Report Ref: 2017/BDPD0001 Prepared by: NoRo Wanga (Pty) Ltd Proposed establishment of a small scale mining of Aggregate and Sand on the Farm Malony s Eye 169 IQ in the magisterial district of Krugersdorp, Gauteng Province.
2 1.0 Background Before Dawn Property Developers (Pty) Ltd Before Dawn is proposing to develop a small scale mining for Aggregate and Sand in the Krugersdorp District of Gauteng Province. The application bears the reference number GP 30/5/1/3/2/10242 MP, the property applied for being Malony s Eye 169 IQ, in an extent of 5ha, the mining permit is for a period of 2 years. The purpose of this document is to provide Interested and Affected Parties (I&APs) with background information to the proposed project, and to inform the reader of the process of Application, its preliminary environmental assessment, and environmental prescriptions, reflecting on where an I&AP can give comment and raise matters which are of concern to the I&AP, as well as indicating any item which the I&AP feels has not been identified for assessment in the pending EMP-Phase. 2.0 Purpose In order to provide suitable materials for the construction aggregates and river sand and also other road work projects currently underway in the wider area, Before Dawn have identified this site which meet the materials requirements for the projects. Before has appointed NoRo WanGa (Pty) Ltd NoRo WanGa to conduct the Application process, which entails: (a) lodging of an Application for a Mining Permit with the Department Mineral Resources (DMR) Gautend Region, and (b) the identification and notification of Interested and Affected Parties (I&APs) in a public participation process, involving: (c) the Environmental Impact Assessment (EIA), (d) identification of attenuation measures to limit impacts, and then prescribing the environmental management in an Environmental Management Plan Report (EMPR).
3 This chosen site is strategically placed along the construction projects already going and some to commerce, as the materials to be mined will serve in the construction of such project. The location allows for decreased hauling distances, which thus incur the benefit of limiting transport costs together with limiting damage to transport infrastructure incurred by long-distance heavy-vehicle traffic. The site is additionally suitably isolated so as to largely remove any negative impacts on the surrounding landowners/communities. 3.0 Location Please refer to the locality map attached. 4.0 Legislation This Application is made as a private Mining Permit Application under the Mineral and Petroleum Resources Development Act (MPRDA) (Act No.28 of 2002). As a Mining Permit, it is limited to a maximum of 5 hectare in extent. To encompass the excavation and logistical/operational facilities, a full 5.0ha is sought, while the excavation itself will be limited to some 4.5ha. 4.1 The MPRDA processes In terms of the MPRDA, the process for a Mining Permit Application is as follows: Phase in the process a) An Application for a Mining Permit is completed, and lodged with the DMR Period/Date Accepted 14 days after lodging (Acceptance date December 2016)
4 b) A basic public scoping process (currently being undertaken through newspaper advertising and postal notification of known I&APs in conjunction with the distribution of this BID document), calling for the identification of possible I&APs, and eliciting their comment on the environmental site assessment by Site Plan Consulting. Ongoing c) Receipt of written comments/inputs by I&APs. Compilation of a First Report on Consultation d) Conducting an Environmental Impact Assessment of the mining activities, including: e) Conducting of Specialist Studies, where the need for such specialist assessments may be deemed necessary, due to either inputs obtained during the Scoping Process or by legislative prescriptions (NEMA)(listed activities considered in the MPRDA process). f) Consideration of attenuation measures to reduce impacts, inclusive of specific site recommendations in conjunction with standard industry practices (accepted as the norm during mining operations). g) Compilation of an EMP to guide all on-site activities, To be provided to the DMR no later than 60 days after issuing of DMR letter of acceptance. lodging of Draft EIA/EMP to DMR distribution of such draft EMP by the DMR for interdepartmental comment. h) Submission of a final EMP to and Approval by DMR and issuing of the Mining Permit. 120days
5 4.2 NEMA The following activities represent National Environmental Management Act (NEMA) listed activities which are applicable to the mine: Number R544 Listing Notice 1 (Requiring a Basic Assessment): Activity 20: Any activity requiring a Mining Permit in terms of Section 27 of the Mineral and Petroleum Resources Development Act 2002(Act No.28 of 2002), or renewal thereof Such listing calls for a basic assessment be done, which is included in this Mining Permit Application process as the EIA/EMP of the proposed. In Addition to this Mining Permit Application conducted under the Mineral and Petroleum Resources Development Act (MPRDA), a separate Environmental Authorization under NEMA have been submitted for the activities. 5.0 Mining method This small scale mining will produce Aggregate and Sand through open pit mining method. The development of this mining will therefore entail: Demarcation of the Mining Permit Area and fencing of such area to limit movement and disturbance to within the area only. Demarcation of the NO-Go Area (all areas outside of the Mining Permit Area and access roadway) and the perimeter topsoil stockpile areas. Removal of topsoil (where available) by dozing to topsoil perimeter berms for later use in rehabilitation (replacement of growing medium on safety benches and disturbed surfaces). The hard rock will be drilled to a depth of 9-10m, and blasted in progressive blasts, with intermittent loading and crushing. A total depth of some 20m below average ngl is planned (possibly 30m following proving of the reserve to greater depth, should the materials be required). The blasted Aggregate and Sand will then be loaded by excavator into articulated dump trucks to be hauled to a static plant on-surface for crushing and screening. Processed Aggregate and Sand with then be transported to stockpiles, from which it will be removed from site to where it is required.
6 In order to achieve post-mining safety, final perimeter blasting will be designed to yield an upper perimeter safety bench around the 1-3m below surrounding ground level and 4m wide, with lower benches of 9-11m (described as the 10m box-cuts). The upper excavation faces will be split to provide 0-3m safety benches which will act to limit any distant visual impact of the site. Post-mining rehabilitation will include: Removal of all stockpiles, plant (including any concrete foundations) and logistical facilities. Pre-ripping/scarification by grader of all compacted areas (stockpile and plant footprints). Return of the stored topsoil to disturbed areas by dozing from perimeter berms Placing of topsoil on the upper safety benches to serve as growing medium for shrub regrowth. Construction of a low (0.7m-high) safety berm with 300mm outer perimeter safety trench around the excavation to prevent accidental driving of off-road vehicles over the face. Fencing of the excavation to prevent injury to livestock, but with provision of a gate to the decline adit to give livestock/game access down the haul road/ramp to the water source which will accumulate in the mining floor. The excavation floor will be allowed to flood by seepage and rainwater to form a shallow seasonal reed-bed for water-fowl nesting and watering hole for game/livestock. 6.0 Your involvement as an I&AP It is incumbent on the Applicant to provide a report to the DMR in respect of the results of consultation. The DMR have prepared a template which must be filled in by the applicant. This BID document serves to give the reader basic information which the reader can use to decide whether or not they wish to register as an I&AP in the environmental process of this Application.
