1 Basis of Cost Estimate: 1. The purpose of this cost estimate basis is to document methods and reference materials used; and to describe how rates, prices and costs were developed to produce the Feasibility Study Alternatives Estimates (CWE). 2. Project Title: Kenai Bluffs Bank Stabilization, Alaska 3. Brief Description of Project: The purpose of this study is to identify a design to stabilize the bluff along a one-mile reach of riverbank at the mouth of the Kenai River that is subject to wave attack during storms. The proposed project location is just upstream of the mouth of the Kenai River where it meets Cook Inlet. The site is characterized by a steep eroding bluff approximately 70 feet high on the north side and a low lying wetland and tide flat on the south side. 4. Documents Referenced for Scope of Work: Alternatives Drawings, Technical Specifications, and the Feasibility Report. Quantities and dimensions were verified with the project designers. Project conditions and construction costing were based upon the alternatives presented in APPENDIX A, HYDRAULIC DESIGN. Lands and Damages costs, and quantities for Relocations were provided by the Real Estate branch. PED, SIOH and the Cultural Resources costs were provided by the PM/PF. 5. 5 Contingency 20% SIOH 8% Escalation 5.15% 8. Factors impacting the estimate: The earthwork project includes materials, labor, and heavy equipment costs. Long transport distances for materials and mobilization translate to increased labor time and fuel costs. Fuel price is volatile in Alaska. Weather is a direct impact on working in the marine coastal environment with landbased and floating equipment. There are environmental windows to complete the work, and marine vessel traffic in Kenai River is busy in summer fishing season. This work has moderate to above average risk. 9. Major Assumptions: The Contractor will furnish all labor, equipment, supplies and materials to accomplish the work. There is no local material source and little competition for quarry materials. The earthwork is well understood, but access to the bluff toe is difficult with unstable slopes, tides, winds and eroding banks. To deliver materials and equipment to the slope toe, temporary pads will be needed at the river bank. A combination of land-based and floating marine equipment is needed. Construction mid-point is assumed to be Dec Off-season work may be required, but revetment construction in freezing weather is not satisfactory. Date 4/15/2017 Project : Kenai River Mouth Relocation Alt#2 (4) CWE - River Mouth Relocation (Jetties) COE Standard Report Selections Title Page Kenai River Mouth Relocation Alt#2 (4) CWE - River Mouth Relocation (Jetties) The Secretary of the Army was directed in the Energy and Water Development Appropriations Act of 2002, Senate Report , to expend up to $500,000 to conduct a "special technical evaluation of bank stabilization needs along the lower Kenai River." Kenai is located on the western coast of the Kenai Peninsula, fronting Cook Inlet. It is approximately 65 air miles and 155 highway miles southwest of Anchorage. Problem Definition: For many years the City of Kenai has been concerned with the ongoing erosion of a one-mile portion of the steep bluff along the north bank of the Kenai River, just upstream of the river mouth. Over the past few decades the bluff has been significantly receding, requiring the relocation of privately owned buildings, as well as city infrastructure and utilities. Unless measures to control the erosion and protect the bluff are implemented, bluff erosion is expected to continue, further threatening existing buildings, infrastructure, and utilities within the city in proximity to the bluff. The top of the bluff intersects approximately 46 parcels in the project area. According to the Kenai Peninsula Borough s GIS maps, several parcels that appear to have previously been located at the top of the bluff are now along the bluff toe or in the water due to bluff recession. As such, all alternatives will involve temporary construction easements or permanent acquisition of some properties to accommodate the work and/or cut back slope. The project design life to be used in calculations of economic costs and benefits, as well as material specifications, is 50 years. Estimated maintenance costs for the duration of the project life will be amortized and compared as a present value. The cost of any material expected to need replacement within the project life will be added to the project costs. Climate data are compiled by the Western Regional Climate Center (WRCC). Extreme temperatures have ranged from -47ºF to 93ºF. Temperatures typically stay above freezing for approximately 100 days during the summer season. The area receives approximately 19 inches of precipitation annually. The mean annual total snowfall is approximately 61 inches, with an average of approximately 12 inches of snow depth during winter months. Tide elevations at Kenai typically fluctuate with a range of approximately twenty vertical feet, reaching the toe of the bluff at high tide. River ice is prominent in the Kenai River during winter months. Both sea ice and river ice collect at the toe of the bluff. The project shall withstand forces from river ice and sea ice. The design alternatives shall minimize adverse environmental impacts.
