1 The Richland-Lexington Riverbanks Park District ("District") requests the submittal of Qualifications for Q /19/13-Specialty Contract Design Build Services Portions of the Children s Garden Project 1. Project General Information and Requirements The Richland-Lexington Riverbanks Park District (District) is seeking Qualifications from qualified and experienced specialty Design-Build Contractors (DBC) in accordance with the provisions of the District s Procurement Code Alternative Construction Project Delivery Proposals: Design Build and Collaborative Project Delivery for work affiliated with the District s proposed Children s Garden (Project). Work affiliated with this RFQ shall be performed in conjunction with the Successful Bidder/General Contractor (GC) as selected by the District. This project is currently in the design phase and the DBC shall work in in a collaborative effort with the District s Designers, the District s GC once construction begins as well as work and services provided by the District. Construction by all parties shall be completed under the AIA A General Conditions of the Contract for Construction and the DBC shall cooperate as necessary with the District s GC. This document and any addenda will be issued via the Owner's web page in electronic format or ed to registered contractors. Questions will be answered by Addendum posted on the District web page. Please reference "Specialty Contract Design Build Services" in the subject line so your question can be identified promptly. The DBC Team is responsible for providing all design, estimating and construction services required for the final total amount negotiated with the DBC. The total budget amount for all design and construction services is estimated to be between $920,000 and $1,250,000. Costs may be lump-sum or unit costs or a mix therein as may be in the best interest of the District and subject to change after final scope is developed. The Project is located in the City of West Columbia, Lexington County, South Carolina. The DBC shall provide all necessary qualified labor, equipment and materials including qualified subcontractors, engineers or other qualified consultants, properly licensed for the work in the venue and jurisdiction of the project. All Work shall be performed in compliance with all applicable regulatory requirements. The Project is comprised of an approximate four (4) acre tract of land on the Riverbanks Zoo and Garden s west side Campus. The project is comprised of various improvements for the education, enhancement and entertainment of Children in a natural and built environment. See attached Site Plan and concept sketches. Components of work anticipated to be performed by the DBC may include but are not limited to: Entry/Rabbit Warren Faux stone retainage around entry culverts for berming Fiberglass Cast rabbits from artist provided contact sheets for poses (±3 tall) Amphitheaters Faux stone seating, and steps Water Feature Faux stone Large stone icon at headwaters

Key Events / Dates (a) Issuance of Request for Responses: December 5, 2013 (b) Deadline for questions: December 12, 2013 (3:00 p.m.) (c) Deadline for receipt of the sealed formal response (4:00 p.m.): December 19, 2013 to Jo Marie Brown, CPPB, Riverbanks Zoo and Gardens, Procurement Services, 400 Rivermont Drive, Columbia, SC (d) Anticipated Date of Short Listing Notice(s): December 30, 2013 (e) Anticipated Date of Possible Interviews: January 7, 2014 (f) Anticipated Date of Notice(s) of Intent to Award: January 10, 2014 (g) Anticipated Design Completion: April, 2014 (h) Anticipated General Contractor: Selection May, 2014 (i) Anticipated Construction Start: June, 2014 (j) Anticipated Construction Completion: September, 2015 Submit six (6) paper copies of a submittal meeting the following requirements. Also submit a single compact disc or Thumbdrive containing the complete response in PDF format as a single file. Please title the file with the name of the proposer and project number. Proposers shall refrain from direct or indirect communications promoting their qualifications for this Project to the District or any member of the Lexington Richland Riverbanks Park Commission, other than through the formal submittal process established by this RFP. Failure to comply with submittal requirements may cause the submittal to be removed from further consideration. 3. Letter of transmittal Limit of 2 pages. The letter shall be signed by the proposed Principal in Charge, who shall be the firm's point of contact during the solicitation and evaluation process. Include contact information for the Principal in Charge. 4. Criteria referenced discussion Limit of 24 pages of text and graphics total (excluding the SF330) Submittals shall be simple, concise, neatly assembled, and pages shall be uniform in size and securely bound. The District Selection Committee has no obligation to examine supplementary digital media or other extraneous materials outside the size limitations requested. Note a "page" is one side of a sheet of paper. If your paper submittal is double sided, 24 pages uses 12 sheets. Address the following criteria. (a) related past performance of proposer and proposed consultants; (b) ability of professional personnel including superintendents, artisans, subcontractors and consultants;

3 (c) demonstrated ability to meet time and budget requirements; (d) knowledge of the type of specialty work, it s design and implementation including but not limited to: (1) Familiarity with the type of work involved; (2) Examples of similar work; (3) Regional construction and materials markets; (4) Ability to work within budgeting constraints (5) Quality control procedures and practices (e) current and past clients' satisfaction with the proposed team, including principal in charge, project manager, superintendent and consultants; (f) demonstrated expertise and success in timely design and construction phase services, including contract administration and closeout; and (g) demonstrated commitment to working on a team basis with third party designers and the general contractor under collaborative delivery principles. (h) proposer's availability to commence the work and general approach to the project if selected 5. SF330 Complete and submit a GSA Form SF330 for the Project. Following receipt of information from all interested persons and firms, a Selection Committee may hold interviews with at least three proposers who are deemed qualified on the basis of information available prior to the interviews or may select the successful DBC from the submitted Qualification Statements. A list of firms selected for interview shall be sent to all firms that submitted information in response to the advertisement, prior to the date selected for the interviews. The primary purpose of the interviews shall be to provide such further information as may be required by the selection committee to fully acquaint itself with the relative qualifications of the shortlisted firms with regard to the project(s) and the owner's needs. Following interviews and additional review of qualifications, the Selection Committee shall identify and rank the firms which, in its judgment, are well qualified to perform specialty design, estimating and construction services necessary to the Project. The highest ranked firm shall have the first opportunity to negotiate a contract for the required services, followed by the second highest ranked firm, and so forth. Any contract formed hereunder will provide for (1) termination for convenience without liability for lost profits, overhead, consequential damages, third party reliance upon the continued existence of the contract, or any other measure of damages or restitution; (2) the District's right to approve key personnel and consultants; and (3) applicability of the District's Procurement Code dispute resolution provisions. The Richland-Lexington Riverbanks Park District reserves the right to accept or reject any proposal in the best interest of the District. Protest Rights The District's Procurement Code provides: "Right to Protest. Any actual or prospective bidder, offeror, contractor or subcontractor who is aggrieved in connection with a solicitation, an award, or intended award of a contract or any decision of the Procurement Committee pursuant to Section 4105, may protest. The protest shall be submitted in writing to the Procurement Committee setting forth the grounds and facts applicable thereto for the protest, within fifteen (15) calendar days of the date of the issuance of the solicitation, the notification of the award or intended award of a contract, or any decision of the Procurement Committee, as applicable. The rights and remedies granted in this article to a disappointed bidder, offeror, contractor or subcontractor are to the exclusion of all other rights and remedies of such disappointed bidder, offeror, contractor, or subcontractor against the District at common law or otherwise for the loss or potential loss of an award of a contract. The Procurement Committee may in its discretion hold a hearing with notice to all interested parties including the protestor and the apparent successful bidder whose award is being protested."
