Personnel Background Jonathan Buck, PE As a registered professional in the State of California, Mr. Buck has provided services and oversight of stormwater pollution prevention plans, stormwater management plans, and best management practices in the field of hydrology. He was a key team member for the CELSOCrecognized Alamo Creek Restoration Project, for which he is still providing monitoring services. His familiarity with creek systems and their natural flow is unparalleled. His recent certification of training from StormCon in Hydrograph Modification Management brings him to the cutting edge of this service. Ted Bayham, CE, GE, RG Mr. Bayham provides consultation and monitoring services to assess stormwater quality, during the reconstruction efforts on the former Mare Island Naval Base in Vallejo, California. To assist in monitoring rain events, a remote weather station was installed on the island that automatically notifies key monitoring and maintenance personnel when significant rainfall thresholds are recorded. This notification allows for the appropriate repair and maintenance of the erosion control structures by the contractor, including documentation of the maintenance activities. Bryan Yates, CEM/REA Mr. Yates specializes in stormwater-related projects. He is experienced with preparing stormwater pollution prevention plans and stormwater management plans with presentations on small MS4 permits. As part of his work Mr. Yates has assessed performance and effectiveness of various BMPs and prepared progress reports on stormwater practices. Public Education Best Management Practices are his specialty. Mark Davis, PE Mr. Davis currently provides hydrological services to clients in both the private and public sector. He also provides hydraulic and hydrologic modeling using HEC-RAS, HEC-HMS, PondPack and other applications. His knowledge and keen reviewing skills will be a vital part to this team. Carlo Quinonez Mr. Quinonez has undergone significant training and education specializing in the field of hydrology and hydrograph modification. His specialties include hydrology and watershed analysis, groundwater hydrology, environmental remediation, stormwater management, steady and unsteady flow hydraulic analysis, scour analysis and countermeasure design. 12 Statement of Qualifications Storm Water Treatment Best Management Practices & Hydromodification Flow Control Facilities STATEMENTS OF UNDERSTANDING Urban Stormwater Practices, Issues and Requirements The regulations implementing Section 402 of the Clean Water Act require municipalities and small (MS4) to large regional dischargers to reduce pollutant discharges from their storm sewer systems. The focus of this work is to address Storm Water Management Plans (SWMPs) and Hydrograph Modification Management Plans (HMP s) for the implementation of source control measures/treatment measures for projects. Water quality applicants are responsible for considering potential storm water impacts when making planning and land use decisions. Site design measures that stress source control and address storm water quality from new projects are important. ENGEO was one of the first consulting firms to understand the need for Storm Water Management Plans and is leading the field in the formation of methods to address issues such as hydromodification for development projects. In the near future ENGEO will be a sponsor for the symposium Integrated Solutions for Stormwater Treatment and Management.. Here are some of the regulators with whom we work: Benjamin Tobler-San Diego Regional Water Quality Control Board (SDRWQCB) Mary Fiore-Wagner-Lahontan Regional Water Quality Control Board (LRWQCB) Jacque Kelley-Central Valley Regional Water Quality Control Board (CVRWQCB) Bruce Wolfe and Keith Lichten-San Francisco Bay Regional Water Quality Control Board (SFBRWQCB) Continuous Simulation Modeling Continuous simulation modeling (CSM) is often used to demonstrate the adequacy of the sizing of Best Management Practice Water Quality and Hydromodification Management facilities. Continuous simulation models use recorded hourly rainfall data from actual rain gages collected over a series of consecutive water years which provides a real-time simulation of BMP performance through a variety actual storms with varying durations and intensities. The CSM provides a much more accurate indicator of long-term BMP performance than event based calculations based on general regionalized hydrologic models (i.e. a 1-inch, 24-hour event). The output can be used to size outfall structures or to size water quality or hydromodification BMP s as follows: 1. The output demonstrates that the water quality BMP treats, on average, a certain percentage of rainfall occurring on site annually. 85 is generally the percentage used in water quality modeling as described in current stormwater practice. 2. The output demonstrates that the hydromodification BMP reduces post-project flows and durations to pre-project levels. July 17,

13 Statement of Qualifications Storm Water Treatment Best Management Practices & Hydromodification Flow Control Facilities RECENT EXAMPLES OF RELEVANT WORK Alamo Creek Development, Contra Costa County, CA ENGEO performed hydrologic analyses of the watershed for the Stormwater Management and Hydrograph Modification Plan on this large, 6,000 residence, master-planned community. The project included discussion of potential stormwater impacts for planning and land use decisions. Site design measures that stressed source control and addressed pollutant discharges as well as changes in runoff flows provided for planning stage conformance to the requirements of Stormwater Management and Hydrograph Modification in a form that lead to practical design of water quality systems. Client contact: Sam Worden Shapell Industries of Northern California San Ramon, CA (925) Stonebrae, Hayward, CA Stonebrae is a golf course community situated in the Hayward hills in the East Bay region of the San Francisco Bay area. The proposed Stonebrae Master Planned Community is planned to include 600 single-family homes, an elementary school site, an 18-hole golf course, a club house, two water tank sites, and interior roadways. ENGEO provided recommendations for a master drainage plan for the development including a series of detention basins and water quality features to mitigate peak run-off events up to the 100-year event in conformance with local flood control district and Regional Water Quality Control Board (RWCQB) standards. ENGEO also enforced Certified Stormwater Management plans within the development using hydrologic modeling. Continuous simulation modeling was performed on one of the water quality ponds to demonstrate the pond would treat 85% of the annual stormwater runoff occurring on-site. The model was based on hourly rainfall data collected from the Oakland International Airport from The modeling was approved by the San Francisco Bay Regional Water Quality Control Board. ENGEO also provided recommendations for the renovation and new construction of a series of ponds designated as endangered species habitat for the California Red-Legged Frog in a mitigation area to the east of the project. We were involved with the geotechnical investigation and design of the earth dams required for the project which are located in creek beds throughout this hillside development. 14 Statement of Qualifications Storm Water Treatment Best Management Practices & Hydromodification Flow Control Facilities Casamira Valley, Dublin, CA The Casamira Valley Project includes approximately 330 housing units within the City of Dublin limits. Surface stormwater from the project will be collected in a storm drain system and discharged into the existing Casamira creek system after water quality treatment. Casamira creek is an ephemeral creek system which provides habitat for the California Red-Legged Frog (Rana Aurora Draytonii), a federally listed species. ENGEO s scope of services is to provide hydrologic consultation with regard to the following: Mitigation of wetland habitat loss associated with remedial site grading proposed for the project including in-like kind replacement of hillside seeps associated with deep-seated on-site landslides. A Stormwater Control Plan (SWCP) which provides stormwater pollutant runoff mitigation for urban rainfall runoff discharging into Casamira Creek. The SWCP includes conceptual design, descriptions, hydrologic modeling, as well as maintenance and operations manuals for the proposed long-term BMPs (water quality ponds and bioretention areas) in accordance with the State Water Resources Control Board (SWRCB) General Municipal NPDES permit for Alameda County. A nuisance flow management plan prepared at the request of the California Deaprtment of Fish and Game (CDFG) and the United States Fish and Wildlife Service (USFWS) to prevent summer urban nuisance water from entering the creek system in order to maintain dry conditions in the creek during summer months. Conitnuous simulation modeling using the Hydrologic Simulation Program- Fortran (HSPF) to demonstrate that post-project flows entering Casamira Creek will not proceed pre-project levels after the installation of appropriate BMPs. using 25-years of rainfall data collected from the Dublin Fire Station rain gage.
