Positive project implementation is expected to continue in the next six months as large contracts are about to be signed and several activities are well under preparation. The project still experiences regular delays Page 1 of 6

2 caused by administrative bottlenecks in the Ministry of Interior, however the team considers implementation performance to be adequate and will start preparing the US$7M Additional Financing from the Pilot Program for Climate Resilience (PPCR), for board approval in FY15. The Ministry of Agriculture has developed a hurricane contingency plan since In terms of education and health, both line ministries have some draft planning documents for vulnerability reduction (Safe School Action Plan, Safe Hospital Action Plan). Dialog was initiated with the Ministry of Economy and Finance to develop a study on the economic and fiscal impact of disasters, which would lead to the preparation of a disaster risk financing strategy. Share of population living in a municipality with a certified CCPC (Comité Communal de Protection Civile) Percentage Value Incremental relative to baseline The baseline study found that all municipalities in the country have a CCPC. As indicated in the draft of the revised Results Framework, this indicators would be replaced by one or several indicators that would assess performance of CCPCs, for example their capacity to communicate warnings and alerts, time necessary to send damage reports, and time necessary to prepare a needs assessment. 6 Key Decisions Regarding Implementation The Bank and the Ministry of Interior will work jointly on accelerating the implementation of the DRM components. As agreed with the Minister of Interior, a supervision mission is expected in October 2014 to measure the progress in project implementation.
