Reports from Global Teams : 6.1 Global Team Facilitator Report by 1 st VDG 1 st VDG Simon has attended Leadership Training in Chicago and Calgary in the past months. He appreciated the work done by both District GLT Coordinator and GMT Coordinator. 6.2 Global Leadership Team Report by 2 nd VDG (report attached). 2 nd VDG Grace notified that Lions Quest Chair, Harjinder Jassel, has resigned from his home Club. Position of Lions Quest Chair is now vacant. DG Eric will try to look for a replacement. 6.3 Global Membership Team/Retention Report by PZC (report attached) 6.4 Global Extension report by PZC Tom Hutchinson (report attached) 1/4

Reports from Other Cabinet Chairpersons : 7.1 CARE Report by PP Alvina Seid (report attached) 7.2 Conference Chair Report by PDG Cecil Fung Spring Conference will take place on April 29 to 30, 2016 at Empire Landmark Hotel, Vancouver. Conference Chair Cecil has strived hard to negotiate for a favourable price which is similar to last year s -- and all inclusive. Room Rates ranging from $75-$80 per nite. Fun Night will be taken care of by Ambleside-Tiddlycove Lions Club. A2 ZC George Sim suggested PDG Cecil to further negotiate with Hotel for reasonable prices for alcoholic drinks. PDG Cecil will send out package and details to all Clubs for registration. A lunch speaker has yet to be confirmed. DG Eric and Conference Chair/PDG Cecil to discuss further. 7.3 Constitution & By-Law Report by PCC Polly Voon Quorum has been established for the following voting of Motions (24 out of 35 officers were present and 2/3 quorum i.e. 16 members were required to move a motion) Motion : Amendments to 19A Constitution and By-Laws (details attached) Article VI : Officers Insert references to First Vice, Second Vice District Governor (qualifications, duties and procedure in event of vacancy). Reorder sections to better organize the sections in a logical and consistent manner. Insert actual wording on term in office instead of invalid reference to Article IV Section 3 of the Constitutional of International. Add process for removal of members of District Cabinet. Article VII : Conferences Moved current Article VI Section 1.E to Article VII and added as Section 4.1 as it relates to Conferences and not Officers. Motion moved by A3 ZC/PDG and seconded by A7 ZC. All in favour. Motion was carried unanimously Motion : Move that Article XI Governance & Requirements of a District 19A Project to be removed from 19A By-Laws. (details attached) Rationale : When a project is approved as a District Project by a sitting Cabinet, it is valid for the year in which it is approved. If the initial applicant/s wish the project to continue as a District Project beyond the year in which it is approved, a new application will need to be submitted to the next cabinet for consideration. It is not a given that the new Cabinet may want to 2/4
3 District Officers Lions Clubs International 7. Reports from Other Cabinet Chairpersons (cont d) : Rationale (cont d.): continue the project as there may be another one which may be considered. As such, the requirements outlined in the current Article is cumbersome, onerous and unreasonable for what is possibly a short term project. No organization should be applying directly to the District Cabinet for endorsement as a District 19A Project. Any such application would be under the sponsorship and partnership with one or more Lions Clubs or Lions members in District 19A. The representative/s of the Lions Club/s or Lions members present the application to the District Cabinet at a Cabinet Meeting for consideration. It is the responsibility of the Cabinet to consider the application and ensure that it has all relevant information that it needs in its deliberations and consideration of the application. When approved and endorsed as a District Project, the project is valid for the duration of the year in which it is approved. Motion moved by A6 ZC Bob and seconded by Extension Chair/PZC Tom Hutchinson. All in favour. Motion was carried unanimously. 7.4 Contests & Awards Report by Lion Samantha Ton (report attached) 7.5 Cultural & Community Activities Report by PZC Kenneth Liu (report attached) District 19A will participate in the 2016 Spring Festival Parade in Chinatown on February 14, 2016 to highlight Lions Centennial celebration. PCS Angela reminded that deadline for the entry application falls on January 15, Time is running out. DG Eric will discuss further with PZC Kenneth and Centennial Coordinator PDG Rita. 7.6 Diabetes Awareness Report by PDG Troy Dalen (report attached) 7.7 District Bulletin Editor Report by PCS Angela Lam DG Eric commended PCS Angela on a stylish layout of the DG s Newsletter. He reminded Club Secretaries to share his Newsletter with all Club members. 7.8 District Centennial Report by PDG Rita Fok (report attached) 7.9 District Project Report by PDG Shella Keung (report attached) Fundraising Dinner is progressing well with 19 tables being confirmed. Dinner will be held on January 23, 2016 at Continental Seafood Restaurant. Two others are A1 PZC Lawrence Tam and A7 PZC Annie Lau who have already received Awards at the last Fall Convention Centennial Services Challenge presented 2 Gems Level Patch Award to A4 ZC Robney Proskiw, on behalf of Club, and 4 Gems Level Patch to PZC Vince Moule who received on behalf of Pemberton Lions Club. 8.2 District 19A Banner Passing Dinner Income and Expenses Report by PDG Cecil Fung. Total paying guests is 97 plus 4 complimentary guests (CC & spouse and DG & spouse). The expense of $66.89 for Committee Lunch has been reimbursed by DG.
