2 Caveats Potable reuse is not part of current Victorian government water policy Coliban Water has no plans to implement any potable reuse schemes, but is merely exploring potable reuse as one possible future option, amongst many future options, to support long-term water security 2

8 Regulatory issues to address Creating outcome-based regulation that is still protective of public health (i.e. finding the balance between highly prescriptive regulation and regulation that allows some flexibility in achieving the desired outcome) Having a process by which various treatment processes can be deemed acceptable for use (addressed in technical section) Addressing the issue of the required minimum competencies of the individuals who are responsible for managing the treatment processes 8

10 Technical WaterVal overview A national framework for the validation of water treatment technologies Validation is based on risk management principles and is a key component of the regulatory approval process Validation is focussed on two questions, will it work? before starting schemes, and is it working? once these are operating, by: demonstrating the capability of processes to remove or inactivate target pathogens (log reduction values) and correlating performance with operational monitoring 10

15 Education issues to address Convincing customers that potable reuse can be done safely and is an option that should at least be considered Providing customers, and the media, with sufficient information that they feel informed enough to be able to make decisions on options Starting the conversation early enough to allow customers, and the media, to be able to digest the information that they have been given (best estimates are that you need a lead time of months) 15
