JNF S APPROACH IN COMBATING EUTROPHICATION based on current information the nutrient reduction needs indicated by HELCOM to meet the objectives for eutrophication would be met if all these cost-efficient investments were implemented together with relevant EU Directives particularly cost-efficient projects for phosphorus reduction are proper manure management at large animal installations; addition of chemical phosphorus treatment in existing waste water treatment plants; construction and upgrading of wastewater systems in larger and smaller cities/municipalities; reduction/substitution of phosphorus in detergents» SOURCE: HELCOM BALTIC SEA ACTION PLAN
CHEMICAL PHOSPHORUS REMOVAL Reliable, simple standard method, used since 1960 s in Finland and Sweden Iron coagulants most common precipitation chemicals industry by-products, not harmful for the environment Effective reduction of P: St. Petersburg s Central WWTP before the project: 1,6 mgp/l Helsinki and Stockholm: 0,2 mgp/l Investment costs very small Increases operational costs normally by 1-2% Photo: Jukka Nurminen
OBJECTIVE: REDUCING 2500 TONS OF PHOSPHORUS Poland Phosphorus Removal in Poland NW Russia, Kaliningrad? Tons/year towns 34 cities Warsaw Baltic countries Phase 1 Phase 2 Phase 3 St. Petersburg A SCENARIO: REDUCTION OF BLUE-GREEN ALGAE BIOMASS IN THE BALTIC SEA IN 5 YEARS tons tons tons Belarus, Ukraine reduction % According to an ecological Model by THE Finnish CLEAN Environmental BALTIC SEA JOHN NURMINEN FOUNDATION Institute. Goal: 0,5 mg P/l in wastewater effluent
CLEAN BALTIC SEA ST. PETERSBURG Co-operation with St. Petersburg Vodokanal since 2005 at the three largest waste water treatment plants - Central, Northern and Southwestern First phase of investments finalised at the Central plant in October 2007 current reduction 340 tons P/year In the end of 2010, all 3 plants will reach HELCOM-level 0,5 mg P/l P load reduction of some 1000 tons/year by 2012 Management and financing jointly with Vodokanal Finnish Ministry of Environment as a co-financier
CLEAN BALTIC SEA POLAND Project launched in 2008 Objective: reduction of 500 tons of P to the Baltic Sea Financing jointly with Baltic Sea 2020/ Sweden First phase: Warsaw Second phase: large agglomerations
PURE -PROJECT EU-funding from the Baltic Sea Region Programme (decision Sept. 2009) HELCOM as a project partner Investments in Brest, Belarus Riga, Latvia Jurmala, Latvia Sharing best regional practises in P removal among cities from Baltic States, Poland, Russia and Belarus Photo: Jukka Nurminen
JNF S NEW BALTIC SEA WIDE APPROACH JNF Board approval in May 2009 P removal in the whole Baltic Sea Region Open application process Selection based on Foundation s criteria, e.g. tons/eur Grants mainly for P removal investments, also other forms of support possible Co-operation with other financiers and city networks Photo: Jukka Nurminen

PRIVATE SECTOR & BALTIC SEA PROTECTION JNF s activities financed by private companies and individuals Growing concern about the Baltic Sea among general public Environmental awareness within private sector in increase Emphasis on corporate social responsibility issues companies seeking actively local, concrete projects Private sector has valuable resources, skills and networks Effectiveness and visible results important for private sector interest and support Photo: Seppo Knuuttila/SYKE

JNF S VALUE ADDED Flexible and non-bureaucratic operations High-level political and industry & commerce connections Cross-cultural knowledge, understanding of foreign business cultures Active & involved project management Drawing media attention to environmental work Bringing private financing to projects traditionally financed by public sector
SCALES ARE IMPORTANT P removal in St Petersburg Finnish reduction quota/ HELCOM Waste waters from ships to the Baltic Sea Waste waters from Helsinki
COMMUNICATING THE BALTIC? Public at large concerned and knowledgeable about the state of the Baltic Sea huge potential to be utilised From state of the environment information to emancipatory + participatory approach linkage to communicating science Politicians also eager to act, but often lacking understanding of concrete means Offering concrete tasks to utilise high level networks and connections Practical protection work & decisions mainly carried out on city & company level Publicity and positive, high level feedback increase interest Companies willing to offer CSR-support to good local, resultoriented projects Preparing effective, concrete projects on all levels, offering concrete opportunities to do good for the Sea
