2 THE CONTEXT In Senegal, water in rural area, is delivered through around water networks, coming from motorized boreholes. Water delivery management is done by water users association (called ASUFOR). Up to now, the maintenance of these boreholes is done by the public sector (DEM). But by 2010, the maintenance of all these boreholes must be transfered to private operators. A pilot project (called REGEFOR) enabled a private operator, EQIPLUS, to operate on around 80 boreholes. Now Reform on process STATE / DEM DEM provides daily maintenance of the boreholes. ASUFOR

5 PUBLIC SECTOR ROLE, ONCE THE TRANSFERT IS EFFECTIVE Information and educational activities to promote drinking water in rural areas ; Technical support and advice to user associations (ASUFOR) or management water committee in rural area ; Control of all contracts obligations aspects (maintenance and exploitation) ; Audit and management control ; Follow-up of maintenance and operating ; General contractor for any renewal works and agreement for all new materials or products ; Regulatory missions : settlement and agreement of tariffs, follow-up of quality and efficiency of services ; General contractor for all access to water delivery (extension and densification of water networks, rehabilitation of boreholes) ; Contribution to emergency services or exceptional services (like religious ceremonies) and continuity of public service ; Mr Babou Sarr

6 THIS TRANSFERT HAS ALREADY BEEN IMPLEMENTED ON MORE THAN 80 BOREHOLES : EQUIPLUS EXPERIENCE COFFRET POMPE ACCESSOIRES DIJONCTEUR MOTEUR OU GROUPE ELCTROGENE TETE DE FORAGE COLONNE DE POMPAGE POMPE ARMOIRE DE COMMANDE Periodical control visit A first visit after the first 50 hours + 3 visits / year for sites equiped with a thermic engine or a generator One visit for sites connected to SENELEC network Preventive Maintenance Maintenance preventive visit every 1000, 2000 and 6000 working hours Maintenance preventive operation on pump every 3 year Repairing Intervention Intervention in less than 2 days after the day of the alert. Obligation of putting a spare equipment if repairing is more than 2 days for critical breakdown. S.M. Niang

8 WHAT SOLUTIONS ARE PROPOSED BY EQUIPLUS TO RESPOND TO THE MARKET? Security of all the installations as staffs are professionals in maintenance sector ; Continuity in water service delivery due to rapidity of intervention, breakdown of service delivery cannot be more than 2 days, referring to contracts obligations. Regular and close collaboration between public and private sector to create a real public private partnership ; Field experience of EQUIPLUS ; Promotion of private sector to develop its activities by incentive measures ; Need to subsidize initial investments as too expensive (regional offices, big equipments, ) S.M.
