Assessment of energy savings potential and EU funding for heating and cooling Simon Pezzutto,
Content 1. Introduction 2. EU H&C (Heating and Cooling) facts and figures 3. EU finance distribution for energy R&D 4. The Sixth Framework Programme (FP6) 5. The Seventh Framework Programme (FP7) What has been done? How? 6. Energy savings and EU funding for H&C R&D 7. Future outlook Horizon 2020 ( ) 8. Conclusions 2
Introduction - Comparison: potential energy savings & research funding for the H&C sector in Europe - Assessment: expected energy savings in the H&C sector & EU s funding for energy related R&D - Mismatch: EU s aims concerning potential energy savings & EU s funding for R&D of H&C (RHC Renewable Heating and Cooling) 3
EU H&C facts and figures - Largest part of energy consumption: H&C (~50%), followed by: electrical (~20%) and transport applications (~31%) - Absolute majority of energy consumption in the European households: H&C (~75%) - Energy savings potentials: -residential and commercial buildings (tertiary) ~27 & 30% -manufacturing industry ~25% -transport ~26% - Buildings account for ~40% of the EU s energy requirements 4
EU H&C facts and figures - Residential buildings: greatest opportunities to save energy: retrofitted wall and roof insulation - Overall savings potential: estimated at 390 million tons of oil equivalent (Mtoe) each year - > 50% of this 390 million tons per year (ca. >230 Mtoe): energy savings in the H&C sector 5
EU H&C facts and figures Figure 1: Heating and cooling demand per country (EU 15) - residential sector (kwh/m²a) 6
EU H&C facts and figures Figure 2: Cooled floor space per country in some EU 15 countries with forecasts 7
EU finance distribution for energy (R&D) Figure 3: Energy R&D spending of the EU ( ) 8
EU finance distribution for energy R&D - Decrease in terms of percentage values Constant rise in terms of total available amount of money - Total budget has almost tripled from FP6 to FP7: (from ca bn. ) - Finance for energy R&D in the FP6 was around 890 mil. FP7: ~2,350 mil. 9
EU finance distribution for energy R&D * * Concentrated Solar Power Figure 4: Seventh Framework Programme research and development finance distribution nuclear and non until March
The Sixth Framework Programme (FP6) FP6 budget (~19 bn. ) * RTD + demonstration activities (~18 bn. ) European Atomic energy community (~1 bn. ) Sustainable energy systems (890 mil. ) * Research and Technological Development 11
The Sixth Framework Programme (FP6) Figure 6: Sixth Framework Program for different energy sectors ( ) 12
The Seventh Framework Programme (FP7) * * Future Emerging Technologies ** **Fuel Cells and Hydrogen/Joint Technology Initiative Fuel Cells and Hydrogen Figure 7: Seventh Framework Programme for different energy sectors ( ) - 45% of the finance for the energy sector has been dedicated to RES 13
The Seventh Framework Programme (FP7) - FP6/FP7 comparison: RES: almost all energy forms increased - especially CSP by ~5 times Only Bioenergy, Geothermal energy: reduction in percentage Non-nuclear energy forms: only the topic of Coal and Energy networks sector raised up Energy networks sector > doubled All other sectors show a reduction in percentage 14
The Seventh Framework Programme (FP7) - FP6/FP7 comparison: energy efficiency sector looses ~50% of its percentage socio-economics sector shows ~1/3 of the formal percentage in FP6 energy storage sector: FET (< 1% of the non-nuclear energy funds) FCH/JTI FCH sector suffers from a significant reduction in percentage at FP7 Drastic reduction in percentage of the energy efficiency sector: in contrast with the EU targets - FP7: 7% have been dedicated to H&C R&D FP6: H&C R&D finance were slightly higher with 8% 15
Energy savings and EU funding for H&C R&D * * 3% of the H&C 7% belong to RHC Figure 8: Comparison between expected energy savings potential and EU R&D finance of the H&C 16
Future outlook Horizon 2020 ( ) Figure 9: Expected finance distribution for RES at Horizon 2020 ( ) - Fundamental and technical analysis 17
Conclusions - Discrepancy: Expected energy savings potential of the EU H&C sector: >50% EU FP7 finance of H&C (RHC): ~7% - Finance for RHC R&D: energy consumption coming from RES: 20% in 2020 help to decrease greenhouse gas emissions of 20% below 1990 levels - EU is financing R&D: Nuclear energy ~5 times > RES H&C about ~2 times > RHC - Appropriate support to practice R&D in the field of H&C (RHC): significant decrease of the energy consumption in EU significant step forward for reaching the EU goals 18
