2 The Israel Electric Corporation (hereinafter: the "IEC") is the owner of five power plants located along the coast Haifa power station, Hadera power station, Tel Aviv power station, Ashdod power station and Ashkelon power station. 1. Introduction 1.1. Project Goals: IEC is seeking Information to provide security and safety measures for the inlet / outlet IEC seawater cooling pumps. Therefore, IEC is seeks a solution that will meet the following challenges: Preventing an intrusion of vessels into a designated and marked forbidden area Preventing a drifting swimmer from reaching the inlet pumps either if the attempt is from a vessel or and either from the land and swimming into the designated and marked prohibited areas Preventing the endangering of human lives in the outlet areas of the water pumps Reference threat: Small boats (up to 8.5 meters) and jet skis, each with a Maximum engine power of 110 Kw Kayaks, surfboards and SUPs (Stand Up Paddleboards) Swimmers General perception: To meet the challenges described above, IEC adopted a concept of security barriers in the entrances to the sites and safety barriers in the water inlet/outlet areas The outer security barriers at the entrances to the sites will inhibit intruding vessels and swimmers with a barrier enhanced with a structure to increase the freeboard (inhibit vaulting over the barrier) A safety barrier is to be located in closer proximity to the inlet ports to provide assistance to an inadvertent drifting swimmer from the adverse force from the pull of the inlet water pumps (line of demarcation) A safety barrier is to locate at a distance away from the outlets to establish a minimum distance that keeps a swimmer from the forces of the outlet water flows. 2

Location: Israel (five different sites): Site No 1 Haifa power station Site No 2 Hadera power station Site No 3 Tel Aviv power station Site No 4 Ashdod power station Site No 5 Ashkelon power station 1.5. Site Visit and Data Collection: The Manufacturer will visit the site to ascertain the general and local conditions that can affect the designs or their costs can be coordinating with Mr. telephone 1.6. Information Provided by IEC: The IEC has reference drawings of the sites and surrounding areas in and will provide these to the successful Manufacturer ( Manufacturer ) To ensure that the existing conditions are accurately reflected on the reference drawings, the Manufacturer will field verify the existing conditions during the Site Tour Exiting Utilities: IEC shall field verify all utility locations before commencing work and send a copy of the findings to the Manufacturer. This shall include, but are not limited to, the use of visual, sonic, electronic or magnetic detection devices IEC shall be responsible for utilities damaged during construction at no additional cost to the Manufacturer Utility Availability: IEC will prepare all infrastructures necessary for the Manufacturer to assemble, transport to each site and install systems (including Manufacturer lay down area at each of the sites) and security at each site in accordance with the manufacturer's submitted Information to this document Safety: During the execution of this contract, the Manufacturer shall conform to the rules and regulations as set forth by IEC 1.10 Manufacturer Identification: Prior to the commencement of work, the Manufacturer shall submit legible, color photocopies of all Manufacture staff. Additionally, Manufacturer and submanufacturer personnel shall, at all times, wear 3

Scope Of Work: Manufacturer shall provide services to design, produce, transport and supervise the team of IEC installers to assemble and install the floating security and safety barriers at all five sites. For the construction phase, IEC shall provide all Sinkers, labor, and equipment necessary to install the floating barriers. The floating barrier shall meet the parameters stated below. These are the requirements on which the Manufacturer s bid will be evaluated. Work includes, but is not limited to the following: 2.1. Provide design (including As-builts) services to fully design the floating barriers from conceptual stage through construction and full acceptance. The IEC will secure the environmental permits required prior to construction. The IEC shall neither begin construction nor purchase boom or mooring materials until the 100% construction design is approved Design & supply two different types of linear floating barrier: A floating security barrier designed to impede lower level threats (see section 1.2.1, 1.2.2, 1.2.3) from entering designated restricted areas. This type of barrier will be designated as type "V" A floating safety barrier which will clearly delineate the boundaries of the designated restricted areas and will satisfy the requirement to assist any person who inadvertently is in the immediate areas of the inlet/out flows of water. (see section 1.2.2, 1.2.3). This type of barrier will be designated as type "N" or "U" (according to its location (inlet/outlet respectively) Environmental parameters: The floating barrier must be designed to withstand the following values and conditions: Vessel Barrier ("V") reiern eiitni ("N") Outlet Barrier )" U"( Remarks Other environmental conditions Wind Wave Tide Current ) stonk( ) stntek( ) stntek( ) stonk( The wind and current shall be assumed to act at normal incidence to the barrier. 2. The wave height is the significant wave height, H s. 1. Barriers systems will be required to meet the conditions of high intensity solar radiation. 2. Barriers systems will be required to meet Water temperature 15 to 32 C 3. Barriers systems will be required to meet Air temperature -10 to 50 C 4. Barriers systems will be required to meet the density of seawater
5 2.4 Life span All Types of floating barriers ("V", "N", and "U") must have a proven lifespan of at least 15 years maintenance free in similar environmental states All floating Modules must contain UV inhibitors to protect from sunlight and will have a proven lifespan of at least 20 years All mounting equipment and hardware must be stainless steel or other corrosionresistant material, wire rope cables must be encased in synthetic rubber tubing (EPDM) Design, fabricate and transport a linear (approximately 900 meters) barrier type "V" so that it creates a visible security barrier with enhanced energy absorbing freeboard The barrier shall be continuous from one shore connection to the other being joined with modular lengths of approximately 15m. IEC will designate the location in each barrier where the authorized access/egress and the width of the access will be specified The access/egress section must permit the passage of vessels that are 20 meters long with a 10 meter beam. All access sections must be able to be operated by 50 horsepower small vessels All sections must be able to be towed (for installation) by 50 horsepower small boats The system shall be capable of being opened on either end with a single-outboard rigid hull inflatable small boat The barrier must maintain an approximately rectangular shape; therefore it is required to be moored with mooring buoys and sinkers. The maximum allowable catenary in any barrier section is 50 meter, measured perpendicular to the barrier. (Sinkers will be supplied by IEC according Manufacturer design and specifications ( The barrier itself shall consist of closed cell foam-filled Modules The barrier will be a clear visible indicator with a specified pattern of White and International Orange colored Modules The barrier must be illuminated with solar-powered battery operated Warning lights at specified intervals. The lights shall be compatible with the standards of the Israel Shipping and Ports Authority aids-to-navigation lighting. Standards will be supplied upon award. 5
6 The barrier shall be capable of supporting an interior-mounted oil boom. The oil boom must be able to be separated from the primary barrier. The oil boom to be used shall be 23 to 27 oz. polyurethane The barrier will have a maximum draft of 15 cm to prevent the accumulation of jellyfish The barrier will have a Freeboard between 100 cm to 130 cm The barrier will provide a means for a swept exhausted swimmer to hold onto either side of the floating barrier The Manufacturer shall design a crossing infrastructure for electric cables inside the floating Modules for Video Motion Detection system & sensors and Public Address systems Folding the barrier will not be interrupted by the electric cables. However the opening section of the barrier will determine the source end of the power cables Each of the modules will allow at least two (2) different crossing 17mm power cables. One of them will cross under the water The fence posts configuration should avoid as much as possible making the floating barrier a fishing pier barrier Warning signs will be integrated in the floating barriers as specified by IEC The top of a warning sign will reach a height of 1.5 meters above the water level The sign will be an Aluminum 60 cm X 40 cm bolted to a frame The frame will be a welded Marine metal (profile dimensions will be advised by the Manufacturer of how the supporting structure will be connected to the barrier ( The support structure will also be the mounting for the solar powered battery operated Warning light The barrier will absorb direct impact Kinetic Energy of 40,000 Kg-Meter The barrier will not have a negative impact on the environment Design & supply a linear (approximately 900 meters) barrier type "N" so that it creates a visible safety line of demarcation The barrier shall be continuous from one shore connection to the other being joined with modular lengths of approximately 15m. IEC will designate the location in each 6
7 barrier where the authorized access/egress and the width of the access will be specified The access/egress section must permit the passage of vessels that are 20 meters long with a 10 meter beam. 8 The frame will be a welded Marine metal (profile dimensions will be advised by the Manufacturer of how the supporting structure will be connected to the barrier ( The support structure will also be the mounting for the solar powered battery operated Warning light The Manufacturer shall design a crossing infrastructure for electric cables inside the floating Modules for Video Motion Detection system & sensors and Public Address systems Folding the barrier will not be interrupted by the electric cables. However the opening section of the barrier will determine the source end of the power cables Each of the modules will allow at least two (2) different crossing 17mm power cables. One of them will cross under the water The barrier will absorb direct impact Kinetic Energy of 25,000 Kg-Meter The barrier will not have a negative impact on the environment. 2.7 Design & supply a linear (approximately 1500 meters) barrier type "U" to create a visible safety line of demarcation The barrier shall be continuous from one shore connection to the other being joined with modular lengths of approximately 15m. IEC will designate the location in each barrier where the authorized access/egress and the width of the access will be specified In site #2, site #5 and possibly site #4 north the open water barrier side will be ended with a Marine Security Sign Buoy (include solar-powered battery operated light, radar reflector and a written warning sign) All sections must be able to be towed (for installation) by 50 horsepower small boats The system shall be capable of being opened on either end with a singleoutboard rigid hull inflatable small boat The barrier must maintain an approximately rectangular shape; therefore it is required to be moored with mooring buoys and sinkers. The maximum allowable catenary in any barrier section is 50 meter, measured perpendicular to the barrier. (Sinkers will be supplied by IEC according to Manufacturer design and specifications). 8
9 2.7.5 The barrier itself shall consist of closed cell foam-filled Modules The barrier will be a clearly visible indicator with a pattern of White and International Orange Modules The barrier must be illuminated with solar-powered battery operated Warning lights at specified intervals. The lights shall be compatible with standard of the Israel Shipping and Ports Authority The barrier will have a maximum draft of 40 cm The barrier will have a Freeboard between 50 cm to 70 cm the barrier will provide a means for a swept exhausted swimmer to hold onto it comfortably on both sides Warning signs will be integrated in the floating barriers as specified by IEC The top of a warning sign will reach a height of 1.5 meters above the water level The sign will be an Aluminum 60 cm X 40 cm bolted to a frame The frame will be a welded Marine metal (profile dimensions will be advised by the Manufacturer of how the supporting structure will be connected to the barrier) The support structure will also be the mounting for the solar powered battery operated Warning light the barrier must include radar reflectors at specified intervals. The reflectors shall be of a corrosion-resistant material to maximize their life span in the marine environment The Manufacturer shall design a crossing infrastructure for electric cables inside the floating Modules for Video Motion Detection system & sensors and Public Address systems Folding the barrier will not be interrupted by the electric cables. However the opening section of the barrier will determine the source end of the power cables Each of the modules will allow at least two (2) different crossing 17mm power cables. 10 3. Additive items: 3.1. Electrically operated Gate: Site #4 is the home port of IEC vessels and barges. Hence, the opening and closing frequency of barrier #4V4 is high The Manufacturer shall Design & supply an electrical means for opening/closing of the 4V4 barrier sections (as wide a section as possible) The electrical means of opening/closing the GATE will be controlled from a remote unit (A small, portable unit) The order to open / close will be wireless (onshore/offshore), and from a distance of at least 1,000 meters in all weather conditions Gate opening time will be no more than 10 minutes giving an order to fully open Gate closing time will be no more than 15 minutes for the command to complete closure Gate failsafe will be in fully open position In the event of a malfunction, the GATE must be opened and closed in redounded mode (manually) by 50 horsepower small vessels After barrier closing it will be secured by a stainless steel lock The system will be supplied with two remote control units The M.T.B.F will allow proper functioning of at least 1000 opening / closing rate per year The Manufacturer will recommend the spare parts kit for the electrically operated gate The Manufacturer will define the electrically operated gate maintenance policy. 4. Jellyfish preventer: IEC experiences clogged debris screens in the cooling pumps inlet channels which can lead to power plant shutdown, therefore: 4.1. IEC invites Manufacturers to design and install a solution to keep the jellyfish out of the intake floating barrier IEC has chosen site #5 to deploy a technology demonstrator to prove that the system is meeting the challenge The system will be installed and operated and will be tested and examined for a full year IEC will supply all Infrastructure required to operate the system (electricity, compressed air, seawater) and will monitor the efficiency during the demonstration period. 10
11 5. Follow-on maintenance: the Manufacturer shall provide a schedule for annual maintenance of the system and associated cost estimates for each item. 6. Drawings: 6.1. It is recommended that all drawings necessary to fully describe the work to be performed be included Professional Engineer shall review, sign, and stamp all final design drawings under their responsible charge for each respective discipline. 7. Price estimation (Ex-factory price): 7.1. IEC will be entitled to use the information obtained through the RFI, as well as any datum, solution, process, technique or proposal included in any response and/or Documents/materials in connection with the responses, as submitted to IEC in this context. Without derogating from the aforesaid, IEC shall keep all information provided in this RFI confidential and shall use it or permit use thereof only for its own purposes, in connection with this RFI and/or any other purchasing process undertaken by IEC, subject to the right of perusal as specified below. IEC shall not be required, whether pursuant to this document or otherwise, to enter upon any purchase process of any type or kind. Response to the RFI will not provide an advantage in any procurement process, if and to the extent publicized, to any person/entity that responds to the RFI and will not obligate IEC to include such person/entity in any procurement process. Any reservation, amendment or supplement to the provisions above (whether included in the response to the RFI or otherwise) will have no legal effect and will not bind IEC. A participant in this RFI process shall have the right to peruse the procurement process documents as set forth in the Mandatory Tenders Regulations, , only if, following the RFI process, IEC initiates a tender/procurement process that is awarded to the provider of such information. 16
