As a solar installer, nderstanding the relationship between code makers, code enforcers and the installer gives yo a leg p on what yor bilding department expects and can be the difference between passing and failing an inspection and yo also will limit yor long term liability for the job. We created the Wheel of Accontability as a simple way to illstrate these relationships as they apply to rooftop strctres and water-proofing. At the center of or wheel, the AHJ (Athority Having Jrisdiction) is typically the local bilding inspector. The AHJ ltimately interprets the bilding codes and best standards and practices as agreed pon and pblished by the agencies listed along the circmference of the wheel. SMACNA, NRCA and ARMA help provide time-tested, best-practice gidelines for roofing bildings and other enclosed strctres. The gidelines are pblished by the IBC, IRC, SBC and NFPA, and also in manals compiled by the individal trade grops. These manals are available for prchase in many places on the web. OSHA focses exclsively on workplace safety and can sht down any job site and fine an installer for nsafe workplace practices.
