provide a 100% Public Construction Bond if selected. 7 of 7
