1 Highland Park Neighborhood Association Meeting Notes Meeting Date: September 12 th, :00pm: President Glascock called the meeting to order. With no changes or edits, the August 2017 meeting minutes were approved. Announcements: Welcome new residents/attendees Police: Officer King attended: Incident Report (this month ): Burglaries: 1, UBEV: 0, Auto Theft: 0, Robbery: 0 Incident Report (last month): Burglaries: 3, UBEV: 7, Auto Theft: 2, Robbery: 1 30 th St. S. and 28 th St. S. from Highland towards Clairmont tickets being written for parking violations and police asked to focus here. (E Sanfelippo contacted Gregory Ogles with city traffic engineering re: possibility of painting yellow stripes in no parking areas. Reply: Yellow is a designated color for a designated function on the roadway and using it as a no parking zone is prohibited in the MUTCD (Manual on Uniform Traffic Control Devices). E. Sanfelippo to check No Parking signs on 30 th and request additional ones (Officer King said some were missing and made it unclear where there is no parking on this road in some parts.) Question about whether an attempted UBEV (unlawful breaking and entering of a vehicle) is actually a UBEV. Attempted is NOT a UBEV. Several abandoned vehicles reported to Officer King to be flagged and potentially towed. Warnings/tickets being written for off leash dogs in parks General Safety Information: If you see something, say something! Call South Precinct: Burglaries tend to happen during the day Surveillance cameras are helpful for BPD, so share footage with them if you have/get it. Continue to keep an eye out and call police if you see anything suspicious or are the victim of a crime. If you see finger prints, notify the responding officer so prints can be taken. Fire Department: did not attend Get Alarmed Program is providing residents with a free smoke detector. Contact the Birmingham Fire and Rescue Service Department s Fire Prevention Bureau at or call the Department s Public Education Bureau at General Information: Call Police or Fire Department if you see suspicious activity (relating to fires). Public Works: Chris Pinke and Tammy Wheeler did not attend Contact Tammie Wheeler at tammie.wheeler@birminghamal.gov or re: inoperable cars and overgrown yards (and furniture and large trash dumped by apt. dwellers without dumpsters on street. She can contact apt. bldg. owners to let them know). NUSA Conference Contribution. Suggestion of donation of $1000 of Neighborhood Association funds to contribute to NUSA Conference (Neighborhoods USA) that will be held in Birmingham in (we currently have about $30k in NA account)

2 Elizabeth Sanfelippo made a motion to approve. Larry Contri seconded. All approved, none opposed. Report from City Councilor Valerie Abbott (valerie.abbott@birminghamal.gov) When contacting her, please copy Darryl Lee, her assistant: (Darryl.lee@birminghamal.gov) City Council meeting today is rescheduled for tomorrow due to potentially bad weather SW Framework Plan (zoning plans for each neighborhood) is being voted on by the council. Zoo update new entrance work being planned with greenspace. Zoo has raised $ for project and city allocated funds, too. $ allocated for Drug Trafficking Task Force. Non-Discrimination clause exists for city contracts and Non-Discrimination Ordinance being proposed. Proposed $25k inauguration party for City Council to be voted on. Abbott will vote NO. $355k in re-bid for city paving project. LED lighting coming to Highland Park. AL Power is dictating the color/temp. and wattage of bulbs despite requests to alter them. ALDOT footing bill for Hanover Circle repaving +$400k project New complaints for roads needing repaving are taken on an ongoing basis for future consideration, so please report to 311 New Business: Upcoming City Runoff Elections: Mayor William Bell spoke about his candidacy and answered questions from the attendees: Sidewalk Master Plan being implemented starting with ADA work (ramps, etc.). Proposing Smart Paving Plan which would have all city streets re-paved within 5 years. Question re status of redevelopment of Southtown Housing Project. This is a federal property, so requires federal approval. Talks are in the works for future plans for the area to be mixed use. Question about what can be done for properties not being maintained (specifically the Sister Houses). President Glascock informed us that they are currently in design review with the city, and a resident informed us that the ownership had been changed from an individual to an LLC. Question re bid for future SEC baseball games. Mayor informed us that there is an agreement in place for Hoover to keep that bid opportunity at the Hoover Met. Question re opening date for Top Golf. Dec Question re redevelopment of former Carraway Hospital. Developer is currently proposing offices, amphitheater, etc. Question re redevelopment of MacArthur School. Developer is looking into ideas. Question re former Trinity/Montclair Hospital and plans to maintain the walking trail along Montclair Rd. in front of the hospital buildings. Bell wants Amazon to open their new headquarters there. Proposed re-zoning in progress to make some of hospital property into mini storage facility. Senate Runoff Election: Tuesday, September 26 th City Runoff Elections: Tuesday, Oct. 3 rd

3 Old Business: Sister Houses (on Rhodes Park) : no update Rushton Park Community Garden (see attached proposed rules and ideas for design of storage shed and fencing) approved with Parks Dept. and currently working on design for storage, beds, etc. est. $45k project. Working with BWWB on water supply. Proposed groundbreaking in Spring This would be fist community garden in public city park, and Parks Dept. is excited about this. 30 5x8 plots leased to residents. Working on partnering with local 501c3s instead of strating one of their own. Plans for steering committee to meet with Alison Glascock and Carl Sosnin for smaller group discussion/updates. Questions: What will happen to existing trees in the area of the volleyball court? No trees will be removed as part of this plan. What will happen to the conduit/pipes at the corners of the volleyball court? They are looking into this. highlandparkgardens@gmail.com or Vwmcdonald90@gmail.com to request a spot or ask questions. New Business: Meet and Greet with Mayor Bell will take place Sept. 19 5:30-7:30 at Silvertron Cafe Adjournment: With no further business, the meeting was adjourned at approximately 8:00pm. Next meeting will take place at Highland Golf Course (UPSTAIRS at the clubhouse) on Tuesday, October 10 th, 2017 at 7pm.
