1 STRATEGIC NOISE MAPPING AND NOISE ACTION PLANS OF NICOSIA, LIMASSOL, LARNACA AND PAFOS MAJOR ROADS 1ST ROUND UNDER DIRECTIVE 2002/49/EU Irene Constantinou, Department of Environment / Ministry of Agriculture, Rural Development and Environment iconstantinou@environment.moa.gov.cy Joanna Constantinidou Department of Environment / Ministry of Agriculture, Rural Development and Environment Konstantinos Vogiatzis and Charalampos Antoniadis University of Thessaly, School of the Civil Engineering, Transportation Department, Pedion Areos, Volos, Greece In the context of compliance with the relevant Directive 2002/49/EU, Cyprus has developed Strategic Noise Mapping of major roads having more than vehicle passages a year. The relevant Noise Action Plans were prepared in order to reduce environmental noise in the cases that the limit values are exceeded. The mapping was completed for four major urban agglomerations of Nicosia, Limassol, Larnaka and Pafos. In order to be able to calibrate the relevant noise prediction models 71 24hour measurements were executed in the road axes by using specialized mobile noise monitoring stations with the proper configuration in order to fulfill the requirements of the directive. All roads and a buffer zone of at least 200 meters on each side of the road axes were detailed surveyed with a parallel estimation of the land use and the population living in residential buildings as per the relevant available data of the census. The maps that were drafted referred to the L den and L night indices, as the directive dictates, per agglomeration and per Strategic and Noise Action planning, accordingly. The traffic data used for the mapping were those available for The goal of the mapping was to estimate the population exposure to different noise zones according to the methodology used by the member states of the EU. Moreover all the above information had to be presented to the public in order to inform about environmental noise and its effects. Finally, the relevant Noise Action plans were to be drafted in order to prevent and protect from environmental noise as well as to preserve the areas were the levels of the noise environment are in acceptable values for the public. 1. Introduction - Noise Mapping & Cypriot environmental law context People receiving annoyance by noise may experience a variety of negative responses, such as anger, disappointment, dissatisfaction, withdrawal etc. [1],[2]. Environmental noise mapping as defined in the Directive 2002/49/ΕC [3] has been incorporated in the Cypriot legislative framework Cyprus had an obligation, according to national law which is aligned with the Directive 2002/49/EU, to developed Strategic Noise Maps of major roads having more than vehicle passages a year. The relevant Noise Action Plans were prepared in order to reduce environmental 1
2 noise in the cases that the limit values are exceeded. The mapping was completed for four major urban agglomerations of Nicosia, Limassol, Larnaka and Pafos [4]. The relevant DTM models were created with the use of Geographical Information System ensuring as a minimum geographical unity the independent building with the relevant population & land use data assigned to it, using the approved EU calculation methodology [5], [6]. 2. Calibration and Verification of The Noise Model During the mapping compilation process, a specific real-time noise measurement program was developed for a total of 71 daily measurements (24-hr) which covered the four cities under evaluation. The indices measures were L den, L day, L evening, L night, (according to END specifications), as well as the indices of L eq (24-hr), L 10 (18hr), L 1, L 10 & L 50, to fully configure every urban area and to account for the road traffic noise. The strategic noise mapping results were compared with the real-time noise measurements to test the correlation between estimated and measured indices L den & L night. This operation was developed not only to test the validation of the estimated results but to assist if necessary- in possible corrective procedures. For all the strategic noise mapping the results were compared and tested as measurements vs modelling estimations. Strategic Noise Mapping of Nicosia, Limassol, Pafos & Larnaca Urban agglomerations The Strategic Noise Maps (SNM) for the urban agglomeration (UA) of Nicosia, Limassol, Pafos & Larnaca for the European Noise Indices L den & L night (road traffic noise), according to the French NMPC-Routes-96 (SETRA-CERTU-LCPC-CSTB) [7] methodology are presented below (CadnaA [8] software results).
