1 UNOPS Peguy-Ville, 13 January 2016 CLARIFICATIONS NOTES 1 Reference No. ITB-HTOC /re-tendering Provision and installation of a CCTV system Cap an Port Dear Bidders: Following the site visit held on 8 th of January 2016, this clarification provides responses to questions raised and is relevant to the process mentioned in reference. It should be considered in the preparation of your bids. A. Questions/responses from site visit 1) Given that the port currently relies on a Generator for power source (for 20 hours/day), should one account for a backup source in proposal? The system will be fitted with a backup electrical supply capable of maintaining the total operation for a period not less than 24 hours. 2) Given that infrastructure is lacking, wiring cameras to port grid should be included in our proposal? Yes, please refer to section G of the technical requirements 3) Existing light poles are on a main switch that only turns on at night, so if we were to use these existing poles, re-wiring would be required to be done? Yes, please refer to section G of the technical requirements 4) Additional installation of poles may pose an issue to deliverable timeline, is client willing to be flexible if proposed? If the poles are proposed for aerial wiring, this is no longer an issue as the wiring is underground. If the additional poles are required to meet the surveillance objectives please provide details on delays in your proposal. 5) What is minimum storage capacity that would be required for the CCTV system? (How many days/months to be saved?) Since this has a direct cost on budget, supplier should propose a storage capacity and budget options. 6) Where is the proposed location/room for the CCTV Feeds? a. Minimum server room area (to be proposed)? b. Minimum Surveillance room area (to be proposed)? 3 PHASE 1 PRELIMINARY URGENT ITEMS TO BE PROCURED AS PER APN REQUEST AND SPECIFICATIONS CCTV SYSTEM A- Objective It is a visual assessment tool that merely records events as they occur, and should therefore be used in conjunction with other security measures. The idea for the Cap an Port is to install one non-threat detection CCTV camera at the main gate and three threat detection CCTV cameras (intelligent video) for perimeter, pier, warehouses, auxiliary gates, and cargo yard coverage. B- Specifications The system will need to be used in three basic visual identification ways: 1. Personal identification: Allows the viewer to personally identify something within the scene. 2. Action identification: Allows the viewer to capture the events occurring in front of the camera as they actually happened. 3. Scene identification: Allows the scene to stand on its own merit. The system needs to allow security personnel to monitor several areas from a single location. The system will need to include: 1. Deterrence of theft 2. Forensic evidence for incident investigations and prosecution 3. Employee safety 4. Port Liability 5. Marketing of port facilities' security as well as transmitting pictures of facilities attributes. The system will need to meet the International Ship and Port Facility Security (ISPS) Code requirements particularly ISPS sections A Prevention of weapons and dangerous substances from entering the facility A Controlling access to the port facility A Monitoring of the port facility A Monitoring of restricted areas A Supervising the handling of cargo A Supervising the handling of ship's stores All the cameras will need to be installed on existing light poles so as to minimize cost. 4 the main gate (location to be validated). CCTV screens must be linked to threat detection cameras and video analytics so unauthorized activities can be alarmed, identified, and analyzed in the security command center quickly enough to dispatch security personnel. A preliminary study (to be validated) has suggested the need of 4 Pan/Track/Zoom cameras (7-70mm lens) mounted on existing light poles as follows: a) 1 non-threat detection camera mounted to observe the main gate (light pole closest to the gate and adjacent to fenced car storage); b) 1 threat detection camera mounted on the light pole by the corner farthest from the security office, by the warehouse that is closest to the main gate, to provide coverage for domestic cargo operations, warehouse, and part of the main pier; c) 1 threat detection camera mounted on the last light pole of the main pier to provide coverage for the piers, part of the cargo yard, and part of the perimeter fencing; d) 1 threat detection camera mounted on the light pole between the fenced car storage and the cargo yard to provide coverage for the car storage, part of the cargo yard, two auxiliary gates, and part of the perimeter. The system will be fitted with a backup electrical supply capable of maintaining the total operation for a period not less than 24 hours. The system may be hardwired or wireless. In both cases the electrical feed will be underground as detailed in section G. In the case of a wireless system, conduit quantity is reduced to 2 versus 3 and the AWG 36 grounding system and related accessories not required. All other conditions apply. In the case of a wireless system, the bidder must demonstrate prior to award that the system will operate according to the stated requirement. C- Quantities To be determined. D- Delivery 12 to 16 weeks after receipt of firm order and payment security E- Shipping Shipping is the responsibility of the supplier, excluding all an taxes, duties, etc. Ocean transportation charges need to be included in the proposal. F- Service 3 years of service to be included with standard manufacturer warranty. The selected company will be required to do a thorough engineering site visit and a proposal will be needed to suggest a solution for the Port that will need to be approved by APN. 5 All material, software, licenses, installation and setup to be included in the contract of service. In the proposal, needs to be included the annual operating and maintenance costs. G Installation (method of work and materials) Conduits and physical installation All wiring between poles and/or building shall be underground. Underground conduits shall be PVC and above ground conduit galvanized steel. Transition from underground to above ground conduits shall be made with a watertight connector (glued on the PVC side and threaded on the steel side). The transition will be made underground. A total of 3 conduits shall be installed between poles and/or buildings (1 for electrical supply, 1 for video feed and one spare) Minimum installation depth of conduits shall be 600mm. Minimum size of conduits shall be 60mm. Trench are to be as straight and direct as possible Route through unstable soil such as mud, shifting soils, or other hazards should be avoided. Longitudinal runs of conduits should not be located directly over or under other underground facilities such as gas, water sewer lines, and septic system. Whenever possible the horizontal distance between these facilities should be a minimum of 2 meter to permit access and maintenance of either facilities. Caution ribbon shall be installed above each conduits. A #6 AWG shall be directly buried in the bottom of the trench, prior the installation of any conduits. Each end shall either be tied with the next run or connected to a grounding rod. All ends, joints and internal finish of the conduit shall be free of sharp edges or burrs which could damage the cable. All buried joints shall be glued with cement as recommended by the conduit manufacturer. Any change in direction between lengths of straight rigid conduit greater than 5 degrees shall be made in electrical sweeps, or with a very gradual sweeping change CCTV equipment requiring 120--v power shall be installed below the communication cables on overhead--fed poles Pole junction of cable will be within a stainless steel enclosure located not less than 2.4 meter above ground level. The equipment shall maintain a minimum clearance of 1 meter from secondary service wire and installed not less than 8 feet from ground line. 6 mounted outlet, provided by the electric utility. For wood poles, cameras can be connected to secondary. Drilling into other than wooden poles is strictly prohibited. Camera and control box(es) must be secured to the pole with approved metal straps or metal brackets bolted onto the pole. A minimum of two stainless steel straps must be used to secure the camera to the pole. The straps shall be a minimum of 1/2 inch width and inches thickness with a tensile each. The buckles shall be rated at double the tensile strength of the straps or approximately 3,000 pounds. If a pole mount adapter plate is used, it shall have a minimum load bearing rating of 200 pounds. Trench excavation, backfilling and compacting. Accurately locate and record on project record documents abandoned and active utility lines rerouted or extended. It is the contractor responsibility to identify, protect and repair any damages incurred during the work phase. Trenches are to be excavated to the widths, lines and grades indicated on the sketch. Trenches for conduits are to be excavated to a minimum width of 300mm on each side of the conduit. Under no circumstances shall excavated material from trench excavations be left, even temporarily, where it will interfere with other contractor's operations. When excavations are to be made in bituminous or concrete pavement, the pavement shall be saw cut and removed before beginning excavation. Pavement removal shall be a minimum of 300mm beyond trench or pit walls. Conduit shall be bedded as specified in the appropriate sections of these specifications or as remainder of the trench above the bedding shall be backfilled with suitable trench backfill material and compacted as specified in this specification section. Do not cover or enclose work of this section before obtaining required inspections, tests, approvals, and location recording. Sufficient time shall be allowed, after notice is given that the work is ready for inspection, for making all examinations and tests. Trench backfill shall be made in layers not to exceed six inches (6") measured loose. Each layer shall be thoroughly compacted before the next layer is placed. Backfill shall be compacted by mechanical tampers or other approved methods to maximum dry density of 98% in conformance with ASTM D1556 or ASTM D2167. Water settling, puddling and jetting are not acceptable compaction methods. Care shall be taken to prevent pieces of excavated bituminous or concrete pavement from becoming mixed with backfill material. Provide all shoring, sheathing, bracing, sheet piling (wood or steel) necessary to conduct and complete the work safely, to maintain sides of excavation in safe and stable condition where required for the protection of utility services. 7 shoring supports shall be immediately adjusted. Restore surface features at areas disturbed by excavation, and re-establish original grades unless otherwise indicated. Replace removed sod immediately after backfilling is completed. Patch existing pavement in the path of underground conduit to re-establish finish and to same thickness. The Contractor shall be held responsible for any damage to adjoining or adjacent work and buildings. Stockpile, haul from site, and legally dispose of off-site all waste materials, including excess excavated materials, rock, trash, and debris. Materials Underground conduits: PVC schedule 40 conduits and fittings Above ground conduits: Schedule 40 galvanized steel and assorted threaded couplers and fittings. Warning Tape: Acid- and alkali-resistant, polyethylene film warning tape manufactured for marking and identifying underground utilities, 150 mm wide and 0.1 mm thick, continuously inscribed with a description of the utility; colored as follows: - Red: Electric. - Orange: CCTV and other communications. Junction panel, pole mounted: NEMA 4X suitably sized, Fabricated in accordance with UL specifications from 14 or 12 gauge Type 304 stainless steel standard. All seams continuously welded and ground smooth. Rolled lip around three sides of door and all sides of door opening for watertight seal. Neoprene gasket attached to door with oil resistant adhesive. Clamps on three sides of door for watertight seal. Stainless steel external hardware. Hasp and staple provided for padlocking. External mounting feet. Standard plastic self-adhesive print pocket. Grounding rod: Hot dipped galvanized steel rod 16mm diameter, 2.4 meter long with corresponding ground clamp.
