1 Brief note on Perspective transmission Plan for 20 Year ( ) Annex I Overview : The perspective transmission plan is basically indicative in nature and covers the transmission systems at 400kV and above voltage levels. The Perspective transmission Plan for 20 Year ( ) has been formulated in two parts, Part I : Evolving Transmission System Additions for 13 th Plan i.e. up to and Part II: Evolving Transmission Corridors for period i.e. 14th, 15th Plans and beyond up to In respect of part one, i.e. up to 13 th Plan end, transmission system has been evolved based on State wise demand projections and generation plants under various stages of implementation. In regard to part two, as the generation has been de licensed and generation plants in this timeframe are yet to take off, it is not possible to identify the optimum generation plan for the period In such a scenario, broad transmission corridors have been identified. Load Growth : The electricity demand projections of each state/region has been considered as per 18th EPS (Electric Power Survey) of the country upto 15th Plan i.e. up to A forecast for 2034, by extrapolating the EPS figures has been made as the 18th EPS does not provide forecast for the year The total demand of the country including export to SAARC countries is expected to grow from 148 GW at present to 615 GW by as shown below. For the purpose of this report, an assessment has been carried out to identify generation capacity

2 The projection of generation beyond has been made utilising the result of the Report of the Working Group on Integrated Strategy for Bulk Transport of Energy, [part of the Report of National Transport Development Policy Committee (NTDPC) setup by Cabinet Secretariat] supplemented with additional information as available with regard to nuclear, hydro projects in SAARC, gas resources. Two generation addition scenarios have been identified for 14th and 15th Plan Periods, Scenario I as per NTDPC report and Scenario II considering low availability of Gas and additional imported coal. A generation capacity scenario for has been considered by scaling up the coal based and gas based capacities of scenario I. The installed capacity including SAARC import grows from 250 GW at present upto 1029 GW by as shown below. The state wise details is given at Annexure 2. In order to find out the requirement of transmission system, the import / export requirement has been worked out on the basis of total power available within a Region/State considering the generation projects physically located in the Region/State irrespective of its classification as well as the projected demand. The base Load Generation scenario has been evolved for 3 seasons viz. winter, summer and monsoon and peak and off peak conditions for each of the seasons. The import/export of different regions as well as the SAARC countries is shown below :

Beyond 13 th plan, broad requirement of interregional transmission capacity has been estimated. A summary of the growth of 400kV and above transmission system from 11 th to 13 th Plans period is indicated below:

Accordingly, it is estimated that total fund reqruiement for 13th Plan would be of the order of Rs. 2,60,000 crore as against Rs. 2,34,000 crore required in 12th plan period. This would comprise of Rs. 1,60,000 crore for 400kV and above transmission system and about 1,00,000 crores for 220 kv and below systems most of which would be as state transmission systems. Way Forward : The transmission system identified for the 13 th Plan would be firmed up through further detailed studies like transient stability, low frequency oscillations, reactive power compensation, short circuit and measures to limit fault levels etc. While implementing the Transmission Plan important factors like Issues related to ROW and forest clearance; mechanisms for secured operation of large Indian grid; developing adequate balancing facilities and mechanisms for handling variable nature of renewable Energy sources of generation etc need to be addressed. The details of various corridors would be worked out depending on the status of various future generation, load growth as well as transmission projects. The intra state transmission system is to be developed by the State Transmission Utilities. For a coordinated development process aiming at perspective optimization in meeting the growth targets, it would be appropriate that the State Transmission Utilities prepare their State Electricity Plans taking advantage of development plans for regional grid system and focusing on the specific requirements of the concerned State.
