1 REQUEST FOR QUALIFICATIONS (RFQ) FOR TECHNICAL SERVICES to Conduct a Build-out Analysis for the SQUAM LAKES WATERSHED PLAN DEVELOPMENT PHASE 1 FOR THE SQUAM LAKES ASSOCIATION Contact: Rebecca Hanson, , rebeccahanson@squamlakes.org Date of Issue: October 16, 2017 Deadline: November 13, 2017, 5pm I. Background The Squam Lakes Association (SLA) is developing a watershed management plan for the Squam Lakes. The Squam Lakes Watershed Plan Phase 1 will contain the required EPA nine elements (a-i). The watershed is 42,000 largely forested acres in central New Hampshire and includes the towns of Ashland, Center Harbor, Holderness, Moultonborough, and Sandwich. Central to the watershed are the Squam Lakes, which are known for their quiet beauty and healthy waters. The final plan will identify the contributing factors affecting the water quality of the Squam Lakes This will be accomplished through targeted investigations of critical priority areas to identify pollution sources, determine load estimates, and calculate reductions needed to maintain water quality. Sub-watershed assessments will be conducted to determine sites requiring mitigation for stormwater run-off, erosion, failing or inadequately designed culverts, etc. Funding is provided under Section 319 of the Federal Clean Water Act, which is administered by the New Hampshire Department of Environmental Services (NHDES). II. SCOPE OF WORK The selected contractor will assist the Squam Lakes Association (SLA) in the development of a watershed-based management plan for the Squam Lakes. The contractor will work collaboratively with the SLA by providing technical services to complete tasks, or portions of tasks, as described in the Grant Agreement between the New Hampshire Department of Environmental Services and the SLA (Squam Lakes Watershed Plan Phase 1, dated 7/13/2017, and attached to this RFQ), specifically Task 19 as described below. Please note the numbered sequence presented below corresponds to the grant agreement. Objectives and tasks in the Grant Agreement but not included below are intentionally omitted as they will be completed by SLA or others.

2 Objective 5: Identify current and future pollution sources. Contractor will assist SLA with Task 19: Review master plans and land use regulations of towns in the watershed and perform build-out analysis. III. PROJECT SCHEDULE It is expected that work on this project will occur during the winter of IV. REQUIRED QUALIFICATONS SUBMISSIONS Qualifications packages shall be submitted via in pdf format no more than 30 pages in length. Submissions must be received by 5pm on November 13, Submit qualifications packages to Rebecca Hanson via Qualifications packages shall include the following components. 1. Name, address, brief history, and description of the firm. 2. Evidence that contractor is registered to do business in the State of New Hampshire 3. Description of the project team, including project team organization, team member resumes, special qualifications or certifications, and their anticipated level of involvement in each phase of the project as described in the Scope of Work. 4. Related projects, areas of expertise, and experience, specifically work on an EPA a-i watershed-based plan in New Hampshire. a. Include a description of other projects the firm has done that are similar in nature to this one. b. Provide a list of references including names, titles, and contact information. 5. Description of the firm s approach to performing the work detailed in the Scope of Work, including a timeline and discussion of the relative effort anticipated to be expended. Responses should demonstrate and document that the individual/firm has the professional experience to proceed with the work as described in the scope of work in this RFQ. A complete and timely submittal as described in this RFQ is required for the submittals to be considered. V. SELECTION CRITERIA Selection will be based on the assessment of the qualifications package to meet the following criteria. 1. Specialized Experience of the Project Team (30%) a. Overall experience directly related to the successful completion of similar watershed planning projects that include incorporation of EPA s Nine Elements ( a - i ), data analysis, monitoring, outreach, and working with diverse stakeholders to achieve project goals. b. Demonstrated ability to complete work on time and within budget (do not provide a cost estimate at this time).

3 2. Project Personnel (30%) a. Principal team members roles and participation levels, availability, qualifications and experience. 3. Project Approach (30%) a. Demonstrates a strong understanding of the scope of work, project schedule, and expected deliverables outlined in the RFQ. 4. Demonstrated ability to work with watershed organizations similar to the SLA. (10%) SLA reserves the right to interview either in person or over the phone candidates as part of the selection process. After the qualifications-based ranking and selection process is complete, SLA will request from the highest ranked consultant a task-based cost proposal. SLA will proceed with contract negotiations with that consultant. If the parties cannot come to terms, SLA will request from the second ranked consultant a task-based cost proposal and follow the same procedure, working with each of the next ranked qualified candidate(s) in order of their scores, until a contract has been successfully negotiated. VI. QUESTIONS Any questions about this RFQ raised by an individual/firm will be answered in a summary digest. The summary digest will be provided to those who contact Squam Lakes Association and request to be put on an list to receive the digest. The deadline for questions and requests to be put on the summary digest of questions and answers is 10/23/2017. Please Rebecca Hanson, SLA s Director of Conservation (rebeccahanson@squamlakes.org), to ask a question or to be put on the distribution list for the summary digest. The summary digest will be distributed via on 10/30/17 to contractors on the distribution list. VII. TIMELINE 10/16/2017: Request for Qualifications release 10/23/17: Deadline for submittal of questions on this RFQ (5:00 p.m.) 10/30/17: Questions and answers summary digest distributed via to contractors on the distribution list. 11/13/17: Deadline for receipt of qualification packages to this RFQ (5:00 p.m.) 11/27/2017: Anticipated final selection of contractor and notification to all firms. The SLA reserves the right to conduct interviews with selected teams. The decision to conduct interviews may affect the specified time line.
