4 About this Student Handbook This Student Handbook provides information for students attending training at Perth Training Centre. How to Contact Us Our Customer Care Team can be contacted by telephone, fax, or mail, or in person at our Administration Centre in Cannington:- Perth Training Centre Phone: Fax: Mail: PO Box 165, Bentley WA 6982 Administration Centre 230 Railway Parade East Cannington WA 6107 Our Training Locations Cannington 230 Railway Parade, East Cannington Landsdale 9 Mosey Street, Landsdale Please refer to our website and your confirmation letter for the course location as not all courses are held at both centres. Our Courses Perth Training Centre offer nationally recognised training in three categories of short courses:- High Risk Work Licence issued by WorkSafe (WA) which includes Dogging, Rigging, Scaffolding, Mobile Crane Operation, Elevating Work Platform, Forklift, and Bridge and Gantry Crane Mobile plant and equipment which do not require a high risk work licence including Skid Steer Loader, Mini-Excavator, Front End Loader, Backhoe, Integrated Tool Carrier, Telehandler and Overhead Crane Safety courses including Working at Heights, Confined Space and Tilt Up Courses can be conducted at our campus or on your site. Some courses can only be conducted on your site with the use of your equipment, for example Bridge and Gantry Crane, Overhead Crane and Backhoe. 5 Course Requirements Specific requirements for each course are available on our websites. You must be at least 18 years of age to enrol in a training course. Language, Literacy and Numeracy You must be able to read, write and communicate in the English Language to a level that would ensure safe operation in an Australian workplace WorkSafe considers that to assist in ensuring safety at the workplace, and to comply with the regulatory requirement, applicants for a HRWL must have sufficient knowledge of the English language to communicate verbally with other workers and where appropriate be able to read and understand: Safety signs at workplaces. Operator manuals in the case of plant such as, for example, fork-lift trucks, work platforms and cranes. Load charts and/or compliance plates in the case of plant as exampled above. Assembly instructions and drawings associated with rigging and scaffolding work. Job Safety Analyses (JSAs). The written assessments must be in your own writing and interpreters are not allowed. Most courses require a basic level of numeracy skills. Calculators are provided and assistance will be given during the training. Disability The nature of high risk work and the training leading to licences or the skills to operate mobile plant and equipment does pose both challenges and limitations. If you have a disability and require assistance or support please let us know. We may be able to make reasonable adjustments based on your individual circumstances. How to Enrol You can enrol by phone, online, in person at our administration centre in Cannington or by . To secure your place in your preferred course payment is required at the time of booking. Payment can be processed by phone or online. If booking by please be advised that your booking may not be accepted due to limited numbers for each course. We accept payment by Visa or Mastercard and we accept cash if you pay in person at our Cannington office. When you enrol and fees have been paid we will confirm your place in the course by phone and . Please check the details carefully and let us know if anything is not correct. 6 Unique Student Identifier USI From 1 January 2015 if you are undertaking nationally recognised training delivered by Perth Training Centre you will need to have a Unique Student Identifier (USI). A USI gives you access to your online USI account which is made up of ten numbers and letters. It will look something like this: 3AW88YH9U5. A USI account will contain all your nationally recognised training records and results from 1 January 2015 onwards. Your results from 2015 will be available in your USI account in When applying for a job or enrolling in further study, you will often need to provide your training records and results. One of the main benefits of the USI is that you will have easy access to your training records and results throughout your life. You can access your USI account online from a computer, tablet or smart phone anywhere and anytime. Apply for Your USI Before you attend your training course please apply online at to create your USI. You will then need to provide this number to us on enrolment so we can process your results in a timely manner. We cannot issue a Statement of Attainment if you do not provide a USI. This is a requirement under the Student Identifiers Act Our Fees and Charges The total Course Fee for High Risk Work Licence Courses includes: WorkSafe licence application fee(s) You are provided with training materials such as workbooks for all courses. We do not offer fee exemptions, concessions or discounts. Students that have been working in the Construction Industry for the past 6 months or more may be eligible to apply for the Construction Training Fund rebate. A full course list of fees and charges is on our Price List available from the Customer Care Team and on our website. WorkSafe Applications for High Risk Licence Courses We process your WorkSafe Application including photo and ID and lodge with WorkSafe WA within 10 days of the completion of your course. WorkSafe WA will then send your High Risk Licence to you. Refund Policy for Cancellations and Transfers Cancellations or transfers for a l l training course bookings must be made by contacting our Customer Care Team. 7 Recognition of Prior Learning Assessment-Only Pathway Assessment-Only Pathways are for persons with prior formal learning, expired Australian Licences or work experience, depending on the unit requirements. Structured training is not provided and the candidate will need to complete the assessment for both knowledge and performance components. For HRWL units, this may be appropriate for existing workers who can provide evidence of an expired Australian Licence or previous training. For mobile plant units, this may be appropriate for people who can provide evidence of current experience in operating the machine. For some units of competency there are minimum numbers required for assessment purposes. A fee is charged for each assessment. Please contact our Customer Care Team for advice and costs. Verification of Competency (VOC) Assessment The purpose of a VOC is to verify that you are currently competent. The assessment confirms that since being assessed as competent by an RTO or licensing authority you have maintained or further developed your competency. Employers often use this method to ensure that workers are competent prior to entering the workplace. This assessment includes observation of your performance through undertaking a suitable range of practical tasks in an actual workplace or simulating the tasks and environment which would be encountered in an actual workplace. A fee is charged for each assessment. Please contact our Customer Care Team for advice and costs. National Recognition Qualifications and Statements of Attainment issued by other Registered Training Organisations are recognised. The opportunity for recognition of qualifications issued by other RTO s is limited due to Perth Training Centre offering individual units of competency. Most units of competency do not have prerequisite units. Some High Risk Work Licence (HRWL) units require the student to hold the lower hierarchy level unit to undertake training in the higher level. Students will need to provide either their HRWL or their Notice of Assessment (NOA) for recognition. What to Bring - Identification For courses leading to High Risk Work Licences, WorkSafe requires two forms of ID:- Primary ID: drivers licence, passport or 3 forms of ID showing date of birth Secondary ID: Medicare card, credit card or ATM card Current WorkSafe Licences (if applicable) For all other courses you will need at least one form of photo ID, for example Drivers Licence. 8 You Must Wear - Personal Protective Equipment (PPE) What We Provide Hard hats Steel cap boots to attend any training High visibility clothing o Long pants o Short or long sleeve shirt Safety gloves Safety glasses, depending on the course Ear protection, depending on the course Your own wet weather gear, if applicable Long hair must be tied back Attendance All courses start at 7:30 am and usually finish at 4 pm depending on individual progress. Please arrive 15 minutes earlier to complete your enrolment form. This will allow the course to start on time. At the start of the course the trainer will provide an induction to the course, facilities, and explain how you will be assessed. Parking Parking at our campus: Cannington campus has on-site parking. Do not park on the verge or in the railway car park as you may be fined Landsdale campus has on-site parking. Please refer to the map on the last page of this document. Food Lunch is provided Monday to Friday for full day courses. We also have complimentary tea, coffee, water, and biscuits available. Safety Your safety is important to us however it is your responsibility to act safely at all times and to respect the safety of others. Our trainers explain the hazards and risks in every course and practical activities are preceded by a risk assessment - Job Hazard Analysis (JHA). Drug & Alcohol Policy Perth Training Centre have a zero tolerance to drugs and alcohol at our premises. If, for any reason, you are suspected of consuming drugs or alcohol, or be under the influence of drugs or alcohol, you will be asked to leave the course. No refund will apply. Please advise your Trainer if you are taking prescription medication which may affect your ability to safely operate plant and equipment. 9 Your Rights and Responsibilities Student Handbook It is expected that behaviour in class ensures a positive learning and teaching environment. Respect for other students and trainers is a requirement. You are expected to behave in a professional, respectful manner at all times and take others into consideration. Punctuality is essential to avoid disruption to other students and trainers. Constant interruptions due to late arrival will inhibit the learning opportunities of other students and are disruptive for the trainer. You are expected to respect others by being punctual at all times. You are reminded of your personal responsibilities regarding duty of care of yourselves and other students. Under no circumstances will harassment or bullying be acceptable behaviour at Perth Training Centre. Perth Training Centre regards the integrity of its assessments as critical to its professional responsibilities and will not allow the assessment processes by which we assess the knowledge and skills of students to be compromised. We do not tolerate plagiarism, cheating or collusion in training and assessment. Notice of Assessment If you are successful in a course for a High Risk Work Licence your Assessor will provide you with a Notice of Assessment (NOA) issued on behalf of WorkSafe (WA). This is valid for 60 days. We will send your application and copy of your Statement of Attainment to WorkSafe within ten days of the end of the course. If you have not received your Licence within 60 days please contact WorkSafe. Statement of Attainment If you successfully complete the course and are deemed Competent you will be issued a Statement of Attainment within seven days of the course completion. Qualification Small Cards If you successfully complete any of our mobile plant or safety courses and are deemed Competent you will be issued a Qualification Small Card within seven days of the course completion. What happens if you don t pass the course? If you are deemed Not Yet Competent for either the theory and/or practical component of the assessment, you may re-enrol at no additional cost within a 30 day period. This does not apply to the Assessment-Only Pathway; there is no second attempt for these particular courses. Your Feedback Your feedback is important to us. 10 Replacement Certificates and Cards You may request us to re-issue a Statement of Attainment or Qualification Small Card, for example if the original is lost or damaged. A replacement fee will apply. We will process the application within 3 days. Complaints and Grievances You have the right to lodge a complaint or grievance if you are dissatisfied with any of the services relating to training and /or assessment that you have been provided with. This policy covers complaints or grievances against unacceptable, inappropriate or ineffective behaviours, materials, facilities or information expressed or provided to students in the course of training and assessment services provided by Perth Training Centre. Appeals You have the right to lodge an appeal against an assessment decision if you feel you were unfairly treated or dealt with during an assessment and where you feel the assessment decision is incorrect and you have appropriate grounds for an appeal. An appeals and reassessment process is an integral part of all training and assessment pathways leading to a Qualification or Statement of Attainment within the Standards for Registered Training Organisations Perth Training Centre will ensure that you have access to a fair and equitable process for dealing with appeals against assessment decisions. Access to Records Students are entitled to access information on your personal enrolment and training records provided you can verify your identity. Access involves giving an individual information about themselves held by Perth Training Centre. Giving access may include allowing an individual to inspect personal information or giving a copy of it to them. Students will be asked to submit a written request to access your records and to provide a reasonable period of notice to allow an authorised staff member to be present when the records are inspected or provided.
