2 LEGAL NOTICE REQUEST FOR QUALIFICATIONS The MASSACHUSETTS PORT AUTHORITY (Authority) is soliciting consulting services for MPA CONTRACT NO. L1548-D1, TERMINAL C CANOPY AND UPPER DECK, LOGAN INTERNATIONAL AIRPORT, EAST BOSTON MASSACHUSETTS. The Authority is seeking qualified multidiscipline consulting firm or team, with proven experience to provide professional services including planning, design, and construction related services including resident inspection relative to the construction of a new canopy over Terminal C Departures Plaza, including the demolition of the existing canopy, improvements to the pick-up and drop-off areas at Terminal C Departures/Arrivals Plazas, new elevators and construction of a temporary Arrivals pick-up location on the ground floor of Central Garage. The Consultant must be able to work closely with the Authority and other interested parties in order to provide such services in a timely and effective manner. The consultant shall demonstrate experience in several disciplines including but not limited to Architectural, Civil, Structural, Mechanical, Electrical, Plumbing, Vertical Transportation, Geotechnical, Code Compliance, Cost Estimating, Construction Phasing and Scheduling. The contract will be work order based, and Consultant s fee for each work order shall be negotiated; however, the total fee for the contract shall not exceed $5,000,000. In recognition of the unique nature of the project and the services required to support it, the Authority has scheduled a Consultant Briefing to be held at 2:00 PM on THURSDAY AUGUST 10, 2017 at the Capital Programs Department, Suite 209S, Logan Office Center, One Harborside Drive, East Boston, Massachusetts At this session, an overview of the project will be provided, the services requested by the Authority will be described, and questions will be answered. A CD with additional information will be available starting on the day of the briefing or can be sent via Mail upon request any day after. By responding to this solicitation, consultants agree to accept the terms and conditions of Massport s standard work order agreement, a copy of the Authority s standard agreement can be found on the Authority s web page at Consultant shall specify in its cover letter that it has the ability to obtain requisite insurance coverage. This submission, including the litigation and legal proceedings history in a separate sealed envelope as required shall be addressed to Houssam H. 3 Scope of Work: The Authority is seeking qualified multidiscipline consulting firm or team, with proven experience to provide professional services including planning, design, and construction related services including resident inspection relative to the construction of a new canopy over Terminal C Departures Plaza, including the demolition of the existing canopy, improvements to the pick-up and drop-off areas at Terminal C Departures/Arrivals Plazas, new elevators and construction of a temporary Arrivals pick-up location on the ground floor of Central Garage. The Consultant must be able to work closely with the Authority and other interested parties in order to provide such services in a timely and effective manner. The consultant shall demonstrate experience in several disciplines including but not limited to Architectural, Civil, Structural, Mechanical, Electrical, Plumbing, Vertical Transportation, Geotechnical, Code Compliance, Cost Estimating, Construction Phasing and Scheduling. This project involves improvements to the Terminal C Plaza areas on the Departures and Arrivals Levels. Currently the curbside conditions at both levels are experiencing capacity problems for the number of vehicles accessing the Terminal. This condition is anticipated to increase. Jet Blue occupies the majority of gates at Terminal C and is anticipating flights to increase. Flights are expected to increase from 140/day to /day over the next 24 months. The mix of vehicles accessing the Terminal includes Limos, Buses, MBTA Silver Line, vendor/concession deliveries, taxis and passenger vehicles. The effect of all these vehicles accessing the Terminal has resulted in excessive queuing and back-up onto the Arrivals and Departures Roadways. To alleviate this condition, this Project will expand the footprint of the Departures Plaza area, infill openings in the deck to increase curb-size and revise curb assignments to provide the needed capacity. To further assist with passenger flow, this Project will also install (2) new elevators. The existing (2) elevators do not have capacity to handle peak demands at Arrivals. These new elevators will provide service from the Jet Blue Arrivals Baggage Claim Area to Departures and then to 4 th Level Overhead Walkway that connects to Central Garage. An aesthetic improvement that will be performed under this project will be the replacement of the Departures Level canopy. The existing canopy shall be demolished and replaced with a new canopy. The new canopy shall be designed to provide complete coverage to the Departures Level Plaza. Investigations into raising the canopy to a higher elevation shall be performed as a means to introduce more daylighting into the Terminal, provide more natural light curbside and to provide increased visibility of the Terminal s exterior façade. The new canopy will need to incorporate means to address roof drainage and adequate lighting for night operations. The canopy structural layout needs to accommodate the required plaza layout of islands and drive lanes. This Project shall also include the construction of a temporary Arrivals pick-up lot on the ground floor of Central Garage. This temporary lot will allow for the required phasing to accomplish work of the L1548 Project and L1332 Terminal C Roadways. During construction of the L1332 Project, new surface roadways will reconfigure the entrance and exit of Terminal C Arrivals. In addition, the construction of the L1332 roadway work will require the Terminal C Arrivals Level to serve as a temporary by-pass route for Airport Traffic. The temporary Arrivals Lot will consist of a continuous curb of approximately 600 lf served by 3 lanes of one-way traffic. Access to the lot will be from the Terminal A side of Central Garage 2

4 and the exit will be on the Terminal E side of Central Garage. The access and exit roads will be constructed by the L1332 project. When the temporary lot is no longer required, the L1548 project will dismantle the lot and return it to the original condition of garage parking. The scope of work shall include, but not be limited to the following: (1) Canopy Demolition (2) New Canopy Structure Columns and Roof (3) Canopy Lighting (4) Canopy Drainage (5) New Elevators (6) Structure for New Elevators (7) Foundations for New Elevators (8) Mechanical and Electrical for New Elevators (9) Utility Relocation (10) Build-out of Central Garage Ground Level for Arrivals Temporary Pick-Up Location (11) New/Revised Curbs for Departures Level (12) New/Revised Curbs for Arrivals Level (13) Terminal C Deck Infill (14) New Paving for Arrivals and Departures at Terminal C (15) Terminal C Column Repairs/Rehabilitation (16) Extensive Coordination with MPA Project L1332 TERMINAL C ROADWAYS (17) Coordination with other Tenant and Massport Projects, as required. The scope of Consultant services shall include, but not be limited to the following: (1) Review of Available Information: The Authority has prepared a Conceptual Design Report, BIM Model and traffic analysis. The selected Consultant shall familiarize themselves with this information in order to get the design phase underway promptly. (2) Review of Existing Conditions: The Consultant shall inspect and examine the existing conditions to confirm consistency with the existing conditions information and to make recommendations if any utility or subsurface investigations are warranted. (3) Design Development Drawings and Specifications: The Consultant shall prepare design submissions showing progress of the work at stages determined by the Authority. This shall include 30%, 60%, 90% and 100% or any other interim phase deemed necessary by the Authority. The Consultant shall make recommendations if multiple construction packages are warranted. (4) Constructability and Phasing: The Consultant shall participate with the Project Stakeholders to identify issues that will be key operational concerns. The Consultant will need to incorporate the necessary phasing requirements to support the Authority s requirement of maintaining passenger access to Terminal C. (5) Cost Estimating and Project Controls: The Consultant will prepare construction cost 3

5 estimates for each design submission with appropriate design contingency included for the level of completion. The Consultant shall be prepared to participate in cost estimating exercises to identify causes of potential cost over-runs, areas to contain costs and should be capable of working with Target Value Delivery as a cost control measure. PMWeb has recently been selected as the Authority s Project Management software. PMWeb shall be utilized by all parties associated with the Project. (6) Scheduling: The Consultant shall have expertise with CPM Scheduling techniques and software in order to provide an overall construction duration and durations for specific construction activities. The Consultant shall be capable of preparing a cost loaded schedule with sufficient detail to advise the Authority of durations for activities that may result in traffic diversions, roadway lane closures, impacts to the Terminal and Central Garage. This information will be utilized to identify potential project milestone completion dates. (7) Bid Phase: The Consultant shall provide services for response to bidders inquiries, participation at the Pre-bid Meeting and analysis of bid results in comparison to the Engineer s Estimate. (8) Construction Administration: The Consultant shall support the Authority with performance of construction phase duties to maintain the pace and schedule of the project. The Consultant shall pay special attention to long lead items and partner with the Authority and Contractor to seek ways to streamline the delivery. (9) Resident Engineering: The Resident Engineering Team will be Full Time on-site and will work closely with the Authority and Contractor concerning Airport Operational issues, traffic management, utility cut-overs, other ongoing construction contracts as well as inspection of the construction. (10) Project Closeout: The Consultant shall perform a thorough reconciling of all required closeout documents and financial obligations in order to avoid a protracted close out phase. Evaluation Criteria: The submission shall be evaluated on basis of: (1) Current level of experience and knowledge of the team for similar projects, particularly the Project Manager, (2) Geographic location and availability of the Project Manager, resident inspectors and other key personnel to be assigned to the project, (3) Experience and expertise of subconsultants, (4) Development of a BIM Model and management of a BIMxP (BIM Execution Plan) in support of Design and Construction. 4

6 (5) Demonstrated experience in Lean Planning, Lean Construction and long-term experience working collaboratively with CMs selected early in the design phase. (6) demonstrated ability to perform work with minimal disruption to airport operations, (7) Familiarity with MGL, including filed sub-bid experience, (8) Cost management and scheduling capabilities, (9) M/WBE and affirmative action efforts, please indicate the proposed % of M/WBE participation (10) Current level of work with the Authority, and past performance for the Authority, if any, (11) Experience with sustainable design concepts and resiliency, and (12) Project understanding and technical approach to this project. The selection shall involve a two-step process including the shortlisting of a minimum of three firms based on an evaluation of the Statements of Qualifications received in response to this solicitation, followed immediately by a final selection of the consultant by the Authority. The Authority reserves the right to interview the firms prior to final selection, if deemed appropriate. Submissions Requirements: Each submission shall include a Statement of Qualifications that provides detailed information in response to the evaluation criteria set forth below and include Architect/Engineer & Related Services questionnaires SF 330 ( with the appropriate number of Part IIs. M/WBE Certification of the prime and subconsultants shall be current at the time of submittal and the Consultant shall provide a copy of the M/WBE certification letter from the Supplier Diversity Office, formerly known as State Office of Minority and Women Business Assistance (SOMWBA) within its submittal. The Consultant shall also provide an (1) original and fourteen (14) copies of litigation and legal proceedings information, signed under the pains and penalties of perjury, in a separate sealed envelope entitled Litigation and Legal Proceedings. See for more details on litigation and legal proceedings history submittal requirements. In order to be eligible for selection, all aspects of Chapter 7C, Section 44 of the General Laws of the Commonwealth of Massachusetts shall be satisfied including the majority of the firm s Board of Directors or ownership shall be registered in the Commonwealth of Massachusetts in accordance with the applicable provisions of the statute. Consultants shall furnish professional registration status of the firm s board of directors or ownership. All individuals responsible for technical disciplines shall, upon commencement of the project, be registered Architects or Engineers, in that discipline, in the Commonwealth of Massachusetts. The Authority may reject any application if any of the required information is not provided: Cover Letter, Insurance Requirements, Litigation and Legal proceedings, Registration of the Board of Director as defined in MGL Chapter 7C Section 44, and SF330 Part IIs for the Prime and every subconsultant. Submissions shall be printed on both sides of the sheet (8 1/2" x 11"), no acetate covers. An (1) original and Fourteen (14) copies of a bound document AND one PDF version on a disc each limited to: 1) An SF 330 including the appropriate number of Part IIs, 2) Resumes of key individuals only each limited to one (1) page under SF 330, Section E, 3) No more than ten (10) projects each limited to one (1) page under SF 330, Section F, 5

7 4) No more than 3 sheets (6 pages) of information contained under SF 330 Section H addressing the evaluation items (except for the litigation and legal proceedings history), and 5) No more than 2 sheets (4 pages) of other relevant material not including a 2 page (max.) cover letter, SDO certification letters, covers, dividers, and other required information. The only exception to these requirements is professional liability insurance for negligent errors and omissions shall have a minimum limit of $5,000,000. This submission, including the litigation and legal proceedings history in a separate sealed envelope as required shall be addressed to Houssam H.
