2 Department of Chemistry University of Lucknow Lucknow TENDER NO.: LU/Chem/COE/UV-FLR/ Dated: 27 Nov Sealed, Tenders / Bids are invited from registered, experienced & reputed firms under two bid system i.e. Technical Bid & Financial Bid, for UV-VIS Spectrophotometer and CARY Eclipse Fluorescence Spectrometer, required in the Center of Excellence in the Department of Chemistry, University of Lucknow, Lucknow. UP. 1. Detailed description of various items required along with specifications (Please see Annexure I for UV-VIS Spectrophotometer) (Please see Annexure II for CARY Eclipse Fluorescence Spectrometer) 2.Time Schedule: Date of downloading of Bid document: 27/11/2014 Last Date & Time for receipt of tenders: 3:00 noon, 03/12/2014. Date & Time for opening of Bid: 3:30 P.M., 03/12/2014. Place of opening of bid: Committee room, LU administrative block Place of deposit of tender: Departmental drop box, Department of Chemistry, University of Lucknow, Lucknow. UP. 3. Cost of tender Form: Rs. 1, in form of bank draft from any Nationalised bank in favour of Finance Officer, University of Lucknow payable at Lucknow must been closed with tender form. Cost of tender form is Non-refundable. 4.Validity of Tender: 90 days from the date of opening of tender. 5. The interested firms may put the document completed in all respects along with Earnest Money Deposit (EMD) Rs. 10, (Rupees Ten thousand only) for UV- Vis Spectrophotometer and Rs. 30, (Rupees Thirty Thousand only) for CARY Eclipse Fluorescence Spectrometer in the name of Finance Officer, University of Lucknow, Lucknow in form of bank draft only. 6. The University of Lucknow, reserves all right to amend or withdraw any of the terms and conditions contained in tender document or to reject any or all tenders without giving any notice or assigning any reason. UP. Tenders/Technical Bids not accompanied by the requisite Demand Drafts shall not be considered and shall be rejected.

4 Instructions to Bidders & Pre-Qualification Requirement of Bidders 1. Capacity a) Tenders are invited from reputed firms with minimum 15 years of experience in the field of supplying the scientific instruments and equipment. / Vendor should be a leading name in the field of supplying and maintaining the spectrophotometers with experience in similar work in Educational and R&D Institutions. b) Bidder should be Original Equipment Manufacturer (OEM)/Authorized Dealer/service provider of the OEM and a Letter of Authorization from OEM for the same and specific to the tender should also be enclosed % of the value of the order shall be imposed for every day of delay in the supply of the full order. 3. Arbitration In case of any dispute, the decision of University of Lucknow shall be binding. University of Lucknow has the right to cancel all or any of the tenders without assigning any reason. 4. Legal Jurisdiction For legal dispute, if any, the jurisdiction will be limited to the District of Lucknow. 5. Rates quoted by the firms should be in INR and are negotiable. 6. Technical and financial bids, duly signed and stamped, to be kept separately in sealed envelopes. The envelope containing bids should be marked on top as Technical/Financial bids for, UV-Vis Spectrophotometer or CARY Eclipse Fluorescence Spectrometer, required in the Center of Excellence grant in the Department of Chemistry, University of Lucknow. Proprietary certificate where applicable, must be enclosed with the technical bid. 7. Tender should be addressed to The Head, Department of Chemistry, University of Lucknow. 8. With tender form, specification of equipment or item supplied must be written, sealed and signed by the authorized signatory. 9. Supplied scientific equipment/items must be as per given specifications. 10. Quantity to be supplied and work to be completed may change at the time of order. 11. Non-compliance of order, in time, will be treated as non-compliance of the terms and conditions. 12. No advance amount will be given. 13. Without assigning any reason any tender or all tenders can be cancelled by the University authorities at any stage. 14. Affidavit will be given by the tenderer that they will follow the all the mentioned terms and conditions. 15. Payment will be made to the firms after successful installation of the equipment. The system must be a 1nm fixed; Double Beam UV Visible with PC control via RS 232 or USB Interface and Windows Based Software. 2. Optics - Double beam with minimum three years warranty 3. Wave length Range:190nm 1100nm 4. Grating: Holographic with 1200 lines/nm 5. Wavelength Accuracy: ± 0.1 nm for 190 to 400 and ± 0.3 nm for 400 to Wavelength Repeatability: ± 0.1 nm for 190 to Scanning Setting: 0.1nm to 5nm 8. Photometric Range: Abs. : -0.4 Abs to Abs. and % T : 0 %T to 400%T 9. Photometric Accuracy: ± Abs. and ± Abs. 10. Baseline Stability: equivalent or less than Abs. per hour at 500nm. 11. Built- in calibration self test during instrument start- up is desirable. 19. On line display of UV & visible lamps life on the screen is preferably (Automatic / Self wavelength correction). 20. Software: GLP/GMP operating software includes functions such as photometry, Quantitative, wavelength scan, kinetics, DNA-Protein, Multi wavelength test and other user friendly operational functions and it should have validity test function. Software must have password protection facility to protect the store records. 21. Supplier should supply the instruments with all standard accessories with operating manuals and dust cover. 22. Constant Temp. Peltier Sipper Systems with Holder 1 no KVA Online UPS 1no. 24. Configuration for Computer and Printer:- 500 GB HDD, 2 GB RAM, Dual core processor, LCD 17" Monitor, DVD Writer, Mouse & Keyboard, Serial port-1, USB Port 4 nos. with standard supply and Latest laser Jet Printer. 25. Consumable Spares of the system should be quoted Item wise separately including 1. D2 Lamp-1Qty. 2. Tungsten Lamp -1Qty. Or 3. Xenon Lamp-1Qty. 4. Quartz Cell 1 Pair. 26. Bidder should quote their price in Indian Rupees only with two years warranty. 27. University will not pay for Delivery, Installation, Demonstration, Commissioning and Training. 28. University can provide necessary exemption certificates and documents 29. Bidder must submit the compliance statement along with the technical bid. 30. Bidder must submit the letter on letter company letter head for availability of spares and parts for minimum up to 10 years even after cancellation of supply model.

6 ANNEXURE-II REQUIRED SPECIFICATIONS FOR THE FLUORESCENCE SPECTROMETER 1. The instrument must be capable of multiple data collection modes including fluorescence, phosphorescence, chemi-luminescence and bio-luminescence. 2. System should have variable wavelength. 1.5 nm to 20 nm or better 3. Monochromators- Excitation: Czerny-Turner, f 3.6, m focal length. Emission: Czerny-Turner, f 3.6, m focal length 4. Detector Spectral Range (both excitation and emission): 190 to 900 nm 5. Scan speed: Must nm /min or better. 6. Detector: Two red sensitive PMT detectors (R-928 or better) for both excitation and emission. 7. Kinetic Mode: Kinetic mode and 3 D plotting should be available with option to collect continuously for minimum 7 Days. 8. The instrument must be a Xenon flash lamp based instrument that has room light immunity for fluorescence mode allowing samples or accessories to be measured without closing the sample compartment lid. The Xe flash lamp will also minimize fluorescence photo-bleaching of any samples and must also flash at 80 Hz to allow fast data collection. 9. The instrument beam must have horizontal excitation beam geometry for maximum collection efficiency and to permit the use of low sample volumes in cuvettes (500 microlitter using normal 10 mm path length cuvettte without requiring microcuvette). 10. The instrument must have a guaranteed signal-to-noise specification of >750:1 for the Raman Band of Water excitation at 350 nm, 1 sec signal averaging time. 11. The instrument must be capable of measuring automatically and must have a temperature accuracy of +/- 0.3 o C (with peltier control). Temp range -10 to 100 C. 12. The instrument must be capable of collect at microsecond time intervals for phosphorescence applications. 13. The software must have the ability to collect fluorescence scans at different temperature intervals. 14. The software must have the ability to measure multiple ramps and within each ramp must have the ability to collect at different data intervals. 15. A solid sample holder with necessary accessories for powder, film, crystal, Gel sample should be quoted. 16. Suitable cuvettes 02 set for 3ml sample should be quoted from OEM. 17. Pelteir temperature controller (-10 to 100 C) must be offered with Temp Software and temperature probe. Essential Accessories: Sutiable PC & Laptop + LASER Printer + 1KVA online UPS should be supplied along with the system.
