1 Secretariat of International Renewable Energy Agency (IRENA), IRENA Country Support and Partnerships Division Associate Programme Officer The International Renewable Energy Agency (IRENA) is an inter-governmental organisation mandated with the widespread and increased adoption and sustainable use of all forms of renewable energy. At present, IRENA has 131 Members (130 States and the European Union) that acceded to its Statute, and some 40 additional States in the accession process and actively engaged. IRENA supports countries in their transition to a sustainable energy future, and serves as the principal platform for international cooperation, a centre of excellence, and a repository of policy, technology, resource and financial knowledge on renewable energy. The Agency implements its mandate with the view to sustainable development, increased energy security and low-carbon economic growth and prosperity. IRENA directs its principal partnership activities towards knowledge sharing, ensuring that existing information and experience is developed, organised, and made accessible in a usable format. Cooperation at global, regional and national levels, knowledge sharing, enabling policies, enhanced capacity, and encouragement of investment flows and strengthened technology and innovation are essential elements in the Agency s efforts. Pursuant to this mandate and the Malta Communique that was endorsed by ministers and other officials from 48 islands in September 2012, IRENA has established a Global Renewable Energy Islands Network (GREIN) for pooling knowledge, sharing best practices, and seeking innovative solutions for accelerated update of clean and cost-effective renewable energy technologies on islands. The information provided should be of value not only to islands, but also to virtual islands far from transmission grids, which share the burden of reliance on costly fossil fuel from distant sources that renewable energy may displace. GREIN is organised around autonomous interest clusters on roadmaps, grid integration, tourism, resource assessment, waste-to-energy, and desalination. The Associate Programme Officer s role will be to assist IRENA s efforts to activate interest clusters on renewable desalination and waste-to-energy systems on islands. Many islands face a critical shortage of space for disposing of waste streams generated by their indigenous populations and visiting tourists. It is prohibitively expensive to ship waste abroad to countries far across the seas, so islands must designate scarce space for waste disposal in locations that do not disrupt the aesthetic environment of towns and tourist

2 resorts. At the same time, most islands face high electricity bills since they generate a large portion of their electricity from diesel fuel at a cost of 35 U.S. cents per kilowatt-hour or more. Waste-to-energy systems therefore provide a potential option for islands to solve two problems at once the high cost of waste disposal and the high cost of electricity. Such systems reduce the volume of waste that must be disposed of by using waste to produce fuel or electricity. However, it must be possible to install them at acceptable cost, and local capacities must be in place to plan, build and operate them. GREIN is exploring the potential for cost-effective deployment of renewable energy technologies for converting waste to energy on islands that lack sufficient space to dispose of their waste, as well as best practices for planning, financing, installing and maintaining waste-to-energy systems at island scale. A project is underway to review technologies are available for converting waste to energy at island scale. Among these are technologies to convert organic waste in landfills and sewage, or gas from this waste, to electricity. The project will assess the economic viability of these options, comparing costs per kilowatt-hour of electricity generated under different assumptions about the cost savings from avoided waste disposal. It will also identify which islands could benefit from waste-to-energy systems, identify island providers of equipment and services for such systems, and identify financial institutions that might be able to finance them. The Associate Programme Officer s role will be to provide support to identify island case studies of relevance to this project and help to plan follow-up activities for putting waste-to-energy systems in place on specific islands. Many islands face a critical shortage of fresh water for their indigenous populations and visiting tourists. It is prohibitively expensive to import fresh water from overseas, so islands must have systems for desalinating water from the seas that surround them. Desalination systems on islands are typically run on diesel fuel which is also costly to import. This creates a market opening for indigenous renewable resources to desalinate water, provided that desalination can be done at acceptable cost and local capacities are in place to install and operate the systems. GREIN is exploring the potential for cost-effective deployment of renewable energy systems for desalination on islands that lack sufficient fresh water, as well as best practices in planning, financing, installing and maintaining such systems. A project is underway to review key renewable technology options for island desalination, including solar photovoltaics, concentrating solar power, wind and ocean thermal energy conversion. For each renewable technology option, the project will show how the levelised costs of water compare with those of water desalinated with conventional fossil-fuelled technology. The project will identify key options for cost-effective application of renewable desalination technologies on islands, examine the barriers to introducing such options, and suggest best practices for overcoming these barriers. The Associate Programme Officer will provide support and assist to identify island case studies of relevance to this project and help to plan follow-up studies which examine a practical path to putting renewable desalination in place on specific islands.

3 Under the direct supervision of the Senior Porgramme Officer Technology Cooperation, the Associate Programme Officer will: Provide support to IRENA studies to accelerate deployment of renewable desalination systems and waste-to-energy systems on islands. Support outreach activities to promote awareness by public and policy makers on the potential for renewable technology deployment on islands Assist efforts to set up regional training hubs to build island capacities for installing, operating and maintaining renewable energy systems on islands. One of the six pillars of IRENA s biennial work programme is a Regional Action Agenda for accelerated deployment of renewable power options on the electric grids of Africa, Central America, Southeast Asia and other regions. Ministers from nineteen countries of the Eastern and Southern Africa Power Pools endorsed the IRENA Communique on the Africa Clean Energy Corridor in January There are major opportunities for renewable power to displace costly and polluting fossil fuels, particularly as fossil fuel prices increase and the costs of renewable power decline over time. Enabling regulatory environments are needed to put renewable power options in place, as they often face barriers to market entry and are not everywhere considered systematically in country and regional energy planning processes. Stable, predictable, transparent and harmonized regulatory frameworks in the countries of a given region can help to create a favorable investment climate throughout the region. IRENA has three main activity areas to promote such enabling regulatory environments. One is on regulations to encourage or require integrated planning with full consideration of renewable generating options. A second is on regulatory frameworks to encourage timely and sufficient renewable investment in power markets. The third is capacity building to enhance the quality of renewable and power market regulation. IRENA aims to provide practical regulatory advisory services to national and regional decision makers in these areas. The role of the Associate Programme Officer will be to assist IRENA s efforts to implement enabling regulatory environments in regional, national and local power systems.

6 A project is underway, in collaboration with regional stakeholders, to identify regulatory gaps for integrating renewable resources into the Southern and Eastern African Power Pools. Some countries in these power pools have better planning processes and more open markets than others. System planning and market regulations are not coordinated at regional level. Thus, IRENA will work with stakeholders to enhance regulatory frameworks for investment in clean, renewable power options. The Associate Programme Officer would help to assess elements of regulation that could be harmonized in the Africa Clean Energy Corridor and in other regions to open markets and planning processes to clean and cost-effective renewable power options. IRENA Innovation and Technology Centre (IITC) is responsible for the provision of the means for an accelerated renewable energy technology uptake, considering national conditions of resource endowment, social and economic frameworks. In accordance with the IRENA Statute, activities in this field include analysis of renewable energy technology policies; dissemination of information and increased awareness; technologies and equipment overview and assessment of success-failure factors; improved pertinent knowledge and technology transfer, and joint RD&D and provision of information about the development and deployment of national and international technical standards in relation to renewable energy. Under the supervision of the Analyst - Innovation and Technology, IITC, the Associate Programme Officer - Bioenergy will: Provide support with bioenergy analyses and inputs into IRENA s REmap 2030 project; Support completion of the IRENA project on the valorisation of biomass residues as an energy source (Valo-BRES); Apply Valo-BRES outputs and carry out research and analyses to evaluate and identity appropriate technology options for modern biomass in Africa and advanced

9 biofuels in Asia; Support outreach and regional activities to promote awareness and technology deployment for modern biomass and advanced biofuels; Provide support for cross-irena coordination of work on bioenergy, including technology, resource assessment and statistics; Perform other duties as required. Under the supervision of the Director, Administration and Management Services, the Associate Administrative Officer will be responsible for the following duties: Collaborates with other divisions to ensure effective and efficient provision of administrative support services. Develops and periodically reviews and updates various administration, finance and budget reports to ensure continuing frequency and relevance in providing guidance to management and employees. Identifies potential areas of compliance and risk; develops/implements corrective action plans for resolution of identified issues, and provides general guidance on how to deal with similar situations in the future. General Administration Coordinates actions related to the general administrative requirements of the division, such as: travel, monitoring accounts and payment to vendors and individual contractors for services, physical space planning and the identification of office technology needs and maintenance of equipment, software and systems. Audit & Compliance Documents, evaluates and tests systems and controls to determine their adequacy

The Division of Strategic Management and Executive Direction is responsible for providing leadership to carry out the Agency s mandate, and is also responsible for the efficient and effective management of the Agency and its Work Programme. Stakeholder management is a critical component to the successful delivery of any project, programme or activity. Under the supervision of the Chief, Communications, the Associate Communications Officer will assist in managing and coordinating the IRENA stakeholder group and be responsible for the following duties: Support the development and creation of a new IRENA-wide stakeholder database; Manage the migration of existing stakeholder data to the new database and ensure accuracy of existing information as well as identify and group relevant sectors and stakeholders accordingly; Provide guidance to others to ensure maximum effectiveness of the stakeholder database; Engage in outreach with current stakeholders to provide an informative and cohesive dissemination of IRENA information, products, reports and publications; Performs any other duties as may be required.

20 TERMS OF REFERENCE Secretariat of the International Renewable Energy Agency (IRENA) IRENA Innovation and Technology Centre (IITC) Associate Programme Officer The International Renewable Energy Agency (IRENA) is an inter-governmental organisation mandated with the widespread and increased adoption and sustainable use of all forms of renewable energy. At present, IRENA has 131 Members (130 States and the European Union) that acceded to its Statute, and some 40 additional States in the accession process and actively engaged. IRENA supports countries in their transition to a sustainable energy future, and serves as the principal platform for international cooperation, a centre of excellence, and a repository of policy, technology, resource and financial knowledge on renewable energy. The Agency implements its mandate with the view to sustainable development, increased energy security and low-carbon economic growth and prosperity. IRENA Innovation and Technology Centre (IITC) is responsible for the provision of the means for an accelerated renewable energy technology uptake, considering national conditions of resource endowment, social and economic frameworks. In accordance with the IRENA Statute, activities in this field include analysis of renewable energy technology policies; dissemination of information and increased awareness; technologies and equipment overview and assessment of success-failure factors; improved pertinent knowledge and technology transfer, and joint RD&D and provision of information about the development and deployment of national and international technical standards in relation to renewable energy. Under the supervision of the Analyst, Technology Roadmap of IITC, the Associate Programme Officer will support the technology roadmaps and knowledge framework activities in the Transforming Power Grid Infrastructure through two projects. 1. From Grids to Mini-grids: Integrating renewables from the bottom-up The project From Grids to Mini-grids: Integrating renewables from the bottom-up will examine the role that mini-grids can play in transforming the power grid infrastructure to renewables. Mini-grids have traditionally been examined in the context of rural electrification and renewable energy integration in islands where there is limited or no connection to transmission networks. Work on mini-grids for rural electrification is undertaken by KPFC. Recent technological advances with mini-grids, the need for more resilient grid infrastructures, and the growth of decentralized renewable energy deployment have spurred developments and interest in grid-connected mini-grids. Such mini-grids could potentially balance supply and demand at a local level, and subsequently change the operation, management, and ownership structures of large-scale grids. 21 In the context of this project, the Associate Programme Officer will: Examine existing technological developments in micro- and mini-grids systems, including the impact of supporting technologies like storage, software development, and control systems; Provide a status update of mini-grids for renewable energy grid integration at a local level; Determine existing institutional, regulatory, and policy barriers that are impacting the deployment of min-grids for renewables; Identify potential areas and applications where mini-grids could support the integration of renewables; Identify best-practices and policy lessons for decision makers; Assist in the management of possible modelling activities supporting the analysis. Results Expected: The Associate Programme Officer will undertake the required analysis for a working paper on this topic, and ensure that the results of the analysis feed back into the technology roadmaps and knowledge framework. The timeframe for this project would be six months. 2. Renewables integration through electric vehicles Although the electric vehicle market is still in a nascent stage, the growth figures are still doubling on a year to year basis. In the first quarter of 2014, more electric (EV) were sold than in the whole year of The corresponding battery demand for lithium-ion was 1.4 GWh in the same quarter, with 44% of batteries provided by Panasonic. IRENA s renewable energy roadmap (REmap 2030) suggests that EV could reach around 10% of the total car fleet, equivalent to around 160 million vehicles. This extension of the electricity grid into the transport sector is potentially an opportunity to replace gasoline with renewables-based electricity, add additional storage capacity, and support the integration of variable renewables. On the one hand side, batteries at the end of car life could be used as stationary storage. On the other hand, smart control systems could use plugged-in vehicles as instantaneous battery banks. The aim of this project is to examine the role the electric vehicles could play in supporting the integration of variable renewables. In the context of this project, the Associate Programme Officer will: Map existing activities and research programmes on the role of EVs for renewable energy grid integration (e.g. by examining EV roadmaps developed by countries like Germany and Ireland, or the CEM EVI group).
