Trainor Patti Ferguson, Administrator Melinda Stickney, Recording Secretary Jackie Pearase, Armstrong Advertiser CALL TO ORDER: Public Works Update Mayor Pieper called the meeting to order at 7:30 p.m. ADOPTION OF AGENDA: #176/09 MOVED by Councillor O Sullivan, seconded by Councillor Britton to adopt the Agenda for the Regular Council Meeting. CARRIED ADOPTION OF THE MINUTES: #177/09 MOVED by Councillor Britton, seconded by Councillor Rowe to adopt the Minutes of the Regular Council Meeting of July 13, CARRIED PRESENTATION OF REPORTS: Public Works Committee: Councillor R. Nitchie, Chair Councillor Nitchie stated that the Schubert Road project is now completed except for the hydro seeding which will be done in September. The Rosedale railway crossing will be upgraded the week of August 19 th and the road will be closed for the day. Signs will be up in advance to advise the public. This temporary fix of the crossing will last approximately five to ten years and the City will need to revisit in the next ten years or so. Councillor Nitchie stated that a very special presentation was made this afternoon by Mayor Pieper to Mr. Lance McGregor who has completed 20 years of service to the City. Mr. McGregor, Public Works Leadhand, was thanked for his hard work and the great stuff he does for the City. Draft for Approval Kerr Wood Leidal UV Treatment Plant Update Planter Donation for Spirit Square Councillor Nitchie reported that representatives of KWL attended this afternoon s meeting and provided a status report on the UV treatment plant project. The project is moving along well with the walls formed and BC Hydro starting installation of 3 phase power. There is currently a three week delay with the project but the contractor is confident that things will be back on schedule. Councillor Fowler reported that the contractor took members of Council to the site recently and that it was very interesting to see how things were coming together. Councillor Nitchie recognized Gentech Engineering for the donation of a cement planter and plants which they donated for display next to the Spirit Square. Page 5 of 44
6 Minutes of the Regular Council Meeting August 10, 2009 #178/09 MOVED by Councillor Nitchie, seconded by Councillor Britton to send a letter of thank you to Gentech Engineering for their generous donation of a planter and plants. CARRIED Chamber of Commerce Request for Road Closure Councillor Nitchie stated that the Chamber of Commerce has submitted a request to close Pleasant Valley Boulevard outside of the Spirit Square as part of their IPE Warm Up Event on August 27 th. Armstrong/Spallumcheen Museum & Arts Society re: 2009 IPE Parking Township of Spallumcheen re: Joint Fire Hall HVAC Tenders #179/09 MOVED by Councillor Nitchie, seconded by Councillor Rowe that Council authorize the closure of Pleasant Valley Boulevard between the addresses of 2520 to 2550 for an IPE Warm UP Celebration which is being held at the Spirit Square on August 27, 2009 from 2:00 pm to 6:00 pm. CARRIED Councillor Nitchie stated that the A-S Museum & Arts Society has submitted their annual request to use the City parking lots next to the museum and City Hall as a fundraiser during the IPE. #180/09 MOVED by Councillor Nitchie, seconded by Councillor O Sullivan that Council authorize the request of the A-S Museum & Arts Society to use the City parking lots at the Museum and City Hall for fundraising during the IPE. CARRIED Finance & Administration Committee: Councillor K. Rowe, Chair Councillor Rowe reported that correspondence was received from the Township regarding the tender for HVAC for the Armstrong-Spallumcheen fire hall. Two bids were received: Bry-Mac Mechanical ($22,962 plus GST) and Combined Mechanical ($22,971 plus GST). #181/09 MOVED by Councillor Rowe, seconded by Councillor Nitchie that Council accepts the Township s recommendation to award the Joint Fire Hall HVAC Tender to Bry-Mac Mechanical in the amount of $22,962.00, plus taxes, subject to the submission of a certified copy of a comprehensive liability insurance policy of not less than two million dollars in accordance with section B.1 of the Tender Documents Draft for Approval Councillor Trainor questioned whether the HVAC was for both heating and cooling. Administrator Ferguson said that it was for both. Councillor Trainor suggested that perhaps the City and Township could look at something similar for the arena and that this be raised for discussion at the next Joint Council meeting. CARRIED Planning & Development Committee: Councillor P. Britton, Chair Regional District of North Okanagan re: Industrial Lands/Regional Cooperation Councillor Britton reported that the City has received correspondence from the RDNO regarding regional cooperation over industrial lands and this matter has been reported in the newspapers. The City of Vernon is looking at expanding industrial users and is interested in opportunities that may exist in areas outside of Vernon. Armstrong has been identified as a possible source for industrial development. Page 6 of 44 Page 2 of 6
7 Minutes of the Regular Council Meeting August 10, 2009 Administrator Ferguson stated that Armstrong contributed to an RDNO study four to five years ago regarding industrial lands and suggested that this could be a resource for the current discussions. Mayor Pieper indicated that he would bring this up at the next RDNO meeting which he was attending on behalf of Councillor Trainor. BEAT and the Ministry of Transportation & Infrastructure Councillor Britton stated that the consultant working on the BEAT project, Ms. Laurie Williams received a letter of reply from MOTI regarding the upcoming Highway 97 widening project. MOTI has responded in writing to the questions raised by the BEAT Committee and this information will be used by the BEAT Committee in the development of trails. Community Services Committee: Councillor S. Fowler, Chair July 2009 Armstrong/Spallumcheen Fire Department Inspection, Investigation & Incident Call Out Reports Draw for Olympic Event Tickets Chamber of Commerce Update Verbal (Councillor K. Rowe) Community Initiatives Update Councillor Fowler reported that the July 2009 updated was received for information. Councillor Fowler stated that a draw for the Olympic event tickets is being organized by City staff. Everyone is encouraged to continue submitting stories to the Gamestown 2010 website. She highlighted that the tickets do not include transportation or accommodation costs. All residents will receive an envelope in the mail containing a letter from the Mayor, a ballot, and a walkability checklist. The draw for the winner will take place at Pumpkinfest October 24 th, Councillor Rowe reported that the recent Funtastic event went very well and that a final report will be presented at the Chamber s AGM. She advised Council that the Pumpkinfest catapult sponsor this year will be ReMax. The community block party for businesses has been moved to August 27 th from 2:00 to 6:00 pm. The recent Merchants Against Money Laundering presentation was well attended. Councillor Fowler reported that the provincial Communities In Bloom program has a program called Community Showcase. Armstrong has submitted two entries: one for the Community Food Initiative and one for the volunteer work for the landscaping at the new IPE office. Councillor Fowler noted that there are only 15 working days until the IPE. Draft for Approval Katimavik re: Thank You Letter Royal Canadian Legion re: Liquor Licence Special Use Application Councillor Fowler stated that the local Spirit of BC Committee has received a thank you letter from the Katimavik organization thanking Armstrong for supporting the program. The Katimavik participants had a good time and the community supported them while they were here. Councillor Fowler advised Council that a request has been received from the local Royal Canadian Legion to allow a special event liquor license for the annual rutabaga bowling. #182/09 MOVED by Councillor Fowler, seconded by Councillor Britton that Council support the Legion s application for a temporary change to their liquor license for the Page 7 of 44 Page 3 of 6
8 Minutes of the Regular Council Meeting August 10, 2009 September 20 Annual Rutabaga Bowling event. CARRIED Communities in Bloom re: Invitation to Participate in Edition of WinterLights Celebrations Councillor Fowler stated that Armstrong participated and won an award for their category in last year s WinterLights program hosted by Communities In Bloom. The community has been invited to participate again this winter. The Chamber of Commerce volunteer for this event. Administrator Ferguson noted that Council has set aside monies in the budget for this program. #183/09 MOVED by Councillor Fowler, seconded by Councillor O Sullivan that Council support a submission to the 2009 WinterLights Celebrations event. CARRIED RDNO Building Permit and Building Inspections Reports for June 2009 OTHER APPOINTMENTS: A/S Parks and Recreation Commission - Councillor R. O Sullivan Councillor O Sullivan reported that large rocks were thrown through the windows of the new arena last night, sometime after 10:00 pm. This will be an expensive repair and Councillor O Sullivan requested that anyone in the public who knows anything about this vandalism to contact the local RCMP detachment. Mayor Pieper stated that the Parks & Recreation Commission will be holding their next regular meeting next week on Tuesday. Councillor Britton commended the Parks & Recreation staff, specifically Ms. Sharon Garcia and Ms. Shannon Richardson, who helped put on the recent Sun Seekers ball tournament. Okanagan Regional Library Board Councillor R. O Sullivan Councillor O Sullivan stated that the next meeting of the library board will be September 16 th. OTHER REPORTS: Draft for Approval Mayor Pieper referenced the June 2009 building permit and inspection reports which were provided to Council. He stated that things appear to be picking up which is good news. MAYOR S REPORT: 2009 IPE Mayor Pieper stated that the next Council meeting will take place after the IPE and he took the opportunity to wish the IPE president, Shirley Fowler, well with the upcoming fair. Fire Department Support of Recent Forest Fires Mayor Pieper reported that the Armstrong-Spallumcheen fire department had been contacted by the Province to provide support to the fire in Lillooet and received permission locally to assist. During this time, the local area maintained coverage in the event of an emergency locally. Mayor Pieper asked the public to continue to exercise caution everywhere, not just in the forest, with respect to fires. Page 8 of 44 Page 4 of 6
9 Minutes of the Regular Council Meeting August 10, 2009 OTHER REPORTS: NORD Report Councillor J. Trainor Councillor Trainor advised Council that the RDNO board is down to one meeting per month for August. Mayor Pieper will attend the August meeting on Councillor Trainor s behalf. Councillor Trainor stated that the board is becoming active with air quality and has reviewed a plan from the community of Merritt which identifies sources of pollution, one of which being wood stoves. There is some discussion that the Province may bring in guidelines on wood stove use, certification and upgrades. CORRESPONDENCE: UBCM re: 2009 Library Grant Freeze Call to Action BC Recreation and Parks Association re: Request for Letter of Support HVAC System Nor-Val Sports Centre Administrator Ferguson reported that correspondence was received from UBCM regarding a request for assistance from the BC Library Association who are concerned about a freeze on provincial library grants and cuts to library funding in the upcoming provincial budget. UBCM has forwarded this information to member municipalities because of their strong feelings around the matter. #184/09 MOVED by Councillor Nitchie, seconded by Councillor Trainor that the correspondence be received for information Administrator Ferguson reported that correspondence was received from the BC Recreation and Parks Association who are seeking a letter of support to promote funding of recreational infrastructure projects by provincial and federal bodies. Draft for Approval CARRIED #185/09 MOVED by Councillor Nitchie, seconded by Councillor Fowler that recreational infrastructure renewal is important to communities and that the City of Armstrong supports the efforts of the BCRPA to lobby government officials to commit to action. CARRIED Councillor Trainor suggested that the Joint Councils may wish to investigate the cost of installing an HVAC system at the Nor-Val Sports Centre. This equipment was not included at the time the facility was constructed. #186/09 MOVED by Councillor Trainor, seconded by Councillor Nitchie that Administration bring forward to the next Joint Council meeting the matter of investigating the cost of an HVAC system for the Nor-Val Sports Centre CARRIED PROCLAMATIONS: Okanagan Boys and Girls Clubs Week: September 28 October 2, 2009 Mayor Pieper proclaimed September 28-October 2, 2009 as Okanagan Boys and Girls Clubs Week. Mayor Pieper stated that he was proud to make this proclamation and that the information received from the Boys & Girls Club shows how well they have integrated into the community and all of the good work that they do.
