2 MR- P1: STORAGE AND COLLECTION OF RECYCLABLES To reduce the waste that is generated by building occupants and hauled to and disposed of in landfills. PREREQUISITE REQUIREMENTS Provide dedicated areas accessible to waste haulers and building occupants for the collection and storage of recyclable materials for the entire building. Collection and storage areas may be separate locations. Recyclable materials must include mixed paper, corrugated cardboard, glass, plastics, and metals. Take appropriate measures for the safe collection, storage, and disposal of two of the following: batteries, mercury-containing lamps, and electronic waste. POTENTIAL TECHNOLOGIES AND STRATEGIES Designate an area for recyclable collection and storage that is appropriately sized and located in a convenient area. Identify local waste handlers and buyers for glass, plastic, metals, office paper, newspaper, cardboard and organic wastes. Instruct occupants on recycling procedures. Consider employing cardboard balers, aluminum can crushers, recycling chutes and other waste management strategies to further enhance the recycling program. 62
3 MR- P2: CONSTRUCTION AND DEMOLITION WASTE MANAGEMENT PLANNING To reduce construction and demolition waste disposed of in landfills and incineration facilities by recovering, reusing, and recycling materials. PREREQUISITE REQUIREMENTS Develop and implement a construction and demolition waste management plan: Establish waste diversion goals for the project by identifying at least five materials (both structural and nonstructural) targeted for diversion. Approximate a percentage of the overall project waste that these materials represent. Specify whether materials will be separated or commingled and describe the diversion strategies planned for the project. Describe where the material will be taken and how the recycling facility will process the material. Provide a final report detailing all major waste streams generated, including disposal and diversion rates. Alternative daily cover (ADC) does not qualify as material diverted from disposal. Landclearing debris is not considered construction, demolition, or renovation waste that can contribute to waste diversion. POTENTIAL TECHNOLOGIES AND STRATEGIES Consider reusing existing, previously occupied building structures, envelopes and elements. Remove elements that pose a contamination risk to building occupants and upgrade components that would improve energy and water efficiency, such as windows, mechanical systems and plumbing fixtures. 63
4 MR- 1: LIFE-CYCLE IMPACT REDUCTIONS To encourage adaptive reuse and optimize the environmental performance of products and materials. 3 S OR Demonstrate reduced environmental effects during initial project decision-making by reusing existing building resources or demonstrating a reduction in materials use through life-cycle assessment. Achieve one of the following options. OPTION 1 (3 S) Historic Building Reuse Maintain the existing building structure, envelope, and interior nonstructural elements of a historic building or contributing building in a historic district. To qualify, the building or historic district must be listed or eligible for listing in the local, state, or national register of historic places. Do not demolish any part of a historic building or contributing building in a historic district unless it is deemed structurally unsound or hazardous. For buildings listed locally, approval of any demolition must be granted by the local historic preservation review board. Any alteration (preservation, restoration, or rehabilitation) of a historic building or a contributing building in a historic district on the project site must be done in accordance with local or national standards for rehabilitation, whichever are applicable. OPTION 2 (1 ) Renovation of Abandoned or Blighted Building Maintain at least 50%, by surface area, of the existing building structure, enclosure, and interior structural elements for buildings that meet local criteria of abandoned or are considered blight. The building must be renovated to a state of productive occupancy. Up to 25% of the building surface area may be excluded from credit calculation because of deterioration or damage. OR OPTION 3 (2 S) Building and Material Reuse 64
5 Reused products/materials have to constitute 5% of the project s total material cost value. (The percentage decide the amount of credits) The following approach can achieve this credit by using: Reused Materials found on site: Fixed components such as doors, cabinetries, posts etc. that no longer serve their original function are refurbished, reconditioned and installed for a different use or in a different location. Reused Materials found off site: Use of salvaged materials found off site. They must be previously used or they may be relocated from another facility. Temporary structures: Temporary formwork, framing and structures etc. that can be reused many times before disposal (5-10 cycles of usage) can also be included. If the temporary structures are not new procurement for this project but have been used previously in other project/s, state the number of re-use that are remaining (e.g. use of system formwork is encouraged). REQUIRED SUBMISSION FOR DESIGN ASSESSMENT List of anticipated reused or salvaged materials for the project Cost of each proposed reused or salvaged materials. Establish the estimated Total Cost of the materials for the project REQUIRED SUBMISSION FOR POST CONSTRUCTION ASSESSMENT Documentation during the construction stage including photographs of the reused materials List of reused or salvaged materials used in the project after completion and their locations in the building. Cost of each reused or salvaged materials either based on actual cost paid or replacement value of the material. Provide the Actual Total Cost of the materials in the project. Describe any deviations or additions to the DA submission. OR OPTION 4 (2 S) Whole-Building Life-Cycle Assessment For new construction (buildings or portions of buildings), conduct a life-cycle assessment of the project s structure and enclosure that demonstrates a minimum of 10% reduction, compared with a reference building, in at least three of the six impact measures listed below, one of which must be global warming potential. No impact category assessed as part of the life-cycle assessment may increase by more than 5% compared with the reference building. The reference and design buildings must be of comparable size, function, orientation, and operating energy performance as defined in EA Prerequisite Minimum Energy Performance. The service life of the reference and design buildings must be the same and should fully account for maintenance and replacement. Use the same life-cycle assessment software tools and datasets to evaluate both the reference case and the design case, and report all listed impact categories. 65
6 MR- 2: MATERIALS DISCLOSURE AND OPTIMIZATION To encourage disclosure about environmental attributes and increase the use of products and materials with environmentally, economically, and socially preferable life-cycle impacts. 3 S AND/OR OPTION 1 (1 ) Material Ingredient Reporting Provide the following information on building materials: Manufacturer Inventory: Publish a complete content inventory for the building products to be identified by name. Health Product Declaration: Publish a complete Health Declaration for the building products with full disclosure of known hazards in compliance with the requirements by the Lagos State Safety Commission. OPTION 2 (2 S) Material ingredient optimization Use products that document their material ingredient optimization Are sourced from product manufacturers who engage in validated and robust safety, health, hazard, and risk programs which at a minimum document at least 99% (by weight) of the ingredients used to make the building product or building material, and Are sourced from product manufacturers with independent third party verification of their supply chain that at a minimum verifies: Processes are in place to communicate and transparently prioritize chemical ingredients along the supply chain according to available hazard, exposure and use information to identify those that require more detailed evaluation Processes are in place to identify, document, and communicate information on health, safety and environmental characteristics of chemical ingredients Processes are in place to implement measures to manage the health, safety and environmental hazard and risk of chemical ingredients Processes are in place to optimize health, safety and environmental impacts when designing and improving chemical ingredients Processes are in place to communicate, receive and evaluate chemical ingredient safety and stewardship information along the supply chain Safety and stewardship information about the chemical ingredients is publicly available from all points along the supply chain. 66
7 MR- 3: RESPONSIBLE SOURCING OF MATERIALS To protect ecosystems, respect cultural and community values, and improve land use through responsible extraction of raw materials used for building products and materials. 3 S AND/OR OPTION 1 (1 ) Responsible Extraction of Raw Materials Use permanently installed new building products and materials that meet applicable responsible extraction criteria. Responsible extraction criteria : Mined or quarried materials. For raw materials that are mined or quarried using practices covered in the Framework for Responsible Mining, obtain signed letters from the owners of the manufacturing companies and their raw materials suppliers, stating that they have reviewed and understood the Framework for Responsible Mining and publicly declared their commitment to responsible mining. Each raw material supplier must provide an independently audited checklist listing the entire Framework for Responsible Mining s Leading Edge Issues, and identifying which Leading Edge measures they are currently taking. Bio-based materials. Bio-based raw materials must meet ASTM Test Method D6866 and be legally harvested, as defined by the exporting and receiving country. Exclude hide products, such as leather and other animal skin material. Other biobased products must meet the Sustainable Agriculture Network s Sustainable Agriculture Standard. Other extracted materials. For raw materials that are not mined, quarried, or biobased, extraction and manufacture must meet all applicable laws for the exporting and receiving countries, including human rights laws. Product manufacturers must make publicly available a 3rd party verified corporate sustainability report that includes the following: A commitment to long-term ecologically responsible land use; A commitment to reducing environmental harms from extraction and/or manufacturing processes; Evidence of their economic and social support of adjacent communities; a commitment to meeting applicable standards or programs voluntarily that address responsible sourcing criteria; Their labor practices; and Their governance structure. OPTION 2 (2 S) 67
8 Regional Materials Use building materials or products that have been extracted, harvested or recovered, as well as manufactured, within 500 km radius of the project site for 20% (based on cost) of the total material value. Mechanical, electrical and plumbing components shall not be included. Only include materials permanently installed in the project. This credit must be evaluated early in the design process as materials and products that can be sourced locally can be established. The contractors and suppliers are to verify the availability of materials which are extracted/ harvested/ recovered and manufactured locally. This will ensure that the project team is aware on the availability of such materials and give focus on the materials that will contribute the most to this credit. REQUIRED SUBMISSION FOR DESIGN ASSESSMENT (DA) List of products that are extracted/harvested/recovered and manufactured within 500 km of the project site. Provide the following: Name of the manufacturer, Product cost, AND The distance between the project site and the manufacturer. Determine the estimated total Material Cost. Calculate the percentage of regional materials used = Total Cost of Regional Materials (RM) / Total Material Cost (RM). REQUIRED SUBMISSION FOR POST CONSTRUCTION ASSESSMENT List of products that are extracted/harvested/recovered and manufactured within 500 km of the project site after completion. Provide the following: Name of the manufacturer, Product cost, AND The distance between the project site and the manufacturer. Determine the Actual Total Material Cost. Calculate the percentage of regional materials used = Total Cost of Regional Materials (RM) / Total Material Cost (RM). Describe any deviations or additions to the DA submission. POTENTIAL TECHNOLOGIES AND STRATEGIES Establish a project goal for locally sourced materials, and identify materials and material suppliers that can achieve this goal. During construction, ensure that the specified local materials are installed, and quantify the total percentage of local materials installed. Consider a range of environmental, economic and performance attributes when selecting products and materials 68
9 MR- 4: RAPIDLY RENEWABLE MATERIALS To ensure that the building uses materials that will not contribute to environmental pollution. 2 S Demonstrate at least 75% (by area) of one or more specified building components are rapidly renewable. Demonstrate at least 35% (by area) of two or more specified building components are rapidly renewable. Demonstrate at least 15% (by area) of four or more specified building components are rapidly renewable. Demonstrate 2%/4% of all building materials/products used in the project is rapidly renewable materials. (Different credits for different percentage). The Client shall submit a summary sheet listing all finishes materials and highlighting the proposed rapidly renewable materials that meet the Credit Requirements and their use in the project (i.e. materials used in joinery, walls and partitions, floors, ceilings, or roof). Calculations demonstrating that the total area of rapidly renewable materials meet relevant Credit Point requirement. Extracts from specifications requiring the use of rapidly renewable materials. Drawings showing relevant area of proposed use. CALCULATIONS METHODOLOGY 69
10 MR- 5: CONSTRUCTION AND DEMOLITION WASTE MANAGEMENT To reduce construction and demolition waste disposed of in landfills and incineration facilities by recovering, reusing, and recycling materials. 3 S Recycle and/or salvage nonhazardous construction and demolition materials. Calculations can be by weight or volume but must be consistent throughout. Exclude excavated soil, land-clearing debris, and alternative daily cover (ADC). Include wood waste converted to fuel (biofuel) in the calculations; other types of waste-to-energy are not considered diversion for this credit. Waste-to-energy systems run by the Lagos State Waste Management System may be considered waste diversion OPTION 1 (3 S) Diversion Path 1: Three Material Streams Divert at least 50% of the total construction and demolition material; diverted materials must include at least three material streams. OR Path 2: Four Material Streams Divert at least 75% of the total construction and demolition material; diverted materials must include at least four material streams. OR OPTION 2 (3 S) Reduction of Total Waste Material Do not generate more than 2.5 pounds of construction waste per square foot (12.2 kilograms of waste per square meter) of the building s floor area. POTENTIAL TECHNOLOGIES AND STRATEGIES Establish goals for diversion from disposal in landfills and incineration facilities and adopt a construction waste management plan to achieve these goals. Consider recycling cardboard, metal, brick, mineral fiber panel, concrete, plastic, clean wood, glass, gypsum wallboard, carpet and insulation Designate a specific area(s) on the construction site for segregated or comingled collection of recyclable materials, and track recycling efforts throughout the construction process. Identify construction haulers and recyclers to handle the designated materials. Note that diversion may include donation of materials to charitable organizations and salvage of materials on-site. 70
11 MR- 6: DESIGN FOR FLEXIBILITY Conserve resources associated with the construction and management of buildings by designing for flexibility and ease of future adaptation and for the service life of components and assemblies. 3 S Demonstrate the following: 90% of the building has regular rhythm to exposed facades (by area); Floor-to-floor heights of at least 3.6 meters; 90% of the windows are evenly distributed around exposed elevations (by area); 90% of interior, non-structural walls are demountable or movable (by area); and 90% of pipes, wiring and conduits are not permanently embedded in building materials REQUIRED SUBMISSION Brief narrative describing how the project intends to meet the Credit Requirements, including any calculations; Building elevations clearly indicating how the building has regular rhythm to exposed facades, floor-to-floor heights and distribution of windows; Typical floor plan indicating the location of any load bearing walls and other interior walls as well as any connections for movable/demountable walls; and Drawings indicating plumbing and electrical services are not to be permanently embedded in building materials. 71
