M6 J16-19 Smart Motorway Kate Beirne Highways England Michael Robinson Jacobs Julian Wilson Carillion Kier JV
Introduction Scheme Update Progress Current Status Delivery timescales Environment Construction Challenges Programme Traffic Management Arrangements Night working
Scheme Update Carillion Kier Joint Venture appointed as delivery partner Working with Jacobs to develop construction programme Public exhibitions held July 2015 Further detailed design work, particularly for drainage and structures
Current Status Further surveys to inform design and construction programme Mobilisation of site compound near J17 Ecological mitigation work Site clearance Review of proposed noise mitigation, including assessment of eligibility under the noise insulation regulations
Construction Programme Start of Work: mobilisation, site clearance, surveys, ecology mitigation Autumn 2015 Construction Phase: Winter 2015/16 March 2018 Commissioning: Winter 2017/18
The Scheme: Scheme Assessment Traffic The use of the hard shoulder as a running lane would reduce the flows per lane on the M6 This reduces the variability of speeds (and hence journey times), making journey times more predictable (reliable). The average journey time between M6 J16-19 would be reduced - The scheme results in time savings for business users and transport providers of 392,000 person-hours in the opening year. Safety All though there are no targets to reduce the number of collisions on this scheme, experience on other SM projects suggests that there could be an overall improvement of the level of safety by 15%.
The Scheme: Environmental Assessment: Environmental Assessment Report (EAR) October 2014 EAR outlines mitigation for any potential environmental effects No significant environmental effects RoD signed and NoD published June 2015
The Scheme: Air Quality Assessment Overall, based on the Highways England guidance for evaluating significant effects, the scheme is not considered to lead to a significant local air quality effect. there will be no significant effects related to existing baseline NO 2 concentrations as a result of the scheme. there will be localised negligible changes to Particulate Matter (PM 10 ) concentrations
The Scheme: Noise assessment On scheme opening, with the scheme and proposed mitigation measures in place, no sensitive receptors expected to experience a perceptible noise increase. 13 sensitive receptors are predicted to experience perceptible noise benefits: 4 dwellings to experience a major benefit 1 dwelling to experience a moderate benefit 8 dwellings to experience a minor benefit In the long term, with the scheme and proposed mitigation measures in place: no sensitive receptors expected to experience perceptible noise increases. 4 sensitive receptors predicted to experience perceptible noise benefits: 3 dwellings to experience a moderate benefit 1 dwelling to experience a minor benefit.
The Scheme: Noise Mitigation The following reflec/ve noise barriers have been proposed: 2.0 m high barrier, 54 m long, W of M6 to protect Moss Farm; 4.0 m high barrier, 86 m long, W of M6, to protect White Moss Farm; 2.0 m high barrier, 56 m long W of M6, to protect Mistletoe CoFages; 2.0 m high barrier, 64 m long, E of M6 to protect Garth CoFage; 2.0 m high barrier, 153 m long W of M6 to protect proper/es on Heath Road and St John s Church of England Primary School; 3.0 m high barrier, 50 m long, E of M6 to protect The Haven; 3.0 m high barrier, 40 m long, W of M6 to protect New Farm; 3.0 m high barrier, 62 m long, E of M6 to protect Pine CoFage; 2.0 m high barrier, 120 m long, W of M6 to protect The Grange
The Scheme: Ecology Great Crested Newts are present in ponds surrounding the scheme 16 areas identified. Badger setts present within scheme limits 14 setts identified. Landscape A visual impact assessment has been carried out and is reported in the environmental assessment report. Vegetation clearance will be kept to a minimum in order to preserve as much of the highway verge screening and local ecology as possible.
Construction the challenges Keeping traffic moving Road user / road worker safety Considering our neighbours Minimising time on the network
