1 SUNCOR ENERGY PRODUCTS DISTRIBUTION TERMINAL OPERATING MANUAL STANDARD OPERATING PROCEDURE SAFEWORK PRACTICES Date Issued: June 2010 Revision Date: February 2013 Review Date: February 2016 Revision # PURPOSE This document provides the necessary information required to ensure that all personnel are knowledgeable about the safe work practices that should be considered when using scaffolding. All Personnel must be fully aware of the dangers associated with their use. In all cases, if unsure ask for instruction or clarity prior to completing the task. 2.0 SCOPE This procedure applies to all Distribution Personnel and Contractors who are required as part of their regular job function to make use of any form of scaffolding. 3.0 REFERENCED DOCUMENTS: Canadian Occupational Health & Safety Regulations, Part 3, Section 10. WorkSafe BC Part 13, Sections Saskatchewan Occupational Health and Safety regulations, Part XXII, Sections Alberta Occupational Health and Safety Code, Part 23, Section 1. 2 4.0 PRECAUTIONARY STATEMENTS 4.1 Training All Suncor Personnel and Contractors whom in the execution of their normal job function may be required to use scaffolding, must be review and comply in full with this document 4.2 Specific Hazards Typical hazards that may be encountered while using scaffold may include; Work Environment Hazards Slips or Trips Possible Position of Hands, Pinch Points Ergonomic Hazards Awkward Body Position Walk Area Not Clear / Level Working at Heights Harness Required / Tied Off Falls From Height Scaffold Inspected and Tagged Others Working Above / Below Ladder Tied Off Personal Basket Inspected & Approved Objects Falling Form Work Area Safe Use of Scaffolding Page 2 of 7
3 Equipment Hazards Specialized Equipment / Tools Personal Limitations Distractions in Work Area 4.3 Personal Protective Equipment Personal protective equipment as outlined in Distribution Standard Operating Procedure, Cat A-1, SOP #10 or as specified in the Safe Work Permit depending on the work to be completed as per the job scope requirements. Additional levels of fall protection such should be considered when performing this task. 5.0 ROLES & RESPONSIBILITIES Terminal Management; Accountable to ensure full implementation and compliance of this standard operating procedure. Responsible to complete regular inspections of work areas for compliance with this standard. Accountable to ensure all Personnel are fully trained and competent prior to using scaffolding. Accountable to ensure all scaffold is maintained and inspected as per regulatory requirements. Operating Authority / Performing Authority; Responsible for safe and efficient execution of this procedure. Responsible to ensure daily inspections of equipment is conducted and any defects are identified to Terminal Management immediately, Safe Use of Scaffolding Page 3 of 7
4 6.0 SUSTAINMENT AND CONTINUAL IMPROVEMENT This document is classified in Process Safety terms as a Safework Practice Procedure and as such must comply with the Safework Practice Procedure Standard as outlined in Distribution Procedure Program, Cat A-3, SOP #01. Edmonton Terminal Management is to initiate document review process. To ensure this Standard Operating Procedure documents meets all applicable OEMS / PSM standards, this document is to be reviewed at a frequency not to exceed 3 years or when conditions change to warrant a review Only scaffolding that meets the requirements of the OH&S Act shall be used. 2. Only competent and trained personnel shall supervise the erection and dismantling of scaffolding systems. 3. A competent inspector familiar with scaffolding systems shall perform regular inspections as necessary to verify the scaffolding system is in a safe and usable condition in order to recognize and prevent hazardous conditions from developing or occurring. 4. Any scaffold platform or work platform over 2.4 metres above grade shall be in accordance with guardrail specifications of the OH&S Act, including toe boards, mid rails and top rails. At no time shall any work surface be left unguarded. 5. Tarps should not be tied off to scaffolding systems for any reason including wind and weather blockage unless approved rated breaking strength tie wraps are used in Safe Use of Scaffolding Page 4 of 7
5 accordance with manufacturer specifications for wind load factors. The scaffolding must be rated to take twice the wind load measured in Newtons required to break rated tie wraps. 6. All planking shall be scaffold grade. 7. All planking shall be cleated or restrained by hooks or equivalent means at both ends. 8. Scaffold shall be fully decked including guard rails, mid-rails and toe boards. 9. All scaffolds must be tagged as ready for use and inspected as required under all provincial regulations. 10. Scaffolding shall not be used if it is based on pneumatic tires. 11. If scaffolding is based on castors then all castors must be locked before use. 12. Unfinished or unsafe scaffolding shall be clearly marked do not use. 13. Handrails must be installed on outer edges and ends of any working platform more than ten (10) feet above ground. 14. All handrail mounting pins must face inward. 15. Scaffolding shall not be occupied while being moved. Safe Use of Scaffolding Page 5 of 7
6 16. Scaffolding shall be clearly tagged at all times. Green for safe to use and in compliance with manufactures specifications and all applicable legislation. Yellow tags are to be put on scaffolding that have been modified in some way, and may require tie off while working on scaffolding, or has other hazards associated with it. Red tag indicates that no personnel are to work on or under scaffolding at any time. Red tags are used when scaffolding in being erected or dismantled or found unsafe in any way. There is a comment section on the card that must be read to best understand the caution for the scaffolding. 8.0 PROCEDURAL DEVIATION Deviations from this standard operating procedure must be authorized using the Management of Change procedure. Deviations must be documented and documentation must include the relevant facts supporting the deviation decision. Safe Use of Scaffolding Page 6 of 7
