4 Eurovest Development, Inc. RAM Completion Report 1.0 INTRODUCTION Weston & Sampson Engineers, Inc. (Weston & Sampson) ), on behalf of Eurovest Development Inc., has prepared this Post Response Action Outcome (RAO) Releasee Abatement Measure (RAM) Completion Report to summarize the conclusion of construction related soil management associated with the redevelopment of Lot 2 (a portion of the former North Lot) located on Ocean Avenue in Revere Massachusetts. Lot 2 (the Site) is located approximately 725 feet southwest of the intersection of Ocean Avenue and Revere Street in Revere, Massachusetts. The Site is one of several properties that comprise the City of Revere s Waterfront Square redevelopment project. The Site has been redeveloped with a temporary maintenance trailer which will be utilized by the Departmentt of Conservation and Recreation. On September 29, 2016, Weston & Sampson submitted a Post RAO RAM Plan to the Massachusetts Department of Environmental Protection (MassDEP) to provide plans to manage impacted soil during redevelopment of the Site. Construction excavation was performed under the RAM Plan to install a storm water drainage line at the Site as part of the redevelopment. RAM activities were performed in December 2016 and January As detailedd in this report, RAM activities included the removal and disposal of 125 tons of soil as part of drainage line construction. Post excavation soil sampling was not performed as the RAM was required for soil management purposes and not to reduce exposure point concentrations at the Site. RAM construction excavation is now complete and the objectives of the RAM have been met. This RAM Completion Report has been prepared in accordance with 310 CMR to document the construction related RAM activities performed under RTN westonandsampson.com 1-1

RAM Completion Report 2.1 Site Location 2.0 SITE DESCRIPTION Lot 2 (the Site) is a 1.1 acre parcel of land located approximately 725 feet southwest of the intersection of Ocean Avenue and Revere Street in Revere, Massachusetts. The Site is currently developedd with a temporary maintenancee trailer which will be utilized by the Department of Conservation and Recreation (DCR). Historically the Site was utilized by Massachusettss Bay Transitt Authority ( MBTA) for overflow commuter rail parking for the Wonderland MBTA Station. See Figure 1 and 2 for the Site locus and Site plan. The Site is located on the western side of Ocean Avenue in Revere, Massachusetts. An apartment building recently constructed on Lot 1 is adjacent and north of the Site. Ocean Avenue, open space, and Reveree Beach border the Site to the east. An apartment building recently constructed on Lot 3 is adjacent and south of the Site. The MBTA Blue Line and undeveloped land are located to the west of the Site. 2.2 Release Description Between December 2009 and January 2010, Weston & Sampson performed a due diligence Phase II Environmental Site Assessment (ESA) at the North Lot, which was subsequently divided into three lots (Lots 1, 2 and 3). The due diligence assessment was performed through EPA s Brownfield Assessment Program on behalf of the City of Revere Departmentt of Planning and Community Development. The Phase II ESA identified polynuclear aromatic hydrocarbons (PAHs) and lead in soil samples collected at the North Lot at concentrations above applicable MassDEP Reportable Concentrations (RC) S-1 standards. The source of contamination is associated with urban fill and not with a discrete release. Analysiss of groundwater samples did not identify concentrations above applicable RCGW-2 groundwater r standards. The identification of impacted soil above RCS-1 standards represented a 120-day reportable release condition to the MassDEP. Weston & Sampson submitted a Release Notification Form (RNF) to the MassDEP on June 24, 2013, on behalf of Eurovest Development, Inc. 1 to report the release condition. The MassDEP subsequently assigned Release Tracking Number (RTN) to the release. On November 27, 2013, a Class B-2 RAO was submitted to the MassDEP for RTN The Disposal Site boundary for the RTN is all of the North Lot which was subsequently divided into three lots (Lots 1, 2 and 3). As indicated in the RAO, a Method 3 risk characterization was performed for the North Lot and concluded a condition of No Significant Riskk (NSR) existed for current and future uses. The risk characterization relied upon the implementation of an Activity and Use Limitation (AUL) to restrict gardening and provide obligations for soil management. The AUL was recorded at the Suffolk County Registry of Deeds on November 1, The portion of the North Lot whichh is identifiedd as Lot 2 is the Site and the subject of this RAM Completion Report. 1 Eurovest Development Inc. is the master developer for the Waterfront Square development and the North Lot. Eurovest obtained knowledge of the release condition on February 27, The Department of Conservation and Recreation is the current owner of the Site subject to this RAM Completion Report (Lot 2). However, Eurovest contracted for the performance of the RAM as an Other Person. westonandsampson.com 2-1

RAM Completion Report 2.3 Area Receptors The following is a summary of surrounding areaa receptors inn the vicinity of the Site Human Receptors The Site is located in a residential and commercial areaa of Revere. The Site is developed with a temporary maintenancee trailer which will be utilized by the DCR. Potential human receptors currently at the Site include DCR workers and potential trespassers Environmental Receptors Review of Massachusetts Geographic Information Systems (MassGIS) Environmental Receptors Database indicates i the following regarding environmental receptors. See Figure 3 - Area Receptors Map. The Site is not located within a mediumm or high yield aquifer, Interim Wellhead Protection Area (IWPA), Area of Critical Environmental Concern (ACEC), or MassDEP approved Zone II. There are no Habitats of Species of Special Concern or Threatened or Endangered Species within 500 feet of the Site. There are no wetlands or surface water bodies att the Site. A surface water drainage ditch (Eastern County Ditch) with associated wetlands is located approximately 150 feet west of the Site. The Atlantic Ocean is located approximately 300 feet to the east of the Site. 2.4 RAM Plan A Post RAO RAM Plan was submitted to the MassDEP on September 29, 2016 to provide plans to manage impacted soil during development of the Site. Construction activities performed under the RAM Plan which required the management of impacted soil included excavation for the installation of a storm water drainage line on the western portion of thee Site. The RAM documented construction excavation soil management in support of the drainage line installation. westonandsampson.com 2-2

7 Eurovest Development, Inc. 3.0 RAM ACTIVITIES RAM Completion Report Project construction activities involving soil management were performed at the Site between December 13, 2016 and January 24, 2017 in accordance with the RAM Plan. Seee Appendix A for an As Built Plan for the drain line construction. A summary of the RAM activities is provided below. 3.1 RAM Objective The objective of the RAM was to perform risk reduction measures associated with the excavation and management of impacted soil during storm water drain line construction excavation activities at the Site. See Figure 2 for the drain line location. 3.2 Soil Managemen t Strategic Environmenta al Solutions (SES), the Site contractor, commenced drain line installation and construction excavation activities on December 13, Between December 13, 2016 and December 21, 2016 soil excavation and construction activities weree performed for the drain line installation. On January 24, 2017 all excess soil generated during construction was removed from the Site for off-site disposal. Soil excavation and management was performed in accordance with the RAM Plan as detailed below: Soill Excavation and Management Pursuant to the RAM Plan the contractor followed RAM management as detailed below: Plan procedures for soil excavation and Excess soil generated during the construction excavation was stockpiled on-site, on pavement and securely covered with polyethylene sheeting. The stockpile was inspected on a daily basis to ensure it was securely covered at the end of the work day, as needed. Excess soil was generated which required disposal characterization and removal for off-site disposal as indicated in Section and below Soill Characterization and Removal During RAM construction activities the Site contractor generated excess soil whichh required disposal characterization and transportation for off-site disposal. All excavated soil (app. 80 cubic yards) was stockpiled on-site priorr to disposal characterization, loadingg and transport for off-site disposal. Following the completion of excavation activities, Weston & Sampson collected disposal characterization samples from the soil stockpile. The samples were submitted to Contest Analytical in East Long Meadow, Massachuse etts for analysis of Total Petroleum Hydrocarbons (TPH), Volatile Organic Compounds (VOCs), Semi Volatile Organic Compounds (SVOCs), Polychlorinated Biphenyls (PCBs), Pesticides, Herbicides, Metals, and general chemistry (ph, flashpoint, reactivity, and conductivity), to meet disposal facility requirements. See Table 1 forr a summary table of analytical results. A copy of the laboratory analytical report is providedd in Appendix B. As shown in Table 1, analysis of the sample collected from the stockpile (SS-1) also below the Soil did not identify concentrations above RCS-1 standards. RAM Completion Report Acceptance Criteria for the Newport Materials, 540 Groton Road Less than RCS-2 facility in Westford, Massachusetts Soill Disposal On January 24, 2017, the soil stockpile (app. 80 cubic yards/125 tons) was loaded onto trucks and transported to the 540 Groton Road facility under a Material Shipping and Record (MSR) form. A copy of the MSR with is included as Appendix C. 3.3 Groundwater Dewatering Excavation was performed to a maximum depth of 6 feet below grade surface during the drain line installation. Limited groundwater dewatering was required during construction to lower the water table and increase the stability of excavated area. When required, the dewatering was performed utilizing sump pumps within the excavation. Groundwater dewatering was discharged to an unpaved surface on-site adjacent to the excavation in accordance with 310 CMR Erosion and Sedimentation Control During RAM activities, erosion and sedimentation control was performed in accordance with the RAM Plan. All areas were graded to facilitate drainage to Site control structures. 3.5 Dust Monitoring and dust controls Throughout RAM activities, the contractor did not have any issuess with dust measures were not required other than covering of the soil stockpile on-site. 3.6 Findings and Conclusions Site drain line construction activities involving the management of soil are complete. Soil disposal characterization samples were collected to adequately characterize excess soil for off-site disposal. A total of 125 tons of soil was excavated and disposed off-site. All excavated soil was managed in accordance with the MCP and the RAM Plan and the objectives of the RAM have been met. westonandsampson.com 3-2

RAM Completion Report 4.0 RAM COMPLETION REPORT SUBMITTAL REQUIREMENTS The MCP requirements for a RAM Completion Report (310 CMR ) are shown in bold, italic text and our responses to these requirements are shown in normal text. (a) a description of the release of threat of release, site conditions and surrounding receptors; This information is provided in Sections 2.1, 2.22 and 2.3. (b) a description of the Release Abatement Measure completed at the disposal site, including work undertakenn in responsee to any conditions or approval imposed by the Department; A description of the RAM completed at the Site is included in Section There were no conditions or approvals imposed i by the Department. (c) all investigatory and monitoring data obtained during thee implementation of the Release Abatement Measure; This information is provided in Section 3.0 and Appendix B. (d) a succinct statement of the findings and conclusionss resulting from the implementationn of the Releasee Abatement Measure; including a statement ass to whetherr the objectives of the Release Abatement Measuree have been met; This information is provided in Section 3.6. (e) details and/or and documentation on the management of any Remedial Waste, Remedial Wastewater Remedial Additives managed at the site as part of the Releasee Abatementt Measure; and See Section 3.2, Appendix B and C for details relative to soil management at the Site. e) a description of any ongoing activities related to the Release Abatement Measure that will be conducted at the disposal site, including monitoring activities, and the maintenance of fences, caps, and other passive systems. The findings provided by Weston & Sampson in this report are based solely on the information reported in this document. Future sampling, and/or information that was not availablee to Weston & Sampson at the time of the study, may result in a modification of the findings stated in this report. Should additional information become available concerningg this Site or neighboring properties, which could directly impact the Site in the future, that information should be made available to Weston & Sampson for review so that, if necessary, conclusions presented in this report may be modified. The conclusions of this report are based on Site conditions observed by Weston & Sampson personnel at the time of the study, informationn provided by Eurovest Development and samples collected and analyzed on the dates shown or stated in this report.
