1 ROWE ELEMENTARY SCHOOL DISTRICT ROWE SCHOOL COMMITTEE MEETING MINUTES Rowe Town Hall Thursday, April 18, :30 PM I. Call to Order: Lisa Miller called the meeting to order at 5:37PM.. Attending were Lisa Miller, Lisa Danek-Burke, Cindy Laffond, Michael Buoniconti, Superintendent, Joann Blier, Business Manager, and Bill Knittle Principal II. Audience of Citizens: Ann Foshay, Bill Loomis, Marilyn Wilson Bill Loomis had a question for the Superintendent. Bill stated he had a meeting with the MSBA Executive Director, Jack McCarthy. Bill brought up the fact that no one from Rowe had heard from any representatives or any department of the Mass. Government regarding the Rowe School fire in offering help. Jack McCarthy said that was not true. He said he had contacted our Superintendent shortly after the fire and he explained the emergence process and the Superintendent stated we have a place for the kids to go as another school had extra space. Bill wondered why this information was not passed on to the School Com Michael said he did remember that call. He said the focus at that time was to find a place for the students to attend school. Michael state it wasn t a knowing over site and he didn t think it affected the process at all. Joanne Blier stated she was directed to look into the MSBA funding but then the school com. sent her a letter stating they were not interested in MSBA. Lisa Miller said that was months later. Superintendent Buoniconti didn t understand what harm had been done. Bill Loomis state that the town was wondering why no one from the state hadn t even contacted us. Michael stated his energies were into finding a place for the students. Lisa Danek Burke state she thought it had been reported at a meeting but couldn t at that time find the min. There were July 25 th, Aug 15 th and Aug. 17 th meeting min. that are missing. Lisa Miller was to check with Ellen as two of those meetings were joint with the selectmen. III. Hawlemont Regional and Rowe School Districts joint School Committee meeting April 23, 2013 IV. Minutes: Motions were made to accept as read the Oct. 24, Nov. 15, Nov. 20, 2012 and Dec. 13, 2012 min. with unanimous yes vote. Motion was made and seconded to approve the Jan. 9, 2013 min., with a unanimous yes vote. Motion was made and seconded to approve the Jan. 18 th min as amended. Unanimous yes vote. Motion was made and seconded to accept the Feb. 8 th min. as amended. Unanimous yes vote. Motion was made to accept the Feb. 21 min as amended. A vote of 2 yes and 1 abstained. A motion was made and seconded to accept the Feb. 28, 2013 min. Unanimous yes vote
2 V Action Items: 1. A motion was made and seconded to approve the overnight trip to Washington, D.C. for Rowe Grades 5 and 6 May 20 24, Unanimous yes vote 2. A motion was made and seconded to cut down the pine trees by the school building and maybe take the trees to a sawmill. And look into reusing the lumber. Lisa Danek thought they might be able to use the boards in the school. Lisa D said she knows someone that may saw them for us, she will check on that. Unanimous yes vote 3. Motion was made and seconded to authorize payment of and determine funding source for Mirick O Connel $5, invoice for legal services rendered for the period ending Feb., This will be turned over to the selectmen and out of lost wages. No vote taken 4. A motion was made to authorize payment of and determine funding source for CDW Government$2, invoice for the purchase of three CISCO WRLS-N AP W/POE, three NEC NP-V26-X DLP XGA 3D and three NEC Universal Ceiling Mounts Unanimous yes vote To come out of Regular Fire Warrant 5. Vote to authorize payment of and determine funding source for CDW Government $56.97 invoice for the purchase of three CISCO 3-Year Small Business Support Service Agreements. Unanimous yes vote 6. A motion was made to reverse Budget Transfer previously approved by the Rowe School Committee of a total of $22,424 from multiple Central Office accounts to $8,648 to Building maintenance Contracted and $13,776 from Tech Tuition for a total of $22,424. At the March Rowe School Committee meeting, the Rowe School Committee decided to reverse these transfers and to go back to the Town of Rowe to request additional funds to cover the increased Central Office costs as a result of the new Three-District Shared Expense Agreement. Unanimous yes vote 7. A motion was made to authorize a Rowe special town meeting warrant article to cover the increased Central Office costs of $22,281 as a result of the new Three- District Shared Expense Agreement. Motion was seconded 8. A motion was made to vote to transfer $9,712 from Tech Tuition to Mohawk Tuition to cover the tuition for an additional student at Mohawk from Rowe, as verified by the Rowe Town Clerk. Unanimous yes vote 9. A motion was made to vote to transfer $8,648 from Building Maintenance contracted to Building Rental to cover rent at the Hawlemont School. Unanimous yes vote 10. A motion was made to transfer an expenditure of $10, from Building Rental to Building Rental Fire due to not enough funds being available to cover the cost of Rent 11. A motion was made for 2 nd Read and Adopt IHBEA English Language Learners (ELL) seconded Unanimous yes vote VI. Principal s Report :
3 A. MCAS testing was finished on April 1 for the LA part. Will start the Math/Science testing on May 6 th B. Summer School, preference was to hold summer school at Town Hall. Bill Knittle will speak to selectmen about use of the town hall. C. Sturbridge field trip will be Thursday, April 25 for grades K-6 D. Book Fair wrapped up which was done jointly with Hawlemont E. Cultural Study of Peru went well classroom work, lunch, and performance F. School Calendar: Field Day is June 18 th in conjunction with Hawlemont. Activities in the morning at school then the afternoon at the lake. Graduation is on the 20 th of June place to be decided. It will be held at the Gazebo or the Rowe Park G. Jenny Bender, a Reading Specialist, will be coming in on the 1 st for a day, working with the teachers and grade level groups. Focused on guided reading. She will be bringing another consultant with her to look at needs of teachers and kids from two different perspectives. The end of June or this summer we have some teachers coming in to work with our teachers on how to use ipads in the classroom and with different groups H. Karen Duda (Burns) will be doing an after school program with both Hawlemont and Rowe students. The students will pay the fee. I. Colonial Fair on May 30 th all 5 th grades at the Wilder House in Buckland J. There will be an Art/Music show on May 31 st in the evening. VII Report of the Chairperson: A. Lisa would like the contact information for School Com. members on the web site. Michael will also set it up so SC members will have a private but will just come to our private address. B. Lockdown; Lisa said she did not mean for it to be cancelled she was just looking for more information. Lisa had talked with Beth Bandy Hawlemont Chair, and they had been talking about this for months at meetings. Lisa said to Beth for better communication she would include her in s that concerned both schools. Michael stated he gives both schools the same level of information but felt Lisa asked far more questions. Michael felt Lisa s to him was she wanted the brakes put on the lockdown. Michael will call Lisa next time there is a question of this magnitude. Better communication between Lisa and Michael will be worked on. They will have another which is scheduled for June. Some improvements will be made to the building, doors, locks, etc. Principal Knittle will not make calls to parents after 7:30PM. C. Secretary s position will be looked at after we see how the budget is coming along. VIII Report of the Superintendent A. Lisa Danek Burke asked about the numbers on students for next year. Lisa stated to best of her knowledge there are only 2 Choice Students in next years 6 th grade Michael will recheck the numbers B. Michael presented an operating budget for FY13 and FY14 to hand out at town meeting C. School Calendar Proposal, Michael said they are not going to flip elementary and secondary. School Calendar for next year will have more frequent early releases on
4 Wednesday afternoons. They will have to come up with some kind of afternoon school program to help the parents on those Wed. afternoons. D. New Educator Evaluation System there will be a 1 st meeting on that and Lisa Danek Burke will attend for Rowe. IX. Report of the Director of Pupil Personnel Services. none X. Financial Information: Joann brought the Operating Statement for FY13, Rental Payment Report and the Expense Report for FY She explained that right now there may be about a $20,000 difference between FRCOG and her Budget Sense. But that Budget Sense she believes is correct. She believes that last Junes bills that came in were put on this year s bills with FRCOG. (They had just taken over Rowe s books on July 1, 2012) Also some of the bills were lost in the fire. Joann stated we can show by PO # s that they belong on last year s money. FRCOG is the official book but feels Budget Sense is correct and they are working together on it. Joann went over major areas of the Operating Statements to see where we stand. Subs are costing us over $20,000. Have a surplus in Secondary education of $4,000. Bottom line is we are in the red for almost $29,000. The 3 big items are 3 District Agreement, Subs and the Rent. The fire acct. can take care of the rent. Lisa Danek Burke made a motion to transfer expenditure of $10, from Building Rental to Building Rental-fire due to not enough funds being available to cover the cost of rent. Motion was seconded and a unanimous yes vote. Seconded with a unanimous yes vote XI XII Unfinished Business none New Business. Cindy Laffond brought a question on why the Art Teachers related arts bill was not shared with Hawlemont. We have been sharing this for 15 years. Joann will talk with Principal of Hawlemont about this. Cindy Laffond made a motion for the Rowe School com. to perform an evaluation of the Supt. for the School year using the evaluation form agreed on for FY Chair Miller will ask Judy Willis to send it electronically. Superintendent Buoniconti said the other School Com. have already started their evaluations. XIII. Subcommittee Reports A. Policy Subcommittee. None B. Transportation Subcommittee none C. Negotiations Subcommittee None XIV. Executive Session None
