Title of the Project: SCOPING SUMMARY [RAFT] THE PROJECT FOR THE UPGRAING AN REFURBISHMENT OF CEMASTEA TRAINING FACILITIES IN KAREN IN KENYA The Project for the Upgrading and Refurbishment of CEMASTEA Training Facilities in Karen 2. The Category of Environmental and Social Consideration: The Project had been stalled in the Environmental Impact Assessment (EIA) executed in 2006 due to opposition raised in the public consultation. However, EIA license was finally issued in 2010 after the Project plan was revised being the public comments of neighbors and stakeholders taken into account. Nevertheless the following issues might have risk of affecting the surrounding environment as a result of implementation of the Project. an increase of the capacity of the facilities a noise caused by facility users an increase of the water consumption Thus, the project is classified as Category B in the Japan International Cooperation Agency Guidelines for Environmental Social Considerations (April 2004) 3. Project escription: The CEMASTEA (Center of Mathematics Science and Technology Education in Africa) once renovated in 2004 currently consists of hostels for 92 trainees, several training facilities such as classroom and laboratory blocks, a dining hall and kitchen block, an administration block and 12 staff quarters (for 12 families). The aim of the Project is to expand the capacity of training function up to for 200 persons with extension of training facilities (classrooms and laboratory), a lecture hall (capacity: 200 persons) and a dining hall/kitchen, and re-construction of the administration block, being the hostel for trainees and the staff quarters left as they are. Thus night population will remain the same as present situation. The project is a part of the technical cooperation project being conducted by Japanese government since Since then it has been highly evaluated that it has contributed not only to Kenya, but also to the countries of Sub-Saharan Africa in improving of the mathematics and sciences education. 4. Proposed Sites escription: 1) Surrounding Environment: The CEMASTEA located in Karen is approx. 15km southwestward from the city center of Nairobi, taking thirty to forty minutes drive to arrive from the city centre. The area, in which the

2 CEMESTEA positions, is categorized as Zone 2 Mbagathi. It used to be a farm and still riches in natural environment and calm atmosphere with Mbagathi River lying approximately 700m southward from the CEMASTEA. 2) Summary of Proposed Sites: The site gently inclines southward with 18m height difference, having area of 54,674 m 2. Within the tree rich site, 8 training facilities and 12 staff quarters are located keeping a certain distance. The trees surrounding each building well harmonize with the external brick wall of it in aesthetic, creating calm atmosphere. The site contacts 3 roads on the north, east and west edges of the boundary, and its main entrance and sub entrance for resident staff are placed on the east edge in the middle and on the north edge respectively. 3) Water supply/ Boreholes: There are two existing water resources: the old borehole (Pumping discharge capacity: 0.8 cum./hr) and the new borehole (tapped in 2004, epth: 315m, Pumping discharge capacity: 2.4cum./hr). Currently, only the new well has been used for water supply, and the piped water conducted to the site has not been used to because of restrictive water supply from NCWSC (Nairobi City Water and Sewerage Company). 4) rainage Facilities: rainage facility consists of two systems; wastewater treatment system and rainwater drainage system. Currently, wastewater has been treated with 2 septic tanks and penetrated into the soil through soak-away pits afterward, and rainwater has been discharged offsite southwestward via open ditches and underground pipes. 5. The framework on Social-Environmental Regulations in Kenya: 1) Organization: CEMASTEA Main competent authority for environmental policy making and management is Ministry of

3 Environment and Mineral Resources (MEMR). According to The Environmental Management and Coordination Act, 1999 (EMCA) The National Environmental Management Agency (NEMA) was established under the jurisdiction of MEMR as a main governmental institution responsible for setting environmental policy and standards, as well as conducting research, enhancing public awareness and educations related to the environmental conservation. Furthermore, NEMA conducts evaluation on EIA reports and issues EIA licenses. 2) Regulations: EMCA enacted as from January 2000 is applied to development plans. EMCA stipulates the stake holders including residents are allowed to express their views at the public consultation for development plans to enhance people in Kenya to participate subjectively in the environmental issues. Furthermore the Environmental Impact Assessment and Audit Regulations was published in 2003 with more detailed explanation of EIA. In order to obtain an approval of NEMA for a development plan, EIA needs to be implemented and reported with considerable countermeasures. Moreover, an annual environment audit is required to be implemented within one year of the completion of EIA final report. The Initial Environment Audit is required to be executed by the contract with an expert authorized by NEMA, and the second annual audit and the following will be executed by the proponent him/herself. 6. Public consultation In the EIA process conducted by the Ministry of Education in accordance with the relevant regulations of the Government of Kenya, public consultation was held in July 2009 to acquire public comments on the project from neighbors and stakeholders. The comments raised in the consultation were scrutinized and categorized into 5 aspects General, construction, operational, notification and decommissioning, and then these were taken in as conditions for issuing an EIA license. Consequently, coming to an agreement with neighbors and stakeholders, an EIA license was issued by NEMA to CEMASTEA on April 23 rd, 2010 as the project was a legitimate development plan. 7. Impacts on natural and social environment by the project This Scoping is implemented in accordance with Japan International Cooperation Agency Guidelines for Environmental Social Considerations (April 2004) as follows. Air Quality Air pollution from facilities has not been reported but emission gas from machineries used in construction period is assumed. However, such emission gas is negligible. 2. No larger amount of chemical is used in laboratories than it affecting human health and the environment in future. Contaminated liquid waste water from laboratories is supposed to be treated with appropriate plant on field. Waste disposal has been executed by a service provider on a contract basis. N/P with the conditions of the appropriate management system of collection and storage of waste on field. Noise occurred in operation can be prevented with appropriate design of the building skin. [Controlled value] Residence zone C (Indoor): 45dB(A) Residence zone C (Outdoor): 50dB(A) EMCA Noise/Vibration (2009) First Schedule The noise value is measured more than 30m away from sound source or border of the site. Land subsidence will not be considered to occur according to the soil bearing capacity of the proposed site No offensive odor will not be occurred as a appropriate wastewater treatment and waste disposal are conducted. No impact on a natural reserve is presumed because of a certain distance. However, the site area can be designated for bird migration. No impact on ecosystem is presumed because the work will be done within the existing developed site and the following countermeasures are supposed to be taken. - Grown-up trees shall be planted to protect land surface. - Kei Apple shall be planted as hedge s around the site. - Trees in the site shall be conserved as much as possible. No impact on topography and geology is presumed because this Project doesn t include large-scale excavation. No impact on sediment of river is presumed because of application of the re-use water qualified effluent standards.

Water abstraction from the well could decrease with our control of the water consumption. Regular monitoring of water abstraction and water level is recommended in EIA report Nothing presumed in this issue. Activities negatively affecting are not presumed. Secondary negative impacts caused by other factors such as hydrology cannot be denied, even if conditions of EIA license are surely executed. No negative impact is assumed due to no change of land use. Stakeholder meeting has been held and following their comments will be applied for this Project as conditions. - Concurrent user (number of trainees): Max. 200 people - Sufficient parking lots No negative impacts on- and off-site existing infrastructure are presumed since no heavy machinery works accompany with huge vibration and ramming are planned. Furthermore, construction material transportation is limited to the off-peak hours during weekdays to avoid disturbance on social service around the site. No negative impact is presumed but some positive impact on the planned facilities is assumed, resulting from considerations on the disable users. No negative impacts are presumed with sincerely care of the conditions committed in the EIA license. 9. Gender No activity against gender issues is planned. 10. Heritage Land use is not changed and the site is not designated as a heritage. 11. Conflict of interests on the region C The proponent shall seek written approval from the Authority for any operational changes under this license. and The proponent shall keep a record of all pollution incidences and notify the Authority with 24 hours.

The proponent shall submit an Environmental Audit Report (EAR) in the first year of occupation/operations/commissioning to confirm the efficacy and adequacy of the Environmental Management Plan (EMP).
