4 MINUTES OF THE PEACE RIVER TOWN REGULAR COUNCIL MEETING HELD ON NOVEMBER 24, 2014 IN THE COUNCIL CHAMBERS Award, Honorable Mention that the Museum staff received on behalf of the Town on October 16, 2014, and introduced some of the Museum Board members: Klaas Sipma, John Clarke, and Karen Rumball, Kate Churchill, Geoff Milligan, Megan Purcell. Kate Churchill, Planner, Mackenzie Municipal Services Agency, provided Council with information regarding the planning aspect of the Heritage Preservation and the connection of planning and what it does to the sense of community identity. 2. Peace River & District Chamber of Commerce Board of Directors - Economic Development Officer for Peace River Amy Murphy, Board of Directors of the Peace River & district Chamber of Commerce Member, Andy Gauvreau, Past President of the Chamber, and Michael Mathews, Current President of the Chamber, presented the views of the Board regarding the Town of Peace River's need for an Economic Development Officer. Mayor Tarpey recessed the meeting at 6:09 pm. Mayor Tarpey reconvened the meeting at 6:18 pm. VI VII BYLAWS UNFINISHED BUSINESS 1. Garbage Contract The "Collection, Removal & Transportation of Solid Waste" contract concludes on December 31, 2014 and Council gave Administration direction to negotiate an extension which would be mutually acceptable to both parties. Waste Management has provided Council with a proposal which includes a 10% increase for the short term extension. MOTION Councillor Burr that Council approve option 1 to accept Waste Management's proposal to extend the current Residential Garbage Contract to May 31st, 2015 and increase the 2015 Waste Management Operating Budget - Contracted Services an additional $8, to reflect the 10% increase. 5 MINUTES OF THE PEACE RIVER TOWN REGULAR COUNCIL MEETING HELD ON NOVEMBER 24, 2014 IN THE COUNCIL CHAMBERS VIII NEW BUSINESS 1. Animal Control Animal Control Services for the Town of Peace River are a contracted service. The contract for the provision of animal control has expired and a new contract is required. MOTION Deputy Mayor Manzer moved that a contract for the provision of Animal Control Services be awarded to the Peace Regional SPCA for a period of three (3) years, commencing January 1, 2015 with the possibility of extension of one (1) year. MOTION CARRIED 3. MD of Peace No Community Partnership Program: Shaftesbury Water Line Extension MD of Peace No Community Partnership Program: Shaftesbury Water Line Extension was brought forward. The MD of Peace No. 135 would like to submit an application under the Alberta Community Partnership Program (ACP) in order to fund the preliminary engineering for a proposed extension of the regional waterline along Shaftesbury Trail and would like support of the Town of Peace River for this project. MOTION Councillor Needham moved that the Town of Peace River write a letter of support to the MD of Peace No 135's joint application under the Alberta Community Partnership Program to fund the preliminary engineering costs for a proposed extension of the regional waterline along Shaftesbury Trail. MOTION CARRIED 2. Peace River Childcare Association - Letter of Support Request The Peace River Childcare Association is requesting a letter of Municipal Opinion from the Town of Peace River, in support of their grant application to the Community Facilities Enhancement Program. Councillor Behnke moved to direct Administration to provide a letter of 3 Page 5 of 73

MOTION CARRIED 3. MD of Peace No Community Partnership Program: Shaftesbury Water Line Extension MD of Peace No Community Partnership Program: Shaftesbury Water Line Extension was viewed earlier in the meeting. 4. Air Monitoring Committee Member Appointment The Town of Peace River has received a request to have a Council member to sit on the newly organized Air Monitoring Committee. MOTION Councillor Needham moved to accept the invitation to sit on the Air Monitoring Committee as information. MOTION CARRIED 5. Teamsters Canada - TV Ad on Rail Safety Teamsters Canada has worked tirelessly in the last few months to improve the rail industry's self-regulation. Their latest initiative is an ad campaign broadcast inviting the federal government to hire more inspectors to ensure stricter application of rail safety regulations and asks the Town of Peace River for support. MOTION Deputy Mayor Manzer moved to accept Teamsters Canada's request for support regarding an ad campaign broadcast as information. MOTION CARRIED 6. ATCO Gas - ATCO Gas Management Christmas Reception Invitation ATCO Gas will be hosting a Christmas Reception on Wednesday, December 3, 2014 in Edmonton, Alberta. MOTION Councillor Burr moved to accept ATCO Gas invitation to the December 3, 2014 Christmas Reception as information. MOTION CARRIED 4 Page 6 of 73

Murphy Oil Corporation - Business Mixer Invitation Murphy Oil Corporation will be hosting a Business Mixer reception on November 25, 2014 from 5 pm to 8 pm at the Sawridge Inn in Peace River, Alberta. MOTION IX Councillor Behnke moved to enable Council to attend the November 25, 2014 Murphy Oil Corporation's Business Mixer from 5 pm to 6 pm. MOTION CARRIED REPORTS 1. Cheque Register to: 1. November 10, November 19, 2014 MOTION X Councillor Ford moved to accept Cheque Registers to November 10, 2014 and November 19, 2014 as information. MOTION CARRIED COUNCILLOR REPORTS 1. Councillor Ford - Community Liaison Officer Holly Porterfield, RCMP Community Liaison Officer, is leaving Peace River for other endeavors and Council would like to present her with a token of their appreciation for her dedication to the community. MOTION Councillor Ford moved to obtain a picture of the Town of Peace River and present it to Constable Holly Porterfield for her dedicated work for the last 6 years in the Town of Peace River. MOTION CARRIED 2. The following meetings did/will take place: Councillor Needham attended the AAMDC Conference in Edmonton, Alberta, where he had an opportunity to meet with Shell Canada Corporation and discussed current and potential development 5 Page 7 of 73

Councillor Needham also attended the Peace River & District Chamber of Commerce Luncheon. Deputy Mayor Manzer also attended the AAMDC where she had the opportunity to discuss the flood mitigation in the Peace River Area as well as the future building of roads and bridges. Deputy Mayor also attended the Mighty Peace Watershed and Medical Clinic meetings. Councillor Sawchuk attended a Municipal Planning Commission and Economic Development discussion meetings, as well as the Museum Board meeting. Councillor Sawchuk will be attending the Mackenzie Municipal Services Board Land Use Bylaw Seminar. Councillor Sawchuk will be playing Santa Claus at the Town staff's children's Christmas party. Councillor Behnke, along with Councillor Sawchuk, attended an informal lunch meeting with the Arena Fundraising Committee representative to discuss the format of fundraising. Councillor Behnke will be attending the Town staff's children's Christmas party where she will have the opportunity to determine Councillor Sawchuk's performance as Santa Clause and if he will be invited to repeat his performance next year. Councillor Ford attended the RCMP Advisory meeting and the Festival of Trees Dinner Gala hosted by the Peace Regional Women's Shelter. Councillor Burr checked out the Job Fair held at the Belle Centre and attended the Light Up the Park as well as the National Child Day festivities hosted by the Peace River ParentLink. Councillor Sawchuk will be attending the Mackenzie Municipal Services Board Land Use Bylaw Seminar. Mayor Tarpey attended the PREDA meeting on behalf of Councillor Behnke and attended the Light Up the Park event as well as the Festival of Trees Dinner Gala hosted by the Peace Regional Women's Shelter. All Council members will be attending the Business Mixer hosted by Murphy Oil Corporation and the Council Budget Meeting on November 25, 2014, and will be giving away candies at the Santa Parade on November 28, Page 8 of 73

MOTION CARRIED NOTICE OF MOTION XIV KEY COMMUNICATION ITEMS XIV KEY COMMUNICATION ITEMS was brought forward. 1. Successes and Opportunities for Improvement: Laura Gloor, Peace River Museum, Archives & Mackenzie Centre Coordinator, presented to Council the Alberta Culture Heritage Award, Honorable Mention that the Museum staff received on behalf of the Town on October 16, Kate Churchill, Planner with 7 Page 9 of 73

10 MINUTES OF THE PEACE RIVER TOWN REGULAR COUNCIL MEETING HELD ON NOVEMBER 24, 2014 IN THE COUNCIL CHAMBERS Mackenzie Municipal Services Agency, provided Council with information regarding the planning aspect of the Heritage Preservation and the connection of planning and what it does to the sense of community identity. For further information please contact Councillor Terry The Peace River & District Chamber of Commerce made a presentation to Council outlining the anticipated growth of the region in light of the Shell Carmon Creek project and other anticipated regional industrial developments. The focus was on the Chamber s concerns regarding the impacts this will have on our community both directly affecting the Town by way of housing shortages, retail/industrial opportunities and demands on infrastructure as well as the larger scale highways and bridges issues and how to best manage this growth and potential strain. The Chamber s desire is to see a position of a dedicated Economic Development Officer within the Town s administration. Currently, the Town of Peace River operates on a regional model following Council s decision to join the Lac Cardinal Regional Economic Development Board in June of Council will be looking to make a final decision on this matter within the next few months and will include the Chamber s concerns in the decision making process. A motion was passed to enter into an agreement with the Peace Regional SPCA for Animal Control. The contract is for $45, per year for three (3) years with the possibility of a one (1) year extension. For more information please contact Deputy Mayor Elaine Council approved a six (6) month extension on the current garbage removal contract. Requests for Proposals in regards to a new contract will be sent out early Council respectfully asks the community to be mindful of the size and weight of garbage receptacles being placed out for pick up. For more information please contact Mayor A request was put forth by the Peace River Childcare Association requesting a letter of support in order to assist in a grant application being submitted for reconstruction of the Sugarplum Day Care Centre. Council supports the Daycare Centre s request and looks forward to a successful application results. For more information 8 Page 10 of 73

Council continues the process of budgeting for the 2015 fiscal year. Tuesday, November 25, 2014 Budget Meeting will focus on the operational budget for the Department of Engineering and Infrastructure as well as an in-depth look at the Department s proposed 2015 Capital Budget component. 3. Notes and Reminders: The Peace River and Districts Santa Claus Parade takes place this Friday, November 28th. Come enjoy the festive floats! Parade is set to commence at 5:30 pm. For more information please contact the Peace River & District Chamber of Commerce Manager, Kelly Stuff a Bus!! Peace River Broadcasting is excited to team up with Lux Liner for the 4th Annual Stuff a Bus fundraiser! From 8 am - 8 pm, YL Country will be broadcasting live from the bus in support of the annual Toys for Tots campaign. We encourage everyone to bring a new, unwrapped gift down to help STUFF THE BUS. At this time nonperishable food items for the Salvation Army food bank will also be accepted! The Town of Peace River will be hosting a Christmas Open House at the Museum on December 10th from 5 pm to 8 pm. Come out and visit the Museum and staff and Council! MOTION CARRIED MOTION XIV XV Councillor Behnke moved to accept Administration's recommendation that the CAO be authorized to sell Lot 39, Block 11, 2700BK, at no less than fair market value ($64,740) as determined by an independent appraisal and furthermore, the purchaser be required to erect a suitable barrier along the east side of the property, if necessary, to ensure the safety of traffic should he choose to erect a retaining wall.
