3 Background National Panchayat Directory(NPD) was launched in 2006 which was complaint with census 2001 As part of e-panchayat MMP, Local Government Directory (LGD) was launched in 2012 with enhanced features like versioning, including Traditional local bodies such as Village Councils Codes assigned to Districts, sub-districts and villages by NPD have been carried forwarded to LGD 3
4 Background (Cont ) MeitY letter M/127/2016-GIS dated 8 th August 2016 to Union Ministries/ Departments for adoption of LGD codes and LGD application Letter from Secretary (C&PG), Cabinet Secretariat dated 4 th November 2016 to all Ministries/ Departments for consent using LGD in all databases of schemes DBT Mission, Cabinet Secretariat letter dated 13 th April 2017 to MoPR for issuance of guidelines & instructions to Ministries/ Departments for using Secretary, MoPR dated 17 th May 2017 to all States/UTs/Union Ministries/ Departments for adoption of the LGD codes & LGD application 4

8 Panchayat Set up State Panchayati Raj Departments can define the panchayat setup followed by their states 2-tier or 3-tier Nomenclature (Anchalik panchayat or kshetra panchayat) Optionally Grades of Panchayats 8
9 Panchayat Set up Upload Govt. Orders The user department can upload the scanned copy of manually generated orders Generate Govt. Orders The user department can design the Government Order Template and by using that can generate the orders 9
10 Hierarchies maintained in LGD 10
11 Revenue Hierarchy Revenue entity is a geographical area with a well defined boundary; notified by Revenue departments of respective states MDDS Demographic refers them as land regions Hierarchy of Revenue department may vary from state to state Standard entities recognized by Office of Registrar General of India for Census purpose and MDDS are States, Districts, Sub-districts (tehsils) and Villages and same has been handled in LGD Nomenclature of revenue entities may vary from state to state. For ex. Subdistricts are called as mandals in Andhra Pradesh and tehsil in UP All other entities can be defined in terms of revenue/land region entities 11
12 Local Government Setup Type of local bodies operational and their nomenclature varies from state to state Urban local bodies does have tiered structure Panchayats and Traditional/Tribal bodies follow tiered structure States like Tripura have Panchayats as well as Traditional bodies in Rural areas 12

Block Level (Tier -2 ) Block Panchayat ** / Kshetra Panchayat Block Level (Tier-1) Commune Panchayat (Puducherry) Village Level (Tier-3) Gram Panchayat Village Level (Tier-3) Halqa Panchayat(J&K) Village Panchayat (T.N.) Body vs Land Region Entities A Local Governemnt Body has jurisdiction over an area which can be defined in terms of revenue/land region entities Local Gov. bodies share many-to-many relation with land region entities. For. Ex. we have gram panchayats covering 4-5 villages as well as one village covered by 2 gram panchayats. So, a land region is either fully or partially covered by a local body 14
