The beach is located within the boundary of the Salem former manufactured gas plant (MGP) site, identified by Massachusetts Department of Environmental Protection (MassDEP) Release Tracking Number (RTN) (the Site). This RAM Plan was prepared in accordance with the requirements of the Massachusetts Contingency Plan (MCP; 310 CMR ), specifically, RAM provisions contained in 310 CMR ). The original MassDEP RAM Transmittal Form (BWSC106) was submitted electronically via edep, and a copy is in Appendix A. Notification, including the purpose, nature, and expected duration of the RAM, has been provided to the City of Salem Chief Municipal Officer and Board of Health in accordance with the public notice requirements of 310 CMR (3)(d). Copies of the notification letters are in Appendix B. 1. 2 MassDEP, BWSC -2- May 30, Description of Release, Site Conditions, and Surrounding Receptors (310 CMR [1][b]) 2.1 Release Description The former Salem MGP historically operated along Pierce Avenue and Waite Street in Salem, Massachusetts. The Site is comprised of two properties currently owned by MEC and Boston Gas Company d/b/a National Grid (BGC), the abutting 15 Bridge Street property, and portions of the intertidal zone of Beverly Harbor and Collins Cove. The BGC property currently houses a liquefied natural gas (LNG) operation used for LNG storage and distribution. The MEC property is a transmission line property occupied by high tension electrical power lines. Investigations at the properties that comprise the Site have identified compounds typically associated with MGPs (i.e., polycyclic aromatic hydrocarbons [PAHs], volatile organic compounds [VOCs], petroleum hydrocarbons, and complex cyanide compounds) in site soil primarily situated on the eastern portions of the two properties, and in sediment and groundwater. The Site is currently in Remedy Operation Status (ROS). Phase IV remediation activities on the upland portion of the Site consisted of removing some hotspot soil, capping the more heavily used portions of the BGC LNG property, and installing a drainage system. The Phase IV construction in the upland portion was completed in May The Phase IV construction in the intertidal zone included removal of non-aqueous phase liquid (NAPL)-impacted sediment and the capping of the Collins Cove beach portion adjacent to the BGC LNG property and MEC transmission line property. The Phase IV intertidal zone construction on the beach and in the intertidal zone was completed in April Site Description The Site is divided into two portions: Area 1 and Area 2 (Fig. 2). Work presented with this RAM plan is strictly associated with Area 2. Area 1: Area 1 refers to the upland areas of the Site and includes the BGC LNG property (approximately 16 acres) that is currently used as a LNG storage and distribution facility. The perimeter of the LNG property is fenced to control access. Area 1 also includes the portion of the MEC transmission line property above mean high water (approximately 6.8 acres). The perimeter of the MEC transmission line property above the intertidal region is also fenced to control access to the property. The MEC transmission line property is occupied by five electrical power transmission line support towers. One additional support tower for an air break switch is located between the westernmost towers. There are currently no other structures on the MEC transmission line property. Area 2: Area 2 encompasses the majority of Collins Cove and a portion of Beverly Harbor s intertidal regions adjacent to the BGC LNG facility. Area 2 includes the remaining approximately 12.8 acres of the MEC transmission line property that are comprised of intertidal flats above mean low water. Area 2 natural resources include coastal wetland, coastal beach, coastal dune, salt marsh, rocky intertidal shore, land under the ocean (including tidal flats and submerged areas) and land subject to coastal storm flowage. The proposed RAM activities will be conducted on a portion of the MEC transmission line property (Fig. 2).

3 MassDEP, BWSC -3- May 30, Surrounding Receptors According to the Massachusetts Geographic Information Systems National Resources Map for the Salem area, the Site is not located within a Potentially-Productive Aquifer, Sole Source Aquifer, or Interim Wellhead Protection Area (Zone II). No Areas of Critical Environmental Concern, Habitats of Threatened or Endangered Species, protected open space, or Institutions were identified within 500 feet of the Property. Collins Cove and Beverly Harbor, presumed to be fish habitats, abut the Site to the east and the north, respectively. Private residences and commercial properties abut the Site to the west and south. 3. RAM Objectives, Plan, and Schedule (310 CMR [1][c]) 3.1 Objective The objective of the RAM is to manage debris to be removed from the beach along Collins Cove that is situated on the MEC transmission line property in Salem, Massachusetts (Fig. 2). 3.2 Project Description The entire project is located within the Site boundary and the debris removal is limited to MEC owned property. Debris consisting of bricks, clinkers, and solid tar has been observed on the beach along Collins Cove on the MEC transmission line property. A significant portion of the debris is likely associated with the historic MGP at the Site. Activities described in this RAM Plan are similar to activities performed at the same location along Collins Cove in May GEI submitted a RAM Completion Report to MassDEP on June 17, 2010 documenting RAM activities conducted in May RAM activities in May 2010 successfully removed exposed debris from the beach. However, ongoing natural coastal processes such as erosion, storm events, littoral drift and transport have exposed or re-deposited additional debris on the beach since May MEC plans to conduct up to two scheduled removal events each year for 10 years to manage debris that is regularly exposed or deposited within the RAM area (Fig. 3). In addition, periodic unscheduled removal events in response to significant storm events may be performed. During each debris removal event, MEC plans to remove debris larger than approximately ½ to ¾ inches in diameter from the upper four to six inches of the beach surface within the RAM area. Collected debris will be transported from the beach to lined containers located on the MEC transmission line property within Area 1. Debris removal will be performed by TFord Company Inc. (TFord) of Georgetown, Massachusetts. MEC will permit, characterize, transport, and appropriately dispose of the collected debris at a permitted disposal facility. The debris will be shipped to the disposal facility under a MassDEP Bill of Lading. GEI and its subconsultant, Anchor QEA of Beverly, Massachusetts, will document activities associated with debris removal and management in a RAM Status Report within 120 days of the submission of this RAM Plan to MassDEP. Subsequent RAM activities will be documented in semiannual RAM Status Reports and in a RAM Completion Report after RAM activities are completed. 3.3 Site Activities Site activities during each debris removal event include the following:

4 MassDEP, BWSC -4- May 30, 2012 A topographic survey will be performed before and after each debris removal event to evaluate whether any significant change to the existing coastal beach profile occurs as a result of RAM activities. In the event that RAM activities directly cause a substantial change to the existing beach profile, mitigating measures (e.g. importing clean sand to restore grades) will be proposed and coordinated in advance with regulatory agencies. The surficial debris will be removed using a combination of a skid steer with a RockHound attachment and hand raking. A skid steer will be used to remove miscellaneous debris from the beach area. In areas where the skid steer cannot operate or where disturbance of vegetation would occur, hand raking will be used to remove the larger pieces of miscellaneous fill. The miscellaneous debris will be transported to the upland portion of the transmission line property and stored within lined roll-off containers in preparation for offsite disposal. A daily report will be created to document site activities, record the area of the beach where debris was removed and the approximate volume of miscellaneous debris removed. Precautions will be taken to limit the potential for damaging existing vegetation on the beach. Timber mats will be used to access the beach from the upland portion of the transmission line property. Debris removal activities will occur during periods of low tide when the beach is exposed. No activities will occur within submerged portions of the beach. No stockpiles of materials will remain on the beach after working hours. 3.4 Schedule MEC plans to conduct up to two scheduled debris removal events each year for 10 years. In addition, periodic unscheduled removal events in response to significant storm events may be performed. Each debris removal event is expected to take approximately five days to complete. The first debris removal event is expected to be conducted in June Remediation Waste Management (310 CMR [1][d]) 4.1 Debris Removal and Management The estimated volume of debris that may be generated and managed during each debris removal event is approximately 30 cubic yards (yds 3 ). Debris removal activities conducted during the next 10 years are expected to generate approximately 600 yds 3 of debris. However, for the purposes of this RAM Plan, we estimate that up to1,200 yds 3 of debris may be generated. Collected debris will be disposed of at an off-site facility. The debris will be transported under a Bill of Lading and handled in accordance with the MCP (310 CMR ). Debris removed from the beach may be temporarily placed in stockpiles on the beach and then placed in lined, covered roll-off containers located within the fenced upland Area 1 portion of the MEC transmission line property. No debris stockpiles will be left on the beach at the end of each shift. No remedial wastewater or remedial additives will be generated, excavated, stored, treated, discharged, applied, reused, or otherwise managed at the Site as a part of this RAM. 5. Environmental Monitoring (310 CMR [1][e]) The contractor (TFord) performing the debris removal will prepare a health and safety plan (HASP) for the protection of its employees. GEI and/or Anchor will be on site during debris removal activities to observe conditions encountered. No significant excavation will occur because the debris to be removed is located at or near the surface. Previous investigations in this

5 MassDEP, BWSC -5- May 30, 2012 area indicate OHM is not present in a form that would generate vapors and the material to be handled will be damp or wet; therefore, air monitoring is not necessary. 6. Permits (310 CMR [1][f]) The following permits or certifications were obtained by MEC to perform the proposed RAM activities: The Salem Conservation Commission issued an Order of Conditions (OOC) on December 12, It is identified as MassDEP File number The OOC issued is valid for five years. Prior to expiration MEC plans to submit an application to extend the OOC for an additional five years. The U.S. Army Corps of Engineers (USACE) authorized the work as a Category 2 activity under the Massachusetts General Permit (GP) on February 24, The GP expires on January 21, 2015 and allows under contract activities to occur until January 21, Prior to January 21, 2016, MEC plans to submit an application to continue work for an additional five years. The USACE Permit number for this project is NAE MassDEP issued a 401 Water Quality Certification on May 21, 2012, under WQC Transmittal number X This permit allows the work to be conducted for 10 years. MassDEP issued a Chapter 91 Waterways Permit on May 24, 2012, under Permit number This permit was issued for a 5 year term, and MEC plans to submit an application to extend the Chapter 91 permit for another 5 years. 7. Certifications (310 CMR [1][g,h]) We estimate that less than 1,200 yds 3 of remediation waste will be generated during the performance of the RAM. Therefore, the certification that sufficient financial resources to manage excavated materials in the manner and timeframes specified at 310 CMR (5) is not required. The seal and signature of Mark C. Limitations This RAM Plan was prepared for the use of MEC, exclusively; however, a copy of the RAM Plan may be provided to the City of Salem as a reference. The conclusions presented in this report are based solely on the information reported in this document. Additional information regarding the Site that was not available to GEI at the time this report was prepared, may result in a modification of the findings above. The report has been prepared in accordance with generally accepted hydrogeological practices. No warranty, expressed or implied, is made.

A RAM Plan has been submitted to the Massachusetts Department of Environmental Protection (MassDEP). GEI prepared this notification and RAM Plan on behalf of MEC. The purpose of the RAM is to collect and dispose of surficial debris on the beach along the western side of Collins Cove on the MEC transmission line property. The debris consists of bricks, clinkers, and solid tar and is likely associated with the historic manufactured gas plant (MGP) activities at the property. Activities proposed will be similar to those performed at the same location along Collins Cove in May RAM activities in May 2010 successfully removed exposed debris from the beach, however, ongoing natural coastal processes have exposed or re-deposited additional debris on the beach since May MEC plans to conduct up to two scheduled removal events each year for 10 years to manage debris that is regularly exposed or deposited on the beach along the western side of Collins Cove. GEI estimates that up to 1,200 cubic yards of debris may be managed as part of this RAM. Work will be performed by contractors engaged by MEC. The RAM is anticipated to begin in June 2012 and each debris removal event is anticipated to take less than one week.
