2 COAG Communique February 10 th February part of a national approach to apprenticeships, training and skills recognition - new arrangements to make it easier for migrants with skills to Australian standards to work as soon as they reach Australia - does not involve any change to the migration policy - off-shore skills assessment process, to Australian standards, in the five main source countries for our skilled migrants - TRA (DEEWR) to oversee Salient features Use of Recognition of Prior Learning (RPL) as the vehicle for skills assessment Assessment standards based on entry-level Certificate III qualifications Practical assessment component required In-country assessment using Australian qualified assessors and facilities overseas

3 Assessment standards and the OTSR RPL not possible for licensed trades due to the large amount of Australian content in relevant Australian Certificate III qualification. Assessment standards for licensed trades have the Australian content removed from the assessment process. Successful candidates in the licensed trades will receive an Offshore Technical Skills Record (OTSR) not an AQF Certificate III OTSR allows provisional license to ensure successful migrants can work as soon as they arrive in Australia The new versus the old Previous assessment process Based on TRA s UAC No recognition outside of premigration assessment Paper based only Undertaken by TRA New assessment process approved through COAG Based on competency standards from Australian Training Packages Recognition for purposes of licensing (licensed trades) or qualification (non-licensed trades) Paper based and practical assessment Undertaken by VETASSESS consortium under the auspices of TRA
