1 PART 1 GENERAL 1.1 SUMMARY SECTION TEMPORARY FACILITIES AND CONTROLS A. Work of this Section consists of requirements for temporary utilities, support facilities, and security and protection facilities, including but not limited to the following: 1. Fence and enclose work site. 2. Provide temporary scaffolding over public sidewalks. 3. Provide off-site material storage. 4. Construction indoor air quality requirements. 5. Project identification sign. 1.2 DEFINITIONS A. Permanent Enclosure: As determined by Architect, permanent or temporary roofing is complete, insulated, and weathertight; exterior walls are insulated and weathertight; and all openings are closed with permanent construction or substantial temporary closures. 1.3 USE CHARGES A. General: Cost or use charges for temporary facilities shall be included in the Contract Price. Allow other entities to use temporary services and facilities without cost, including, but not limited to Owner, Architect, testing agencies, and authorities having jurisdiction. B. Sewer Service: Contractor shall pay sewer service use charges for sewer usage by all entities for construction operations. C. Water Service: Contractor shall pay water service use charges for water used by all entities for construction operations. D. Electric Power Service: Contractor shall pay electric power service use charges for electricity used by all entities for construction operations. 1.4 SUBMITTALS A. Miami Office of Zoning: Provide the Office of Zoning with a temporary construction plan that includes the following: a construction parking plan, with an enforcement policy; a construction noise management enforcement policy; and a maintenance plan for the temporary construction site. This plan is subject to the review and approval of the Zoning Administrator prior to the issuance of any building permits and shall be enforced during construction activity. All construction activity shall remain in full compliance with the provisions of the submitted construction plan. Failure to comply may lead to a suspension or revocation of the building permit. 1. Submit copies of all correspondence with the Office of Zoning, including the approved construction plan, to the Owner. B. Site Plan: Show temporary facilities, utility hookups, staging areas, and parking areas for construction personnel. 1. Submit location of project staging and material storage areas. 2 C. Moisture-Protection Plan: Describe procedures and controls for protecting materials and construction from water absorption and damage, including delivery, handling, and storage provisions for materials subject to water absorption or water damage, discarding water-damaged materials, protocols for mitigating water intrusion into completed work, and replacing water damaged work. 1. Indicate sequencing of work that requires water, such as sprayed fire-resistive materials, plastering, and describe plans for dealing with water from these operations. Show procedures for verifying that wet construction has dried sufficiently to permit installation of finish materials. D. Dust-Control and HVAC-Control Plan: Submit coordination drawing and narrative that indicates the dust-control and HVAC-control measures proposed for use, proposed locations, and proposed time frame for their operation. Coordinate with Section , CONSTRUCTION INDOOR AIR QUALITY. E. Erosion- and Sedimentation-Control Plan: Show compliance with requirements of authorities having jurisdiction. F. Fire-Safety Program: Show compliance with requirements of NFPA 241 and authorities having jurisdiction. Indicate Contractor personnel responsible for management of fire-prevention program. 1.5 QUALITY ASSURANCE A. Electric Service: Comply with NECA, NEMA, and UL standards and regulations for temporary electric service. Install service to comply with NFPA 70. B. Tests and Inspections: Arrange for authorities having jurisdiction to test and inspect each temporary utility before use. Obtain required certifications and permits. C. Permits and Fees: Obtain and pay for all permits, fees and charges related to temporary work. D. Codes and Authorities Having Jurisdiction (AHJ) for Temporary Facilities and Utilities: Comply with each requirement of AHJ rules, regulations, codes, including those of utility companies, OSHA, and industry standards including, but not limited to the following: 1. NFPA Code 241, Building Construction and Demolition Operations. 2. ANSI-A10 Series, Safety Requirements for Construction and Demolition. 3. NECA National Joint Guideline NJG-6, Temporary Job Utilities and Services. 4. Electrical Service: NEMA, NECA, and UL. 5. U.S. Architectural & Transportation Barriers Compliance Board's ADA-ABA Accessibility Guidelines. 1.6 PROTECTION OF EXISTING IMPROVEMENTS, EQUIPMENT AND UTILITIES A. Contractor shall protect from damage all existing improvements and utilities at or near the work site and on adjacent property of a third party, the locations of which are made known to or should be known by Contractor. Contractor shall repair any damage to those facilities, including those that are the property of a third party, resulting from failure to comply with requirements of this Contract or failure to exercise reasonable care in performing the work. If Contractor fails or refuses to repair the damage promptly, the Owner may have the necessary work performed and charge the cost to Contractor inclusive of associated fines and penalties. B. Should Contractor encounter any utilities, lines, or structures not shown on the Drawings or not correctly located thereon, Contractor shall immediately stop all work adjacent thereto. Contractor shall immediately notify the Engineer, who will issue instructions indicating the method of TEMPORARY FACILITIES AND CONTROLS

3 proceeding. If Contractor damages any utility, line, or structure, whether or not shown on the drawings, the Engineer shall be immediately notified and the concerned Authorities contacted for remedial action. 1.7 USE CHARGES A. General: Installation and removal of and use charges for temporary facilities shall be included in the Contract Price unless otherwise indicated. Allow other entities to use temporary services and facilities without cost, including, but not limited to, Owner's construction forces, Architect, testing agencies, and authorities having jurisdiction. B. Sewer Service: Pay sewer-service use charges for sewer usage by all entities for construction operations. C. Water Service: Pay water-service use charges for water used by all entities for construction operations. D. Electric Power Service: Pay electric-power-service use charges for electricity used by all entities for construction operations. PART 2 PRODUCTS 2.1 UNAUTHORIZED MATERIALS A. Materials and products required for work of this section shall not contain asbestos, polychlorinated biphenyls (PCB) or other hazardous materials prohibited by authorities having jurisdiction. 2.2 MATERIALS A. Pavement: Comply with DIVISION 32. B. Fabric Screening For Chain-Link Fencing: Required for all chain-link fence installations unless indicated otherwise. C. Wood Enclosure Fence: Plywood, 8 feet high, framed with four 2 by 4 inch rails, with preservative-treated wood posts spaced not more than 8 feet apart. D. Lumber and Plywood: Comply with requirements in Section , ROUGH CARPENTRY. E. Gypsum Board: Minimum 1/2 inch thick by 48 inches wide by maximum available lengths; regular-type panels with tapered edges. Comply with ASTM C36 / C36M. F. Insulation: Unfaced mineral-fiber blanket, manufactured from glass, slag wool, or rock wool; with maximum flame-spread and smoke-developed indexes of 25 and 50, respectively. G. Paint: Comply with requirements in Section , PAINTING. 2.3 TEMPORARY FACILITIES A. Field Offices, General: Provide at the construction site temporary field offices of size, construction, and location within the Work limit lines, as acceptable to the Owner's Representative. 1. Field offices shall be universally accessible in accordance with the U.S. Architectural & Transportation Barriers Compliance Board's ADA-ABA Accessibility Guidelines. B. Field Offices: Provide insulated, weathertight, air-conditioned field offices for the sole use of the TEMPORARY FACILITIES AND CONTROLS

4 Architect's field representative and of the Owner's Representative. Review layout and design with the Architect and install on the project site in an approved location within 15 days of approval. 1. Provide prefabricated and completely finished office trailer units sized to accommodate the requirements below. Where comprised of more than one unit, attach units to form a single working area at least equal to the required area. Construction and installation shall conform to ANSI A119.1 and modifications noted herein, except that requirements that pertain exclusively to use as dwellings (such as mobile home fire warning equipment for kitchens and bedrooms) shall not apply. 2. Field Offices located within 30 feet of the building shall be of noncombustible construction or protected with automatic sprinklers. Where located 30 feet or more from the building, the offices may be of combustible construction in accordance with NFPA 241. Complete office facility shall include the mechanical and electrical equipment, service connections, and office furnishings specified herein. Field Offices shall not be erected where it will adversely affect any means of exit. 3. Space and Arrangement: Provide a minimum of 600 gross square feet of floor area with: a. At least one separate, private office, minimum 120 square feet in area. b. A private toilet room with water closet, lavatory, hot water heater, medicine cabinet, paper towel and toilet paper dispensers. c. One conference room, minimum 300 square feet. d. Windows: Minimum two (2), minimum total area of ten percent (10%) of floor area, with operable sash and insect screens, located to provide views of construction area. e. The remainder of the space to be arranged with plan storage and layout space, open office area, file and sample storage, copy and fax area, general office use. 4. Services and Connections: Water, sanitary, electrical, and other required services shall be connected to existing public utilities systems. Service lines shall be adequately sized and correctly placed to perform their function without damage or interruption to service. 5. Internet Connection: Provide broadband internet connection to all computers. 6. Equipment: a. Electric Water Cooler or Bottled Water Dispenser. b. Heating: Forced air system sized to provide a minimum of 72 deg F inside temperature under the ASHRAE winter outside design conditions applicable to the construction site location. Provide distribution system sufficient for uniform heating and comfort. c. Ventilation: Mechanical type sufficient for comfort during the change between heating and cooling seasons. d. Air Conditioning: Mechanical refrigeration, forced are system sufficient to provide a minimum of 72 deg F inside temperature under ASHRAE summer outside conditions applicable to the construction site location. e. Alternate Equipment: Provide the equivalent heating, ventilating, and air conditioning in a single combination unit or other combinations acceptable to the Architect. f. Electrical: Complete wiring system including service entrance per ANSI C1, National Electric Code. Provide one duplex convenience outlet for each 150 square feet of floor space; plus at least one duplex convenience outlet per desk location, minimum. Provide additional outlets for water cooler and HVAC units as required. Provide at least 4 dedicated outlets for copy machines and laser printers. Provide switch controlled fluorescent fixtures, capable of maintaining minimum illumination of 20 footcandles at desk height. 7. Furnishings: a. Two (2) standard size desk with six drawers and a swivel arm desk chair. b. One (1) plan table: 48 x 96 inches. c. One (1) conference table to seat six (6) people, six (6) folding chairs. d. One (1) plan rack to hold a minimum of eight (8) sticks of project drawings. e. One (1) standard four-drawer legal-size metal filing cabinet with file separators and locks provided with not less than 2 keys. TEMPORARY FACILITIES AND CONTROLS

5 f. 2 hours fire proof, four-drawers legal size filing cabinet with lock and not less than 2 keys. g. 12 Lin. Ft. of 12" bookshelves in main space and eight Lin. Ft. of 2-tier helving in office. h. Two (2) straight chairs. i. One waste basket per desk and table. j. One tackboard, 36 in. x 48 in. k. One copy machine, with at least the following features: 1). Capable of normal use of 2000 copies per month. 2). Plain paper, dry toner type. 3). Capable of reduction from legal to letter size. l. One FAX machine, with at least the following features: 1). Dedicated telephone line. 2). All paper and required accessories for the length of the project. m. Computers 1). Two (2) Dell or equivalent computers; include service and upgrades for the length of the project. Minimum requirements: a). Processor: Intel Core i processor (6MB Cache, 3.10GHz) b). Operating System: Genuine Windows 7 Professional, 64bit c). Video Card: Intel HD Graphics (VGA, HDMI) d). Memory: 4GB Dual Channel DDR3 SDRAM at 1333MHz e). Hard Drive: 500GB Serial ATA Hard Drive (7200RPM) f). Optical Drive: 16X DVD+/-RW Drive g). Sound Card: Integrated h). Modem: Integrated i). Network Card: Integrated 10/100/1000 Ethernet j). Input Devices: USB Keyboard and Mouse; webcam. k). Output Devices: Speakers; headset. 2). Two (2) Dell brand or equivalent twenty inch (20") or larger LCD monitors having a maximum resolution of 1600x900 at 60 Hz. 3). One (1) Hewlett Packard brand Laserjet printer/plotter, or equivalent. Include all paper, toner/ink, required accessories and regular maintenance for the length of the project. 4). Two (2) Lexmark E460DN or better laser printers. Include all paper, toner, required accessories and regular maintenance for the length of the project. 5). Software: Microsoft Office Professional 2010,, AutoCAD 2000, latest Adobe Acrobat Professional, latest WinZip, latest version of Oracle Primavera, and McAfee or Norton antivirus software. n. Standard fabric roller shades or metal or vinyl slat venetian blinds at all windows. o. ABC fire extinguishers in accordance with ANSI Z112.1, NFPA 10, and NFPA 241, for size, number, location, and density. 8. Maintenance Service: Provide all maintenance, including light, heat, water, sanitary, and janitorial service during the contract period or until removal is directed by the Architect. Pay all service fees, including telephone and internet. Keep offices and restrooms clean and wash windows periodically. 9. Removal and Clean-up: Remove the complete Field Offices facilities promptly upon written direction from the Architect. Disconnect, cap, and/or remove all services as appropriate. Return area to pre-contract or other finished condition as appropriate. 10. Sign: Provide and install exterior plywood signs identifying the SI Field Office; size, painted and lettered as directed by the Architect. C. Parking: 1. Allocate 2 parking spaces, as near as practicable to common-use field office specifically allocated for Owner. 2. 6 allocated for Architect. D. Storage and Fabrication Sheds: Provide trailers or sheds sized, furnished, and equipped to accommodate materials and equipment for construction operations. 1. Locate shops and sheds where acceptable to Owner and authorities having jurisdiction (AHJ). 2. Store combustible materials apart from building. 3. Relocate storage during construction process, around site and off-site, as needed. 4. Prior to completion of construction, when required for the completion of site work, all temporary storage facilities and surplus stored materials shall be removed from the site and areas restored to suitable condition as acceptable to the Owner and Architect. 2.4 EQUIPMENT A. Fire Extinguishers: Portable, UL rated; with class and extinguishing agent as required by locations and classes of fire exposures. B. HVAC Equipment: Unless Owner authorizes use of permanent HVAC system, provide vented, self-contained, liquid-propane-gas, fuel-oil, or electric heaters with individual space thermostatic control. 1. Use of gasoline-burning space heaters, open-flame heaters, or salamander-type heating units is prohibited. 2. Heating Units: Listed and labeled for type of fuel being consumed, by a testing agency acceptable to authorities having jurisdiction, and marked for intended use. 3. Permanent HVAC System: If Owner authorizes use of permanent HVAC system for temporary use during construction, provide MERV filters as referenced in Section , CONSTRUCTION INDOOR AIR QUALITY, and remove at end of construction. 2.5 PROJECT IDENTIFICATION SIGNAGE A. Provide, install, and maintain two (2) Project Identification Signs of design, construction, and location approved by Owner. 1. Shop Drawing Submittal: Submit for approval the proposed design layout and confirmation of the exact names and text of the signs. 2. Install on the construction fencing as soon as possible after erection and completion of the construction fencing where directed. 3. At substantial completion, remove signs and turn them over to the Owner. B. Project Identification Sign: 1. Height: 8 Feet 2. Length: Adjustable 3. Grommets: Every 12 inches 4. Substrate: Vinyl (14-16 ounce weight) 5. Color: 4 color/ 200 DPI (the DPI might increase for more detailed images or copy) 6. Include the following information on each sign: a. Project Name b. Project Number c. Project Cost d. Miami-Dade County Logo e. The names of the following: Miami-Dade County Mayor, Board of County Commissioners, District and Commissioner for the District, County Attorney, Department of Cultural Affairs Director, Architect and Consultants, General Contractor. 7 C. Furnish, erect, and maintain signs as required by applicable safety regulations or as necessary to safeguard life and property. D. Provide informational signs at each field office and storage shed, and directional signs to direct and control construction personnel and visitor traffic into and within site. Relocate as Work progress requires. E. No other signs are allowed without Owner permission except those required by law. F. Obtain any required permit(s) for construction signage prior to installation of the construction signs. PART 3 EXECUTION 3.1 PROJECT CONDITIONS A. Temporary Use of Permanent Facilities: Installer of each permanent service shall assume responsibility for operation, maintenance, and protection of each permanent service during its use as a construction facility before Owner's acceptance, regardless of previously assigned responsibilities. 3.2 EXAMINATION A. Carefully examine installation areas with Installer present, for compliance with requirements affecting Work performance. 1. Verification of Conditions: Verify that field measurements, surfaces, substrates, structural support, utility connections, tolerances, levelness, plumbness, humidity, moisture content level, cleanliness and other conditions are as required by the manufacturer, and ready to receive Work. 3.3 INSTALLATION, GENERAL A. Locate facilities where they will serve Project adequately and result in minimum interference with performance of the Work. Relocate and modify facilities as required by progress of the Work. B. Provide each facility ready for use when needed to avoid delay. Do not remove until facilities are no longer needed or are replaced by authorized use of completed permanent facilities. C. Equipment and Tools: Provide all necessary equipment including, but not limited to, hoists, lifts, scaffolding, machines, tools and the like, for execution of the Work. 1. Provide safe access to all parts of the Work. 3.4 TEMPORARY UTILITY INSTALLATION A. General: Install temporary service or connect to existing service. 1. Arrange with utility company, Owner, and existing users for time when service can be interrupted, if necessary, to make connections for temporary services. B. Public Services: Provide temporary public services such as, street lighting, night lighting, sidewalks, covered passages, signs, signals and the like, as requested by authorities having jurisdiction (AHJ). C. Sewers and Drainage: Provide temporary utilities to remove effluent lawfully. 1. Pumping and Drainage: Provide pumping and drainage as needed to properly dispose of TEMPORARY FACILITIES AND CONTROLS

8 standing and running water regardless of its source. D. Water Service: Extend existing water service and distribution piping in sizes and pressures adequate for construction. E. Sanitary Facilities: Provide temporary toilets, wash facilities, and drinking water for use of construction personnel. Comply with authorities having jurisdiction (AHJ) for type, number, location, operation, and maintenance of fixtures and facilities. F. Heating and Cooling: Provide temporary heating and cooling as required by construction activities for curing or drying of completed installations or for protecting installed construction from adverse effects of low temperatures or high humidity. 1. Select equipment that will not have a harmful effect on completed installations or elements being installed. a. Do not use heaters that would interfere with curing of mortar and grout or damage any materials. 2. Provide temporary heat to protect the exterior construction against injury or damage resulting from cold temperature and dampness, to heat materials, and to maintain the minimum temperatures specified herein and in individual specification sections. 3. Protect building from soot, smoke and fire damage. G. Ventilation and Humidity Control: Provide temporary ventilation required by construction activities for curing or drying of completed installations or for protecting installed construction from adverse effects of high humidity. Select equipment that will not have a harmful effect on completed installations or elements being installed. Coordinate ventilation requirements to produce ambient condition required and minimize energy consumption. H. Electric Power Service: Provide electric power service and distribution system of sufficient size, capacity, and power characteristics required for construction operations, including temporary offices and security lighting. 1. Contractor will pay for cost of service. I. Lighting: Provide temporary lighting with local switching that provides adequate illumination for construction operations, observations, inspections, and traffic conditions. 1. Install and operate temporary lighting that fulfills security and protection requirements without operating entire system. J. Telephone Service: Provide temporary telephone service in common-use facilities for use by all construction personnel. Install one (1) telephone land-line for each field office. 1. Provide additional telephone lines for the following: a. Provide a dedicated telephone line for each facsimile machine and computer in each field office. 1). Exception: If DSL cable provided for computer data line is provided, a dedicated telephone line for a facsimile would not be required. 2). Exception: If DSL cable service provided and Internet e-fax service is provided, a dedicated telephone line for facsimile would not be required. b. Provide one (1) telephone land-line for Owner's use. 2. At each telephone, post a list of important telephone numbers. a. Police and fire departments. b. Ambulance service. c. Contractor's home office. d. Owner's office. e. Architect's office. TEMPORARY FACILITIES AND CONTROLS

9 f. Engineers' offices. g. Owner's office. h. Principal subcontractors' field and home offices. 3. Provide superintendent with cellular telephone or portable two-way radio for use when away from field office. K. Electronic Communication Service: Provide temporary electronic communication service, including electronic mail and e-fax, in common-use facilities. 1. Provide DSL computer service in primary field office. 3.5 SUPPORT FACILITIES INSTALLATION A. Temporary Support Facility Enclosures: Provide incombustible construction for offices, shops, and sheds located within construction area or within 30 feet (9m) of building lines. 1. Comply with NFPA Provide temporary enclosures to maintain proper temperatures and to prevent weather damage. 3. Always maintain safe means of egress. 4. Maintain support facilities until near Substantial Completion. 5. Remove before Substantial Completion. 6. Personnel remaining after Substantial Completion will be permitted to use permanent facilities, under conditions acceptable to Owner. B. Streets, Walks and Grounds: Maintain public and private roads and walks clear of debris caused by construction operations. 1. Immediately repair each event of damage caused to streets, drives, curbs, lawns, plantings, sidewalks, fences, poles and similar items where disturbed or damaged by building construction and leave them in as good condition after completion of the Work as before operations started. C. Temporary Road and Paved Area Curb Cuts: Protect and maintain existing paved areas adequate for construction operations. Provide safe and protected construction access to construction and indicate on Drawings. Repair, or if not acceptably repairable, replace curb, sidewalk and paving, to a standard that matches or is better than the original condition. 1. Provide dust-control treatment that is nonpolluting and non-tracking. Reapply treatment as required to minimize dust. D. Traffic Controls: Comply with requirements of authorities having jurisdiction (AHJ). 1. Protect existing site improvements to remain including curbs, pavement, and utilities. 2. Maintain access for fire-fighting equipment and access to fire hydrants. E. Parking: Construction personnel shall park only offsite. F. Dewatering Facilities and Drains: Comply with requirements of authorities having jurisdiction (AHJ). Maintain Project site, excavations, and construction free of water. 1. Dispose of rainwater in a lawful manner that will not result in flooding Project or adjoining properties nor endanger permanent Work or temporary facilities. 2. Remove snow and ice that interferes with work or safety or as required to prevent damage to work in place, and as required to minimize accumulations G. Project Identification and Temporary Signs: Provide Project identification and other signs as TEMPORARY FACILITIES AND CONTROLS

10 required by AHJ. Install signs where indicated to inform public and individuals seeking entrance to Project. Unauthorized signs are not permitted. 1. Provide temporary, directional signs for construction personnel and visitors. 2. Maintain and touchup signs so they are legible at all times. 3. Project sign design to be provided by Architect, furnished and installed by the Contractor. H. Waste Disposal Facilities: Comply with construction waste management requirements specified in Section , CONSTRUCTION WASTE MANAGEMENT. 1. Provide waste-collection containers in sizes adequate to handle waste from construction operations. Comply with requirements of authorities having jurisdiction. 2. Comply with Section , EXECUTION, for progress cleaning requirements. I. Lifts and Hoists: Provide facilities necessary for hoisting materials and personnel. 1. Truck cranes and similar devices used for hoisting materials are considered "tools and equipment" and not temporary facilities. J. Temporary Elevator Use: Coordinate with Owner temporary use of elevators. Provide for protection of all interior surfaces. Repair or replace construction damaged finishes and equipment. 1. Contractor shall replace motors in freight elevator if Contractor uses freight elevator for more than 40 hours during construction. K. Temporary Use of Permanent Stairs: Cover finished, permanent stairs with protective covering of plywood or similar material so finishes will be undamaged at time of acceptance. 3.6 SECURITY AND PROTECTION FACILITIES INSTALLATION A. Protection: Protect all nearby people and property. Provide and maintain barricades, warning signs and lights, railings, walkways and the like. Immediately repair damaged property to its condition before being damaged. B. Environmental Protection: Provide protection, operate temporary facilities, and conduct construction in ways and by methods that comply with environmental regulations and that minimize possible air, waterway, and subsoil contamination or pollution or other undesirable effects. 1. Comply with work restrictions specified in Section , SUMMARY. C. Temporary Erosion and Sedimentation Control: Provide measures to prevent soil erosion and discharge of soil-bearing water runoff and airborne dust to adjacent properties and walkways, according to requirements of authorities having jurisdiction. 1. Inspect, repair, and maintain erosion and sedimentation-control measures during site construction. D. Stormwater Control: Comply with authorities having jurisdiction. Provide barriers in and around excavations and subgrade construction to prevent flooding by runoff of stormwater from heavy rains. E. Noise Control: Perform demolition and construction operations to minimize noise. 1. Perform noise-producing work in less sensitive hours of the day or week as required by requirements of the City of Miami Code. TEMPORARY FACILITIES AND CONTROLS

11 F. Dust, and Pollution Control: Conform to the requirements of authorities having jurisdiction (AHJ). 1. Contractor shall control dust at all times. 2. Fugitive dust shall be controlled through wetting, sweeping, and other suppression techniques. 3. Contractor shall maintain on-site water trucks. 4. Trucks hauling materials and excavate from the site shall be covered. 5. Refer to Section , CONSTRUCTION INDOOR AIR QUALITY. G. Pest Control: Engage pest-control service to recommend practices to minimize attraction and harboring of rodents, roaches, and other pests and to perform extermination and control procedures at regular intervals so Project will be free of pests and their residues at Substantial Completion. 1. Obtain extended warranty for Owner. 2. Perform control operations lawfully, using environmentally safe materials. 3. Provide pest control during construction that does not harm humans or pets, non-target species and is not toxic, carcinogenic, mutagenic or teratogenic. H. Site Enclosure Fence: Before construction operations begin, furnish and install site enclosure fence in a manner that will prevent people and animals from easily entering site except by entrance gates. 1. Extent of Fence: As indicated on Drawings. 2. Maintain security by limiting number of keys and restricting distribution to authorized personnel. I. Security Enclosure and Lockup: Install substantial temporary enclosure around partially completed areas of construction. Provide lockable entrances to prevent unauthorized entrance, vandalism, theft, and similar violations of security. 1. Provide watchman service, if necessary, to protect the Work. J. Barricades, Warning Signs, and Lights: Comply with requirements of authorities having jurisdiction for erecting structurally adequate barricades, including warning signs and lighting. K. Temporary Enclosures: Provide temporary enclosures for protection of construction, in progress and completed, from exposure, foul weather, other construction operations, and similar activities. Provide temporary weathertight enclosure for building exterior. 1. Where heating or cooling is needed and permanent enclosure is not complete, insulate temporary enclosures. L. Temporary Fire Protection: Install and maintain temporary fire-protection facilities of types needed to protect against reasonably predictable and controllable fire losses. Comply with NFPA 241. Take every possible precaution to prevent fire: 1. Prohibit smoking in construction areas and 50 feet from entrances. 2. Supervise welding operations, combustion-type temporary heating units, and similar sources of fire ignition according to requirements of authorities having jurisdiction (AHJ). 3. Develop and supervise an overall fire-prevention and protection program for personnel at Project site. Review needs with local fire department and establish procedures to be followed. Instruct personnel in methods and procedures. Post warnings and information. 4. Provide temporary standpipes and hoses for fire protection. Hang hoses with a warning sign stating that hoses are for fire-protection purposes only and are not to be removed. Match hose size with outlet size and equip with suitable nozzles. 5. Store hazardous materials in a manner and at locations acceptable to authorities having TEMPORARY FACILITIES AND CONTROLS

12 jurisdiction (AHJ). 6. Provide several fire extinguishers for each work area. 7. Schedule Work to make permanent fire protection systems operational at the earliest possible time. 3.7 OPERATION, TERMINATION, AND REMOVAL A. Supervision: Enforce strict discipline in use of temporary facilities. To minimize waste and abuse, limit availability of temporary facilities to essential and intended uses. B. Maintenance: Maintain facilities in good operating condition until removal. 1. Maintain operation of temporary enclosures, heating, cooling, humidity control, ventilation, and similar facilities on a twenty four (24)-hour basis where required to achieve indicated results and to avoid possibility of damage. C. Temporary Facility Changeover: Do not change over from using temporary security and protection facilities to permanent facilities until date of accepted Substantial Completion. D. Termination and Removal: Remove each temporary facility when need for its service has ended, when it has been replaced by authorized use of a permanent facility, or no later than Substantial Completion. Complete or, if necessary, restore permanent construction that may have been delayed because of interference with temporary facility. Repair damaged Work, clean exposed surfaces, and replace construction that cannot be satisfactorily repaired. 1. Materials and facilities that constitute temporary facilities are property of Contractor. Owner reserves right to take possession of Project identification signs. 2. Remove temporary paving not intended for or acceptable for integration into permanent paving. Remove materials contaminated with road oil, asphalt and other petrochemical compounds. Repair or replace street paving, curbs, and sidewalks at temporary entrances, as required by authorities having jurisdiction. E. At Substantial Completion, clean and renovate permanent facilities used during construction period.
