1 INDIVIDUAL CONSULTANT PROCUREMENT NOTICE (National Consultant: Renewable Energy Engineer) UNDP/PN/18/2017 Date: 26 May 2017 Country: Nepal Description of the assignment: The National consultant will be responsible to complete task related to renewable energy pilot project, identification of policy gaps, analysis and recommendation for sustainable operation of the renewable energy project. 2 1. SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED WORK Please refer to the attached ToR (Annex 1) Please submit your application at the following address: 2. REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS I. Education & Experience: Master s Degree in Electrical/Electronics/Mechanical/Civil engineering At least 3 years of experience in energy projects with minimum of 2 years of specific experience in renewable energy in Nepal. Should demonstrate strong evidence of having experience in understanding of Renewable Energy Policy and Subsidy Delivery Mechanism of Nepal. Should demonstrate minimum of 2 years in designing and implementing renewable energy projects The candidate should have prior experience in preparation of technical guidelines and impact studies related to renewable energy projects and polices. II. Other competencies: Corporate competences: Commitment to UNDP s mission, vision and values; Sensitivity to cultural, gender, religion, race, nationality and age differences; Fulfills all obligations to gender sensitivity and zero tolerance for sexual harassment; Demonstrate consistency in upholding and promoting the values of UN in actions and decisions, in line with the UN Code of Conduct. 2

3 3. DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE PROPOSAL Interested individual consultants must submit the following documents/information to demonstrate their qualifications: 1. Proposal: To be included as part of the proposal: A cover letter with a brief presentation of your consultancy explaining your suitability for the work; A brief methodology on how you will approach and conduct the work (limit to under 1500 words); 2. Financial proposal Financial proposal indicating a lump sum consultancy fee for the deliverables as per the TOR 3. P11 Form (attached as Annex 3) including past experience in similar projects and at least 3 references. Note: a. Applicants of 62 years or more require full medical examination and statement of fitness to work to engage in the consultancy b. The candidate has to be an independent consultant (If the candidate is engaged with any organization, the organization employing the candidate will be issued with a Reimbursable Loan Agreement (RLA) to release the employee for the consultancy with UNDP). c. Due to sheer number of applicants, the procurement unit will contact only competitively selected consultant. 3

EVALUATION Individual consultants will be evaluated based on the following methodologies: Cumulative analysis When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as: a) responsive/compliant/acceptable, and b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. * Technical Criteria weight; 70% * Financial Criteria weight; 30% Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the Financial Evaluation. 5 Annex 1 Alternative Energy Promotion Centre Renewable Energy for Rural Livelihood Terms of Reference Position Title: Contract Type: Time Period: Reporting to: Duty Station: Renewable Energy Engineer Individual Contract June - December National Program Director/National Programme Manager Kathmandu with occasional field visits 1. Background Alternative Energy Promotion Centre (AEPC) is the apex government body under the Ministry of Population and Environment (MoPE) was established in 1996 with the main objective of promoting renewable energy technologies (RET) for enhancement of the socio-economic status of the rural people. United Nations Development Programme (UNDP) is one of the key development partners of AEPC and has been involved in the sector since In July 2014, UNDP in partnership with Global Environment Facilities (GEF) and AEPC initiated Renewable Energy for Rural Livelihood (RERL) project within the framework of NRREP to support it to meet some of its targets. The main objective of RERL is to assist in removal of barriers to increased utilization of renewable energy resources in rural Nepaland to reduce Green House Gas (GHG) emissions. RERL is assisting NRREP/AEPC on promotion of less disseminated technologies such as Mini Hydro, Large Scale Solar PV, larger Micro Hydro (more than 60kW) and mini/local grid. 2. The Context RERL is providing critical support in implementing off grid electrification in rural Nepal. To accelerate energy access in un-electrified regions, RERL has identified the need of establishing guideline for District Energy Master Plan, Best Available Technologies and preliminary guideline for adaptation of AEPC in new federal structure. RERL is also providing support to AEPC in implementing projects related to lighting, drinking water, multi-use of water, productive end uses and innovative methods in improving the utilization of existing micro hydro power plants. In this context, RERL is proposing to hire an Independent Consultant in initiating and completing these activities. The consultant is expected to deliver results through analysis, research and development of methodologies pertaining to these activities. The consultant will also deliver implementation of pilot project identification, development of models and implementation of project activities as per the objective of RERL. 3. Objective The objective of this task is to hire a consultant to complete task related to renewable energy pilot project, identification of policy gaps, analysis and recommendation for sustainable operation of renewable energy project. 5

6 3. Duties and Responsibilities: The consultant shall conduct, but not limited to, the following list of activities: 1. Develop guideline for institutional restructuring of Alternative Energy Promotion Centre in the new Federal Structure of Government of Nepal 2. Develop technical specifications, assist RERL in procurement and provide installation support of Pre-Paid Energy meter in site specified by RERL 3. Coordinate with Inter-ministerial departments and other organizations for collection and analysis of data and develop methodology to prepare District Energy Master Planningand provide a preliminary blueprint of a specific geographical boundary as proposed by RERL 4. Develop Guideline for Best Available Technology and provide the methodology for technology selection for wider stakeholders associated with renewable energy in Nepal 5. Analyze current energy usage in off-grid micro hydro sites and integrate cooking and other energy services in the Renewable Energy Policy to promote sustainable operation of micro hydro power plants 6. Support RERL in finalization of Assessment on Quality Access to Energy Services, Institutional Structure and Economic Viability of Various Technological Options for Electrification in Rural Nepal. 7. Provide guidance for selection and implementation of Solar Mini Grid in Salesh-Lumbini Program 8. Provide support for ongoing relief and rehabilitation of renewable energy project including installation of Solar ISPS and PVPS 9. Provide support in selection and finalization of AEPC s technical guideline related to solar-wind hybrid system, grid connected solar PV system and PVPS Guideline 10. Support RERL professional staff in preparation of project proposal; 11. Provide support to RERL in designing, selection of technology/service providers and completion of task related to a. Guideline of PVPS for Drinking, Irrigation and Multi-Use of Water b. Solar PV System for Snake Bite Treatment Centre c. Solar PV System for E-Learning d. Piloting of low head Solar PV pumping in Terai 5. Deliverables The Renewable Energy Engineer must submit report for each of the activities as defined under 4. Duties and Responsibilities 6. Payment Schedule The payment will be made based on the deliverables. The selected person must submit supporting documents as per deliverables which serve as the basis for the payment of fees and duly approved by NPM/ Supervisor. 6

Reporting and Supervision Renewal Energy Engineer will directly report and work under supervision and guidance of National Programme Manager (NPM). 7. Duration The duration for the task to be completed by the Renewable Energy Engineer is for 7 months (175 days) from the time of signing off the contract. 8. Qualifications and Experience The Independent Consultant must have a minimum of Master s Degree in Electrical/Electronics/Mechanical/Civil engineering with minimum of 3 years of experience in energy projects with minimum of 2 years of specific experience in renewable energy in Nepal. The individual should demonstrate strong evidence of having experience in understanding of Renewable Energy Policy and Subsidy Delivery Mechanism of Nepal. The individual must also demonstrate minimum of 2 years in designing and implementing renewable energy projects The candidate having prior experience in preparation of technical guidelines and impact studies related to renewable energy projects and polices shall be given priority. 7
