Executive Summary / Abstract Include a brief Executive Summary ( words or less) that summarizes the main goals and activities of the project and the expected environmental outcomes that will be achieved. Identification of the total amount of funds being requested along with the required match must be included in the Executive Summary. The summaries will be used in the grant review process and on the RCWD website, for projects that are funded. The City of Lino Lakes intends to develop a feasibility study for a stormwater reuse and irrigation system at the Century Farm 4th Addition Neighborhood. Century Farm is one of the City's top private irrigation users, and the City hopes that implementing a reuse and irrigation system can be achieved by using stormwater withdrawal from the development's existing retention ponds. Stormwater reuse and irrigation is included in the City's Local Water Management Plan as helping meet groundwater reduction goals, and is considered a top priority project for funding by RCWD due to it's multiple benefits including reduction in runoff volume, sediment and pollutant loading, and groundwater usage. Feasibility studies for stormwater reuse and irrigation projects are critical to the success of the implementation of systems to establish a strong understanding of the individual site and ensure that an implementation project will meet those individual needs. VII. Feasibility Study Description & Justification The RCWD has established guidelines for prioritizing projects based on location. Water quality improvement projects should be located to benefit a RCWD Tier I or II lake (see Figure 4.2 in the RCWD s Watershed Management Plan), or a waterbody with an approved Total Maximum Daily Load (TMDL) study or other recognized diagnostic water quality study. Flood storage and runoff rate control projects should focus on reducing flood peaks in known regional flood hazard and problem areas. Describe the specific watershed management, water quality or quantity need(s) that the feasibility study will address. Name the target waterbody benefitting from this study: Marshan Lake & Prairie du Chien Jordan Aquifer List and describe the problem(s) that are intended to be addressed by the proposed feasibility study. What standards will be addressed? How will future implementation projects be aided by its completion? (Attach complete feasibility study proposal for RCWD review.) The following will be addressed in the proposed feasibility study:. Water balance model including estimated irrigation quantities, anticipated potable water usage reduction, anticipated pond water volumes/levels, and estimate stormwater runoff based on historical rainfall. 2. Preliminary design schematics for the irrigation system including filtration, pumps, and piping;. Cost estimate and funding alternatives for the system; 4. Preliminary ordinance review to identify possible policy revisions for irrigation system controls/ownership. Page 2 of

3 How does the study support existing regional planning efforts such as the RCWD Watershed Management Plan, municipal surface water management plans, TMDLs, or other recognized studies? Policy 6.E in the City of Lino Lakes Local Water Management Plan states the City intends to initiate water conservation programs through promoting water reuse and reducing water consumption. The RCWD Management Plan includes water stormwater reuse irrigation systems as a method of achieving volume control reduction (Section..5). Additionally, the RCWD Management Plan states that working with Cities on stormwater reuse projects has been identified as part of the Capital Improvement Projects for improving the Anoka Chain of Lakes Water Quality (Section 6...8), and stormwater reuse irrigation projects are listed as an example of a type of project the District strives to achieve due to it's multiple benefits including reduction in runoff volume, reduction in sediment and nutrient loads downstream, and reduction in groundwater usage (Section 7.5). Stormwater reuse irrigation may help to meet the TMDL phosphorus goals for Marshan Lake included in the Lino Lakes Chain of Lakes TMDL Report. Please describe the anticipated timeline for completing this study. Are any partnership agreements or additional funding required? No partnership agreements or additional funding are required. The City would like to complete the study by the end of 29 to open up funding opportunities for implementation in fiscal year 22. VIII. Pollutant Reduction Estimates & Other Benefits Provide a detailed description of the anticipated pollutant reduction, stormwater rate/volume reduction, groundwater withdrawal reduction, and/or other environmental or natural resource benefits that will be evaluated within the study. Describe the methods and cite the sources (i.e. P8 model, HydroCAD, XP- SWMM, MIDS, MN Stormwater Manual, etc.) that are intended to be utilized. A Stormwater Reuse Calculator developed by Emmons & Olivier Resources, and used in partnership with the Mississippi Watershed Management Organization and the Minnehaha Creek Watesrhed District, was used to evaluate the anticipated groundwater withdrawal reduction that a reuse system would provide (attached). On average, Century Farm uses approximately.58 Million Gallons (MG) of groundwater for irrigation annually. The preliminary estimate shows that a reuse system would provide up to approximately.67 MG of stormwater volume annually for irrigation in an average year. IX. Detailed Cost Estimate Provide a detailed and reasonable budget that lists each item for which funding is being requested. C O M WSB & Associates, Inc. is pleased to present this proposal to the City of Lino Lakes to provide professional engineering services for developing a feasibility study for stormwater irrigation at the existing Century Farm North 4th Addition retention basin. The Century Farm 4th Addition Neighborhood is located north of County Road 5 between Sunset Road and Century Trail. The City hopes that irrigation in the development can be partially or entirely achieved using stormwater withdrawal from the development s existing retention pond. To ensure this goal is achievable, the proposed feasibility study conducted by WSB will include the following tasks specific to the Century Farm North 4th Addition location:. Survey and water quality sampling of the existing stormwater pond; 2. Water balance model including estimated irrigation quantities, anticipated potable water usage reduction, anticipated pond water volumes/levels, and estimated stormwater runoff based on historical rainfall;. Preliminary design schematics for the irrigation system including filtration, pumps, and piping; 4. Cost estimate and funding alternatives for system; and 5. Preliminary ordinance review to identify possible policy revisions for irrigation system controls/ownership. WSB s project scope and proposed work plan as presented is based on our understanding of the project, discussions with City Staff, and experience on similar projects. The following are the major tasks that will be performed in preparing the City s stormwater reuse and irrigation system feasibility study. Task : Project Management and Coordination This task consists of management and administration, project coordination, and overall communication with the City. Proper completion of this task will help keep all affected parties routinely updated and informed regarding project issues, as well as keep the project on schedule and within budget. The proposed work plan will include one meeting with the City prior to finalizing the Study to discuss results. Task 2: Water Balance Development Task 2.: WSB will develop a model to predict the annual stormwater available for irrigation. The model will take into consideration historical precipitation, drainage area, pond size, evaporation, and irrigation demand. 6 Michael Grochala December 27, 28 Page 2 complete a survey of the existing pond contours, and complete sampling of the supply ponds to determine information necessary for this task. Task 2.2: A technical memorandum will be submitted with the model results. The memorandum will summarize methods used during model creation, assumptions made, and implications for irrigation design. Task : Preliminary System Design Task.: The number of required pumping zones will be estimated based on flow and pressure requirements. Upon this determination, the zones will be delineated and mapped. Task.2: The irrigation networks for each pumping zone will be proposed and drawn on a schematic. Task 4: Cost Estimates and Funding Alternatives Task 4.: The total project costs for project implementation will be estimated and submitted in a spreadsheet. The estimate will consist of a per unit flat fee for water users, and will consider the results of the water balance and potable water requirements in rate determination. Task 4.2: A cost recovery spreadsheet will be developed to assist City planning, including installation and maintenance. Grant opportunities will be considered as alternatives. Task 5: Preliminary Ordinance Review and Proposed Policy Revisions Task 5.: The City s existing ordinances will be reviewed to evaluate if policy revisions will be necessary to implement a water reuse and irrigation utility. Task 5.2: If deemed necessary, policy revisions will be recommended in the final feasibility report. This task does not include fees associated with the ordinance revisions; however, that service can be provided as requested under a separate scope of work. Task 6: Final Feasibility Report Preparation Task 6.: WSB will prepare a draft feasibility report and submit for City review. incorporate any comments provided by the City into the final report preparation. WSB can present the findings at a City Council meeting if desired. Estimated Fee WSB will complete the proposed work plan as proposed herein on an hourly basis with an estimated fee of $5,6. The hourly breakdown by task for each employee class proposed for the project is included on the attached spreadsheet. The proposed fee is based on our 28 rate schedule. Schedule WSB will complete the feasibility study within 4 months of receipt of a written authorization. This represents our total understanding of the project and proposed scope of services. If you are in agreement with the scope of services, please sign the bottom of this letter and return a copy to WSB. Our receipt of an executed copy will be WSB s authorization to proceed. Should the City request additional services outside of the above scope of services, we will work with you to establish
