4 Bushmead Design & Building Guidelines Introduction 1.1 Purpose of these Design Guidelines These Design Guidelines are in place to encourage the best possible housing design outcomes and to reflect the project vision at Bushmead Estate. These Guidelines also reflect Cedar Woods commitment to deliver sustainable communities and will help ensure you future proof your investment and reduce your home operating costs. Every lot purchaser is provided a copy of these Design Guidelines through the sales process. Please provide a copy to your builder/architect and work with them to ensure these guidelines are addressed in the design of your new home. 1.2 Relationship to Local Government These Guidelines do not replace or override, but should be read in conjunction with, the statutory planning requirements of the City of Swan, including its town planning scheme, local planning policies, any Detailed Area Plans / Local Development Plans, the Residential Design Codes and such other planning controls which may apply. 1.3 Bushmead Design Vision Bushmead presents a unique opportunity to create a crisp, fresh, modern development in a bushland setting. A modern bush architectural character will be actively encouraged. House designs will be encouraged to be designed with simple forms, warm tones and texture to provide a creative architectural style using a palette of textured materials with honest and simple built forms.

5 Bushmead Design & Building Guidelines Design Approval Process In order to ensure the highest standards of housing, landscaping, streetscapes and sustainability, and to qualify for your boundary fencing and front landscaping package, all house designs are to be reviewed and approved by Cedar Woods. The design approval process is outlined below. Cedar Woods Approval Flow Chart Prepare design drawings in accordance with guidelines Submit to Cedar Woods nominated representative Application assessed by Cedar Woods nominated representative House Design amended Application approved Application not approved Submit development approval application to Local Government Step 1: Decide on your builder, house type and facade. Ensure you have read our Sustainable Living Guide to get a good understanding of sustainable design, and that the builder has a copy of the Design Guidelines. Step 2: Complete the Building Elements and Sustainability Checklist with your builder. Ensure that all of the Design Requirements are addressed. Step 3: Have your builder compile the required documentation and submit a complete application to Cedar Woods for approval. Applications need to include all of the Application Requirements on Page 6. Step 4: Cedar Woods will assess your house design for compliance with these Design Guidelines. If your house design, your application will be approved and returned. If your house design requires changes in order to comply, Cedar Woods will provide written advice detailing the non-compliance and return the application for amendment and resubmission. Cedar Woods and/or your builder may be able to suggest ways to ensure compliance. Step 5: Lodge your Cedar Woods approved house design for local government approval(s).

7 Bushmead Design & Building Guidelines Building Elements 2.1 Completing the Building Elements Checklist Complete the compliance boxes in the Building Elements section clearly indicating: YES where the requirement has been met in whole NO where the requirement has not been met in whole or part, including reasons N/A where the requirement is not applicable or relevant, including reasons (i.e., where no outbuildings, utilities or facilities are proposed to be provided) Applicants must demonstrate compliance with all the Building Elements. The application requirements allow Cedar Woods to thoroughly assess your house design to ensure it achieves the best possible outcome for you and Bushmead Estate.

8 Bushmead Design & Building Guidelines Dwelling Materials & Treatment Options The front elevation and any secondary street elevation must contain a minimum of two different materials from the following, please check the box of which items have been used: Brick Render Timber or Stone cladding Tile Articulated fibre cement* Other materials considered by the developer based on merit The lesser material is to occupy no less than 30% of the surface area (excluding doors, windows, down pipes and garage doors). Roof materials shall be corrugated or flat profile metal sheeting, or low profile, shingle roof tiles in colour tones which complement the dwelling appearance. Roof colours are to be selected from the palette provided in Roof Colours on page 9. Wet area rooms are not to be opened to the front elevation unless well disguised. Where colours are used for the primary and secondary materials, they are to be selected from the Colour Palettes provided in this document. *Fibre cement claddings are only permitted where they have a jointing system to create texture and interest, and joints are to be no more than 500mm apart.

12 Bushmead Design & Building Guidelines Architectural Features The front elevation must contain either a pitched roof porch or a verandah. The pitched roof porch must be at least 2.5m wide and 1.2m deep. A verandah is to be at least 1.2m deep and ideally extend across at least a third of the elevation. Wrap around verandahs are encouraged particularly where there is a secondary street frontage. The exception is where a skillion roof or parapet roof design is used (see Roof Design on page 13) Other design options will be considered by Cedar Woods on their merit. 2.7 Entry Doors Front entry door is to be visible from the primary street and include glazing within the door or a sidelight provided adjacent to the door.

13 Bushmead Design & Building Guidelines Front Windows The dwelling front elevation must include a window with transparent / clear glass, configured for passive surveillance. All windows which address a street (or are visible to a street) are to have brickwork or walling above the window to the eaves. Roller shutters are not permitted on front facade windows. 2.9 Roof Design Where a sloped roof is proposed, the roof visible to the street(s) must be a minimum 25-degree pitch for the main roof. Eaves are to be at least 450mm wide. A skillion roof is permitted with a minimum 10-degree angle. There must be a visible overhang to the skillion roof. A flat topped parapet wall to a sloped roof behind is permitted where the roof is fully concealed from the street(s). Gable roofs are permitted where simple in design. Gablets and finials are not permitted.

14 Bushmead Design & Building Guidelines Corner Lots The dwelling shall address both street frontages. Materials and design detail from the front elevation are to be used within the secondary street elevation. At least one major opening from a habitable room must have a clear view of the secondary street not obscured by visually impermeable fencing Garages and Carports Except on laneway lots, a garage must be incorporated into the main building. The garage is to be setback at least 0.5m behind the house front (excluding porches, verandahs and other features). Carports are permitted for laneway lots only and shall include a solid garage door. Colorbond is not permitted for garage pelmets.

15 Bushmead Design & Building Guidelines Front Fencing No side boundary fencing is to extend past 1m behind the front of the dwelling unless it has been provided by Cedar Woods Side and Rear Fencing Side and rear boundary fencing will be provided by Cedar Woods in accordance with its rebate package. Side fencing shall return to the house at a minimum of 1.0m behind the front facade.

16 Bushmead Design & Building Guidelines Letterboxes The letterbox shall be designed and finished in materials and natural colour tones to complement the dwelling appearance. Pier format letterboxes are encouraged and novelty letterboxes are not permitted. Where front fencing is provided by Cedar Woods, the letterbox design is to be integrated into fence design Driveways Driveway locations must be approved by Cedar Woods. The driveway and crossover shall comprise of brick paving, liquid limestone or exposed aggregate and finished in materials and colour tones to complement the dwelling appearance unless otherwise approved by Cedar Woods. Grey concrete or grey concrete blocks are not permitted.

17 Bushmead Design & Building Guidelines Outbuildings, Utilities and Facilities Outbuildings, sheds, meter boxes, bin storage areas, drying areas, rainwater tanks, air conditioning units, solar hot water systems, satellite dishes, TV antennae and radio masts are not to be visible from the street/s unless designed to complement the dwelling or concealed from view through use of appropriate screening. Structures greater than 25 square metres shall be constructed in the same materials and finishes to match the house.

18 Bushmead Design & Building Guidelines Sustainability Cedar Woods encourages homes which are efficient in energy and water. A home which has good orientation, ventilation and light will not only be more comfortable to live in, but also cheaper to run in the longer term. These design standards work together with Cedar Woods Sustainable Living Guide to encourage you to make smart choices to future-proof your home and ensure that it holds its value. The Sustainable Living Guide is found at The following criteria include both Requirements and Recommendations. Requirements: these are the mandatory sustainable design provisions which must be addressed in the design and construction of each building. Recommendations: these are optional elements which are included to show how you can achieve an even higher level of environmental sustainability. Checklist Information Complete the checklist of requirements below by ticking the appropriate box in the Compliance column. Cedar Woods will review your plans and if compliant with the requirements your house design will be approved. Only when your plans have received Cedar Woods approval, you will be eligible for landscaping rebates. If you would like to know more on any of the criteria, please refer to the Sustainable Living Guide, on Energy Efficiency and Conservation Thermal Performance: All residential dwellings are required to address minimum energy efficiency standards under the Building Codes of Australia (BCA). This includes achieving a minimum thermal performance rating of 6 stars under the NatHERS (Nationwide House Energy Rating Scheme Requirements: Consistent with BCA requirements, all dwellings to be certified to achieve a minimum 6 star NatHERS rating. Include copy of NatHERS (Nationwide House Energy Rating Scheme) certificate with all plans. YES NO

19 Bushmead Design & Building Guidelines Climate Responsive Solar Passive Design Designing for the local climate can enhance occupant comfort through passive design rather than relying solely on mechanical heating and cooling. This in turn will reduce running costs and have a long term benefit to our environment. Incorporating the following fundamental design features will go a long way to ensure you have an energy efficient home that is also naturally comfortable. Additionally, these design features will support achieving and quite likely exceeding a 6 star NatHERS rating. Requirements: The following are to be addressed through design: North facing living: Minimum one main living area with a major opening to have a northern aspect Shading: East and west facing rooms to be protected from summer sun. Suitable treatments may include: use of fixed shading devises such as eaves, awnings and/ or performance rated (WERS) glazing; and walls with R2.0 insulation. Cross-flow ventilation: Openings windows and doors to allow for breezes to flow through main habitable areas and circulation throughout the home Room zoning Ability to zone (close-off) separate use areas for more efficient cooling and heating. Main use areas include living, individual bedrooms, service areas such laundry, lobby and passages Show on floor plans and elevations where applicable YES NO

20 Bushmead Design & Building Guidelines Renewable Energy Renewable Energy takes advantage of natural systems, most commonly solar radiation and wind, for the production of electrical energy and water heating, thereby greatly reducing greenhouse gas emissions and household energy costs. A 2.0kW photovoltaic (PV) system produces approximately 8-10kWh/day over a 12 month cycle, which can reduce average household energy use by up to 50%. A solar hot water system will further reduce running costs and lower greenhouse gas (GHG) emissions. Requirements: One of the following is to be installed: Solar Energy: Photovoltaic system - minimum 2.0kW; OR Water Heating: Solar water heater or heat pump system Show on plans and specification schedule YES NO

21 Bushmead Design & Building Guidelines In Home Energy Efficiency - Fixtures and Appliances Energy use within the home is a significant contributor to greenhouse gas emissions. It is also an increasing utility cost for the home owner. Careful choice of fixtures and appliances can assist in reducing both energy bills and benefit the environment. Requirements: The following are to be achieved: Air-conditioners If installed, ensure the system has a high efficiency rating i.e. a 5 star Energy Rating rating (for heating and cooling) (or min 2.9 energy efficiency ratio for cooling) with inverter and ability to zone by use areas) Lighting: LED throughout. Install motion sensors to outdoor lights and low-use rooms. These can include front entry, garage and yard spaces, and internal rooms such as storage, pantry, walk-in-robes and toilets. Appliances: Installation of high Energy Rating rated appliances including dishwasher with an energy consumption of 245kWH per year. Show on floorplans and specification schedule Recommendations: The following features are recommended to be installed to ensure you have an even more energy efficient home: Ceiling fans Installed in main living areas and all bedrooms Cooking Install gas, electric ceramic, halogen or induction cook top. Gas costs no more Peak Load Management Peak load refers to the increased demand for electricity mainly during peak summer hours, generally between 3 8pm, which is when families are at home using multiple appliances, including air-conditioners, commuters and TV s. This peak demand adds significantly to greenhouse gas output and places a high demand on the electricity grid. Strategies for peak load reduction in residential homes include implementing demand management through direct load control devices fitted to fixtures and appliances such as air conditioners and pool pumps. Requirements: The following are to be achieved: Air-conditioners enabled with Direct Load Control plug-in feature. (These are now a common function included with reverse cycle air-conditioners) Electronic timers on selected fixture such as automated garden reticulation controllers, swimming pool and pond pumps set to run at non peak times. 22 Bushmead Design & Building Guidelines Water Efficiency and Conservation Perth is situated in dry climate zone with limited rainfall and limited supplies of fresh water. There are many things you can do to reduce your water consumption in and outside the home Water Efficient Fixtures and Appliances Requirements: The following are to be achieved: Waterwise Fixtures and Appliances: All tap fittings to a minimum 4 stars WELS rated All showerheads to a minimum 3 stars WELS rated All toilets to a minimum 4 stars WELS rated Efficient - high WELS Rated - appliances: washing machines and dishwashers Swimming Pools Fixed retractable pool cover where pool is installed Show on specification schedule Water Re-use Rainwater harvesting can be used to achieve greater water efficiencies. The best use of rainwater is to have the tank plumbed directly to toilet flushing and for cold water to the washing machine. Rainwater can also be used to supplement water heating and shower water. Requirements: : One of the following options are to be achieved: Rainwater tank installed and plumbed directly to toilets and cold water laundry - For large lots R30: Tanks with 3,000 litre capacity - For smaller cottage lots ( R40): Tanks with 1,500 litre capacity. (Dwellings shall be plumbed with appropriate pipework to be rainwater reuse ready and rainwater tank, pumps and pipework to be installed as per Department of Health requirements prior to occupation of the dwelling.) YES NO OR Greywater diverter garden reticulation system installed to washing machine and/or showers (Dwellings are to be plumbed with appropriate pipework to be grey water reuse ready andgrey water diversion, filtration and pump system, and sub-surface irrigation pipework to be installed as per Department of Health requirements prior to occupation of the dwelling.) 23 Bushmead Design & Building Guidelines Waterwise Landscaping All gardens in Bushmead are required to be sustainably landscaped and conform to waterwise garden principles. Sustainable landscaping will require the planting of indigenous plants which are native to the local area. Requirements: The following criteria are to be achieved: Waterwise plants Waterwise native indigenous plants Productive Gardens Residential gardens provide an ideal location for home-grown vegetable and selected fruit varieties. Recommendations: The following are recommended: Vegetable beds with good access to winter sun Selected fruit trees dwarf varieties best suited to coastal environments e.g. lemon, lime, olive, avocado, guava - 80% of residential landscaping is to utilise waterwise species; and - 60% of plants are to be indigenous species to the Perth Coastal Plain Show on site plan and specification schedule YES NO Reduction of ground level hard paving area: The urban heat island effect can increase ambient temperatures in urban areas. Reducing the amount to hard paved surfaces through a variety of soft and permeable surfaces and providing shading can reduce localised ambient heat and create a more liveable environment. Recommendations: The following are recommended: Reduction of hardstand areas through utilisation of natural soft and permeable pavement; Maximising vegetative cover and shading to paths and walls.

24 Bushmead Design & Building Guidelines Safe and Accessible Homes Australia has an aging population which means more people with mobility issues. Universal design refers to buildings that are designed and fitted-out to allow ease of access to all people of all mobility s and ages. There are a number of simple design and fitout features which if included allow ease of access and use for people with physical disabilities, mobility issues, the aged and children, Recommendations: The following are recommended: Level entry: One level entry in the home from road way may be front door or via garage A ground level bathroom and toilet with easy access and min 820mm door opening Hobless (step-free) shower recess Semi-recess basins to bathrooms All door handles and light switches positioned in a consistent location between mm above the floor Power points installed not lower than 300mm above the floor.

25 Bushmead Design & Building Guidelines Waste Management Construction and household waste to landfill is a major environment concern impacting on the ground, water and air quality and native fauna. The more waste diverted from landfill and into recycling will be of benefit to the environment. Requirements: To support greater recycling and reduce landfill the following are to be achieved: Waste separation bins Separate and multi-use storage bins in kitchen for recyclables, compost and general waste Show on floorplans and specification schedule Waste management is also important to maintain a healthy environment, particularly given the rich bushland surrounding your new home. Requirements: Your chosen builder is required to manage waste generated during the construction stage by addressing the following: Obtaining a letter of engagement from a suitably qualified and capable waste management recycling company detailing their percentage of recycling rate in weight or volume by a DER licenced facility. - The target is at least 80% of all built-form construction waste (by volume) is to be either recycled or reused. In addition, the following criteria are to be addressed by the builder: YES NO Recommendations:In addition the following are recommended: Compost bins and/or worm farms for recycling food scraps and garden green waste Control potential for windblown waste by using appropriate solid sided storage receptacle Following applicable local government bylaws or building permit requirements Maintaining a clean and tidy building site that discourages illegal dumping Include Contract document or contact details for company used Construction Waste Recycling Recycling and reuse of excess waste materials during construction is increasingly becoming common practice by many of Perth building companies, and there are a number of reputable waste management recycling companies in operation. 26 Bushmead Design & Building Guidelines Innovation Refer to Cedar Woods Sustainable Living Guide at for ideas. Some examples of additional initiatives include: Thermal performance exceeding the BCA minimum 6 star requirement Use of framed construction with light weight cladding (less embodied energy, higher recyclable content and reduced footings compared with brick construction). Inclusion of ancillary accommodation to increase the design life of the building and make it more adaptable to the changing needs and circumstances of the occupants.
