3 MEMORANDUM RANCHO PALOS VERDES DATE: FEBRUARY 28, 2018 TO: FROM: CHAIR SPAIN AND MEMBERS OF THE INFRASTRUCTURE MANAGEMENT ADVISORY COMMITTEE ELIAS SASSOON, PE, DIRECTOR OF PUBLIC WORKS SUBJECT: AGENDA ITEM NO. 7-A DRAFT PORTUGUESE BEND LANDSLIDE FEASIBILITY STUDY RECOMMENDATION Receive and provide official input as a Committee to the City Council. DISCUSSION This item is continued from the February 8, 2018 meeting to allow members additional time for discussion. At the January 16, 2018 City Council meeting, the Draft Portuguese Bend Landslide Feasibility Study was presented to the City Council. Based on the level of community interest and the number of public comments received, the City Council directed Staff to compile the public comments and provide responses for the City Council s consideration at a future special meeting. At this meeting, members have an opportunity to comment on the draft of the initial input from Subcommittee members Vanderlip and Wedemeyer and Chair Spain. Then after discussion finalize the draft for an official input from IMAC to the City Council. 4 Initial IMAC Assessment of the Scope of the Draft Feasibility Study The Infrastructure Management Advisory Committee (IMAC) recommends that the City expand the scope of the feasibility study to include planning for the scenario that land movement in the Portuguese Bend Landslide Complex might continue for decades, regardless of what additional mitigation measures might be implemented because of the pending Feasibility Study. The Portuguese Bend Landslide was re-activated some 60 years ago. Since then, many bright, well qualified experts have recommended various mitigation measures. All such measures, when implemented, failed to halt the Portuguese Bend Landslide. Measures that had significant success in the Abalone Cove Landslide failed in Portuguese Bend because the detailed mechanics of the landslide are not adequately understood. The scope of the current Feasibility Study is focused upon measures to slow, if not halt, the landslide. The Feasibility Study does not discuss living with the land flow while it continues to move, despite best efforts to slow or halt it. Some specific issues merit immediate study and advance planning. One issue is early warning (if possible) and prompt repair or restoration if there is a sudden, major failure of Palos Verdes Drive South and the twin sewage lines. Another is long-term planning to mitigate the chronic, progressive damage which is routinely repaired under current City and County practice. The feasibility of re-routing Palos Verdes Drive South and the twin sewage lines should be evaluated, as a contingency plan. The feasibility study recommends obtaining additional current geological data but does not propose any long-term data collection effort. The IMAC recommends developing and funding a plan to gather and retain, over an extended period, dynamic data for the whole landslide. Such data should include changes in surface topography, 3-D land movement, water flows, water levels and water pressures. The data should be collected with an objective of supporting development of advance warnings, or early recognition, of significant changes in landslide movement. There is general agreement that upstream and local surface water runoff needs to be collected and carried to the sea. The details of this work are not developed in detail by the study. The IMAC observes that upstream work might be commenced before any long-term testing is carried out on practical, survivable solutions to deliver storm water under Palos Verdes Drive South to the ocean. If this downstream problem of delivering water past the road is not actually solved first, then any upstream storm drain work will deliver more water, faster, into the depressions north of Palos Verdes Drive South and could do more damage than good. The IMAC recommends that upstream storm drain work such as canyon linings, which may have large environmental impact in the Nature Reserve, be deferred until downstream storm drains have been installed and proven to survive landslide stresses. Otherwise, major impacts may be incurred but the justifying benefits may fail to materialize. Once survivable downstream drainage is in place comprehensive environmental mitigation could be designed around the most robust feasible drainage solutions. Finally, the IMAC recommends additional study of the portion of the slide that terminates at western Sacred Cove to see whether hydraugers, or other drainage devices, in this location might help slow the subsidence of Palos Verdes Drive South in this area.
