This document is meant only as a quick reference for some of the substantial changes in the standards. Code sections are shown at the start of each referenced change so you can reference and review the specific code language CA Residential Code (CRC) Substantial Changes: Table R302.1(1): Building with fire sprinklers with ext. wall 2-3ft from property line, fire blocking allowed instead of rated eave. Also exception for gable end with wall 2-3ft nonrated if not vents on wall. R304.1: Removed requirement for having a minimum of one room 120sqft (all habitable rooms 70sqft min). R305.1: Min. ceiling height in all bathroom, laundry and toilet rooms reduced to min Also beams, girders ducts, etc (obstructions) in habitable basements my project to a minimum height of 6 4 from the floor. R : Safety glazing not required on perpendicular wall where door swings away even if window is within 24 of the door and less than 60 above the floor. R : Added shower, sauna and steam room to safety glazing requirement within 5ft of the edge of the fixture and less than 60 above the floor. R : Stair landings needed every 12 3 of vertical rise (used to be 12ft) R : Changed spiral stairway walk-line to 24.5 with a minimum depth of 6.75 at this location. R : Added ship ladder and alternating tread devices in CRC (as an extra to the means of egress component). R : Allows 12.5% slope for ramps not serving the required means of egress door. R314.3 (4): Added exception for smaller room areas to allow smoke alarm within 3ft of bathroom door openings with tubs or showers. Table R403.1(1): Added larger table for concrete footing sizes based on snow load and construction. Mainly enlarges footing widths as the snow loads increases and can reduce concrete footing sizes for smaller buildings. R : Anchor bolts required to be in middle third of sill plate. Other approved anchors may be used in lieu of anchor bolts. Tables R (1) & (2): Douglas fir and Hem Fir floor joist material spans increased. R507.4: Added minimum (2) 8d threaded nails or (2) #8 wood screws for deck board attachment to joists. Also added table R507.4 to maximum spacing of joists based on deck board material and board direction (Main changes: diagonal 1.25 material 12 o.c. and 2 material 16oc. Joist spacing). R507.2: Min. 2x8 deck ledger and shall not support concentrated loads from beams or girders. R : Deck lateral load devices shall be installed within 24 of each end of the deck. 750lb rated devices allowed (DTT1Z as example) if located at 4 locations of the deck. R : Gives new tables for exterior deck joist and beam spans while also specifying stitch nailing requirements for multi-member beams. Specifies fastening of rim joists and specifies washers required on each side of bolts when used for positive post to beam connections. R507.8: Added table for minimum post sizes based on single level deck heights. Table R602.3(1): Revised nailing schedule for added fastener options. SDC s D0-D2 top plate splices now require (12) 16d s on each side of the lap splice (depending on braced wall line spacing). Table R602.7(1)-(3): Changed girder/header span table to Chapter 6 and added header/beam span table for open porches. Table R : Added table for full height studs required each side of beam (4-8 span requires 2 full height studs). R : Expanded simplified wall bracing requirements for structures in SDC C or below and in exposure category B. R : Added sections for insulated vinyl siding and polypropylene siding. R703.15: Added new section for attaching cladding over foam sheathing (min (depending on material) framing penetration for fasteners to framing). Table R802.4(1): Ceiling joist spans increased for Douglas Fir and Hem Fir.

2 R905.16: Several requirements added related to photovoltaic shingle installations. Added appendix chapters including Strawbale Construction (Appendix S) CA Building Code (CBC) Substantial Changes: 304.1: Food processing establishments and commercial kitchens not associated to restaurants, etc no more than 2,500sqft in size are a B Occupancy. This is clarified from the 13 code requirements as an F-1 Occupancy : Accessory storage spaces less than 100sqft shall be assigned as part of the accessory occupancy type. Chapter 5: Revised allowable height and area tables to consolidate general area increase allowances (does the calculations for you) 705.2: Increase in minimum projection setback from real or assumed property line if within 30ft to line : Combustible projections allowed to be not fire rated if over 5ft from property line : Wall top plates interrupting a rated horizontal fire assembly shall be sheathing with Type X gypsum board and penetrations through top plates rated for the hour rating of the horizontal assembly. (This is typical to hotel, motel and multifamily construction) : Manual fire alarm for Group E occupancies exceeding 50 and a voice/alarm communication system if more than 100 occupants (increase-less restrictive) T : Mercantile occupant load factor changed to 60 (13 Code was 30 for ground floors) : Occupant load posting signs required for assembly areas, classrooms, dining/drinking facilities, and similar facilities with 50 or more occupants. T : Changed egress table when only one exit is provided (travel distance, etc) : Sign changed to read This Door to Remain Unlocked when the Space is Occupied : Added provisions for use of Ladders (areas that can be accessed by them) : R-1 added to fall protection requirements for window sills within 36 to floor and over 72 above grade : F-1 and S-1 occupancy max travel distance extended to 400ft under certain conditions. 11B & 11B-812: ADA requirements added for EV charging stations. Complete requirements for signage, routes/paths of travel, space size, unloading zones, operable parts, etc : Revised how solar roof live loading is analyzed based on definitions of accessible or inaccessible. 11B : Added requirement for 1 handrail to be in direction of stair run, perpendicular to stair nosing and not reduce the required stair width. 11B : Doors into accessible water closet compartments can encroach into the turning space without limitation : Added seismic requirements to rooftop ballasted photovoltaic panel systems : Added additional submittal requirements for certain types of special inspections (welded rebar, shotcrete, open web steel joists, etc) : Added special inspection requirements for open web steel joists. 2308: Reformatted entire conventional light framing section including verbiage, tables, etc to be more consistent with CRC requirements and tables : Glazing less than 60 (13 code was less than 36 ) above stair landings within 60 from the bottom of the tread & within 180 degrees of the tread (13 code didn t have radius verbiage) Chapter 34 deleted: Now regulated by Title 24, Part 10 (Existing Building Code) 2016 CA Electrical Code (CEC) Substantial Changes: 210.5(c)(2): DC circuit conductors & feeders over 50 volts now have specific conductor marking requirements : GFCI receptacle requirements for receptacles within 6ft of showers/tubs and laundry areas (D): Dwelling unit kitchen dishwasher branch circuits shall be GFCI protected : Arc-fault protection required for 15/20 amp branch circuits in kitchens and laundry areas. Also added additional installation methods to meeting the AFCI requirements (C): Added AFCI requirements for dormitory units : EV branch circuits shall be dedicated circuits (G)(1): Garage receptacles shall not serve outlets outside the garage. A minimum of 1 receptacle shall be provided for each car space : A 15/20 amp receptacle shall be installed within 50ft of electrical service equipment (C)(1): Feeders supplied by more than one nominal voltage require specific identification & throughout 16 CEC: Allowance for 1,000 volts nominal and less design allowed (13 code was max 600V) (B): Feeder and branch circuit conductors cannot be attached to the service mast between the weather head and a coupling or end of the conduit between the main mast attachment and the weather head (B): Specific conduits/cabled identified for use for underground service conductors : Arc energy reduction requirements for 1,200 amp or higher overcurrent protection devices.

3 : Added requirements for metal fence/structure bonding/grounding requirements surrounding substations (B)(7): Feeder 83% sizing reduction allowed for 100A-400A single phase dwelling feeders (E): Added marking requirements for automatically controlled receptacle outlets (F): Added requirements for receptacles installed on the surface of seating areas (B): Clarified hotel and motel guest rooms require tamper resistant receptacles : Dimmer-controlled receptacles have to be listed for the use (F): Luminaires installed under corrugated metal roof decking shall have a minimum 1.5 clearance to the roofing material : Public use tire inflation machine and vacuum machine branch circuits shall be GFCI protected. 480: Added and changed several requirements related to storage batteries (clearances, types, accessibility, etc) : Section added for substations (C): Added sections for hazardous locations for motor fuel dispensing statins in boatyards and marinas. 516: Revised and added several items to wiring related to spray application, dipping, coating and printing processes. Art. 625: Several changes made in the electric vehicle charging system section (additions, deletions and modifications) (C): Added verbiage to intentional pool bonding requiring the device used not exposed to physical damage or easily dislodged during usual pool activities (B): Added exemptions and requirements for equipotential bonding related to hot tubs and spas (C): Added section requiring persons installing PV equipment, wiring and interconnections to be Qualified Personnel (A): More specific requirements added for PV ground fault detection and interruption : Rapid shutdown device required for PV system circuits of more than 5ft inside buildings or more than 10ft from the array (mostly non-micro inverter or AC module systems) (A): Added/revised disconnect requirements for utility interactive inverters mounted on roofs or other nonaccessible areas (C): Roof mounted DC system manually operated load break disconnect required at combiner boxes or within 6ft of combiner boxes : Expanded on disconnect types including circuit breaker, control switch, etc requirements that have to be marked for use in PV systems. No definition for what marked means so subject to AHJ (D): Clarifies grounding electrode being required for ground/pole mounted systems specific to the array if more than 6ft from the served building grounding electrode (H): Disconnects required at energy storage devices (example: batteries) where more than 5ft from connected equipment or where circuits pass through a wall/partition. Additional signage and labeling requirements if an additional disconnect is required (D)(2): Several options given for sizing supply side connections of utility-interactive inverters at panels. Discussed feeder, tap and busbar connections clarifying the use of center-fed busbar type panels (D)(6): AFCI protection required for 240V, 30amp or less utility interactive inverter circuits not installed in conduit (covers most micro-inverter and AC module assemblies) : Supply side connections (utility side) require overcurrent protection within 10ft from the service conductor connection CA Green Building Standards Code (CGBSC) Substantial Changes: : Wall mounted urinals max flush volume reduced to.125 per flush (consistent with existing state regulations) : Residential lavatory faucets reduced to max 1.2gpm at 60psi : State Model Water Efficient Landscape Ordinance (MWELO) now in the green building code. All outdoor landscaping shall meet the requirements of the state standard/ordinance; whatever is more stringent : Recycling/salvage diversion percentage increased to 65% (13 code was 50%). This is required for new construction, alterations and additions : Added requirement for common recycling containers where there are 5 or more multifamily dwelling units. Table : Expanded EV charging space table (number of spaces required) requiring additional changing spaces compared to 13 code : Added requirements for commercial kitchen food waste disposers (run time, water usage, etc) : Added requirements for Universal Waste diversion (fluorescent lamps, ballasts, etc) for additions and alterations requiring a list of materials as part of the construction plans/documents CA Energy Code Substantial Changes: RESIDENTIAL STANDARDS 150.0(a)1: Roof/Ceiling insulation minimum R-22 (mandatory measure)

4 150.0(m): Allowed duct leakage reduced to 5% maximum (h)3b: All air-conditioning/heat pump systems shall have liquid line filter driers (k)1A: ALL luminaires must be high efficacy (k)2K: Vacancy sensors shall control a minimum of one (1) light fixture in bathrooms, utility rooms, laundry rooms and garages (c)7: Isolation water valves required for instantaneous water heaters 6.8kBTU/hr and above. Valves shall be installed on both cold and hot water lines (c)1A: Prescriptive requirements for roof/ceiling assemblies related to roof deck and ceiling insulation requirements, duct locations, etc (prescriptive requirement so not mandatory if using performance method) changed (j)3: Suitable cover shall be installed over exterior insulated pipes (AC suction lines, water lines, etc). (Example: Painted canvas, plastic cover, sheet metal, etc) 150.0(m)1: Mandatory duct insulation in conditioned space is R (c)9: Minimum duct insulation values now range depending on location of ductwork (conditioned, non-conditioned, in high performance ventilated attic area, etc) (b): Contractor shall provide the homeowner with a luminaire schedule giving the lamps used in the luminaires installed (k)1B: The maximum number of blank electrical boxes installed more than 5 feet above the floor is limited to the number of bedrooms. The blank boxes shall be served by a dimmer, vacancy sensor or fan speed control. Joint Appendix A (JA8): Allows certified lamps to be considered high efficacy if meet all JA8 compliance requirements. All JA8 compliant light sources shall be controlled by a vacancy sensor or dimmer (k)1(C): All recessed downlights shall not have screw bases (k)2(L): All under cabinet lighting shall be separately switched A: All exterior lighting shall be high efficacy, be controlled by a manual on/off switch and have one of the following controls (the manual switch shall not override the automatic control device): o Photocontrol and motion sensor o Photocontrol and automatic time switch control o Astronomical time clock control turning lights off during the day 150.0(a): Additions less than 700sqft shall have roof/ceiling insulation with a minimum R-22 unless existing conditions only permit R-19. All insulation shall meet minimum mandatory requirements. Additions over 700sqft shall meet either prescriptive or performance insulation values (a)1: Wall extensions are not required to meet the prescriptive continuous wall insulation requirements if the existing walls do not have continuous wall insulation (c)1A: In climate zones 4 and 8-16, if the entire roof sheathing over a ventilated attic space is replaced, roof and ceiling insulation must be installed to meet the following requirements: o R-8 or R-6 with ventilation space (between sheathing) above roof rafter and R-38 ceiling insulation o R-18 or R13 with ventilation space (between sheathing) below roof rafter and R-38 ceiling insulation o Ducts in conditioned space and R-38 ceiling insulation NONRESIDENTIAL STANDARDS 120.7: Revised minimum mandatory insulation values for metal building and demising wall assemblies : Revised prescriptive requirements for roofs and walls : Requirements added for additions, alterations and repairs for mandatory insulation values, maximum fenestration U-factor/shading for alterations : New requirements for partial-on occupancy controls in private offices, conference rooms, multi-purpose rooms and classrooms CA Plumbing Code (CPC) Substantial Changes: 312.6: Water, soil and waste pipes in attics and crawl spaces shall be provided with freeze protection : ABS piping shall not be exposed to direct sunlight unless protected by water based synthetic latex paints : PVC piping shall not be exposed to direct sunlight unless protected by water based synthetic latex paint,.04 thick wrap or otherwise protected from UV degradation : New requirements for underground thermoplastic sewer pipe (HDPE, etc) trench size, clearance, fill and compaction : Electrical power emergency backup required for OSHPD 1-4 occupancies for water booster pumps, ejector pumps, water circulation piping, etc : The adjacent space next to showers without thresholds shall be considered a wet location when using the CRC, CBC,

5 415.2: Bottle filling stations are allowed to count for 50% of the required drinking fountains : A floor drain shall be installed in boiler rooms : Provisions added for family or assisted-use toilet facilities (allowed as an alternative to 2 unisex style restrooms) : Added minimum 1 ½ depth for water heater catch pans : Gas vents passing through an insulated assembly shall have a metal insulation shield a minimum 2 above insulation : Parallel water piping manifolds in not readily accessible locations (attic, underfloor, etc) shall have separate shutoff valves immediately ahead or each fixture or appliance served : New sections for potable water tanks added: o Shall be vented per manufacturer o Vent shall be screened with not less than number 24 mesh o Shall have a 16sq inch overflow covered with not less than 24 mesh o Pressurzed tanks shall have PTR valve o Tanks located above fixtures served shall have a vacuum relief valve 608.5: Provisions added for termination of PTR valves to building drainage system with air gap, areas not subject to freezing, etc : Domestic hot water lines shall be insulated. Insulation shall be the thickness of the pipe diameter up to 2 in size and minimum 2 thickness for pipes larger than 2 in diameter : Added residential fire sprinkler requirements to the CPC : Cleanout required above each fixture connections at each urinal : Underfloor cleanouts shall not be more than 5 FEET (old code was 20ft) from an underfloor access, access door or trap door : Additional options and requirements for condensate drains related to condensate pumps, automatic equipment shutoffs, discharge termination, etc : Cleanout required for condensate drains without having to cut drain : Reorganization and revisions of requirements related to horizontal wet venting for a bathroom group : Added requirements for circuit venting (vent that serves multiple fixtures on a horizontal branch) from Appendix Chapter C in previous code : CSST pipe with pressures over 14 inches of water column shall be tested at 30psi for 30 minutes. Chapter 13: Complete revamp of chapter related to Healthcare Facilities and Medical Gas and Medical Vacuum Systems (design requirements, supply, piping installations, etc). Chapter 14: Complete revamp of chapter related to Alternate Water Sources for Nonpotable Applications. Chapter 16: Complete revamp of chapter related to Nonpotable Rainwater Catchment Systems CA Mechanical Code (CMC) Substantial Changes: Chapter 1: Substantial changes to administrative sections to be consistent with plumbing code and other codes : Construction documents shall be stamped Approved. Direct conflict with Building Code s verbiage as Reviewed for Code Compliance : Roof top equipment on roofs with over 4/12 slope shall have a level 30 x30 working platform (requirement added back in from previous codes) : Permanent access ladders shall have rungs spaced maximum 12 on center (old code to be 14 ) and capable of supporting 300lbs : Additional options added for condensate control (detection, pan with drain, additional drain above primary drain, pan with water level detection) : Added requirements for locations of required natural ventilation openings based on a ceiling height calculation.
