Remediation activities occurring onsite are expected to cause dust from soil handling and transport, noise from excavation/remedial activities and emissions of volatile organic compounds (VOCs) to the air during the VOC targeted remediation. To provide information on the ambient air and noise, monitoring is occurring at the ite during remedial activities until the scheduled completion at the end of ovember. Total suspended particulate (TP) sampling and noise level are monitored daily at four stations (AQ1 through AQ4) around the ite; locations are indicated on the ite Plan attached. Weather statistics are collected from a meteorological monitoring station (W1), which is also shown on the attached ite Plan. TP results will be compared to the current Ministry of the nvironment and Climate Change (MOCC) 24 hour average Ambient Air Quality Criteria (AAQC) (MO, 2012) of 120 μg/m 3, and a corresponding 1 hour average TP of 292 μg/m 3 to assess the potential for exceeding the TP criterion. oise limits were based on alternative sources as there are no regulatory limits defined by the MOCC or the City of Brantford. These guidelines indicate noise attributable to excavation/remediation activities should generally aim to be below 70 decibels (dba) or 5 dba over the baseline (pre construction) noise levels (whichever is higher) (Department of nvironment & Climate Change ew outh Wales, 2009; Massachusetts Turnpike Authority, 2002). Background sampling for TP and noise was conducted from October 10 to 12, as summarized in Table 1 below. 2 icole Wilmot, M, MCIP, RPP Page 2 ovember 13, 2015 The TP sampling was conducted to have an understanding of baseline conditions and ensure there was no background source contributing to particulate levels. The noise levels were measured to determine whether the action level would be 70 dba or 5 dba over the baseline. Based on the background noise readings, the action level for noise used for the ite is 70 dba based on a 1 hour equivalent continuous noise level (L eq ). It is expected, however, during heavy operations the noise limits may be exceeded due to proximity of activities to the property boundaries. This excessive noise will be limited to working hours (7am to 7pm) and should any noise concerns be raised, efforts will be made to mitigate the issue. The VOC monitoring program includes monitoring at four locations (shown as 1 to 4 on the ite Plan in Attachment 2) on the south property line to measure the potential exposure to residents in proximity to the VOC remediation area. amples are collected using 6 litre umma canisters during the period when VOC remediation is occurring. amples were analyzed at an accredited lab, and results compared to the MOCC 24 hour average AAQC for VOCs (MO, 2012) as listed in the summaries in Attachment 2. Monitoring commenced as of October 28, to correspond with the start of the VOC remediation. Results ummary A summary of the daily monitoring activities (TP and noise) that occurred between October 26 th and 31 th are provided in Attachment 1. Results indicate there were generally no TP and noise exceedances or environmental monitoring concerns for the initial part of the week, with the exception of some battery/power problems at a couple of the stations. On October 29 through 31, elevated sound levels occurred within working hours due to major excavation and soil blending occurring. VOC analytical results from the ambient air samples are provided in Attachment 2. All results were below the MOCC AAQC, with the exception of some parameters on October 28: 1,4 dichlorobenzene was detected at an elevated concentration at tation 2, but thought to be due to an issue with excess remaining vacuum in the umma canister. Also, due to this excess vacuum in the sample, some adjusted laboratory method detection limits exceeded the MOCC AAQC, but no contaminants were measured above these adjusted detection limits. All detected concentrations and laboratory method detection limits were below the MOCC AAQC in subsequent sampling.
