OVERVIEW The Department of Mechanical and Industrial Engineering (DMIE) at UNISA is purchasing suitable lab equipment to meet the teaching and research requirement of the different fields in the department. In line with this DMIE has identified the need for correlative equipment comprising an XRM and an SEM machine for teaching and research in the areas of materials and manufacturing. The machines must work together in correlative research work to enable high resolution analysis of the surface and the interior of materials and engineering components. High resolution machines are required because of the application envisaged. The equipment configuration must have scope to incorporate other instruments including a FIB-SEM, Widefield microscope, and Helium Ion microscope correlative work in the future. 2. PROPRIETARY AND CONFIDENTIAL INFORMATION All material submitted in response to this tender shall become the property of Unisa. Any confidential information provided by a service provider in response to this Tender will be held in confidence and will only be used for the evaluation of this tender. 3. DEALING WITH THE UNIVERSITY OF SOUTH AFRICA Service providers must not contact any member of Unisa with respect to queries they may have with this tender. A compulsory information session will be held during which it is expected that any queries raised, will be answered. The service provider shall not disclose any such information or specification, whether explicit or implied, to any third party without the written consent from Unisa. 4. COMPULSORY REGISTRATION AND ADMITTANCE TO THE TENDER INFORMATION SESSION A non-refundable tender registration fee of R is payable by credit or debit card at the registration session. No cash payments will be accepted. The information session will commence immediately after registration. 5. MANDATORY REQUIREMENTS Mandatory requirements will include the following and must be labelled and submitted in the following order. Failure to comply and submit any one of the documents will disqualify the submission: Annexure A1: Annexure A2: Annexure A3: Annexure A4: Attendance of compulsory information session. (Attach copy of the registration form received at the session.) Completed and signed Supplier List Application Form (F25) including the PSP form and bank account details from the bank. (The pricing (6.1) and Bursary/Donation (6.2) templates must be completed) Financial Statements a. One set (2 years comparative figures) of the most recent audited Annual Financial Statements together with an Independent Auditor s Report or a signed letter from the Accounting Officer for Close Corporations must be submitted. The audited financial statement submitted must be within six months of the financial year-end to qualify for evaluation. A complete set of Annual Financial Statements including the following: Independent Auditor s Report (Letter from an External Accountant/Accounting Officer for Close Corporations) Statement of Comprehensive Income (Income Statement) Statement of Financial Position (Balance Sheet) Statement of Cashflows Statement of Changes in Equity Notes to the Financial Statements No summarized Financial Statements or Extracts of financial statements will be accepted. b. Where the financial statements of the holding company are submitted, a signed letter be included from the holding company, on their letterhead signed by the CEO/CFO, that they would be liable if the subsidiary defaulted. This must be attached to the financials being submitted. Failure to submit such signed letter will disqualify the tender submission. c. OTHER REQUIREMENTS Supplier documents and information Annexure B1: A valid B-BBEE certificate or proof of exemption from an accredited SANAS / IRBA verification agency / auditor. An affidavit certifying their total annual income and level of black ownership will be sufficient for EMEs and QSEs. Failure to submit the above will result in a zero score for B-BBEE. Annexure B2: Operating manual for the equipment being tendered on Annexure B3: Brochure for the equipment being tendered on Annexure B4: Draft service agreement Note: All documents submitted in support of this tender must be the documents of the tendering unit and may not pertain to different companies or units within a group. As an example, a tenderer cannot submit its own B-BBEE certificate, but the SARS certificate of its holding company. 7. OPTIONAL PRE-SCREENING OF MANDATORY SUPPORTING DOCUMENTATION A non-compulsory pre-screening opportunity will be available to assist service providers to ensure that their documentation meets the commercial mandatory requirements prior to the closing date of the tender responses. The pricing requirement does not form part of this opportunity and must only be submitted on the closing date. CLOSING DATE The original and a soft copy of the tender must be submitted into the official tender box in a sealed envelope located in the NB Pityana Building, Ground Floor, Roodepoort, Florida Campus, Christiaan De Wet and Pioneer Avenue. Please quote the tender reference number PT2017/12 on the sealed envelope. Closing date: 19 September Tenders submitted late will not be accepted or considered. Points will be awarded for Broad-Based Black Economic Empowerment. The decision of the UNISA Management Committee on awarding a tender is final. Unisa reserves the right to appoint, contract with and monitor the performance of any service provider it deems will offer the best service in line with its requirements, although it may not necessarily be the lowest Tenderer. 6 The tender awarded will be conditional and subject to successful negotiations and signing of a written contract, failing which Unisa reserves the right to withdraw the tender and to award the tender to another Tenderer without repeating the process. 9. ENVIRONMENTAL IMPACT Set out the detail of the environmental impact of the activities relating to the agreement/contract and the waste generated as a result thereof. Attach a detailed implementation plan by the contractor and/or the person(s) responsible for implementing the agreement/contract, indicating how the environmental impact and the waste generated will be minimized, mitigated and managed 10. PRICING The tenderer must state whether the price quoted is fixed for the duration of the agreement or whether the price is subject to escalation. In the absence of an indication in this regard the price will be considered as fixed for the full period of the agreement. All pricing must be quoted in South African Rand (ZAR) including VAT. Foreign exchange rate used to be indicated (if applicable). The pricing must remain valid for 90 days from the closing date of the tender. Pricing / costing template must be completed (Annexure A6) Any pricing not included in the pricing template will not be considered. Prices charged by the supplier for goods delivered and services performed under the contract shall not vary from the prices quoted by the supplier in his tender, and any variance will render the contract null and void. 11. VALUE-ADDING SERVICES/TRANSORMATION INITIATIVES Service providers are encouraged to indicate what other value adding services the University may reasonably expect to flow from their appointment. A monetary value needs to be associated to value add being proposed. The following are some examples of what can be provided / expected: student bursaries and/or donations to Unisa Foundation etc 12. PAYMENT TERMS The payment terms of the University are 30 days after receipt of goods and services and upon receipt of the required documentation. No upfront payments will be considered. 13. 7 No joint venture arrangements will be considered for this tender 15. TENDER SPECIFICATION The correlative system must consist of an XRM machine and an SEM machine that are configured to work together in a correlative set-up. The XRM and SEM machines must be powerful standalone machines with very high resolution up to submicron levels. The research interests of the department of Mechanical and Industrial Engineering is mainly in the analysis of engineering materials, manufactured products and engineered components. The machines must be versatile with applications in the areas related to metals, metal alloys, super-alloys and advanced materials including ceramics, metal matrix composites, Nano composites and fibre-reinforced plastics. The tendering company must be responsible for supply the correlative machines (XRM and SEM) together with the correlative software and also to set up the machines for correlative work. The system must be able to work with images from different sources work with different environments from different sources incorporate the data from the different sources into a single image and process it for better presentation The correlative system provided must be able to incorporate other correlative instruments for further upgrades in the future when required. Other possible instruments that can be incorporated in the future include electron microscopes (FIB-SEM), light microscopes (Widefield, confocal and Helium Ion microscopes and optical microscopes (stereo microscope, inverted microscope and compound microscope). The analysis software associated with equipment must have multi-user licences. The system must have automatic data collection, analysis and reporting. The original Equipment Manufacturer must be ISO 9001 registered Only companies that are specialists in XRM and SEM equipment will be allowed to tender for this project. The company must have at least 1 local qualified technical service engineer/technician for both instruments (XRM and SEM) for maintenance of the machines. Additionally there may be any other number of engineers/technicians that are trained on either XRM or SEM only. There must be at least one locally based applications specialist for assistance in operating both machine and for support of the research efforts of the department. Installation and commissioning must be done at the UNISA Florida Campus. The specifications of the XRM and SEM instruments required are given in sections 12.1 and 12.2 below Tender Specification Correlative XRM/SEM 7

XRM Machine The XRM machine must be designed for correlation with SEM, FIB-SEM, light microscopes and capability of multiple contrast modes: 1) absorption, 2) phase propagation, 3) diffraction. It must be equipped with tools with ability to: maintain high resolution as the source is moved away from the sample in in-situ tests investigate fracture and other effects of in-situ heating, cooling, tension and compression on a sample distinguish between elements that are close on the periodic table and are difficult to distinguish with colour coding by using different imaging conditions in a single scan optionally operate at either, high resolution (image quality) or high speed (throughput) scan samples that is larger than the field of view of the instrument by combining high resolution scans of smaller views perform 4D analysis, that is evolution of 3D grain structure over time perform surface reconstruction for 2D 3D and 4D image analysis including visualisation and measurement of properties including areas, volumes, counts, distributions and orientations study of very wide range of sample sizes by use of geometric and optical magnification perform interactive labelling inspect multi-planar slices perform high quality surface rendering measure distances, angles, and paths, perform high definition volume rendering perform statistical analysis using histogram tools measure min, max, and mean intensity values and standard deviation study volume metrics including porosity, particle/ void analysis scan large images and to zoom on areas of interest for high resolution results employ image morphology manipulation including closing, opening, erosion, distance transform The machine must have capability, when fitted with the right tool configuration, to: load 10 or more samples and automatically running them one at a time 2017 Tender Specification Correlative XRM/SEM 8

9 perform non-destructive analysis through diffraction contrast tomography for studying 3D crystallographic grain orientation in materials including metals like steel and titanium Basic XRM operator training and advanced applications training should be provided together with further training on correlation between XRM and SEM. User guide and operation manuals must be provided. Relevant sample holders must be provided. Allowable heavy sample mass: 13 kg or more Allowable large sample dimensions (diameter x height): 200 mm x 50 mm or more In-situ thermo-mechanical testing stage There must be a stage(s) for testing samples under thermo-mechanical loads. The stage must allow heating, cooling, and application of tensile or compressive loads during the testing of the sample Tensile and compressive loading capacity: 4.5 kn or more Temperature range: 10 o C to 150 o C or greater range Resolution at 50 mm working distance for this stage: 1.2 μm or less Detector(s) The machine must come with several detectors including a camera and at least one detector 2017 Tender Specification Correlative XRM/SEM 9

The number of samples that can be loaded at a time with the auto-loading stage must be 10 or more. This must be optionally supplied with the machine or be available for upgrade at a later stage. The system must be able to combine several images taken by different detectors into an interactive image with complementing information. 11 fitted with co-planar EDS and EBSD systems with capability for simultaneous data collection from both systems. In addition a STEM detector must be supplied for transmission mode analysis. The system must be able to: allow different section of the image to be magnified compared to the rest the rest of the sample. A second monitor should be supplied to view different sections at different magnification allow a point or area to be brought into the main view define and free-form regions of interest (ROI) from batches of samples for unattended automated image acquisition recommend the best imaging conditions basing on sample type and to create interactive maps of sample. A FIB-SEM is required or the SEM must have the port for the FIB column for future upgrade.
