Boucher, Landscape Architecture Environmental Planning Urban Design Re: 4401 Fallowfield Road (O Keefe Court), Ottawa: Tree Conservation Report Following my site visit on August 18, 2009, and an updated vegetation assessment by a certified arborist again in November 2012, I have provided below a Tree Conservation Report in accordance with the City of Ottawa Tree Conservation Report Guidelines. Existing Conditions The site is an 11 hectare parcel located on the south side of O Keefe Court, and is bounded by Hwy. 416 on the west, Strandherd Drive to the south and Fallowfield Rd. to the east. The only development in the immediate vicinity consists of a large sports park and SW pond, and a single family development to the north. The larger surrounding area was formerly agricultural land and contains many small woodlots and stands of successional trees as well as a number of hedgerows. The site itself approximately 1.5 m lower than the O Keefe Court street elevation and is primarily unvegetated except for two woodlots, one at the extreme western end of the site near Hwy. 416 and the other a small stand of successional vegetation, the bulk of which is located on the adjacent commercial site. The attached report dated August 2012 prepared by ISO certified arborist Barbara Hemmings, provides a detailed description of the existing vegetation and its value. There were no species of trees or trees on the site possessing genotypical or phenotypical characteristics that would be considered unique in the Ottawa region. There was no Butternut observed on this site. As such, it can be concluded that no significant trees warranting extraordinary preservation measures exist in this particular parcel. The attached airphoto composite shows the existing vegetation groupings, relevant contextual information and the pattern of the proposed development. Impacts of Development At the moment detailed subdivision or servicing plans are not available hence it is not possible to discuss impacts on the vegetation in specific terms, suffice it to say that due to the anticipated grade changes, excavation for services and buildings, and the construction of roads and other facilities, most of the vegetation will be removed. The alteration of site grades will make it difficult for the cedars to survive, while the poplars and elms are best replaced by new hardwoods such as Sugar and Red aple, Basswood, Hackberry and Red Oak, and conifers such as White Spruce, Tamarack and White Cedar. 3 individual or groups of trees in areas of the site where disturbance can be minimized and where the vegetation is not in direct conflict with the proposed development. 5 The subject lands are zoned in their entirety as IP [1219] H(11)-h, an Industrial Business Park Exception [1219] Holding Zone with a height limit of 11 metres. The subject property is designated as Employment Area on Schedule B of the City of Ottawa Official Plan. The site is situated within the South Nepean Secondary Plan Area (Area ) as identified on Annex 6 to the Official Plan. The property is located under a designated Extensive Employment Area under Schedule A of the Secondary Plan and is listed as a Prestige Business Park. 7. The purpose for which the Tree Conservation Report is being prepared. The report is being prepared to support the Plan of Subdivision approval for the property. The objective of the report was to identify any significant trees or stands of trees and recommend strategies for tree preservation during development of the site. The lands are currently vacant. It is proposed to develop the site with a variety of employment uses permitted by the IP Business Park Industrial Zone, including prestige office uses, hotel and associated secondary uses, and a place of worship. Internal access to the site is proposed to be provided through three new streets. A stormwater management pond is also proposed to provide quantity and quality control of runoff. 8. A schedule of the proposed works, including the start and end dates and the construction period. To be determined 9. It is an isolated pocket of unused land with two separate woodlots. The objective of this report is to identify significant trees, stands of trees, and hedgerows and recommend strategies for tree preservation during development and construction at the site. It is not a tree risk assessment and therefore does not consider future conditions or targets. Due to the season (late fall) the condition of the trees is determined by evaluating crown and stem health including amount of deadwood, twig and shoot growth, die back, visible decay, presence of mushrooms, conks, cankers, wounds, cavities, forks, multiple attachments, included or loose bark, excessive end weight, lean, visible cracks, hangers, and girdling roots. With some very mature trees it was difficult to identify them however none were considered significant specimens. Heights of trees are estimated and not precise. 1

9 Definitions Condition Ratings Very good condition describes a tree exhibiting normal, vigorous growth with minimal amounts of fine deadwood, no structural defects or visible signs of disease. Good condition describes a tree with 60 to 90% normal canopy density, little or no dieback, some deadwood but no major dead stems or limbs, possible infestation causing minor damage and minor cavities at wound sites and only minor structural defects. Fair condition describes a tree declining with 30 to 60% of normal canopy density, twig and branch dieback, failure of one scaffold branch, infestation causing significant damage, mix of small, medium, and large deadwood, or presence of disease and decay causing structural instability. Treatment recommended by an arborist would be essential but would not guaranty survivability especially if subjected to root loss caused by construction activity. Poor condition is a tree with less than 30% canopy, or dieback of large major scaffold branches, or failure of more than one scaffold branch, loose bark, severe infestation and irreparable damage, or extensive decay causing structural stability. A tree described as poor is in severe decline and is unlikely to tolerate any root damage or fill soil typical of development and construction. Critical Root Zone, (CRZ) is established as being cm from the trunk of a tree for every centimeter of trunk diameter as per DBH. No grading or construction activity may occur within this area. D=diameter of trunk in centimeters D X cm = Critical Root Zone DBH or diameter at breast height means the measurement of the diameter of the trunk at 120cm. above grade. It is used for trees of 15cm in diameter or greater at breast height. Trees less than this are measured at a height of 30cm above grade. Qualified arborist, for the purpose of this report, is an expert in care and maintenance of trees and may be qualified by the Ontario inistry of Training, Colleges and Universities, an arborist certified by the International Society of Arboriculture, a consulting arborist registered with the American Society of Consulting Arborists, a Registered Professional Forester or person with similar qualifications approved by the General anager of Planning and Growth anagement of the Infrastructures Services and Community Sustainability Department of the City of Ottawa. Significant tree denotes a high quality tree, rarely found species, or species at risk; contributing to the evaluation is the location, size, or maturity and aesthetic value that it adds to the property and surrounding environment or whose loss will adversely and irreparably affect the environmental health of the area. 2

10 Species found at O Keefe Court The predominant vegetation is poplar. Some of the aspen are diseased with hypoxylon canker resulting in trees broken and weakened by stem infections. The eastern cottonwood also have some diseases. Dutch Elm Disease (DED) is present in the elm colony on the western edge and within the cedar grove. There are several trees of interest either because of their species or size. The species of trees identified on this site are: Apple (alus sp.) Basswood (Tilia americana) American Elm (Ulmus americana) American Beech (Fagus grandifolia) Black Ash (Fraxinus nigra) White Ash (Fraxinus americana) Paper Birch (Betula papyrifera) Blue Beech (Carpinus caroliniana) European White Birch (Betula pendula) Trembling Aspen (Populus tremuloides ) Cottonwood Poplar (Populus deltoids) Ironwood (Ostrya virginiana) Black Locust (Robinia pseudoacacia) anitoba aple (Acer negundo) Norway aple (Acer platanoides) Sugar aple (Acer saccharum) Bur Oak (Quercus macrocarpa) Black Cherry (Prunus serotina) Scarlet Hawthorne (Crataegus coccinea) Staghorn Sumac (Rhus typhina) White Pine (Pinus strobus) White Cedar (Thuja occidentalis) Buckthorn, Glossy and European, (Rhamnus sp.) Willow (Salix alba x _ sp.) There are no butternut trees. For this report the property has been divided into 4 sections, each one representative of the varied vegetation of the site. See site plan drawing page 24. Section 1 is an irregularly shaped area bound on the north by O Keefe Court, on the east by Fallowfield Road up to the boundary line traversing the property and on the west side by the hardwood woodlot. 3

11 There are many stunted apple trees and shrubs such as hawthorns, buckthorn and dogwood. Above: Eastern corner of O Keefe Court. Part of section 1 Section 2 is east of center, bound by the horizontal line traversing the woodlot, the south boundary along Fallowfield Rd up to the deep ditch that bisects the property north to south and includes the hardwood woodlot. Within the woodlot there are many mature maple, poplar and oak. Water runs through the ditch and is joined at one end by a large culvert that runs under the 416 on ramp. Woodlot in Section 2 4

12 Section 3 is bounded on the north side by O Keefe Court, on the east by the deep ditch and on the west by eastern edge of the coniferous woodlot and on the south by the 416 on ramp. It is mainly meadow grasses and shrubs but there are cottonwood poplars and groups of anitoba maples along the O Keefe roadside. There are also small elms and black locust. Poplars and saplings in Section 3 Section 4 is a somewhat triangular wedge bound by the south property line along the 416 on ramp, O Keefe Crt on the north and on the east by the edge of the coniferous woodlot. 13 Sample Surveys. A defined sampling point using a plot was set out in each of the four sections. See lists for inventory of species, numbers, sizes and descriptions in Appendix A. Trees of Significance Trees are numbered on the site plan and include all trees of significance over cm in diameter. See Appendix B and site plan drawings pages 25 and 26. Positions are only approximate. Trees of Significance in Section 1 There are very few trees of significance in this area. For this reason one eastern cottonwood, a fast growing weedy tree, is included here as it may be in a locationn whereby it might survive. A large elm outside the fence at the edge of the roadside ditch on Fallowfield is included in the table below. 14 Photo 3, Tree #6 American Elm outside fence Photo 4, Tree #6 Trees of Significance in Section 2 The woodlot has many mature trees some of significance but others with poor structure and declining states. ost of the old oaks and basswood have multiple stems, no branches below 8 and are top heavy. any have broken tops with cavities. See Photos 5 to 8. There are also several mature trembling aspens but most are diseased and tops are broken. However there are several maples, beech and ash that should be considered for conservation as described in Table 2 below. There are a few trees along the outer edges, along the deep ditch and a windrow which has formed along the O Keefe side. It consists mainly of anitoba maples, eastern cottonwood and a few black locust. any of the poplar are diseased. See photos 12 and 13. There are some black locust that have formidable thorns. 19 Trees of Significance in Section 4 This section is largely a dense cedar woodlot with remnants of an old lane running east west through it. The section opens up slightly in the east central area where there are several mature hardwoods, mostly trembling aspen. There is some hypoxylon disease amongst them. There are several elm trees including one outside the woodlot which, along with others, has Dutch Elm Disease now threatening the remaining ones in here. Photos 16 and 17 above showing dense cedar woodlot. Generally these trees are growing very close to each other and their canopies start very high with the exception of those at the edges. It may be possible to conserve only groups of trees in this section since partial removal will damage root and support structures. Future exposure to direct light may cause sun scalding to some trunks. With the exception of some small ash trees there are not many along the outer edges that are suitable for conserving. Ash trees in this region are under threat from Emerald Ash Borer (EAB). 12

21 Tree Conservation and Protection Once the trees to be retained are determined it is critical to provide them with the prescribed protection in order to ensure the best chances of survival. Grade changes and soil compaction in the general root zone restricts water and moisture penetration leading to root damage and dieback which in turn becomes apparent in the foliage and eventually the tree experiences canopy die back. The decline can become more critical if the tree is a species that is less tolerant than others to such changes. Damaged roots or trunk are a means of access for destructive fungi and diseases which may also kill a tree. Therefore any disturbance within the critical root zone must be avoided. All efforts should be made to respect this protection area. For this reason, the City of Ottawa includes the following instructions in their guidelines for Tree Conservation Report: Erect a fence at the critical root zone (CRZ) of trees; Do not place any material or equipment within the CRZ of the tree; Do not attach any signs, notices or posters to any tree; Do not raise or lower the existing grade within the CRZ without approval; Tunnel or bore when digging within the CRZ of a tree; Do not damage the root system, trunk or branches of any tree; Ensure that exhaust fumes from all equipment are NOT directed towards any tree's canopy. It should also be noted that any pruning to a tree retained should only be done by or under the guidance of a qualified arborist. 14
