1 ADDENDUM NO. 1 Date: November 15, 2017 RFQ for Design-Build Entities SOCCCD - Bid No. 358D Advanced Technology and Applied Science (ATAS) Building Project At Saddleback College South Orange County Community College District General-All project documents including contract documents, drawings, and specifications, shall remain unchanged with the exception of those elements added, revised, deleted, or clarified by this addendum. 2 RFQ for Design-Build Entities South Orange Community College District - BID No. 356D ATAS Building Project Addendum No. 1 November 15, Questions and Answers Q1: Please reference Attachment 3, Section E-3 for the Athletic Complex Consultant, which requested information that shows the contractor is a registered Landscape Architect with the California Board of Landscape Architects. Is it the District s intent that the Athletic Consultant also be a registered Landscape Architect? A1: This requirement has been deleted. Please refer to the Revised Attachment No. 3 - Supplemental Qualifications Information in the attachments section of this addendum. Q2: Please reference Attachment 3, Section E-4 for the Design Build Contractor, which requested information that shows the contractor has completed at least five (5) athletic complex facilities including tennis court and court lighting components as part of the project. Is it the District s intent that E-4 state Athletic Consultant/Contractor rather than Design-Build Contractor? A2: No. The Design-Build Contractor shall provide the requested information. The District s intent for the first two items in this section is to qualify the Athletic Complex Consultant, and for the last two items in this section to qualify the Design-Build contractor relating to their experience on similar athletic complex facilities. Please refer to the Revised Attachment No. 3 - Supplemental Qualifications Information in the attachments section of this addendum. Q3: Please reference Attachment 3, Section E-5 for the Design Build Contractor, which requested information that shows the contractor has completed at least two (2) athletic complex facilities at a community college or higher education campus. Facilities listed shall have included tennis court and court lighting components as part of the project. Is it the District s intent that Section E-5 states Athletic Consultant/Contractor rather than Design-Build Contractor? A3: No. The Design-Build Contractor shall provide the requested information. The District s intent for the first two items in this section is to qualify the Athletic Complex Consultant, and for the last two items in this section to qualify the Design-Build contractor relating to their experience on similar athletic complex facilities. Is the firm precluded as a sub-consultant for civil engineering services on the RFP for the new ATAS Building Project? A4: No. Only consulting firms specifically retained by the District to develop the RFP Scope and Criteria are precluded under Ed Code Q5: Please reference Attachment 3, Section B, item No. 2 that requested project experience for the Architect of Record. Can the Architect of Record list projects completed while employed at firms other than their current firm? A5: Yes. However, firms shall identify the specific projects completed while employed at other firms. Q6: Would the District please share the scoring matrix for Attachment #2, Section III Team Member questions? A6: The total points available and the minimum threshold to qualify has been identified for each section of the referenced attachment. This criteria will be used by the District during the evaluation process. Q7: The RFQ contains the Design-Build Agreement form. Could the District please share the General Conditions, Division One Requirements and General Requirements, Supplemental and Special Conditions? A7: The General Conditions will be issued either via a future addendum or during the RFP process. Division One Requirements, General Requirements, Supplemental Requirements and Special Conditions will be issued to the prequalified Design-Build entities during the RFP process. Q8: Would the District please share a draft form of the RFP? A8: The RFP will only be issued to the pre-qualified Design-Build Entities. Q9: Would the District please provide the plans and specifications for this project? A9: This is a Design-Build project and it is currently in the criteria and programming phase. Thus, the plans and specifications have not been developed yet. 3 Page 3 of 48

A10: The mandatory pre-proposal meeting on 11/13/2017 is for the Design-Build entities. A representative of the Design-Build Entity must be in attendance. Q11: Reference item No and of the RFQ document:.consultants or Sub-consultants to the District who are participants or advisors to the District in respect to selecting the Design-Build Entity for the Project shall not be allowed to participate as a Design-Build Entity Member. Please provide names of Consultants or Sub-Consultants used by the District on this project that would not be allowed to participate as a Design-Build Entity Member. A11: Only consultants specifically retained by the District to develop the RFP Scope and Criteria are precluded under Ed. Code The current consultants retained by the District are as follows: Steinberg Architects is the Criteria Architect, Umstot Project and Facilities Solutions, LLC, is the Design-Build consultant, CEM Lab is the Geotechnical and Material Testing & Inspection Consultant, H2 is the Environmental Consultant, EPD Solutions is the CEQA Consultant, WSP is the Labor Compliance Consultant and C-Below is Underground Utility Investigation Consultant. Q12: Reference item No of the RFQ Document Are listed Mechanical, Electrical or Other Subcontractors and/or Consultants required to be exclusive to one Design Build Entity? A12: No. Only the Architect of Record and the General Contractor are exclusive to one Design-Build Entity. Q13: Reference Attachment No. 3, Section E-1 Is it acceptable to have the Athletic Complex Consultant hold a California landscape architecture license but not a California architectural license? A13: No. The proposed consultant should have a California Architectural License. Q14: Reference Attachment 2, Section I. B of the, Pre-qualification Questionnaire, Design/Build Entity Members, lists Other Engineers, Mechanical, and Electrical Subcontractors. Is it possible to substitute the Mechanical Engineer and Electrical Engineer for the Subcontractors? Scoring would need to be modified so that the 4 Page 4 of 48

There are multiple ways to approach a D/B project. One is to align with MEP D/B subs. Another is to align with MEP Engineers, complete the design and go out to bid. This allows for a chance of competitive bidding among a pool of MEP Subs. We would prequalify subs to ensure the meet minimum D/B requirement. A14: Competitive bidding among a pool of MEP trade contractors is not allowed. The intent is for the mechanical and electrical trade contractors to participate early in the design process as key members of a collaborative team. It is allowable for mechanical and electrical trade contractors to provide in-house designer of record capability in lieu of listing mechanical and electrical consultant engineers if they have this capability. Q15: Reference Attachment 3, Section A Personnel and References. Would the District consider including resumes for the Project Architect, Architect Project Manager, and Architect Project Designer? The Architect Principal in Charge of the Project and Architect of Record are more than likely to be the same person. A15: Please refer to the Revised Attachment No. 3 - Supplemental Qualifications Information in the attachments section of this addendum. Q16: Attachment 3, section B Design/Build and Higher Education Projects and References, Item 1. The General Contractor needs to provide four (4) relevant design-build projects within the past five years. Item 2. The Architect of Record needs to provide four (4) relevant projects within the past ten (10) years. Is it possible to extend the General Contractor time period to ten years to match that of the Architect? A16: No. Four relevant design-build projects within the immediate past five years for the General Contractor are required. Q17: Will a food services consultant be required for the RFQ? A17: The District is still evaluating this requirement. If it will be required in the near future, a subsequent addendum will be issued with specific directions. 5 Page 5 of 48

A18: The District s intent is not to obtain LEED Gold Certification, but rather for the project design and construction to meet and comply with LEED Gold Certification requirements. Q19: What is driving the October 2020 deadline? A19: The referenced deadline is based on the Board approved project schedule. This deadline will allow classes to be offered in the new building Spring Semester of Q20: In the RFP stage, is a Firm Price or a Guaranteed Maximum Price (GMP) required? A20: The District is not requesting a Firm Price nor a GMP at time of RFP proposal, however, the project value amount for all phases will be identified and must be met. Other pricing components will be considered such as design fees, preconstruction costs, etc. A Maximum Allowable Price (MAP) will be required after DSA approval. Q21: How many teams will be short-listed? A21: The District s intent is to short list at least three firms. However, the District may consider more than three firms. Q22: Will a design competition be considered? A22: No. A requirement for three high-level concepts will be required as part of the submittal. The final design deliverables will be issued to the pre-qualified Design-Build Entities. Q23: For RFQ phase, will the requested materials in the supplemental requirements attachment No. 3 be evaluated on pass/fail base? A23: No. The supplemental requirements will be scored by the evaluation committee. 6 Page 6 of 48

A24: Higher education projects outside of California are allowable. However, projects within the state of California are preferred. Q25: Can reference projects be renovation or must they be ground-up? A25: New project experience is preferred. Q26: Will the District require Total Cost of Ownership in RFP stage? A26: Yes. Pursuant to Ed. Code 81703, the life cycle cost is one of the criteria for evaluation. Q27: Will the District provide the building preliminary program? Q27: Refer to draft programming document, which was issued as part of the RFQ, documents on October 31, Q28: Will the sign-in sheet for the mandatory pre-proposal meeting be posted? A28: Refer to the attachments section of this addendum. Q29: Can an Architect submit a proposal with a General Contractor partner who did not attend the mandatory pre-proposal meeting on November 13, 2017? A29: Yes. A representative of the Design-Build Entity is required to attend the preproposal meeting. Q30: Attachment 5 of the RFQ Is it safe to assume that these will be the same General Conditions as issued on previous contracts. i.e. Saddleback Athletic Stadium Project? A30: The General Conditions will be issued either via a future addendum or during the RFP process. It is not recommended to make such assumption since each project has its own requirements and special conditions. 7 Page 7 of 48

9 ATTACHMENT ATTACHMENT NO. 3 - REVISED FROM THE RFQ SUPPLEMENTAL QUALIFICATIONS REQUIRED ADDENDUM No November 15, 2017 REVISED SUPPLEMENTAL QUALIFICATIONS INFORMATION REQUIRED (PERSONNEL, PROJECTS COMPLETED AND REFERENCES) The maximum possible score is 420 points. SCORING: Responses to each of the following Questions or Requests for Information will be scored. The score will be used to evaluate relevant past experience of the team, assessing the capabilities of the team, and developing the shortlist of Design-Build Entities to be invited to participate in the Request for Proposal process. The term Design-Build as used means only design and construction of a project under a single contract. If there was not a single contract for both design and construction of the referenced project, it does not qualify as design-build. The purpose of this section is to determine the following: Project Staff The credentials, experience and committee s evaluation of each key person s ability to perform the work. o Personnel resources and expertise available, or the ability to obtain them, in order to deliver a superior project outcome. o Experience and Ability The experience and ability of the individual DesignBuild Entity Member companies and the experience of the Design-Build Entity as a team. o Past examples and references for the determination of a satisfactory record of performance and integrity. o Any listed experience or projects provided must be for the named individuals and not related to any other corporation, company, limited partnership, partnership, or other association or legal entity in which the individual was not directly involved. Any such experience or project provided herein shall identity the corporation, company, limited partnership, partnership, or other association or legal entity, which was awarded the public work contract. REFERENCES AND INTERVIEWS: The following procedures shall apply if the District elects, in its discretion, to conduct interviews of references provided: 1. Interviews will be conducted under the supervision of or by a member of the Selection Committee. No action is necessary by the Design-Build Entity Members if not notified by the District. 2. List at least two (2) References for each project. Interviews will be with one of the contact persons for the Project identified in your response. It is the Design-Build Entity s Page 9 of 48

Identical questions from a standardized list of questions shall be asked of each reference. 4. The District reserves the right to check other references for Design-Build Entities in general, whether or not such references are listed by Design-Build Entities. A. This new building will be constructed at the existing Saddleback College tennis courts. Demolition of the existing tennis courts will be required prior to construction of the new building. Phase 2: New tennis courts facility consisting of eight courts, restrooms, and locker rooms at a new campus location to be determined. Note that the final location will be determined during the Criteria and Programming Phase. Phase 3: Relocation of utilities currently serving other buildings and areas of campus from the existing TAS Building. Utilities relocation will be followed by abatement and demolition of the existing TAS Building. A proposed surface parking lot (approximately 54,000 square feet in area) with an estimated 100 to 150 parking spaces with site lighting, will be constructed at the current location of the existing TAS Building and the Automotive Yard. The project scope of work also includes the design and construction of a new tennis court facility, demolition of the old TAS Building and tennis court facility, and the construction of additional parking lot space at the old TAS building site.
