2 2013 Residential Code Changes R105.2 Work Exempt from Permit Now includes wood fences not over 7 feet in height. R Moisture Verification Frame inspections now require to verify moisture content of framing members (Referencing previous Cal Green Code section). R Operation and Maintenance Manual At the time of Final Inspection a manual, compact disc, or other media acceptable to the enforcing agency shall be placed in the building in accordance with California Green Building Standards Code, Chapter 4, Division 4.4. R Parapets When a parapet is not installed, openings and penetrations of the roof are no longer permitted within 4 feet of the separating wall between townhouse dwelling units. R303.5 Opening Location The minimum vertical clearance between a contaminant source (plumbing vent, furnace flue, water heater flue, etc.) and an outdoor air intake (window or door) has increased from 2 feet to 3 feet. R308.4 Hazardous Locations for Glazing This was mainly a clarification from previous code; there is no significant code change. R Glazing and Wet Surfaces Glazing adjacent to hot tubs, spas, pools, saunas, bathtubs, showers, etc. less than 60 inches above the walking surface shall be considered a hazardous location unless the glazing is more than 60 inches horizontally from the water edge. This was mainly a clarification from previous code; there is no significant code change. R Glazing Adjacent to Stairs and Ramps This change now requires safety glazing when the bottom of the exposed edge of glazing is less than 36 inches above the walking surface of stairways, landings, and ramps. Exceptions are present. R Stair Treads and Risers This is a clarification Still Maximum riser height of 7 ¾, no variance greater than 3/8 in any flight of stairs, Minimum tread of 10, no variance greater than 3/8 in a flight of stairs. R Connections to Automatic Fire Sprinkler Systems Potable water supply connection shall be protected against backflow by a double check backflow prevention assembly, a double check fire protection backflow prevention assembly, a reduced pressure principle backflow prevention assembly, or a reduced pressure fire protection backflow assembly. R314.3 Smoke Alarms These are new requirements for smoke alarms! Fire alarms shall: not be located where ambient conditions are outside of the limits specified by the manufacturer, not located within unfinished attics or garages or where temperature can fall below 40 degrees or exceed 100 degrees, minimum of 20 feet from a cooking appliance, installed greater than 3 feet from the door or opening of a bathroom, not installed within 36 inches of a supply register of a forced air heating system, not installed within 36 inches from the path of a tip of a fan blade, for coffered ceilings they shall be installed at the highest point, etc.
3 R324.1 Construction Waste Management References California Green Building Standards Code, Chapter 4, Division 4.4 for 50% reduction of waste on all projects. R331 Solar Photovoltaic This is a new section that is reproduced from the applicable portions of the California Fire Code regarding markings, materials, main service disconnect, location of markings, conduits, access, pathways, roof access points, etc. (Previously enforced through the City of Manteca s use of the State Fire Marshalls Solar/PV Guidebook).However, there are some changes that will affect new developments with final maps after January 1, 2014 contained within the California Energy Code. R602.3 (1) Fastener Schedule for Structural Members Changes for the following: Rafter or roof truss to top plate, toe nail 3 16d box nails or 3 10d common nails Abutting Studs at intersecting wall corners, face nail 16d at 12 o.c. Rim Joist or blocking to sill plate, toe nail 8d at 6 o.c. R Rodent proofing in the bottom plates of exterior walls Annular spaces around pipes, cables, conduits, etc. shall be protected against the passage of rodents by closing such openings in accordance with CGBSC. R Braced Wall Lines Requirement for braced wall lines have changed. Lengths, distances between ends, braced wall lines, angled walls, minimum number, etc. R Roof Uplift Resistance This section has been changed, clarified, and also completely reformatted. Roof trusses that do not exceed 24 inches on center and the uplift force does not exceed 200 pounds then the prescriptive connection requirements (toenailing) of Table R602.3(1) are permitted to be used as a roof uplift connection. R806.2 Minimum Vent Area This section has been changed. If the minimum net free ventilation area option, allowing 1/300 of the vented space, is utilized then: At least 40 percent and not more than 50 percent of the required ventilation is to be provided by ventilators located in the upper portion of the attic space. The upper ventilators shall be located no more than 3 feet below the ridge with the balance provided by eave or cornice vents. R Roof Flashing Locations A flashing is now specifically required to be installed, although it was almost always provided, to divert water away from the eave of a sloped roof where it intersects a vertical wall. This essentially says that any roof to wall flashing shall have a kick-out installed at the eave to prevent water from penetrating the wall assembly. R Sidewall Flashings For composition roofs in addition to the previously required step flashing a continuous piece of roof to wall is allowed provided it is a minimum of 4 inches by 4 inches with a J hook being recommended at the edge of the flashing. R Roof Drip Edge A drip edge is now required to be installed at eaves and gables of shingle roofs. The drip edge shall be mechanically fastened to the deck every 12 inches on center and shall extend up the roof deck a minimum of 2 inches. Also the underlayment shall be installed over the drip edge along the eaves and under the drip edge on gables. There are no exceptions to this requirement.
4 2013 Electrical Code Changes (A) Field Marking. Service equipment in other than dwelling units shall be legibly marked in the field with the maximum available fault current. The field markings shall include the date the fault current calculation was performed and be of sufficient durability to withstand the environment involved. (B) Modifications. Any modifications to the system that change the maximum available fault current shall require a recalculation and remarking GFCI s for personnel must be installed in readily accessible locations (B) (7) GFCI protection for receptacles in locker rooms with showers added (B) (8) GFCI protection for Non-dwelling garages added AFCI protection- AFCI Receptacles added, also in extensions or modifications A raceway seal is required at outside underground branch circuits and feeder raceways entering a building (C) (3) the grounded conductor of a 3-phase, 3 wire delta service shall have the same ampacity as the current carrying conductors (C) A new requirement for added electrode at the exterior source (A) (3) Concrete-encased electrode may be made up of multiple pieces tied together with tie wire (A) (2) A single rod, pipe or plate electrode requires a supplemental electrode or a 25 ohm test An equipment grounding conductor shall not be used as a grounding electrode conductor (A) (2) In Rated and non-rated floor-ceiling a roof-ceiling assemblies an independent means of secure support is to be provided. Where independent support wires are used, they shall be distinguishable by color, tagging, or other effective means (C) Boxes at ceiling fan outlets- If there is a spare ungrounded conductor in the box; it shall be a fan rated box FMC couplings and connectors- Angle connectors shall not be concealed in a wall (C) where switches control lighting loads from a grounded general purpose branch circuit, the grounded circuit conductor for the controlled lighting circuit must be present at the switch location (D) (4) Replacement receptacles shall be Arc Fault where required.
5 406.4 (D) (5) Replacement receptacles shall be tamper proof where required (D) (6) Replacement receptacles shall be weather resistant where required (B) (1) Exterior weatherproof receptacles on other than dwelling units shall have an inuse cover identified as extra-duty Tamper resistant receptacle exceptions: over 5 6 above the floor part of a luminaire or appliance located within a dedicated appliance space replacement non-grounding type (B) All non-dwelling unit switchboards and panel boards supplied by a feeder shall be identified as to its source Transformers shall have a disconnecting means within sight, or if in a remote location shall be lockable Motor Fuel dispensing disconnects shall simultaneously disconnect all conductors of the associated power (including any grounded conductor), communication, data, and video circuits The installation of isolated grounding-type receptacles in patient care areas of health care facilities is not prohibited A receptacle for a cord and plug connected hydro massage bathtub, located under the tub and accessible only through an access opening, must be installed so that the receptacle face is in direct view from the access opening and located not more than 12 from the opening Solar to be installed by qualified persons only.
6 2013 Plumbing Code Changes Water Usage Water Closet Max Flush Urinals -.5 Max Flush Pre-Rinse Spray Valves Maximum flow of 1.6 GPM at 60 PSI in accordance with ASME A Backflow Prevention Bathtub and Whirlpool Bathtubs shall be protected by an air gap or in accordance with CP Bathtubs and Whirlpool Bathtubs Suction fittings shall be listed in accordance with ASME A (standard for Virginia Graeme Baker Pool and Spa Safety Act) Fixture Count Plumbing Fixture Count Requirements have been revised but shall still be calculated in accordance with Occupant Load Factor Table A Makeup Air Where exhaust fans, clothes dryers, and kitchen ventilation interfere with the operation of appliances, makeup air shall be provided Vent Terminals Vents that terminate through an exterior wall shall be not less than 10 feet from an operable opening into a building, unless the opening is 2 feet below or 25 feet above the vent Beverage Dispensers potable water supplying soda machines, coffee makers, tea makers, etc. shall be protected by means of an air gap or vented backflow preventer Conduit with Both Ends Terminating Indoors (gas lines) If conduit originates and terminates in a building the ends shall not be sealed Test Pressure Gas lines shall be tested at a minimum of 10psi for 15 minutes with no perceptible drop in pressure. Chapter 16 Alternate Water Sources Nonpotable water can be used in accordance with the requirements of Chapter Mechanical Code Changes Permanent Ladders are required to access rooftop mechanical equipment (similar to past codes but was omitted in the 2010 CMC) HVAC Systems shall be balanced at time of final inspection Ducts shall be sized in accordance with CMC Chapter 17.
7 2013 Residential Energy Standards Overview 1. Energy forms nomenclature has changed from the 2008 Code. Normally we would see a CF1R form submitted at the beginning of the project, when the systems are installed by the contractor we would see a CF-6R form, and then at final we would see a certified CF-4R form from the HERS rater. It has been simplified to 1, 2, and 3. Starting January 1, 2014, the project will begin with a CF-1R, then the contractors installation will be a CF-2R and finally the HERS rater will make out a CF-3R. INSULATION 1. In relationship with the 2013 California Residential Code, solar ready homes will be required in single family residences located in subdivisions with ten or more single family residences and where the application for a tentative subdivision map for the residences has been deemed complete, by the enforcement agency, on or after January 1, See 2013 California Energy Code (CEC) All ceiling insulation is now a minimum of R-30. Previous code was R-19. See 2013 CEC, 150.0(a) 3. All wall insulation is now a minimum of R-13 in 2X4 walls, R-19 in 2X6 walls. Previous code allowed R-13 in 2X6 walls. See 2013 CEC (C) 4. All floor insulation is now a minimum of R-19. Previous code allowed R-13 in floors. See 2013 CEC (d) 5. All hot water piping from the heating source to the kitchen must be insulated. All piping ¾ or greater in diameter, and all piping below grade must be insulated. See 2013 CEC 150.0(j) 2, Outside refrigerant lines (line sets) shall have a Class I or Class II vapor retardant facing. See 2013 CEC (j) 3 b LIGHTING 1. Per 2013 CEC 150.0(k)5, all bathrooms will be required to have a minimum of one high efficacy luminaire installed. Section 150.0(k)6 requires all high efficacy lighting in bathrooms to be controlled by a vacancy sensor. All other lighting in the bathroom must be high efficacy or controlled by a vacancy sensor. Note that the code no longer calls them manual on occupancy sensors, they are vacancy sensors. 2. Per 2013 CEC 150.0(k)8, All recessed lighting must be IC (insulation contact) and AT (air tight) rated, and sealed. The ballast for recessed compact fluorescent lighting must be certified to the CEC to qualify as high efficacy. 3. Per 2013 CEC 150.0(k)6, Lighting installed in attached and detached garages, laundry rooms, and utility rooms shall be high efficacy luminaires and controlled by vacancy sensors.
8 HVAC 1. Per 2013 CEC (m) 1, minimum R-6 duct insulation required. Insulation required for ducts in indirectly conditioned space, not required in directly conditioned space. WATER HEATING New installations of gas and propane water heaters shall have the following per 2013 CEC (n) 1. A 120V electrical receptacle that is within 3 feet from the water heater and accessible to the water heater with no obstructions; and 2. A Category III or IV vent, or a Type B vent with straight pipe between the outside termination and the space where the water heater is installed; and 3. A condensate drain that is no more than 2 inches higher than the base of the installed water heater, and allows natural draining without pump assistance, and 4. A gas supply line with a capacity of at least 200,000 Btu/hr. VENTILATION 1. Exhaust fan airflow must be measured, OR prescriptive duct sizing is required. Must be verified by a HERS rater. See ASHRAE 62.2 and 2013 CEC (o) 2. Whole house fans are now a prescriptive requirement on single family homes if using Table A, per 2013 CEC (c) 12. The fans must be certified to the CEC. 3. Use of continuously operating central force air system air handlers in the CFI systems for whole house ventilation is prohibited. PRESCRIPTIVE METHOD OVERALL CHANGES 1. Component Package D is now Package A. Package A is the only prescriptive approach. Requirements in Table A 2. Both Package C and Package E have been removed Green Code Changes
9 2013 Building Code Changes Moisture content of framing members shall be verified in accordance with Cal Green Recycle and/or salvage for reuse a minimum of 50 percent of nonhazardous waste Permitted Extent of Projections (cornices, eaves, balconies, etc.) in accordance with the following: Fire Separation Distance: Minimum Distance of Projection to Property Line: 0 to less than 2 feet No Projections Permitted 2 feet to less than 5 feet 24 Inches 5 feet or greater 40 Inches Floor penetrations by floor drains, tub drains, or shower drains located and contained within a concealed space of a horizontal assembly do not require a T rating (related to fire protection requirements usually in multifamily or commercial occupancies) Smoke Alarm Requirements: 10 year maximum service time Minimum of 20 feet from a cooking appliance Minimum of 3 feet horizontally from bathroom door opening Guards at Operable Windows Window Sills Located greater than 72 inches above Grade: Shall be a minimum 36 inches above finished floor. Where located less than 36 inches above finished floor a guard shall be installed to not allow a 4 inch sphere too pass.
